Federal Ministry of Works Refreshes Staff on FCSSIP25

The Federal Ministry of Works has conducted an intensive training program for its staff on the Federal Civil Service Strategy and Implementation Plan 2021-2025 (FCSSIP25), aimed at enhancing service delivery and achieving the plan’s objectives as its implementation period concludes this year.

The program, held from January 13 to January 16, 2025, trained officers across various grade levels. Officers on Grade Levels (GL) 13 and 14 participated on the first day, followed by those on GL 08 to 12, and concluding with staff on GL 07 and below.

Commitment to Excellence in Service Delivery

Representing the Permanent Secretary, Engr. Olufunso Adebiyi, FNSE, the Director of Human Resources Management, Alh. Aliyu Abdullahi, highlighted the critical role of the Federal Ministry of Works in national development. He emphasized the importance of effective service delivery and commended FCSSIP25 as a transformative initiative aimed at addressing challenges within the Civil Service.

The Permanent Secretary underscored the six key pillars of FCSSIP25:
1. Capability Building and Talent Management
2. Performance Management System (PMS)
3. IPPIS-HR (Integrated Payroll and Personnel Information System – Human Resources)
4. Innovation
5. Digitalisation
6. Staff Welfare

He affirmed the ministry’s dedication to fostering a culture of excellence, innovation, and continuous improvement in the workforce to achieve both personal and national aspirations.

Facilitators Highlight Key Reforms

Resource persons led sessions that provided an overview of FCSSIP25, emphasizing its importance in reforming the Civil Service for effective governance. They outlined the critical enablers for seamless implementation, including effective communication, political support, adequate funding, technology adoption, data analytics, and change management.

The facilitators detailed several initiatives by the Office of the Head of the Civil Service of the Federation (HoCSF), such as:
– The establishment of War Rooms to oversee the six pillars and key enablers of FCSSIP25.
– The introduction of official email addresses for civil servants.
– An online academy and compendium of circulars.
– A new Civil Service logo.

Focus on Performance Management

The facilitators emphasized the Performance Management System (PMS) as a critical component of FCSSIP25. PMS offers a structured approach to improving performance, aligning individual goals with organizational objectives, identifying skill gaps, and enhancing capacity-building efforts.

Positive Outcomes of the Training

The training provided valuable insights to participants, many of whom were initially unaware of FCSSIP25 or its pillars. By the end of the sessions, attendees gained a thorough understanding of the reforms and their role in achieving them.

The event demonstrated the Federal Ministry of Works’ commitment to preparing its workforce for modern challenges while fostering an efficient and accountable Civil Service.
