    Reactions have continued to trail Governor Samuel Ortom’s directive to open markets, worship centers for Christians and Muslims to carry out their religious obligations.

    Day Break Correspondent who monitored resumption of Commercial activities  in Makurdi, the Benue State capital reports that business activities have resumed fully in all the markets without due compliance with the guidelines as released by the Presidential Task  Force (PTF) on  Covid – 19.

    Reacting to the easing of the lockdown by the State Government, the chairman, Traders Association, Wurukum Market branch, Mr. Terungwa  Adula who spoke in an exclusive  interview with Day Break on Friday, Stressed  that the lockdown is a welcome development, pointing out that  he implored members to adhere strictly to the directive by The Government to curb the spread of the Virus.

    Adula said thus: “my members are observing social and physical distancing, washing of hands with soap regularly, wearing of face mask. I advise them to adhere to government’s directives in order not to fall victim of the Corona-Virus. Easing the lockdown is better for us. Now we are no longer on the streets like in the past” he said.

    Continuing, he contended, however that he incurred losses during the lockdown, saying that some of the items have expired in the course of the lockdown. He expressed hope that God will help them recover their loses.

    On his part, Donald Uwalava who deals in cosmetics told our correspondent that business is gradually picking up, maintaining however, that the lockdown occasioned by the outbreak of Corona virus had adverse effect on his business. ENDS

    Reps to engage state legislatures on domestication of Child Rights Act

    The House of Representatives would engage the 36 states Houses of Assemblies on the need for the domestication of the Violence Against Persons (Prohibition) Act and the Child Rights Act, Speaker Femi Gbajabiamila has said.
    According to the Speaker, the engagement would be technologically conducted due to the urgency and critical nature of the issue, considering the ongoing COVID-19 pandemic and the escalation of sexual and gender-based violence against women and girls in the country.
    The Speaker disclosed this while hosting some sexual and gender-based Civil Society Organizations (CSOs) in his office on Friday, where he added that the House would consider working on sexual violence-related laws to make them conform with the current realities.
    Some of the CSOs at the meeting include Women Advocacy Research and Documentation Centre (WARDC), Education as a Vaccine (EVA), Dorothy Njemanze Foundation, Rule of Law and Anti-corruption Programme, Action Aid, Malala Fund, Heir Women Development and Disability Rights Advocacy Centre, among others.
    The Speaker also disclosed that the House would work towards ensuring that the services of CSOs working on sexual and gender-based violence are classified as essential services.
    He said: “My question has always been, first of all, why do we have this very significant uptick in cases of rape right now as opposed to in the past?
    “is it because of cultural shift and people are now emboldened to report these cases? Or is it just actually an uptick, with more cases of rape?
    “I’m not sure which one it is, but whichever one it is, it’s been brought to the forefront, and it is incumbent upon us as legislators, in fact, upon every Nigerians to confront it and eliminate it as much as we can.
    “I believe the House has been very responsive on this matter. Fortunately, it falls in line with our 9th Assembly Agenda, the issue of women and the sanctity of their dignity and the constitutional rights of the dignity of their person.
    “Fortunately, we had a motion on the issue on the floor of the House yesterday (Thursday), robustly debated with enough time. Because it (this issue) is beyond the dignity to person; it is a fundamental human right that has been abused.
    “We reached far-reaching resolutions on the issue, and we even resolved to wear black on our next sitting to show solidarity and the seriousness with which we have taken the issue.
    “On Violence Against Persons Prohibition and Child Rights Acts and the domestication of both, I’m aware that about 27 states are yet to domesticate them. But we, as a Federal House, will take that initiative to the states.
    “I intend to write and communicate to all the Speakers of all 36 States for them to be proactive about this piece of legislation. Hopefully, we will set that up sometime next week to have a meeting, obviously by zoom conference with all the Speakers on a single item agenda which will be the issue of Violence Against Persons Prohibition Act and the Child Rights Act and the domestication of same.
    “I’m sure, by the time we are through, I think all 36 States would, unless there is a reason which I cannot even think of, why any State would oppose such.
    “I assure you, every single member of this House is on the same page with you on this matter”.
    The Speaker expressed concern of domestic and sexual violence-related laws, saying, “I think the bar has been set very low in Nigeria in terms of definition.
    “Perhaps, as a House, we need to look at the legislation to tighten the noose, tighten the definition and even rape because, universally, rape is considered by criminal definition, sexual intercourse and penetration without consent.
    “Now, it is the most difficult crime to prove because of how to establish consent. Sometimes it’s obvious there was no consent, but sometimes, it’s a slippery slope and it’s a grey area as to what exactly is a consent.
    “Sometimes we have situations where women gave the consent and thereafter withdraw the consent, but I believe the mantra has to be sustained that no is no and it doesn’t matter at what stage.
    “So, maybe in our legislation, the definition of rape needs to be loosened up but to the extent that a man will know that no is no.
    “Part one of the resolution we reached yesterday (Thursday) was that every police station establishes a unit for sexual offences, separate from everything else.
    “These are the kinds of things we are looking at to give teeth and to give bite to the offence of rape. So, we will need your input since women are most affected.”
    Earlier, representatives of the sexual and gender-based CSOs had complained about the refusal of many states to either pass or domesticate the Violence Against Persons Prohibition and Child Rights Acts.
    Due to the escalation of rape in the country in recent times, the CSOs demanded a state of emergency on domestic violence against women, while seeking for a deliberate criminalization of such offences since many victims of such violence do not come forward or get properly documented either at the hospital or police station.
    They also pleaded for intervention over reported cases of aiding and abetting by police officers, which oftentimes lead to mishandling of cases of sexual violence.
    Also, the CSOs requested the intervention of the House on funding for establishments of CSOs that handle issues of sexual and gender violence to enable victims to have justice at all times.
    When the CSO’s complained that their services were not classified as essential by the Presidential Task Force (PTF) on COVID-19, which made it difficult and almost impossible to respond to pleas by victims of rape and other gender-based complaints, the Speaker assured that the House Ad-hoc Committee on COVID-19 would liaise with the PTF on classifying it as essential.

    The secretary of Nasarawa state social health insurance scheme (NASHIA) Dr. Gaza Gwamna says the agency in collaboration with population services international (PSI) to provide health care services to 5000 vulnerable women in Nasarawa state.

    The NASHIA boss stated this during an advocacy visit to both the ministry of women affairs and social development and ministry of education, science and technology, to further strengthen the already existing relationship between the agency and the ministries.

    Dr. Gaza said in his word said ” the agency is backed up law that is why it is a national processes which made it compulsory for all residents of Nasarawa state so they can be giving adequate health care services without financial barrier or pain”.

    He further stressed that the essence of the advocacy visit is to bring to the knowledge of the ministry that the agency is in collaboration with population service Internationale development to. help women and child mortality in the state, having considered Akwanga local government area to be used for pilot study.

    He added that the agency will provide health care service to over 5000 women and children to enable them Carter for their health status.adding that if the study is successful it will be extended to other local government areas in the state.

    On her part,commissioner for women affairs and social development Hajia Halima Ahmed Jabiri Said the project is a good development that is in line with the his Excelency Engineer Abdulahi Sule’s agenda to ensure that health care service are made available to the least person in the state. Adding that the project has lifted some of the burdens of the ministry.

    The commissioner further pledged to the agency to do a consideration on the Almajiri children that are from Nasarawa state, should also be giving attention as the burden is huge in the government to take care urging them to make them the first in their list so they hcan have access to health care services.

    She further appreciated the effort of the agency applauding them for the rapid speed they have applied to come to this level to ensure all Nasarawa citizenry are enrole for health care services adding that the ministry will partner with the agency to help promote the success of the agency.

    On the other hand, the commissioner for education, science and technology, Mrs. Fatima J Sabo also stressed that they will support the agency in all aspect considering the magnitude of the project they have brought to the state so far, adding that all the population under the ministry will key into the programme to have better health care services with pain.

    The commissioner however emphasised that health is wealth and it is part of their plan for this year biludget to strengthen their health care services implanted in various schools. Urging the agency to assist the ministry in achieving that feet.
    She therefore thanked the agency for finding worthy to partner with pledging their airport to them to help improve the health disabilities of the vulnerable people in the state.

    It is on this regard that the agency deem it fit to partner with both ministry which controls the class of individuals that will be benefiting from the scheme, appreciating both commissioners for granting them audience at this strange period of Covid19 pandemic in the state and the country in general.

    Benue Assembly grants Ortom’s N 2.5bn Loan Request

    Benue State House of Assembly has granted Governor Samuel Ortom’s request to access N2.5 loan facility from the Central Bank of Nigeria (CBN) to improve Health Care System in the State.

    The approval is Sequel to the correspondent from the Governor who sought the nod of members of the legislative arm in that regard.

    Ortom explained that the funds if approved would enable the Benue State government acquire medical equipment with the view to repositioning hospitals across the state for effective service delivery.

    The governor who noted that the Covid-19 dreaded Pandemic which is currently rocking  the state has overstretched the health sector, hence the need to reinvigorate it, adding that the aforesaid loan facility would impact positively the lives of the populace, particularly in treating post  Corona virus infectious diseases.

    The loan facility is to attract 5 percent interest rate.

    Members of the 9th Assembly unanimously approved the request to enable the Governor access the loan facility after the Speaker, Titus Uba read the later on the floor of the House during plenary. ENDS.

    Nasir El Rufai, the governor of Kaduna state has expressed deep appreciation to First Lady, Aisha Buhari, for donating food items as palliatives to low income earners and vulnerable people in the state.

    The President’s wife donated food stuff worth millions of naira under her Future Assured Palliatives Support for the less privileged.

    The governor’s Special Adviser on Media and Publicity, Muyiwa Adekeye, who made this known in a statement on Thursday, said the government and people of Kaduna, commended the First Lady for identifying with the people in times of need, especially by giving succour to residents, who were in dire need.

    The statement indicated that Buhari’s wife’s kind gesture was part of efforts of public-spirited individuals, who had been contributing to the COVID-19 fund to cushion the effect of the pandemic on people in the lowest stratum of society.

    Kaduna state recently expressed its gratitude to individuals, firms and agencies that made cash donations amounting to N641 million to its COVID-19 fund.

    Buhari reappoints Danbatta as Executive Vice Chairman, NCC

    President Muhammadu Buhari has approved the reappointment of Prof. Umar Garba Danbatta as Executive Vice Chairman, Nigerian Communications Commission (NCC).

    According to a statement by Uwa Suleiman, Spokesperson to the Minister and sent to ALSC, the reappointment was part of the “effort to consolidate the gains made in the telecommunications sector in line with the National Digital Economy Policy and Strategy.

    He said the approval followed the recommendation by Minister of Communications and Digital Economy, Dr Isa Ali Ibrahim, in line with the Nigerian Communications Act, 2003.

    “While wishing Professor Danbatta the best, the Honourable Minister directed him to significantly improve on the overall performance of the Commission as well as ensure that adequate mechanisms are put in place to facilitate the implementation of all policies of Federal Government through the Ministry.

    “Furthermore, the Honourable Minister enjoined him to ensure that the interest of telecoms consumers, Nigerians and investors are adequately protected.”

    Kano State government has announced that its Agro Pastoral Project will expend about $9 million to construct 200 Milk Collection Centers across Kano state, within the next five years.
    This is contained in a statement made available to newsmen by Ameen K. Yassar, the Project Communication specialist.

    The state Project Coordinator, Malam Ibrahim Garba Muhammad disclosed this in a message to mark the World Milk Day said the project is designed to construct 40 such centers annually, beginning from this year.

    According to him, “Each Milk Collection Center will have a borehole equipped with a solar-powered pump and a 20,000 liter overhead tank, an inputs store and up to 10 fodder banks in its environs”.

    “This is in addition to a 250-liter tank cooled by solar power and a milk testing bench with suitable reagents and utensils”.

    Malam Ibrahim further announced that training programmes would be conducted for milk producers to guarantee quality assurance of their products, even as about 40 Milk Products Cooperative Groups, under the umbrella of the state Fura Da Nono Cooperative Union Ltd., have been identified for support.

    “The project will provide the umbrella union with solar-powered milk cooling and storage facilities with testing kits, which will be complemented with the provision of milk collection cans.
    We also plan to invest handsomely in coordinated fodder production and annual cattle vaccination in addition to proactive artificial insemination, to improve the health and capacity of cattle in the state to produce good quality milk”.

    “Part of our plan for the Milk Cooperatives is to help them improve sanitation in their markets. In the same vein, milk and milk product vendors especially women will be support with grants/credits to facilitate hygienic processing and storage of their products”.

    This, the project coordinator stressed, will provide safer milk and dairy products and increase incomes of the members of the milk associations.
    “Our overall aim is to ensure that more milk is produced locally, under best practices, so that we can drastically reduce dependence on imported milk and allied products, as well as improve nutrition in our communities”.

    The Ogun State Government has revealed that 98 percent of the confirmed cases of Covid-19 in the State were asymptomatic and mild symptoms, adding that only two percent cases were severe, due to underlining health challenges.

     

    The Commissioner for Health, Dr. Tomi Coker, made this known when the Presidential Task Force (PTF) on COVID-19, led by Executive Director of National Primary Health Care Development Agency (NPHCDA), Dr. Faisal Shuaib visited the State.

     

    Dr. Coker said the State was confident to relax the lockdown imposed, as a measure to curb the spread of the virus, adding that the State had adopted community based care, where 20 primary health care centers had been identified and renovated across all Local Government Areas (LGAs) as isolation centers.

     

    She explained that the Primary Healthcare Centers (PHCs) would be responsible for swap samples collection, while healthcare personnel had been trained for the purpose, affirming that the plan would be sustained until vaccines were available to treat the virus.

     

    The Commissioner highlighted some of the challenges facing the community- based care to include; the need for ambulances to move swap samples and patients in case of severity to reduce fatality, inadequate equipment and staffing of the 20 PHCs, as well as incinerators for proper disposal of medical waste.

     

    She expressed concern over drastic drop in family planning and ante-natal visits, due to lockdown, a challenge which she noted, could increase child-birth or complications from unwanted pregnancies, increase in maternal and infant mortality, adding that, government had commenced activities to enlighten the public.

     

    In his remarks, Executive Director, National Primary Health Care Development Agency (NPHCDA), Dr. Faisal Shuaib, commended the proactive measures at every level of response of the outbreak, adding that the PTF’s visit was to brainstorm on how to support and ventilate different ideas to manage the pandemic.

    “We have seen a very good coordination of your response to COVID-19. We are glad that Ogun State has created different context on the management of the outbreak”, he said.
