    On Wednesday, the Kaduna State House of Assembly officially confirmed the appointment of Mr. Jerry Adams as the substantive Chairman of the Kaduna State Internal Revenue Service (KADIRS). The confirmation was announced by the Speaker, Yusuf Dahiru Leeman, following careful deliberations by the lawmakers.

    During the confirmation process, Adams presented his profile and outlined his plans to positively impact the lives of the people and the state through his role as the chairman of KADIRS. After the presentation, lawmakers asked him to take a bow and go, signifying their acceptance of his appointment.

    Following his confirmation, Adams spoke to journalists, expressing his commitment to improving the state’s Internally Generated Revenue (IGR). He noted that Kaduna generated N58 billion last year and aims to increase it to N68 billion. Adams emphasized that reducing the state’s dependence and enhancing its IGR are the primary objectives of the revenue service.

    He commended Governor Uba Sani for the opportunity to serve on a larger platform and pledged to work in the best interest of the state, promising to contribute significantly to its development.

    The Commissioner of Police in Adamawa State, Afolabi Babatola, has strongly condemned the recent attack on the state’s police headquarters and has ordered a swift investigation into the incident. The attack, which occurred at Target Junction in Yola North Local Government Area, resulted in the tragic killing of Police Inspector Jacob Daniel.

    Gunmen reportedly launched an assault on the state police headquarters in Jimeta, Yola North Local Government Area, causing panic among Yola residents in the early hours of Wednesday. According to sources, the attackers were alleged to be military personnel seeking revenge for the purported killing of a military officer by the police.

    In response to the situation, the Commissioner of Police has directed an immediate investigation to uncover the facts surrounding the conflict, emphasizing the need for justice and peace. The state Police Public Relations Officer, SP Suleiman Nguroje, conveyed the CP’s commitment to ensuring the safety of all security personnel.

    The statement highlighted the CP’s warning that attacks on security officers in the line of duty would no longer be tolerated, underscoring the sanctity of all security personnel’s lives. The Commissioner emphasized that any unwarranted conflict would be rigorously addressed in accordance with existing laws.

    Furthermore, the Commissioner stressed the Command’s dedication to protecting lives and property and emphasized the importance of collaboration with other security agencies to safeguard the fundamental rights of security operatives. The tweet shared by the state police command on social media also conveyed the Commissioner’s appeal for calm while assuring that both security agencies are diligently addressing the situation.

    Minister of State for Water Resources and Sanitation Rt.Hon Barr.Bello Muhammad Goronyo, presented a paper on the function of legislature and relationship between legislature executive and judiciary in the democratic dispensation.

    The paper was presented in Abuja during the three day capacity building on 2024 budget preparation coming up shortly.

    The workshop was organised for members of the Sokoto state House of Assembly.

    The paper was aimed at improving existing relationship between the three tiers of government and also to add more knowledge in the brains of new legislative members.

    Oyo Govt. Lists Criteria For Disbursing N1Bn Loan To Farmers

    The Chairman, Oyo State Agricultural Credit Corporation of Oyo State, (ACCOS), Sheik Taofik Akeugbagold, has listed the criteria being used to disburse the One Billion Naira loan to farmers to ensure geographical spread.

    Akeugbagold made the revelation during a sensitization tour to the 7 geopolitical zones in the State which ended today.

    The muslim cleric also said to access the N1b single digit interest loan under the Sustainable Action for Economic Recovery (SAfER) sub-committee, an applicant must be a duly recognized farmer.

    Speaking further on the criteria for the disbursement at Oke Ogun Zone 1, Iseyin area, Sheik Akeugbagold, revealed that the reason for the tour was to interact and identify genuine farmers in the state.

    He hinted that the corporation will guard against giving loans to ‘farmers on paper’, saying this would ensure that the targeted farmers benefit from the gesture.

    The Chairman explained that after the sensitization exercise, Application forms could be gotten at each Local Government Council at the office of the Director of Agriculture.

    He added that the ACCOS Field Officers and the identified Banks in each domain will be involved in the process.

    Speaking on the conditions for qualification, the Chairman said the form can only be collected individually free of charge.

    He stressed that the social media or internet is not a sales point, adding that no official of the Board or the Ministry of Agriculture will liaise with residents from the internet.

    Akeugbagold said an applicant will need a Civil Servant, from Grade level 07 and above as guarantor, depending on the amount of loan requested.

    According to him, “we are moving round the 7 zones of the State to sensitize farmers on the need and where to access the #1b loan under the SAfER Sub-committe of food security.

    “The Forms would be out after the sensitization tour and they will be available for collection free of charge through the Directors of agric in their various councils, the severed banks and ACCOS adding that the form is not online.

    “However, please note that group lending would not be entertained” the Board Chairman stressed.

    In his remarks, the General Manager of the Board, Comrade Emmanuel Ogundiran revealed that farmers owing the Board, the State Government or any of the participating financial institutions would not have access, except if they are cleared by the Board or the participating institutions.

    He hinted that the exercise would not be politicized in any form, saying that the Government through the Ministry of Agriculture and Rural Development has equally trained farmers on climate resilience.

    He added that the government has put plans in place to enhance peaceful co-existence between herders and farmers, through continuous meetings with the affected parties.

    In his address at Ibarapa Zone, the Commissioner 3, Civil Service Commission, Chief Ogunjinmi commended Governor Makinde for being a visionary leader whose efforts in the agricultural sector would forever be appreciated, urging the farmers to make judicious use of the loan when granted.

  • A’Ibom budgets N845.6B for 2024

    Akwa Ibom State Government has proposed a total budgetary outlay of N845.632 billion for the 2024 Financial Year.

    The budget as presented on Tuesday by Governor Umo Eno to the State Assembly in Uyo is against the approved revised provision of N850.000 for 2023, representing a decrease of 0.5%.

    The estimate is made up of – 352.917 Billion for recurrent expenditure and a
    Capital Expenditure of N492.715 Billion.

    Total projected Recurrent Revenue for 2024 is estimated at ₦561.000 billion as against the approved revised provision of ₦540.850 billion for 2023, representing 3.7% increase in revenue projection for the year 2024.

    The breakdown of projected revenue include N60B from Internally Generated Revenue (IGR), N55.000 billion from statutory revenue sources,N280B from Derivation Revenue, N51B from 13% Derivative Revenue Arrears,N60B from
    Exchange Gain, Augmentation, N10.000B from
    Excess Crude and N45B from Value Added Tax (VAT).

    The Recurrent Expenditure of N352.737B is made up of Personnel Cost of N85.431B, Overhead Cost of ​​ – N141.286B, Social contribution & Benefit (Pension & Gratuity) of N41.5B, Grant, Contribution & Subsidies of N1.5B and N83B for Other recurrent items.

    Total Capital Receipts and Expenditure for the year 2024 is estimated at N492.715 billion as against the approved revised provision of N455.685 billion for 2023.

    Total projected Capital Receipts showed that N208.083 billion would be transferred from the Consolidated Revenue Fund, while the balance of N284.632 billion is to be realized from Opening Balance from 2023 account amounting to ₦60B and Direct Credit Substitute/Receivable Discounting Facility/Internal Loan ​of N164.632B, External Bank Loan of 20B.

    Others include Grants totalling N21B, N5B from Ecological Fund, N2B from Reimbursement from Federal Govt. on Roads, Other exceptional Income totalling N10B and N2B from Stabilization Account.

    Sectoral allocations indicate that General Administration would gulp N174.448B representing 20.6%, Even sector to gulp N538.88B representing 63.7%, Law and Justice to gulp N15.78B while Regional and Social sectors is allocated 0.449B and N116.07B respectively.

    The FCT  Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike, on Wednesday, November 22, 2023, expressed satisfaction with the quality of work after inspection of more road projects in the FCT that are expected to be completed by May, 2024.

     
    Among the projects inspected include expansion of the Southern Expressway from Villa Roundabout to OSEX/Ring Road I (RRI) Junction, including four numbers of interchanges, being constructed by the C.G.C Nig. Ltd.

     
    Others are the Full scope Development of Arterial Road N20 from Northern Parkway to the Outer Northern Expressway (ONEX) with spurs being undertaken by Gilmore and the Access Road to Body of Benchers in the Institution and Research District, being constructed by H&R Construction Ltd.

     Wike said that the inspection visit was part of efforts to ensure that the road projects meet expected standards.

     
    He also expressed satisfaction with the progress of the ongoing road projects and assured that arrangements have been made for funding to ensure that they are completed within schedule.

     
    The minister hinted that President Bola Ahmed Tinubu had directed him to ensure that the projects were well funded, adding that funds from the FCT’s 2023 supplementary budget would also be channeled to these projects to ensure their completion.

     The FCT Minister who disclosed that a lot of road projects in the FCT would be completed and commissioned by May next year, said, “The contractors have assured us that these roads will be completed on time and we believe by the special grace of God, they are part of those projects earmarked for the celebration of one year in office of Mr. President.”

     
    Furthermore, the Minister said, “We have made arrangements for funding. Mr. President has said several times that he does not want excuses. He has given me that directive.”

    ” They have approved the supplementary budget and we believe any moment from now, we would see further funding which would be channeled to most of these projects. So, you won’t hear complaints about no funding like they have said last time.”

     
    Referring to the quality of the road projects, the Minister said, “The contractors have done very well, very quality jobs, I commend them and I appeal to them not to lower the standard. They have also assured us that they are going to complete them.”

     Meanwhile, the Minister stated that economic activities will improve in the FCT on completion of the road projects and noted that they would also help to renew the hope of the people and improve their confidence in the government.

      He said, “This is what the people want. It is not theories and theories. It is being practical. Let them see action. They have lost hope but by the President’s Renewed Hope Agenda, hope is coming back to the people. They now have confidence in governance.”

     
    The Minister who addressed the gathering of residents who came to show their support and appreciation, informed them that President Tinubu is determined to bring back the lost hope in the FCT by completing the road projects.

     
    He said, “I assure you that by May 2024, within the next six, seven months, these roads will be completed.”

     
    The Minister also reiterated the resolve of the FCT Administration not to embark on any project without the availability of funds.

     
    Also speaking during the visit to the OSEX, the Executive Secretary FCDA, Engr. Shehu Ahmad Hadi explained that the four-carriageway road project will have four interchange bridges and a distinctive feature of bituminous macadam which will increase its life span. He said the pace of work on the project has increased to hasten its completion.

     
    The contractors also thanked the FCT Minister for his support and expressed satisfaction with the level of funding for the road projects. They also assured that the projects would be completed within schedule.

    The FCT Minister, Barr. Ezenwo Nyesom Wike has promised to ensure the funding for the completion of strategic projects totaling N61 billion in the Capital Territory in the shortest time.

    Wike made this promise while inspecting some ongoing projects within the Federal Capital City (FCC), comprising the official residence of the Vice President, roads B12, B6, Circle Road, Abuja Central Area as well as Southern Parkway, which is nearing completion

    Furthermore, the Minister assured the contractors that the necessary funds would be made available to ensure that the projects are completed by May 2024, commended the contractors for the quality and pace of work of the projects.  

     
    Speaking at the official residence of the Vice President, being constructed by Messrs Julius Berger, Wike said, “You made a promise to us that you will complete this project within 7/8 months. Even though we have not mobilized you, you have shown concern by working.”

     
     “ It is very important and shows that you have confidence in us. Let me assure you that we will mobilize you before December. Thereafter, you have to expedite work to ensure completion before May 29, 2024.”

     
     “I believe that you have the capacity to achieve that. I also believe there is no need to wait. If you know my antecedent, you know that I don’t make promises I cannot fulfil. As far as I have gotten the support of Mr. President and Vice President, I can tell you to go ahead and put everything in hand so that we can achieve this, so that all the stories of abandoned properties will no longer be there.

    “It will be a thing of the past. The manpower shows that you are really serious, so just go ahead and we will give you the funds to be able to mobilize.”

     Wike disclosed that he had the backing of the President to identify key projects that are deliverable within one year and the projects inspected fall within the category, stressing that the FCTA will continue to fund them.

     
    However, he lamented the increased cost of executing projects that were awarded years ago but abandoned, adding that this hike in cost was putting a lot of strain on the finances of the FCTA and stunting growth and development of the nation’s capital.

     
    Wike said: “Look at the Vice President’s residence that was awarded in 2010 at the cost of N7 billion. That project was abandoned. And we have called back Julius Berger and said look, can you complete this project within eight months? They said yes, but they can’t continue with it at the same cost, which is obvious.”

      “A project that was awarded in 2010 at N 7 billion and was abandoned because of no funding. They said they cannot do it for less than N 15 billion, looking at the cost of building materials. We have told them that before the end of the month we will fund them so that they can finish it.”

     
    “For me, we are happy because the promises made by Mr. President of renewed hope have come back. Residents of Abuja are now seeing that projects abandoned are presently being completed, and they are seeing a renewed hope for this country and commend Mr. President.”

     
    Speaking on the funding of the projects, the Minister said the FCTA is not relying completely on the federation account as the Administration was working on improving its Internally Generated Revenue (IGR) to fund the projects

     
    His said, “As I speak to you today, we have done very well in terms of IGR and these monies would be attached to specific projects. So that there is no reason to say there is no money to execute the projects. For example, what we are doing now. We have submitted some projects’ budgets for 2023, Mr. President has promised to transmit it to the national assembly.”

     

    “We are asking they should allow us to spend N 61 billion before 2024 because we have the money, and we want to use the money to execute specific projects so that by May 29, these projects are completed, then we take new other projects for 2024. So, be assured that no project we have started will be abandoned.”

     
    According to the minister, a project like the Millennium Towers when completed, will change not only the Abuja landscape but the economy of the territory as well.

    Daybreak Abuja reports that all contractors pledged to deliver their project within the specified timeframe.

    Court of appeal judgement – Plateau Group urge President Tinubu to intervene

    Group operating under the auspices of Plateau Youths Liberation Movement (PYLM) has called on President Bola Ahmed Tinubu to look into the Appeal Court Judgement which nullified the election of Bar Caleb Mutfwang of the Peoples Democratic party PDP .

    Our correspondent reports that the Court of Appeal, sitting in Abuja, had on Sunday nullified the election of Mr. Caleb Mutfwang of the Peoples Democratic Party (PDP) as the governor of Plateau State in the March 2023 general election, thus, setting aside the ruling of the election petitions tribunal, which had earlier affirmed Mutfwang’s election.
    The court declared Dr. Yilwatda Nentawe of All Progressives Congress (APC) as the duly elected governor, and ordered the Independent National Electoral Commission (INEC) to withdraw the certificate of return it had given to Mutfwang, and issue it to Nentawe.

    The appeal court held that PDP had no structure to nominate any candidate for the elections, having disobeyed an order of the court to repeat its congress.

    Addressing journalist in Jos on Wednesday ,Mr Joshua Jephta, the acting Coordinator said the group is a collection of concern Plateau youths whose interest rest basically on liberating and moving Plateau forward.

    They said ” We are a non-partisan, non-tribal and non-religious group with membership in all the 17 Local Government Areas of the state. Our aim is to promote the unity of the state.

    ” As a people with the responsibility of ensuring peace, virile and progressive society, we find it very expedient to speak out at this point in the annals of our political journey.”

    In their words ” The state had in the last few months enjoyed relative peace and this is due to the concerted efforts of the state government and security agencies. ”

    ” But we are worried over the turn of events and threats flying all over the state due to the recent judgments of the Appeal Court on elections in the state.”

    The group alleged that ” As we speak, security report reveals that the state is sitting on a cake of gun powder because of these Judgments and as concern Plateau citizens, we do not want our state to return to its dark days.”

    “Over the years, Plateau had its fair share of security challenges and lost of lives and property due to electoral violence. We do not want a repeat of those ugly events.”

    ” This is why we are calling on President Bola Tinubu, to use his ‘Renewed Hope’ mantra, which simply means hope for every Nigerian irrespective of political inclination to address these concerns.”

    ” We want the president, being the father of all, irrespective of political party to wade into the matter to safe democracy and ensure rule of law prevails at all times.”

    They added that ” We totally agree with the recent comment of former President Olusegun Obasanjo, where he said it is ”abnormal and totally unacceptable for a few persons called judges to overturn the decisions of millions of voters during elections”.”

    ” We equally agree with former Vice President Atiku Abubakar, for saying that the ruling APC has turned the Nigerian judiciary into a ”cash and carry” one where politicians who don’t participate in primaries are named as candidates while actual winners of elections are sacked for “flimsy reasons”.

    They group appealed to the National Judicial Council (NJC) and other critical stakeholders in the judicial system to intervene with a view of ensuring that the right thing is done.

    ” Democracy is being threatened, the court should not force leaders on the people who they did not elect. Unfortunately, this is the current situation in Plateau.”

    Plateau is a miniature Nigeria, and we do not want anything to tamper with its sanctity. The judiciary must do the right thing being the last Hope of the common man.

    They also said that ” We call on relevant agencies to investigate Hon. Yusuf Gagdi, the member representing Pankshin/Kanke/ kanam federal constituency for his inflammatory utterances that preceded the appeal court judgments.

    The boosting of Gagdi simply suggest a deep seated compromise on the part of the judiciary with high possibility that money had exchanged hands to tilt the judgments in favour of the APC.

    We wish to strongly advice Gagdi to concentrate on the business of law making which he was elected to do rather than playing the role of a political god-father.

    We also call on Mr Bayo Onanuga, the Special Adviser on Information and Strategy to President Tinubu to desist from uttering words that are not true.

    The case of Zamfara and Plateau is not the same as he insinuated, hence his comparison on the two cases was baseless.

    Mr Onanuga is not from Plateau, doesn’t live in Plateau and never lived in Plateau; he doesn’t understand the political intrigues going on in the state. We strongly advice him to concentrate on the job the president had given him instead of being a ”Meddlesome Interloper” in the case of Plateau.

    As a seasoned journalist, we expect him to know that the case of Zamfara and Plateau are not the same. From our investigation, in Zamfara, the fight was between two APC groups – one led by former Gov. Yari and the other led by Sen. Marafa. The two groups both contested the party’s primaries. It means Marafa was constitutionally qualified to challenge Yari in Court.

    But in Plateau, the APC challengers have been rightfully described by a tribunal judge as “meddlesome interlopers ” pognosing into the affairs of PDP, a party they aren’t members of.

    They appealed to our politicians to learn to accept the verdict of the people during elections. They should also know that power comes from God and Plateau is one ,they added .

    Breaking News: Federal High Court Grants Godwin Emefiele N300m Bail

    In a recent development, the Federal Capital Territory High Court in Abuja has granted bail to the former Governor of the Central Bank, Godwin Emefiele. The court approved a bail sum of N300 million along with two sureties in the same amount.

    Justice Hamza Muazu, ruling on Emefiele’s bail application, specified that the sureties must possess Certificates of Occupancy and titles of property located within the Maitama District. Additionally, Emefiele has been instructed to deposit all his travel documents with the court registrar and to confine himself to the Abuja Municipal Area Council.

    The judge directed that Emefiele be held in Kuje Correctional Centre until he fulfills the conditions for bail. The former CBN governor is facing trial on charges of alleged procurement fraud.

    Initially facing 20 charges related to procurement fraud amounting to N6.5 billion, the Federal Government later reduced the charges to six, totaling N1.2 billion. Emefiele was arraigned on these revised charges last Friday.

    During the previous court proceeding, Justice Muazu remanded Emefiele in Kuje prison pending the ruling on his bail application. The trial is scheduled to commence on November 28.
