    The Oyo State Government has refuted claims that it has not accessed N715Million counterpart funds for Universal Basic Education Commission/SUBEB Year 2020 Intervention Projects.

    Reacting in Ibadan to allegations that the state government has failed to pay its counterpart fund to access the projects, the Executive Chairman, Oyo State Universal Basic Education Board, Dr. Nureni Adeniran affirmed that the State has in fact paid counterpart funds for 2020 and 2021 to UBEC.

    He said the responsive administration of Governor Seyi Makinde has been faithful to the release of funds for the Basic Education sub-sector, in order to attend to the growing number of children in the State’s Primary schools.

    Dr. Adeniran maintained that the federal agency essentially is in receipt of the counterpart grant paid by the state government for Years 2020 and 2021.

    “We equally have evidence of the payment and lodgement of the money”, he added.

    “Oyo state does not belong to the categories of states that failed to pay counterpart funds to access UBEC matching grants as being erroneously peddled in the above news item”, he said.

    Dr. Adeniran, while stressing that the federal government agency has done due diligence, after receipt of the counterpart funds and Action Plans for the projects, also maintained that UBEC has sent its team of experts to carry out verification exercise on all the proposed construction/renovation as well as the school furniture and boreholes to be sunk.

    “They have completed the exercise and submitted their report. There is no doubt that the matching grants will be released to the State any moment from now because UBEC is at the final stage of the exercise”, he said.

    According to the statement, “UBEC grants are recurring annual federal educational grants to state governments accessed after payment of specified matching counterpart funds. Despite the huge amounts normally required as a counterpart fund, the Oyo State Government under Governor Seyi Makinde has not failed in releasing its part of the funds”.

    He advised journalists and online bloggers to clarify stories from the right quarters and not mislead the public, saying the State Government’s claims can be confirmed from UBEC office, Abuja.

    Oyo SUBEB Seeks Stakeholders’ Collaboration On Improved Basic Education

    The Chairman of Oyo State Universal Basic Education Board, OyoSUBEB, Dr. Nureni Aderemi Adeniran has solicited partnership of National Parents Teachers Association of Nigeria (NAPTAN) and other stakeholders in the education sector in the quest to improve teaching and learning at the basic education level in the State.

    Dr. Nureni Adeniran made the appeal today while receiving in audience members of NAPTAN at the Board’s headquarters in Ibadan.

    He described the Association as an integral part of the transformation process in the basic education sector of Oyo State, adding that their influence would amplify government’s policies and programmes in the basic education sector to its members.

    The Chairman, further sought for collaborative ways of improving basic education in the State, noting that the government is set to work hand-in-hand with the Association to ensure an all-inclusive administration in public schools.

    Revealing Oyo State Government’s plans to leave the basic education sector better than it met the system, he added that the State Government is committed to its zero tuition/fees policy.

    While Dr. Adeniran posited that Parents and teachers under the aegis of NANTAP could emulate Alumni Associations by contributing to the development of schools in the State, he however reiterated that under no circumstance should a pupil or parent be mandated to contribute any amount.

    “Oyo State Government has many plans for our primary schools. In this State, basic education has been declared free, compulsory and accessible for all pupils within primary school age by Governor Seyi Makinde”, Adeniran said.

    “Yes, parents and teachers’ associations in schools may decide to contribute to the development of education in our schools, the Government does not frown at it. But the Government severely frowns at anyone hindering our children from learning, because he or she cannot meet up with any fees”, Dr. Nureni Adeniran stressed.

    “We also have plans to digitise teaching and learning in our schools and as the number of pupils’ population increases, we solicit support from interest groups like NAPTAN”, Nureni Adeniran emphasised.

    Dr. Nureni Adeniran also assured the delegation that the State Government through the Board, would follow due process in recruitment of teachers, adding that the process will commence after TESCOM’s recruitment ends.

    Leader of the delegation, Mr. Oyawale Isaac Adebayo asserted that NAPTAN is ready to collaborate with Oyo State Universal Basic Education Board, in ensuring maximum security is obtained in primary schools across the State.

    He also sought permission of the Board to have a day seminar for Parents and teachers in Oyo State on their responsibilities towards children, stressing that the Association will ensure members do not compromise standards set by Oyo SUBEB under any circumstance.

    Oyo Okays Appointment of NUT Member on SUBEB Board

    The Oyo State Government has approved the appointment of a member of the Nigeria Union of Teachers who would serve on the board of Oyo State Universal Basic Education Board.

    Adeniran, who was speaking while playing host to members of the state Executive Council of the Nigeria Union of Teachers (NUT) led by the Chairman of the union, Comrade Samson Adedoyin, also assured teachers that Governor Seyi Makinde’s administration is ensuring they receive their reward here on earth and not only in heaven.

    The new appointee, Comrade Oladimeji Raji who has served in the Oyo State teaching service for 30 years is the current Treasurer of the Nigeria Union of Teachers.

    Comrade Raji, according to the Executive Chairman, has been committed to the welfare of teachers and serves at Progressive Day School II, Aladorin, Ibadan.

    Dr. Nureni Adeniran disclosed that Oyo State Government intends to carry teachers in the state along in the scheme of things at the Board especially in the execution of educational policies and programmes of the state government, through the appointment of one of them.

    Adeniran said the appointment is borne out of the present administration’s commitment to the welfare of teachers, assuring teachers in the state that SUBEB, under his watch, would not stop being teachers’ friendly.

    He added that teachers’ interests would not be compromised at all, even as he said that they know the best way to address their problems since some of them were once teachers.

    The SUBEB Chair listed some of the ways Governor Seyi Makinde’s administration has motivated teachers for higher productivity to include prompt payment of salaries and allowance to primary school teachers in the state.

    Dr. Nureni however appealed to members of NUT to collaborate with the Board, urging the NUT leadership to do its utmost best to sensitize its members on the efforts of the State Government on their course.

    He said the board will not hesitate to discipline erring teachers who refuse to adhere to the rules of service, adding that, the present administration is working on modalities to recruit new teachers in the Basic Education sector.

    Dr. Adeniran however assured the leadership of NUT that the Board has listed some of the challenges facing teachers in the state, and would immediately swing into action.

    Earlier, NUT Chairman, Comrade Samson Adedoyin, had praised the State Government for its commitment to the welfare of teachers, even as he called on the State Government to look into other areas where teachers need its intervention.

    The House of Representatives Committee on Public Account visited the State Universal Basic Education Board as part of it’s oversight function. 

    According to the SUBEB media aide, Abbas Tukur Sanyinna, the leader of the team Honourable Abubakar Umar Yabo said the committee with all its members from North-West was setup by the leadership of the House of Representatives to go round the North Western states to monitor and supervise projects executed in the education sector. 

    Yabo said the sole aim was to ensure all such projects were executed according to specifications as approved by the National Assembly. 

    Responding, the Executive Chairman SUBEB Alhaji Shuaibu Gwanda Gobir commended the leadership of the House of Representatives for setting up the sub-committee.
    Gwanda said the committee will no doubt assist the state governments especially with regards to their needs in education sector. 

    He called on members of the committee to do their very best to moving the education sector forward particularly in the north-west which is still lagging behind especially in basic education. 

    Other members of the committee include Honourable Abubakar Yabo, Nasiru Gabasawa, Balarabe Shehu, Kabiru Amadu, Ibrahim Dutse, Idris Kabir, Mashi and Tukura

    Oyo SUBEB trains Quality Assurance Officers on new ICT procedures

    The Oyo State Universal Basic Education Board said that it is preparing its Quality Assurance Officers on ways to improve learning and to meet up with global best practices.

    The Executive Chairman, Oyo State Universal Basic Education Board, Dr. Nureni Adeniran said this in Ibadan today at the opening of a two-day training on E-Quality Assurance.

    The training was organized in conjunction with the Universal Basic Education Commission for all Quality Assurance Officers in the 33 Local Government Universal Basic Education Authorities in the State.

    Facilitated by the National Space Research and Development Agency, Dr. Adeniran said the training seeks to develop new quality assurance strategies and procedures to improve the quality of learning in Basic schools across Oyo State.

    The Executive Chairman noted that though effective, Quality Assurance exercise in the State have always been carried out using paper instrument.

    He disclosed that the Board is ready to follow the trend by introducing e-quality assurance facilities to replace the archaic method of monitoring, evaluation and data collection.

    While the SUBEB boss thanked Universal Basic Education Commission for its unflinching support, he also

    expressed optimism that after the 2-day training, officers will be acquainted with the use of E-Quality assurance facilities.

    Dr. Adeniran revealed that the commission had procured Computers for the quality assurance officers, adding that National Space Research and Development Agency would upload the systems with the needed software.

    “This training is meant to train Quality Assurance Officers, as vanguards of the new approach to quality assurance practices in basic education in Oyo State”, he said.

    “We will adequately equip them with the required knowledge and skills needed on the new strategies at all the local government levels in the State”.

    Adeniran continued, saying “It is expected that through this intervention, quality learning outcomes in schools will be achieved”.

    “The training was in response to the need to strengthen the capacity of quality assurance officers, especially at zonal and state level”, he added.

    Adeniran said the Board will ensure quality learning outcomes in basic schools through effective quality assurance activities.

    Oyo State Government has said that it will continue to provide an enabling environment for teachers to thrive in Oyo State, adding that it would also ensure uninterrupted payment of their allowances, while it initiates benefitting training for them.

    The Executive Chairman, Oyo State Universal Basic Education Board, Dr. Nureni Adeniran said this today, during the World Teachers’ Day Celebration.

    He also said the State Government would not rest on its oars in providing incentives to teachers, especially in the rural areas to encourage young talents to join the teaching profession.

    “Teachers are one of the most influential forces for equity, access and quality in education. Engr. Seyi Makinde’s administration places much emphasis on human capital development.

    “We will give more attention to training and re-training of teachers in order to enhance their capacities for effective service delivery,” he said.

    Adeniran also assured teachers that the State Government is progressively addressing some of the fundamental issues of teachers and education in the state.

    He added that, to revitalise the sector, there was a need to unleash potentials for socio-economic development.

    He noted that revitalising the sector had given rise to the training and re-training of teachers, adding that the process would be extended to teachers in the rural areas.

    He also commended the efforts of the Nigeria Union of Teachers, Association of Primary School Head Teachers and other bodies who pursue teachers’ professionalism in a bid to strengthen teacher quality.

    CODE hands over participatory project planning, monitoring tools to Kaduna SUBEB

    The Connected Development (CODE), an NGO, on Tuesday handed over projects planning and monitoring tools to Kaduna State Universal Basic Education Board (SUBEB) to strengthen citizen’s participation and monitoring of SUBEB projects.

    The Chief Executive Officer of CODE, Hamzat Lawal, who performed the handing over ceremony in Kaduna, explained that the tools were developed in partnership with the board.

    He said that it was designed to mainstream School-Based Management Committees (SBMCs) into the board’s work plan and implementation.

    He identified the tools as school projects nomination form and project monitoring framework.

    According to him, the innovation would ensure participatory basic education spending, community ownership, transparency, and accountability in the implementation of basic education projects.

    “The tools allow SBMCs to inform Kaduna SUBEB’s Universal Basic Education Commission (UBEC) annual work plans and access the list of school projects currently being implemented for effective oversight.

    “They also allow SBMCs to participate in pre-contract implementation briefings between the board and contractors.

    “The tools equally mandate project contractors to always pay courtesy calls on community leaders at the commencement of projects which we hope would be added in contracts award letters.”

    He added that the tools would aid SMBCs at the school level, to inform the board on their school’s infrastructural priorities in a timely manner.

    This, according to him, will form a pool from which Kaduna SUBEB could select projects from for its annual UBE work plan.

    “We also believe it would facilitate effective monitoring and evaluation of school projects.”

    Also speaking, Mr Kinsley Agu, CODE’s Team Lead in the state, explained that the participatory planning processes, allows the SBMCs to populate the project nomination form between January and February of every year.

    Agu said that the completed form would be submitted to SBMC leadership at local government level, who would submit the completed forms to the Education Secretaries (ES) in Local Government Areas (LGAs).

    “The ES will forward the forms to Kaduna SUBEB between April and May every year for the board to review them to form part of the UBE work plan for the following year.

    “On participatory project monitoring process, a circular will be sent to the ES, LGA Chairmen and SBMCs, about projects to be contracted for them to participate in the processes.

    “The SBMCs leadership at the LGA level will send circular and details of the projects to the SBMCs at ward and school level, including the joint project monitoring tool.

    “SBMCs at the school level will use the tools to monitor projects implementation and submit findings back to the LGAs leadership who will submit findings to the ES and the board for appropriate action,” he said.

    Mr Tijjani Abdullahi, the Executive Chairman of the board, while responding, thanked CODE for the support and pledged to make best use of the tools to strengthen transparency and accountability in projects implementation.

    Abdullahi said that community ownership of school infrastructure had remained a serious challenge.

    He added that the tools would help to strengthen community participation and ownership of school projects.

    Ogun State Universal Basic Education Board (OgunSUBEB) is poised to understudy the Basic education reforms of the Oyo State Universal Basic Education Board (OYOSUBEB).

    This decision followed the success of basic education in Oyo State, particularly the creative and innovative ways Better Education Service Delivery for All (BESDA) is being executed in Oyo State.

    This was revealed when a team from OgunSUBEB paid a working visit to the Executive Chairman, OYOSUBEB, Dr. Nureni Adeniran on Thursday.

    BESDA is a Universal Basic Education Commission (UBEC) initiative, funded by the World Bank to ensure out-of-school children return back to school and are retained in schools.

    Receiving the visitors from Ogun State, Dr. Nureni Adeniran enjoined the team to ensure they create a cordial working relationship with other relevant Ministries, Departments and Agencies in Ogun State, to achieve the aim of taking children off the streets, just as it is being done in Oyo State.

    “With the transparency of the board, public schools have witnessed transformation. BESDA was established to cater for out-of-school children in the state, while we provide instructional materials and training of teachers and non-teaching workers. We have had a cordial working relationship with all relevant stakeholders in the implementation of BESDA”, he said.

    Dr. Adeniran further expressed the Board’s readiness to guide OgunSUBEB in the right path, by providing essential details on how to achieve Better Education Service Delivery for All in the neighbouring state.

    He further revealed that Oyo State’s approach under the leadership of Engr. Seyi Makinde is the delivery of free basic education to all children, making it qualitative and exciting for them.

    Dr. Adeniran added that on the list of decisions of the Board is to instil the Omoluabi ethos of the Yoruba culture in each child. This, he believes, will preserve the identity and values of Yoruba culture.

    Speaking earlier, the Director, Planning Research and Statistics, OgunSUBEB, Dr. (Mrs) Remi Balogun thanked Dr. Nureni Adeniran for the privilege to understudy the success of OYOSUBEB in the area of Better Education Service Delivery.

    In another development, the Senior Special Assistant to the Governor of Oyo State on Sustainable Development Goals, Hon. Kunle Yusuff has pledged to collaborate with OYOSUBEB on providing quality Education for public pupils in Oyo State.

    He said this, while presenting Students’ Edition of the Global Goals for Sustainable Development which would be distributed at no cost to pupils in Primary 4, 5 and 6.

    The texts would be part of their curriculum and learning materials for social studies and basic science.

    Bayelsa state government has directed the state Universal Basic Education Board (SUBEB) to liaise with the various local government councils in the state to remove all the bottlenecks causing delay in the payment of the primary school teachers’ salaries in the state.

    The state Deputy Governor, Senator Lawrence Ewhrudjakpor, during a meeting with the chairmen, vice chairmen and other principal officers of the eight local government areas of the state on Wednesday, also assured primary school teachers that government would do everything possible to ensure they receive their salaries as and when due.

    The Deputy Governor who expressed displeasure over the delay, noted that reports at his disposal indicate that primary school teachers get their salaries one or two weeks after all other council staff had been paid.

    He also urged the Executive Secretary of SUBEB and other relevant agencies to ensure timely release of the state government’s monthly contribution to the Councils for the payment of the teachers.

    He said: “I hear that primary teachers are receiving their salaries late. That other council staff get their salaries one or two weeks before teachers receive theirs.

    “I’m not sure it is the fault of the council chairmen because the report I have is that, the money gets to the Councils late and so the councils are also paying late.

    “This is in addition to the complaints from the Nigeria Union of Teachers (NUT) that their general dues are not getting to them. We need to address this issue so that teachers can also get their salaries as at the time other workers are receiving theirs.” He said

    To check fraudulent practices among primary school teachers, the Deputy Governor also set up a committee headed by the Chief of Staff, Government House, Chief Benson Agadaga, to ascertain the grade levels and steps of primary school staff in the state.
