A’Ibom Syringe firm shuts down operations, announces temporary redundancy

    By Ogenyi Ogenyi, Uyo

Jubilee Syringe Manufacturing (JSM) company in Awa, ONNA Local Council of Akwa Ibom has ended its operations attributing the decision to “unforeseen circumstances affecting our business operations.”

The company which was reputed to be the largest syringe manufacturing venture in Africa was inaugurated in 2017 by former Vice President, Yemi Osinbajo.

Though it had stopped production many months ago, it finally announced the end of operations on December 31, 2023 saying it had to implement temporary measures to ensure the long term sustainability of the company.

A memo addressed to it’s workers , obtained by newsmen yesterday in Uyo stated that all positions have been placed on temporary redundancy effective January 1, 2024.

The statement titled, “Temporary Redundancy – Service Not Needed Till Further Notice,’’ and addressed to all workers read in part, “We trust this message finds you in good health. It is with a heavy heart that we write to you today to communicate a challenging decision that Jubilee Syringe Manufacturing Company Limited has had to make due to unforeseen circumstances affecting our business operations.

“After careful consideration and a thorough evaluation of our current business situation, we regret to inform you that we must implement temporary measures to ensure the long term sustainability of the company.

“Unfortunately, this includes placing all positions including yours on temporary redundancy effective January 1, 2024.

“We want to emphasise that this decision is not a reflection of your individual performance or dedication to the company. The challenging business environment we find ourselves in has compelled us to take these difficult steps.

“Please return all company belongings in your custody.Thank you for your understanding and cooperation during these challenging times.”

In an interview with the Managing Director, Akin Oyediran in April last year, he had said the company had secured a credit facility of $1 million amd attributing it to the enabling environment the state government has been able to provide for the growth of the manufacturing sector.

“Not only have we come into this environment, we are also growing, we are doing other products. The company would in addition to syringes, manufacture gloves, masks and infusion sets.

Our investors are investing one million dollars in the company because of the level playing field and the advantages provided by the state government.’’ Oyediran had said.

  • 2024 Budget: Group Scores Appropriations Chairman, Abubakar Bichi High On Meticulous Consideration

2024 Budget: Group Scores Appropriations Chairman, Abubakar Bichi High On Meticulous Consideration

A Group, Transparency and Accountability Watch Initiative (TAWI), has scored the Chairman House of Representatives Committee on Appropriations, Abubakar Bichi, high on the detailed consideration of the 2024 appriopration bill which was recently signed into law by President Bola Ahmed Tinubu.

Recall that the 2024 appropriation bill was signed into law by Mr President after it was passed by the two arms of the National Assembly.

The Transparency and Accountability Watch Initiative (TAWI) lauded Abubakar Bichi, Chairman House Committee on Appropriations, who not only led the scrutinizing of the 2024 appriopration bill but also presented an excellent report which led to the smooth passing of the bill by the lower legislative chamber.

TAWI in a statement by its President, Josiah Attah commended Bichi for his rare patriotism, noting that his decision to lead his Committee to carefully scrutinize the 2024 appropriation bill without fear or favour and for the overall interest of Nigerians, solidifies the belief that the 10th National Assembly is not a rubber stamp.

“Meticulous scrutinizing of the 2024 appriopration bill by the Abubakar Bichi-led House Committee on Appropriations is not only commendable but exemplary in the African legislative pantheon,” Attah said.

“Bichi has yet again demonstrated unequivocal patriotism by working closely with the Senate Committee on Appropriations and the executive to ensure that the 2024 appriopration bill was duly scrutinized, vigorously considered, and timely passed and signed into law for the overall benefits of Nigerians. His timely and excellent presentation of his committee’s report ensured that the House passed the bill on December 30, 2023, which ensured the sustenance of the long-established and cherished precedent of ensuring compliance with the Financial Year Act through budget passage on or before 31 December of each financial year.

“The decision of Bichi and his colleagues to increase the 2024 appropriation bill from N27.5 trillion proposed by Mr. President to N28.7 trillion is also laudable, considering the size of the country and current economic reality. The groundswell of commendations and praises that have been trailing the passing and signing into law of the 2024 appropriation bill is an indication that the Bichi-led House Committee on Appropriations and their colleagues in the Senate did their homework very well.

“We are proud to say that from our findings, Abubakar Bichi has been excellent in discharging his duties as Chairman of the Committee on Appropriations despite the committee having one of the broadest jurisdictions of any committee. We are aware that the Bichi-led House Committee on Appropriations held a one-day town hall meeting where citizens made contributions to the 2024 appropriation bill.

“Bichi is a known stickler for excellence and has continued to demonstrate that with his thoughtful legislative interventions. He has raised the bar with the recent role he played in the smooth passage of the 2024 appropriation bill. His patriotic values laced with chivalry have placed him in a position to always put the interest of people first. The versatile lawmaker has yet again justified his appointment as Chairman House Committee on Appropriations.

“The Transparency and Accountability Watch Initiative (TAWI), therefore, scored the Abubakar Bichi-led House Committee on Appropriations 100/100 in the scrutinizing, presentation, and passage of the 2024 appropriation bill which ensured the smooth and timely signing of the bill into law.”

The group urged Abubakar Bichi and his colleagues not to relent in providing quality legislative interventions for the betterment of the appropriation sector.

  • NCC Breaking New Grounds In Accountability, Transparency- Reps Deputy Spokesman

Hon Phillip Agbese, the deputy spokesperson of the House of Representatives, has applauded the leadership strides of the Executive Vice Chairman of the Nigerian Communications Commission (NCC), Dr Aminu Maida, for entrenching a regime of transparency and accountability in the critical telecommunication sector.

Hon. Phillp Agebse spoke at a round table with stakeholders in the telecommunications sector in Abuja recently. He stated that the NCC, as the regulator of the telecommunications sector, has displayed an unalloyed commitment to sanitizing the sector and re-positioning it for excellent efficiency.

“The NCC under Dr Aminu Maida, in a short period, has created an enabling environment for competition among operators in the industry and ensuring the provision of qualitative and efficient telecommunications services throughout the country. This is unprecedented and indicates that the telecoms sector in Nigeria would experience a turnaround in ensuring efficient telecommunications services across the country.”

“ We must admit that purposeful leadership is central to quality service delivery, and this is what Dr Aminu Maida has displayed since he was appointed the Executive Vice Chairman of the NCC. His impact has been felt in the telecommunications industry in Nigeria.”

“For example, after the World Radio-communications Conference (WRC) 2023, Nigeria joined the rest of the world to sign the Final Acts WRC-23, which constitutes a record of the decisions made at the conference. Among the decisions reached were the spectrum for International Mobile Telecommunications (IMT), which will be crucial for expanding broadband connectivity and developing IMT mobile services, also known as 4G, 5G and, in the future, 6G.”

Hon Agbese further stated that Dr Aminu Maida is a visionary leader who has brought his wealth of experience to bear.

“The NCC helmsman has started on a promising note. The NCC as a regulatory body has initiated strategic moves towards ensuring fair competition in all sectors of the Nigerian communications industry and also encourage the participation of Nigerians in the ownership, control and management of communications companies and organizations.”

“ These are tangibles that ought to be celebrated. It reinforces the truism that effective leadership is crucial for success and growth. A successful leader can inspire, motivate, and drive their team towards a shared goal and encourage a culture of growth and development.”

“ This is at play at the NCC under the stewardship of Dr Aminu Maida; it underpins the success of all other priority areas to achieve a significant all-round growth of the telecommunications industry.”

The lawmaker enjoined stakeholders in the telecommunications sector to join hands with the NCC helmsman to deliver an industry that promotes healthy competition using the principle of transparency.

“ I call on stakeholders in the telecommunications sector to join hands with Dr Aminu Maida, who has pledged that transparency and accountability will form the bedrock of his leadership at the NCC to build a resilient, accountable and efficient institution.”

“We must admit that the telecommunications sector in Nigeria is a major contributor to sustainable growth and development. The sector has contributed immensely to Nigeria’s GDP. This indicates the need for concerted efforts towards ensuring that the telecommunications sector is on the right path in our quest for sustainable growth and development.”

It would be recalled that President Bola Tinubu appointed Dr Aminu Maida as the Executive Vice Chairman and Chief Executive Officer of the Nigerian Communications Commission in October 2023, and the Senate subsequently confirmed him on November 2023, for a term of five years, subject to renewal.

  • Revealed: How Ukachukwu Allegedly Absconded With Over $28M Local Government Funds

Revealed: How Ukachukwu Allegedly Absconded With Over $28M Local Government Funds

This report was gathered on a journalistic inquest into alleged sole diversion of over of $28 million funds meant for construction of boreholes within 774 local government areas in Nigeria, by Mr. Nicholas Ukachukwu, Managing Director of RIOK Nigeria Limited.

Upon investigation, it was revealed that Ukachukwu received payments without implementing the awarded projects. Recall, the Association of Local Government of Nigeria, ALGON via an award letter dated December 17, 2013, awarded a contract to RIOK Nigeria Limited for the provision of boreholes and other water reticulating apparatus in all the 774 Local Governments and Area Councils in Nigeria. But upon further investigation, none of these said contracts were executed. It is well on note that the above contract was given to the said company/contractor on the basis that it had the capacity to construct and deliver the contract to meet the needs and specifications of the association; instead of delivering on the agreement entrusted, the said company plotted to receiving payments through promissory notes.

It is no news that sometime in September, 2021, ALGON had filed a suit at the federal high court, Abuja, challenging the federal government’s approval of the sum of $418m, to be paid to consultants and contractors for purported consultancy over the Paris Club refund.

The suit, dated 1st September 2021 and marked M/5474/2021, has the Federal Government, Attorney General of the Federation (AGF) and the Minister of Justice, Debt Management Office (DMO), Accountant General of the Federation (AGF), the Economic and Financial Crimes Commission (EFCC) and the Chief Registrar of the High Court as the 1st to 6th defendants.

The Interim Management Committee in Writ of Summon No CV/2185/2021, was asking the court to restrain the defendants from approving promissory notes of payments in the sum of US$142,028,941.95, US$ 1,219,440.45, US$ 215, 195.36, to RIOK Nigeria Ltd, Prince Nwafor Orizu, Barr. Olaitan Bello, respectively.

They had alleged that President Muhammadu Buhari, had approved the payment of the controversial amounts in Paris Club refund-related judgment debts to consultants, without considering the call for a forensic audit into the claims of the creditors, and the Federal Ministry of Finance following such order had also directed the Debt Management Office, DMO, to commence issuance of promissory notes to the creditors, as allegedly approved by the order of the then president.

The Minister of Finance on the orders of the President, was said to have directed the Director-General, Debt Management Office, DMO, to issue Promissory Notes 12th August, 2021 in favour of the said consultants, according to the applicant.

The amounts allegedly claimed by the various consultants are as follow: Ned Nwoko –US$68,658,193.83; Ted Iseghoghi Edwards -$159 million; Riok Nigeria Limited $142,028,941.95, Prince Orji Nwafor Orizu US$1,219,440.45, and Olaitan Bello – US$215,195.36 and Panic Alert System Limited and George Uboh – $47,831,920.

In the suit, IMC-ALGON asked the court to grant an order to dissuade the Hon. Minister of Finance, DMO, AGF, EFCC and the Chief Registrar of the High Court from issuing, handing over or releasing any promissory note or banking instrument of transfer to the consultants and contractors.

The applicant questioned the basis for the approval of payments, demanding that the contractors should provide proofs of the allegedly executed projects, contracts in any of the 774 local government areas to back up their claims to such enormous amount of monies.

May we reiterate that the Interim Management Committee was on the right path with its suit because, the company nominated its Directors, Prince Nicholas Ukachukwu and Nicholas Ukachukwu Jnr in 2021, to accept the offer of 8,300,000,000 (Eight Billion, Three Hundred Million Naira Only) out of $14,202,894.00 issued promissory notes. The said amount was made into RIOK Nigeria Limited Zenith Bank Account with Account Number 1222837384. Also in June 2022, Prince Nicholas Ukachukwu received another batch N7,911,185,250 (Seven Billion, Nine Hundred and Eleven Million, One Hundred and Eighty-Five Thousand, Two Hundred and Fifty Naira Only) out of the second batch via the same account number from Premium Capital and Stockbrokers Ltd the company that discounted the FNG promissory notes.

RIOK NIG LTD, did not carry out the ALGON water supply scheme it was contracted for, infact Prince Nicholas Ukachukwu, got the promissory notes through the help of the then Attorney-General of the Federation (AGF) and Minister of Justice, Abubakar Malami, who claimed to have carried out a “due diligence” on the debts, but was unable to tell Nigerians which projects were carried out by Riok Nigeria Ltd, to justify its claim along with two others for over $143.4 million (about N54.6 billion).

While justifying Riok Nigeria Ltd’s claim in 2018, Mr Malami went as far as giving statistical data on the stages of the “projects” executed for the various local governments in the country by the company, but failed to provide details of what the projects were and where they were located to enable well-meaning Nigerians verify them.

Apart from failing to name the projects handled by Riok Nig Ltd, Mr Malami, also deliberately concealed the identity of the agency which he claimed provided him the details of the stages of the completion of the controversial projects. He claimed in his statement that asides from asking the Economic Financial Crimes Commission, to probe the monetary awards to Riok, he also said that, in his “desire to cover the field and have thorough investigation of the issue” he directed other agencies to also carry out a probe.

But in trying to convince the public that he truly carried out “due diligence” over the matter, he concealed the name of the agency that reported to him that Riok Nigeria Limited executed the contracts awarded to it by ALGON to be entitled to being paid. He merely stated that “an agency wrote to the HAGF” and went ahead to copiously quote the conclusion in the “report” of the unnamed agency.

We wonder why during that time, Malami was silent on the September 2018 reply of ALGON president to his enquiry on Riok Nigeria Ltd’s projects, and chose to believe the report of an unnamed agency. We have it under good report that the then ALGON president, Gambo Kagara, had written to him regarding Riok Nigeria Ltd, that there was no evidence the company executed the contracts it was awarded by ALGON to be entitled to any monetary claim. Mr Kagara also stated that there was no communication from RIOK Nig. Ltd. informing the association of the job execution or completion. In that letter he further reiterated that no job inspection was carried out by ALGON and RIOK had not formally handed over any site of job completion; neither has any certification of job completion been issued to RIOK; consequently, the association categorically denied execution of the work by RIOK thereby invalidating any claims for payment.

Please kindly note that Mr Kagara’s successor Kolade Alabi, also wrote another letter dated October 8, 2019, to Mr Malami, restating the association’s position as contained in Mr Kagara’s September 10, 2018 correspondence.

The then AGF pushed for RIOK, others to be paid because he had his own interest and perhaps a percentage of the said amount. Viral report, has it that he said that an unnamed agency conducted a verification exercise of “the level of completion of the contract awarded to RIOK NIG LTD and its physical existence” throughout the 774 Local Government Areas in Nigeria.

Malami disclosed that the agency “confirmed the existence of the projects” but stated that 107 of the projects were “Non Identified”. He also said that only 182 of them were “Completed”, 91 were “Functional”, 33 were “Abandoned”, while 205 were “Ongoing”, he also added, “Those geographically surveyed” were 178.

Okay without being biased, if truly Mr Malami, was acting in the public interest as he claimed, on what basis did he convince himself to recommend payment for a company that, by his own admission only executed 182 of the total 774 projects translating into mere 23.5 per cent execution of the contracts.

Prince Nicholas Ukachukwu has constantly been fingered in controversies especially ones bothering on financial fraud, infact he isn’t new to it, the public needs to be wary of a man that has chosen to abscond with over 28 million dollars’ funds allocated for the improvement of the wellbeing of common citizens at grassroots level. He gathers these monies for his selfish benefit, from flying business classes to abroad, buying properties or his latest addiction marrying a beauty queen.

On this background, with a journalistic mandate, we are raising our voices for the selfless Nigerians who RIOK Nig Ltd, has through selfish interest deprived access to good water and sustainable development. In same vein we are soliciting and urging the Federal Government under the administration of President Bola Ahmed Tinubu and the anti-graft agencies to swing into investigations on the awarded contracts and immediate recovery of all funds collected by Prince Nicholas Ukachukwu, Director RIOK NIG LTD.

We also encourage mainstream media outfits to lend their independent voices too, because if we don’t raise our voices, nothing will happen to the non-compliant, self-imposed contractors who will continue syphoning amounts on jobs they didn’t execute, and this will send a wrong signal to the Nigerian youth, and also encourage a culture of impunity to the detriment of national development.

Engage government on legitimate grievances, Speaker Abbas urges Igbo leaders
    …hails Deputy Speaker Kalu’s South-East peace project
The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D, has urged Igbo leaders in the South-East geopolitical zone to engage the government in addressing the legitimate grievances of their people.
Speaker Abbas, in his address at the launch of the Peace in the South East Project, an initiative of the Deputy Speaker, Rt. Hon. Benjamin Okezie Kalu, decried that despite South-East’s economic strengths, agitations in the zone had caused it colossal losses.
Speaking on Friday at the event held in Bende, Abia State, Kalu’s hometown, Speaker Abbas stated that the peace in the South-East is, by extension, the peace and progress of the entire Nigeria.
The Speaker noted that the PISE-P was borne out of his deputy’s deep love for the zone and profound concern over the rise of insecurity, “which has cast a dark shadow over the region.”
He lamented that the wave of insecurity “continues to cripple daily life and significantly paralyse socio-economic endeavours, in a region whose people are renowned for their resourcefulness and economic enterprise.”
Speaker Abbas, therefore, described Hon. Kalu’s project as a “historic and patriotic endeavour.”
The Speaker said: “It may be recalled that between 1956 and 1965, the then Eastern Region was regarded as the fastest-growing economy in Africa and Asia. Indeed, the South-East has remained an economic powerhouse in Nigeria and Sub-Saharan Africa, leading in trade and commerce.
“From Aba to Adamawa and Enugu to Europe, Igbos are known to be entrepreneurial, resourceful, peace-loving, savvy, tenacious and peace-loving. That is the character of the Igbos. That is who you are. Three of your cities, Aba, Onitsha and Nnewi, are among the most industrialised in Nigeria.
“A sizeable chunk of the major investments in many parts of Nigeria are Igbo-owned. Your contributions to the Nigerian economy, either through imports, business investment, or diaspora remittances, among others, are indisputable.
“The contributions of the Igbos are apparent not only with regard to the economy but also in all fields of human endeavour, including literature, academia, the creative industry and many more.”
Speaker Abass said unfortunately, with its rich history, vibrant culture, and significant contributions to Nigeria’s economic and social fabric, the region had faced numerous challenges in recent years.
“These challenges have often manifested in the form of separatist agitations, unrest, and terrorism. The consequences on both lives and property have been colossal,” he said.
To address these issues effectively, the Speaker said the stakeholders must first understand their root causes.
Speaker Abbas noted: “These underlying causes include the sense of marginalisation and the feeling by many people in the South-East that their voices are not heard and their concerns are not adequately addressed in the national discourse.
“Secondly, the general economic challenges and the attendant lack of sufficient economic opportunities fuel frustration and make the youth more susceptible to radical ideologies. This is true for most parts of Nigeria, not just the South-East.
“Additionally, we cannot ignore either should we be ashamed to acknowledge the historical context, including memories of past conflicts and perceived injustices that continue to influence the current sentiments in the region.”
The Speaker noted that Nigeria is a tapestry of over 250 ethnic groups and multiple religions. While being the country’s greatest strength, he said the diversity also poses significant challenges and can sometimes lead to division and conflict.
“The task before us, therefore, is not just to coexist but to thrive in our diversity,” he stated.
Speaker Abbas said most importantly, the challenges in governance, including corruption and ineffective administration, “have exacerbated the situation, leading to a lack of trust in the authorities.”
The Speaker stated that he believed strongly PISE-P could foster peace, stability and sustainable development in the South-East and restore the vibrancy and prosperity of the people.
He noted that for peace to be sustainable, a multi-faceted approach, as clearly outlined in the seven pillars of the project, must be adopted.
Speaker Abbas said: “The first is inclusive governance, which is crucial in ensuring that the people of this region feel adequately represented at all levels of government and decision-making processes.
“Secondly, it is important to emphasise that peace is a sine qua non for development. The development craved by the people of this region can never be achieved in the absence of peace.
“History has taught us that violence, carnage and mayhem have never resolved conflicts. This underscores the need for open and honest dialogue and reconciliation between the government and community leaders and between different ethnic and social groups in the South East.
“Dialogue should address grievances, foster understanding, and promote reconciliation. Also, I call on the political leaders from the South-East to engage the government in addressing the legitimate grievances of their people.”
The Speaker stated that it was only when peace and order had been restored, that the focus could be on creating economic opportunities, particularly for the youth.
At the National Assembly, Speaker Abbas said the lawmakers would ensure that funding was provided for investment in infrastructure, support for local businesses, and the creation of job opportunities.
“In a few days, the National Assembly will pass the 2024 budget. Special care has been taken to ensure a balance in the distribution of infrastructure projects across the six geopolitical zones. We have a duty to rebuild this region and accelerate its recovery towards becoming the economic powerhouse it has been.
“Only a few days later, the House of Representatives passed the South East Development Commission bill, sponsored by Hon. Benjamin Kalu. When assented to by the President, the Commission will support the reconstruction and rehabilitation of infrastructure in the region.”
Another critical strategy for ensuring sustainable peace and development, according to Speaker Abbas, is educating the populace about the importance of unity and the dangers of division.
The Speaker added that the agitations in the South-East and other regions of the country could be greatly minimised through good governance and adherence to the rule of law.
“Legislators and all public officials, as well as traditional and religious institutions, have a role in building trust and stability through good governance,” he stated.

NSIPA CEO’s Sack: Coalition Lauds Tinubu’s Zero Tolerance For Corruption

The Nigerian Coalition of Civil Society Organizations (NCCSO) has applauded President Bola Tinubu for approving the immediate suspension and investigation of the National Coordinator and CEO of the National Social Investment Programme Agency (NSIPA), Halima Shehu, over alleged financial impropriety.

The commendation came shortly after President Tinubu relieved Halima Shehu her position as NSIPA CEO on January 2, 2024, during a press conference addressed by the leader of NCCSO, Abimbola Ademola in Abuja.

Prior to this development, Halima Shehu was said to have made unapproved withdrawal of over N44 billion in collaboration with Director of Finance, Hamza Buwai.

An inside source at NSIPA had revealed to newsmen at the eve of 2024 that over N44 billion withdrawn from NSIPA coffers in the last 5 days by the National Coordinator and Director of Finance was without the approval of the President or the Federal Executive Council (FEC).

The source further stated that “the Director of Finance whose last day in office was 29th December 2023 is still presently moving government funds from the NSIPA account. Information reaching us from an insider in the accounts department stated that the accountant is notorious for such and is even presently indicted by the Economic and Financial Crimes Commission (EFCC) for Monies embezzled in the last administration.

Addressing newsmen over President Tinubu’s suspension of Halima Shehu, the Coalition saluted the president for demonstrating zero tolerance to corruption or fraud in governance, stressing that his swift action will serve as a deterrent to other appointees that it is no more business as usual.

“Before now, we know President Tinubu does not tolerate corruption, we know he will not allow any appointee to set his renewed hope agenda back, so we are pleased that he not only suspended the National Coordinator of NSIPA but ordered investigation, people need to start paying for their deeds.

“This kind of approach is what we need and it is a clear sign that Mr President has zero tolerance for corruption, it is also a sign that it is not going to be business as usual, all ministers and appointees should take note,” Ademola stressed.

It will be recalled that, Halima Shehu oversaw the questionable disbursement of $322.5 million returned Abacha loot during her time as Coordinator of National Cash Transfer Office (NCTO), an exercise that was largely described by many Nigerians as “opaque”.

The Senate, had on 18th October 2023, confirmed the appointment of Halima Shehu as the new National Coordinator of NSIPA.

The suspended NSIPA boss was the National Coordinator of Conditional Cash Transfer during the President Muhammadu Buhari’s administration and a close ally of the former Minister of Humanitarian Affairs, Disaster Management, and Social Development, Sadiya Umar-Farouq, who is facing a probe over N37 billion allegedly laundered under her watch through a contractor, James Okwete.

Meanwhile, the former Minister of Humanitarian Affairs and Disaster Management in a short statement posted on her known X handle had dissociated herself from the contractor recently arrested over allegations of fraud and money laundering from the humanitarian ministry under Mrs Umar-Farouk’s watch.
She said in her tweet that the contractor, “James Okwete, was unknown to her and that his alleged association with her was spurious.”
