    “We have taken our relationship with China very seriously”–Tegbe

    In this Exclusive Interview with Joseph Tegbe, Director-General and Global Liaison for the Nigeria-China Strategic Partnership, Tegbe who was in China on a working visit, speaks extensively on the purpose of his office, his view of China, visit of Chinese FM to Nigeria, FOCAC, plans, vision and sundry issues

    Q: welcome to China, how many times have you been to China?

    A: Thank you very much. This is my 13th time in China. The first time that
    I was in China was in 2002, then I came back in 2006, I was here for
    Beijing Olympics with my family in 2008 and subsequently, I have been here a couple of times. It is great to be back in China.

    Q: I remember you told me that everytime that you come to China, you
    could see that China is changing. You said China is changing very
    fast. So, what kind of change do you mean?

    A: Everytime I come to China, everything is improved, especially in
    infrastructure. I see a lot of infrastructural development in China and again, beyond that, I see that China has over the last twenty years become self-sufficient and I always marvel at the discipline of the Chinese. Overtime, the
    integration of China with the rest of the world is improving and China is becoming a metropolitan country.

    Q: Many of my Chinese and Nigerian friends have asked me about the nature, type and organization of the Nigeria-China strategic office. Whether it is governmental or nongovernmental. Can you give us more information?

    A: Let me give you an introduction to the Nigeria-China strategic office. It is a government office setup in the Presidency of the Federal Republic of Nigeria. I have my background in the private sector. Before, I spent thirty-five years working with Arthur Andersen, a renowned American firm in consultancy. I also worked with KPMG and I retired from KPMG last year after thirty-five
    years of working in KPMG. Before my career in consulting, I had a stint in Engineering. I graduated with a first class in Civil Engineering, mastering in structures and then I specialized in human resources strategy, technology
    and public sector advisory. Now, the Nigeria-China strategic partnership
    office was set up in September, 2024. It is just about 3 months to 4 months old. At the September 2024 FOCAC here in Beijing, President Xi Jinping and
    President Bola Ahmed Tinubu agreed to elevate the relationship between
    China and Nigeria to a Comprehensive Strategic Partnership. On the basis of
    that, we have taken our relationship with China very seriously. We
    elevated our relationship with China and President Bola Ahmed Tinubu decided to appoint me as the Director-General and Global Liaison for Nigeria and China Strategic Partnership. What are my roles? Number one is to coordinate, monitor and evaluate all the agreed projects between Nigeria and China agreed at FOCAC. There were 54 programmes and projects that were
    agreed in the MOUs that were signed between the two countries. Those
    projects span from infrastructure to agriculture to health care to education to mining, manufacturing and technology. Now, in the past few years, when
    those things are agreed, you don’t have a central point for coordination. So, my role is to coordinate and ensure that those projects and programmes are
    adequately implemented. But beyond that, my secondary role is to ensure that all relationship between Nigeria and China from the perspective of business and economy are properly evaluated and properly monitored and ensure there is value for money and a win-win relationship between China and Nigeria. That is what my role is. But underlying that, you cannot do business, you cannot do economic development without some level of diplomacy. So, I work with the Ministry of Foreign Affairs and other Ministries in Nigeria and the Ambassador, the Chinese Ambassador to Nigeria and now Ambassador in Beijing here, the Charge d’ Affaires, to ensure there is coordination. So that is what my role is.

    Q: In recent years, China and Nigeria have jointly implemented a large
    number of strategic cooperation projects under FOCAC that you have just mentioned. Could you tell us about these achievements and cooperation between China and Nigeria in recent years?

    A: The relationship between China and Nigeria dated back to over fifty years ago. And the relationship between Nigeria and China has always been very
    cordial. China has always respected Nigeria and Nigeria significantly
    respects China. FOCAC projects that are agreed span across those seven
    sectors I mentioned earlier. But most importantly, in the last couple of years, there has been a lot of infrastructure development in Nigeria, championed and facilitated by China. China has been assisting Nigeria with funding and with technology and expertise in the area of infrastructure. Most of the major infrastructure development in Nigeria today, are carried out by Chinese companies. And they do not only do the building and development, they maintain. Many companies like China Communications Construction Company have played major roles in Nigeria, developing our roads, developing our ports. And then in the railway sector, China has played a significant role and they continue to play roles that in the next few years, you are going to see China moving from infrastructure and getting involved in things like agriculture, technology and education. And beyond that, I will tell you, China has played a significant role in our telecommunication sector. Companies like Huawei were early comers in Nigeria. So, today, some of the FOCAC projects have played a significant role in developing Nigeria and it has
    been a very mutual relationship.

    Q: Early this month, we are aware that a member of the Political Bureau of the Central Committee and Foreign Minister, Mr. Wang Yi, His Excellency, paid a very successful visit to Nigeria. What are your comments concerning Mr. Wang’s bilateral talks with President Tinubu
    and Minister Tuggar. What is the impact of this visit on China-Nigeria relations?

    A: Thank you very much. Mr. Wang Li who is a very respected Chinese Minister and a very renowned politician in China and who we also respect globally, came over to Nigeria and we had a very, very good and cordial discussion. We had two major meetings. The first meeting was with the Minister of Foreign Affairs, Honourable Minister Yusuf Tuggar. I was in that meeting and we had good exchanges. In that meeting, Nigeria reaffirmed her commitment to One China Principle and he was very complimentary of Nigeria’s supportive role to China. We had discussions that span over our relationship over the infrastructure development that China is involved in with Nigeria. Specifically, we had discussion around funding support to Nigeria and we used the opportunity to thank Mr. Wang Yi for the renewal and the signing of the two billion swap line that we just had. And we asked that if there is a possibility of increasing the line to ten billion dollars, Nigeria will be very appreciative. Beyond that, Mr. Wang Yi met with our President and I was also there in the meeting. At that meeting, we had a very wonderful discussion with our President. At that meeting, Mr. President also sought support of the Chinese government in ensuring that Nigeria gets a seat on the UN Security Council which Mr. Wang Yi replied in the affirmative to support Nigeria. We also sought discussion around Nigeria joining the partnership of BRICS countries and Nigeria promised to look at the opportunity. And he told us that being a partner and being a member are not very different. So it is something that we are currently considering. Mr. The President also restated at that meeting support and asked for support from China to Nigeria in funding most of our infrastructural projects which Mr. Wang Yi also replied affirmatively about. Couple of other areas that we discussed are in the areas of automobiles, we seek support from China in the EV vehicles, in the area of AI, Artificial Intelligence, in the area of agriculture, and you see some of the initiatives we have started planning. So in all, Mr. Wang Yi, a very experienced diplomat , addressed most of the discussions in a very positive way and I think at the end of the day, we are seeing positive reactions from the Chinese government and agencies since after Mr. Wang Yi left Nigeria.

    Q: During this visit, Ambassador Tuggar stated that the MOUs signed between China and Nigeria at the September 2024 FOCAC were at different stages of implementation. Can you provide us with specific details or information about these stages?

    A: Like I told you earlier on, the MOUs cover different areas. It covers infrastructure, it covers exchange programmes between the two countries where Nigeria seconds people to China. In November last year, we had thirty people coming from Nigeria to China. They attended an Education, Economic and Governance Development Programme at the National Development and Reform Commission. Beyond that, a couple of infrastructure projects are at different stages of completion. There are railway projects that are ongoing, being supported by Chinese banks, specifically China Exim Bank and China Development Bank. I have met with these two banks in the last few days and we reviewed various stages of development. I think most of the FOCAC projects as I see today are progressing well. But they are in different areas. Infrastructure, agriculture, technology exchange and education. They are all significant projects and we are getting support from China through the China Exim, China Development Bank. And increasingly, I mentioned some companies earlier on who are contributing and have become friends of Nigeria. I mentioned China Communications Construction Company,CHEC, I mentioned CCECC, I mentioned Huawei. These are companies where we have friends. For most of the players in those companies today, they have become friends, they have become brothers. If you take CCECC, I have a good friend there called George Peng and they support us on our initiatives and some of the other entities are very good friends and they are passionate about Nigeria’s development.

    Q: You Know our President and Chinese people always call our African friends brothers. We call them brothers. What do you think about this?

    A: You know Mr. Loni, let me tell you what I found very interesting and I said it this morning to somebody. Interestingly, Africa shares a lot of commonalities, we share a lot of things in common with China, with the East, that is China and India. The communal nature in Nigeria and China, we share that in common. Families are closely knit and we take family ethics, family values, we take them very seriously and I have seen that China also takes that very seriously. And I have seen that Chinese are like Nigerians. For you to build trust either in business or diplomacy, or anything, you need to start as friends and when your friendship develops into brotherhood, then you can trust each other to a level and then you become partners. And that is what I have seen in the evolutionary relationship between China and Nigeria.

    Q: At FOCAC last year, our President, President Xi Jingpig pointed out that China and Africa accounted for one third of the population of the world. Our President stated that without the modernization of China and Africa, there is no modernization of the world. Against the backdrop of convening the Beijing Summit, the dream of jointly pursuing modernization in China and Africa has set out a wave of modernization in the global south. What are your expectations for this modernization of the global south?

    A: You know over time when you look at the development in China. I was in a meeting yesterday with the respected economist in China, Professor Justin Li and we were discussing the evolution and revolutionary impact of modernization. When you look at China forty years ago, compare China to the West, there was no development. Infact, some areas in Nigeria were more developed than China. Now, luckily, you had a leader that looked inwards and developed China. And at a point in time, opened up China to the rest of the world. And the good thing about it is we are now seeing the transmission of that modernization that China experienced being transferred to Africa and we can see the modernization in what China is doing in Nigeria, in what China is doing in Ethiopia, in what China is doing in DRC, in what China is doing in South Africa and a lot of interactions between China and Nigeria. And we could see that technology improvements and some of the transformation we see in Africa is being championed by China. The beauty of all these is the fact that not only does China come with technology, it also comes with funding and with the adequate review of the funding structures, we do get some values. So the wave of modernization is tremendously having a positive impact on the rest of the world. And very soon, with the help of China, Africa will be the envy of the rest of the world.

    Q: Thank you. Now, you know that China believes, our people believe that the
    ultimate goal of modernization is to realize the free and all round development of human beings. China has all along shown the willingness to actively carryout cooperation with Nigeria in such areas as personal training, poverty reduction
    and employment. What kind of achievements do you think have been made in these cooperation between China and Nigeria?

    A: I think an example was given to me yesterday. when I was talking to Justin Li. And he cited an instance in Ethiopia and Rwanda, where cooperation between the two countries resulted in a shoe maker from China going over to Ethiopia to set up a factory in Ethiopia. And within a space of two years, what we found out was that the shoe maker employed seven thousand workers within one year. Then, there were also multiplier effects. The trainees of the shoe maker also left and were employing an average of five hundred people. You can see the multiplier effect. The same thing is happening in Nigeria and my President, President Bola Ahmed Tinubu, GCFR has realized that we can leverage China’s technology and China’s modernization policy to improve livelihood in Nigeria. Lift people out of poverty. I noted that 60% of the arable land in the world is in Africa. China only has 10% of the arable land in the world. Despite that, China is feeding 1.4 billion people. I believe with the support of China and we get it right as Africans, as Nigerians, we will lift a lot more people out of poverty in Nigeria because we have the resources and have good ideas of what to do with those resources. All we need is technology, consistency and brotherhood between us and China. We will achieve some of these goals.

    Q: Under the partnerships, China already proposed ten partnership
    actions last year. So, in order to promote the implementation, of
    these actions, the Chinese government will provide a quarter of 360
    billion yuan of financial support in the next three years to Africa. In this regard, how do you see China’s support for Africa?

    A: 360 billion yuan is 51 billion dollars of support that is coming from China. We believe that it is a good start. It is a good point in the right direction. And that is where the funding support for some of the FOCAC projects and programmes are coming from. Like anything, sometimes we become Oliver Twist. We believe China can do more. We believe we can get more that 51 billion from China. We believe China has more resources to share with their brothers in Africa. So we are looking forward to more support.

    Q: At FOCAC, China has offered to encourage and support Africa’s
    issuance of Panda bonds in China to provide strong support to China-Africa practical cooperation in various fields. We know you are a famous banker and accountant. How do you view this and what suggestions do you have concerning the Panda bonds?

    A: You know in the past, Nigeria and most African countries have always raised Euro bonds. We raised bonds in other countries. And of course in the past, you remember that China’s economy was a closed economy. Now that China has opened up its economy and we are doing more transactions with China, investment in Panda bonds is one of the ways to go and I believe with the investments in Panda bonds, Nigeria can get more returns on those investments. Our transactions will become more free between the two countries. So, it is something that we welcome and the Nigerian government, the economic team is already on how we can realize the benefits of the Panda bonds. So, you will see us move in that direction very soon. In addition to the Panda bonds, one of the things that we are exploring as a country is working with China to ensure that we have funds flow between the two countries. Going the route of having to do business with China and going the route of dollar to do RMB, you want to do business in yuan and then you go through dollar to get your naira is something that is a bit tedious and costly. We do business with the US, we do business with Europe and we do exchanges in pounds and we do exchanges in dollars. We Want to be able to do direct transactions with China. Exchange of Yuan to naira. I had a very wonderful discussion with DRC in the past few days. I have met with China Exim bank, I have met with China’s development bank and in my discussion with the Director-General of African Affairs in the Ministry of Foreign Affairs, there are other funding options. Pand bonds is one, RMB line. There are other ones that we are exploring. I might not be able to discuss them now, but we are working together to look at those options, including participation of Chinese banks in Nigeria. So, you are going to see a lot more happening in the financial sector between Nigeria and China in the next few months.

    Q: Thank you. Just one more question. In the course of the interview, you told us that your government has always supported the One China
    Policy. China has also given strong support to Nigeria in International
    affairs. In what areas do you think China and Nigeria can have more
    cooperation in international affairs?

    A: Every time I have interacted with Mr. Wang Yi and all the senior officers of NDRC, the senior officers of the Foreign Affairs, we have reaffirmed President Bola Ahmed Tinubu’s commitment and affirmation of One China Policy. We know this is important to you. And the fall out of that is the fact that the Chinese government is also encouraging Nigeria to be a partner to BRICS so that we can also enjoy benefits from other BRICS members. So that is expansionary. Part of it also is the fact that China also wants to join the technology hub where Nigeria is a member and we have promised to support China. Part of the expansionary influence is the fact that Nigeria is also seeking a permanent seat on the United Nations Security Council. So, what you see is that the relationship between Nigeria and China that has been very cordial in the last fifty years is getting stronger and is being strengthened with this Comprehensive Strategic Partnership that we have. China is the only country today that Nigeria has a dedicated Director-General of somebody of my status. I have thirty five years of solid experience in the private sector. I have had a stint in politics. There is no other relationship that you have a dedicated person to coordinate. It shows you how important China is to us in Nigeria and how we value the relationship between us and China. We believe this relationship will continue to be mutually beneficial, will continue to be a win-win situation and is going to be a rewarding relationship over the next few years. Thank you very much.

    The United Nations Children’s Fund (UNICEF) and GAVI, the Vaccine Alliance, have officially concluded their collaborative efforts with the Bayelsa State government, marking a significant milestone in strengthening primary healthcare services in the region.

    The successful partnership was celebrated at an event titled “Primary Health Care MoU Initiative: Progress and Way Forward Bayelsa State.

    During the event, Dr. Anselam Otobo, Chief of Field Office from UNICEF’s Port Harcourt office,
    expressed optimism that the Bayelsa State government would build upon the foundation laid by the partnership, ensuring that the benefits of their collaborative work continue to reach communities at the grassroots level.

    Dr Anselam further said it’s there hope that bayelsa state government will continue from where they have stopped . “The dividend of this collaboration is to make sure it continue to reach the people at the grassroots level , we have seen the transformation at this PHC and the patronage has also increased since the intervention and we do hope that this utilisation will continue to increase and the people will continue to access the different services to all the populace “.

    He said, ” the state indices has increase and become better because of the intervention of the GAVI funded program, saying with the hope that the state government will to sustain the good work has been done.

    Dr. Anselam urged the community to make sure the facilities are put into use and to attract more services because according to him the medical staff are always on ground four 24 hours services to be to provide quality services to the public. ” We want them to continue to protect the facilities and make use of it”.

    He noted the visible transformation in primary healthcare centers (PHCs) and the increased patronage since the intervention, emphasizing the importance of sustained utilization of services by the populace.

    Bayelsa State’s Deputy Governor, Senator Lawrence Ewhrujakpo, expressed gratitude to UNICEF and Gavi for their contributions and pledged to sustain and improve upon the successes achieved through the partnership.

    Key highlights of the collaboration included, Field trips were organized to PHC Zarama, a renovated PHC, to showcase ongoing Routine Immunization (RI) service delivery, and to a renovated facility in Kaiama, Kolokuma Opokuma LGA, both supported by the PHC MoU.
    A visit to the Centralized Data Hub highlighted efforts to strengthen data quality and efficiency

    A visit to the Bayelsa State Health Insurance Scheme Building demonstrated strengthened financial protection for residents. A visit to Zipline Logistics showcased advancements in vaccine delivery and supply chain management.

    The third day of the event included video documentaries and testimonials from the field, presentations on the impact of the PHC MOU exercise in Bayelsa State, success stories, lessons learned, and a close-out ceremony with remarks by the Executive Governor.

    UNICEF and GAVI’s support for primary healthcare in Bayelsa State is part of a broader initiative to improve health outcomes for children under five.

    The partnership between UNICEF, GAVI, and the Bayelsa State government serves as a model for other states in Nigeria, demonstrating the effectiveness of collaborative efforts in strengthening primary healthcare and improving the well-being of communities.

    The Federal Government has restated its commitment to enhancing the nation’s security framework to ensuring peace and security of the country.

    The Secretary to the Government of the Federation, Sen. George Akume, CON, made the disclosure when the Management of the Fellowship of Churches of Christ in Nigeria also known as Tarayyar Ekklesiyoyin Kristi A Nigeria (TEKAN) led by its President, Rev. Joel Stephen Billi paid him a visit in Abuja.

    The SGF stressed the ongoing efforts of the present administration to reinvigorate the security architecture of the Armed Forces to ensure peace and security in the country.

    “There is no way a Government can function effectively, maximally and efficiently without peace. That is why we put emphasis on peace. Since when we took over, you know President Buhari has done a lot too, but there were areas left untouched. So it was the responsibility of the new Tinubu-led administration to move in headlong by increasing firepower of the armed forces to ensure that peace is restored”, he said.

    Sen. Akume also highlighted the relative improvement in the security of the country since President Bola Ahmed Tinubu’s assumption of office, stating that some Local Governments that were hitherto under the occupation of Boko Haram insurgents have been reclaimed by the Armed Forces.

    He commended the efforts of the Church in supplementing the Government’s efforts in the area of education and health as well as promoting peaceful co-existence in the country. He assures them of the Government’s commitment to partner with them in promoting development and peaceful co-existence.

    Speaking earlier, the President of TEKAN, Rev. Joel Stephen Billi expressed his immense gratitude to President Bola Ahmed Tinubu for signing the Bill establishing the North Central Development Commission (NCDC) into Law. And the palliatives he has distributed to Nigerians to cushion the effect of the removal of the fuel subsidy. He also commended the efforts of the Federal Government in improving the welfare of Nigerians and urged the administration to do more in the area of security and palliative measures to mitigate hardship in the land.

    CHRAN begins LG Accountability Tour in A’Ibom, lauds Etim Ekpo

    The Center for Human Rights and Accountability Network (CHRAN) has kicked-started its accountability tour of projects of the Chairmen of the 31 Local Government Councils of Akwa Ibom to appraise projects executed within their first 100 days in office.

    This exercise is in furtherance of CHRAN’s avowed commitment to deepening democracy at the grassroots level and ensuring good governance at the third tier of Government.

    At Etim Ekpo Local Council where the tour commenced,the organisation’s Director, Franklyn Isong informed the Council chairman, Mr Gideon Uwah that, CHRAN also has as its core mandate the monitoring of Councils across the country with a view to holding officials accountable to the people.

    Isong noted that the CHRAN is a worthy development partner that is committed to ensuring good governance at the grassroots level, which lies at the core of Government.

    “The Local Government Chairmen should be heard and they should tell us what they have done within their first 100 days in office as the Chief Accounting Officers of their respective Councils in Akwa Ibom State.”

    Uwah who conducted the CHRAN team round his projects, which include: the general facelift of the Council Secretariat, remodelling of the Secretariat fence, newly constructed two-bedroom gate house with newly constructed gateway, construction of 1.5 km asphalted internal roads/walkways with kerbs expressed his readiness to be evaluated by any organisation.

    Other projects he executed include the reurbishment of the Council chairman’s office to a smart office, painting of the Police Area Command and Division, the rehabilitation of St. Anthony Primary School Block at Esa Obong in Ward 11, recovery and rehabilitation of Council Grader for grading and opening up of rural roads, and the cultivation of cassava on five hectares of farmland to enhance the council’s food sufficiency efforts.

    He said that he was moved out of the passion and love that he has for his people to do what he has done so far having lived among them for many years.

    Uwah added that the Council Secretariat lacked the requisite status when he assumed office as the Executive Chairman and that that informed his decision to start development from the Council Secretariat with plans to move immediately to other parts of the Local Government Area and give the people a sense of belonging.

    On the five hectares cassava farm, Uwah said it was in line with the State Governor’s directive that each Local Government Area should own a farm in order to contribute to the food basket of the State to feed the populace adding that the produce from the farm would be sold at a subsidised rate to residents.

    The chairman said the Council under his administration is open to scrutiny by any anti-graft agency just as he welcomes partnership with any development firm and organisation for the growth and development of the area.

    The CHRAN team commended the Local Government Chairman for what he has done within his 100 days in office and observed that the Council has become busy and the staff more engaged.

    “When we came, we spoke with some staff privately and they expressed happiness with the administration of Gideon Uwah,” the Director disclosed.

    He urged the Chairman, to go further into the hinterlands to ensure the development of the entire Local Government Area as the next line of action and commended him and his team for their vision and focus within the short time.

    He urged other Local Councils in the State to emulate the Etim Ekpo Chairman by opening their books and allowing the public, including the CSOs, to scrutinise. He commended the Chairman for striving to justify the funds that he has received.

    Isong however recalled that Utu Etim Ekpo Roundabout has always been prone to accidents and called on both the Federal and Akwa Ibom State Governments to redesign and reconstruct the Roundabout to make it easier for vehicles coming from Abak Local Government Area to access Ika Local Government.

    PTAD pledges to continue payment of N32,000 pension increment

    The Executive Secretary, Pension Transitional Arrangement Directorate (PTAD) , Tolulope Odunaiya has reiterated the Directorate’s commitment to implementing the recently approved N32,000 pension increment for pensioners under the Defined Benefit Scheme (DBS) once budgetary provisions are released for the year, 2025.

    This is contained in a statement signed by Olugbenga Ajayi Head, Corporate Communications of PTAD, and made available to Daybreak Nigeria.

    The Executive Secretary, said the January 2025 pension payments did not include the N32,000 increment because the budgetary provisions have not been released. She however assured that PTAD is working assiduously with relevant agencies of government to ensure the increment is fully implemented and arrears paid as soon as possible.

    She further explained that PTAD had paid 4 months arrears (August–November 2024) to Civil Service Pension Department (CSPD) pensioners and 5 months arrears (August–December 2024) to pensioners of Customs Immigration and Prison Pension Department (CIPPD), Police Pension Department (PPD), and the university sector of Parastatals Pension Department (PaPD) through strategic funds management.

    She further explained that the Directorate, through this strategic funds management initiative, had earlier defrayed in full the 20% and 28% pension increment arrears to all pensioners, and promised that PTAD will continue to prioritize pensioners’ needs at all time.

    Nasarawa State Government has urged the Federal Government to construct the road linking Doma to the Federal Capital Territory, Abuja to ease the pressure on the Abuja, Keffi, Akwanga and Makurdi Express Way by motorists.

    The State Deputy Governor Dr. Emmanuel Akabe made the call during the official commissioning of the two hundred and twenty seven point two kilometres Express Way at the Garaku Toll Station.

    Dr. Emmanuel Akabe while commending former President Muhammadu Buhari and President Bola Ahmed Tinubu for their foresight and infrastructural drive, noted that the inauguration of the Abuja-Keffi-Akwanga-Makurdi Express Way will have a multiplier effect to the state as the toll stations will be a hub of economic activities.

    He however appealed to the Federal Government to take over the construction of the road linking Doma to the Federal Capital Territory, Abuja, considering its proximity to the capital city, just as he sued for proper utilisation of the resources generated from the tolling operations.

    Minister of State for Works, Barrister Bello Muhammad Goronyo who commissioned the project described the completion of the road project under the Public Private Partnership PPP as a landmark achievement.

    He said that the toll border fee schedule include five hundred naira for small vehicles, eight hundred naira for SUV jeeps, one thousand naira for light vehicles and minibuses and one thousand six hundred naira for trucks, buses and multi-axle vehicles.

    While assuring that the partnership with the China Harbour Engineering Company Nigeria Limited and the China Export and Import, EXIM Bank will be sustained to unlock significant economic potentials, the Minister directed the Permanent Secretary in the Ministry to look into the appeal made by the Deputy Governor regarding the Doma to Abuja road for unward action.

    Briefs by the Operations and Maintenance Concessionaires, China Harbour Operation and Maintenance Company and its Tolling Partner, Catamaran Project Limited affirmed their readines to effectively utilise the revenues generated from the tolling operations.

    He said the cashless electronic tolling process will entrench a culture of accountability, transparency and maintaining a save and secure road usage.

    They equally sued for the cooporation of stakeholders and the entire citizens for a seamless exercise that will lead to the loan repayment to the China EXIM Bank, just as remarks by the representatives of the Senate President, Infrastructure Concessionaires Regulatory Council, Federal Road Safety Corps among others highlighted the economic viability of the tolling operations.

    The committee’s report, a damning indictment of the administration, alleges a breathtaking N423 billion was misappropriated, leaving the state burdened with crippling debt, abandoned projects, and a trail of unanswered questions. This is not just a story of missing funds; it is a saga of betrayal, where the very institutions meant to safeguard the people’s resources were allegedly weaponized against them. The findings, which read like a thriller, have sent shockwaves through Nigeria’s political landscape, raising urgent questions about accountability, governance, and the future of Kaduna State.

    The committee’s investigation, which spanned months of meticulous scrutiny, uncovered a labyrinth of financial irregularities that stretched across ministries, departments, and agencies. At the heart of the scandal is the alleged misuse of the Kaduna State Internally Generated Revenue (IGR) account, which was reportedly used as collateral for a questionable N20 billion guarantee. The committee has demanded the immediate withdrawal of the account from Zenith Bank and the refund of all deductions, including accrued interest. But this is merely the tip of the iceberg. The report paints a picture of a government machinery hijacked by greed, where Commissioners of Finance, Accountant Generals, and Chairmen of the Kaduna State Internal Revenue Service (KADIRS) allegedly operated with impunity, turning the state’s coffers into a personal slush fund.

All Commissioners of Finance, Accountant Generals, and KADIRS Chairmen from 2015 to 2023 are to be handed over to law enforcement agencies for thorough investigation. The current Commissioner of Finance, the Chairman of the State Universal Basic Education Board (SUBEB), and the Executive Secretary of the State Pension Bureau have been asked to step aside to allow for unimpeded scrutiny. These measures, while drastic, underscore the depth of the alleged rot within the state’s financial apparatus. It is a clear signal that no one, no matter how highly placed, will be spared in the quest for accountability.

    Contractors, too, are in the crosshairs. The committee has identified a litany of companies that allegedly benefited from the state’s largesse without delivering on their promises. Firms like Ronchess Global Resources PLC, and Chamberlayne Global Concept Ltd have been ordered to refund a staggering N36.35 billion for projects either abandoned, overpaid, or fraudulently executed. These contractors, who allegedly feasted on the state’s resources, now face the prospect of returning their ill-gotten gains. The committee’s findings reveal a pattern of reckless contract awards, where due process was routinely flouted, and projects were abandoned despite substantial payments. It is a damning indictment of a system that prioritized personal enrichment over public good.

    The committee’s report also shines a light on the state’s debt crisis, which has left Kaduna teetering on the brink of financial ruin. The committee has declared that all loans obtained without due process between 2015 and 2023 are not binding on the state, a move that could potentially free Kaduna from the shackles of unjustified debt. The report alleges that the El-Rufai administration plunged the state into unprecedented debt, with loans obtained both domestically and internationally. Many of these loans, the committee claims, were secured without due process, leaving the state saddled with obligations it can ill afford. The committee’s recommendation to stop honoring these loans is a bold attempt to reclaim the state’s financial independence, but it is also a tacit admission of the scale of the problem.

    But perhaps the most explosive allegations are reserved for former Governor Nasir El-Rufai himself. The committee accuses him of plunging the state into unprecedented debt, recklessly awarding contracts, and authorizing the withdrawal of billions in naira and dollars with no records of utilization. The report also alleges complicity in the diversion of funds and money laundering, recommending that El-Rufai be referred to law enforcement agencies for investigation. If proven, these allegations would represent a profound betrayal of the trust placed in him by the people of Kaduna. The report paints a picture of a governor who allegedly abused his office, using his position to enrich himself and his cronies at the expense of the state.

    The committee’s findings also highlight several instances of unjustified cash withdrawals, including N4.9 billion by the Commissioner of Finance and Accountant General, and $1.4 million from the Kaduna State Economic Transformation Account. These funds, seemingly vanished into thin air, are now the subject of intense scrutiny. The committee has called for a thorough investigation into these withdrawals, with a view to recovering the missing funds and holding those responsible to account. It is a stark reminder of the brazenness with which the state’s resources were allegedly plundered.

    The report also takes aim at consultants and companies that allegedly received millions without providing any tangible services. Companies like Tulip Future Associates Ltd and EDI-JEN CO. LTD, which received N632.4 million and N80 million respectively, have been ordered to return their ill-gotten gains. The committee’s findings reveal a culture of impunity, where state funds were allegedly funneled to phantom consultants with no oversight or accountability. It is a damning indictment of a system that prioritized personal enrichment over public good.

    The committee’s recommendations are a bold attempt to reclaim the state’s future from the clutches of alleged corruption. Yet, the road to accountability is fraught with challenges. The sheer scale of the alleged malfeasance, the complexity of the financial transactions, and the potential resistance from powerful quarters all pose significant obstacles.     The Honourable Minister of State, Federal Ministry of Works, Bello Mohammad Goronyo has stated that the 227.2km Abuja-Keffi-Akwanga-Makurdi Expressway is an essential road corridor that will not only spur economic and social activities of the central and northern regions of the country, but also enhance the economic and infrastructural development of Nigeria.

    Goronyo, made these remarks on Tuesday, while inaugurating the official commencement of tolling operations on the 227.2km Abuja-Keffi-Akwanga-Makurdi Expressway in Keffi, Nasarawa State.

    Accordingnto him the road corridor is crucial to the economic, social and strategic development of Nigeria because it. serves to stimulate trade, mobility and national security, while contributing to the growth of infrastructure, organization and national cohesion.

    According to the Minister, the effective maintenance of the road corridor will continue to play a vital role in the development trajectory of Nigeria.

    ”The effective maintenance and further development of this corridor will continue to play a significant role in the nation’s development and enhancing the livelihoods of millions of Nigerians”, he stated.

    The Minister noted that effective tolling was part of the agreement upon which the loan for the construction of the 227.2km Abuja-Keffi-Akwanga-Makurdi Expressway was availed from China Exim bank and emphasized the significance of protecting government infrastructures, urging Nigerians to take ownership of the project.

    ”The loan agreement provided among other things that upon completion, the road will be tolled, operated and maintained by a private party. And that revenue collected for the operation shall be preferentially used for the loan repayment to the China Exim Bank. Tolling concessions is a pivotal step towards the realization of our vision for a more efficient, sustainable and well maintained road transport system for our beloved country”, the Minister declared.

    Also speaking at the inauguration, Mr. Wang Wenfei, the Managing Director of China Harbour Engineering Company Nigeria Limited, (CHEC), stated that a lot of job opportunities were created during the construction phasebof the project.

    ”We recruited a large number of employees during the project implementation, creating significant job opportunities along the route and training many skilled construction professionals”, he said.

    He noted further that the successful completion of the project has greatly improved road safety, security and comfort, significantly reduced travel time and provided immense convenience to residents and commuters.

    Mr. Wang Wenfei further noted that the construction of the 227.2km Abuja-Keffi-Akwanga-Makurdi Expressway has played a vital role in accelerating the economic development of Nigeria.

    ”The construction of the 227.2km Abuja-Keffi-Akwanga-Makurdi Expressway has played a crucial role in stimulating economic growth along the corridor. I believe that everyone who travels on this road can personally experience the positive impact it has brought. Additionally, through our operation and maintenance company, we will create more long-term job opportunities, bringing lasting socio-economic benefits to the communities along the route”, he said.

    Gov Mbah Signs into Law Bill to Create One-stop Shop for Taxation in Enugu

    Governor Peter Mbah of Enugu State has signed into law the bill to create a one-stop shop for tax collection and administration in Enugu State, thereby ending multiple taxation.

    Entitled the Enugu State Internal Revenue Service (Establishment and Consolidation of Revenue Administration) Law, 2025, the new legislation also makes the revenue collection agency autonomous and free of bureaucratic encumbrances.

    Speaking at the short bill signing ceremony at Government House, Enugu, on Tuesday, Mbah described the law as a milestone in his administration’s quest enable the Ease of Doing business and make the state the premier destination for investment.

    “I recall several times that I have engaged the business community, the organised private sector, and the market women. They have always complained about multiple taxation. People coming from everywhere with different types of government receipts to ask them to pay tax. That will end from today.

    “With the signing of this bill into law, we now have one revenue collection point, whether for the market women, the organised private sector, and the different agencies of government. You would have one clear point where to pay your tax and you will be issued with the appropriate receipt of payment. That means you no longer have any other person coming for the collection of tax.

    “It is very important because one of the core indicators of the Ease of Doing Business is to make sure that you have the ease of payment of your taxes and you do not have multiple channels where you are being dragged to pay taxes.”

    According to the governor, the new law would effectively consolidate the revenues of the state and local governments, with each tier of government getting what is due to it at the end of the day such as is obtainable in land charges and Value Added Tax, VAT.

    “The idea is that you have one point of collection, but the split is also done to the different tiers of government that this revenue is essentially due to.

    “It is also important that we make this point very clear that this idea of the State Internal Revenue Service collecting on behalf of the other tiers of government is nothing new. As some of you already know, the Land Use Charge is paid to the local government, but collected by the state. So, what we are doing now is essentially consolidate all the other revenue types to ensure that there is one point of collection. So, this is a major milestone and it would also help us have a full line of sight to all the revenues we have in the state,” he stated.

    He further explained that the Enugu State Inland Revenue Service would henceforth become autonomous.

    “The Enugu State Inland Revenue Service is now able to act as an autonomous institution of the state government. It also means that they can now set targets and try to meet those targets the same way you run a business. It means that they now have the powers to hire and fire their employees. So, we are increasingly making the Revenue Service a professional body,” he added.

    Mbah took the opportunity to explain that contrary to some misinformation, the massive rise in the state’s IGR was inspired by widening the tax net, plugging revenue leakages, and deployment of technology, rather than increasing tax rate.

    “Let me be clear, we have not increased any tax in Enugu State. What we have essentially done and which is impacting our revenue growth is expansion of the tax net. We have also made sure that monies that were collected in cash before now are now adequately captured and paid into the state coffers,” Mbah said.

    He commended the Enugu State House of Assembly for their support every step of the way, noting with gratitude the expeditiousness with which they treat executive bills.

    Earlier in his remark, the Speaker of the Enugu State House of Assembly, Hon. Uchenna Ugwu, described the bill as a turning point in revenue collection in the state.

    “One, it is going to improve the Ease of Doing Business. It is also going to improve the IGR of the state and also block all the loopholes in revenue collection and administration. It is a very good gift to the people of Enugu State,” he said.

    The Honourable Minister of State, Works (HMSW), Bello Muhammad Goronyo, Esq. has announced new rates for the reintroduced toll fees in the country.

    The minister spoke today during the flag-off ceremony for the commencement of toll operations on the Abuja-Keffi Akwanga- Lafia- Makurdi federal highway corridor.

    The new Toll Order/Fee Schedule as announced today by the minister of state works and housing are as follows:
    Saloon Cars would be tolled for N500, SUVs/Jeeps N800, Minibuses N1.000 and Multi-Axle Vehicles N1,600.

    The minister noted that frequent road users like the Commercial light vehicles as defined under the Federal Highway Act would enjoy a 50% discount while authorized bicycles, pedal cycle, tricycles, motorcycles and other modes of two or three-wheeled transport used by mainly disadvantaged populations will be offered a 100% discount
