Land Dispute: PMAN Hails Police Investigation Reports on Plot 504 in Kukwaba

The Performing Musicians Employers’ Association of Nigeria (PMAN), the lawful title holder to Plot 504, Cadastral Zone B00, Kukwaba, Federal Capital Territory, has commended the Nigeria Police Force for the professionalism and diligence displayed in investigating activities linked to Olusco Heritage & Investment Ltd and Mr. Olufemi Olumeyan over the disputed land.

According to the Inspector-General of Police (IGP) Monitoring Unit Report, a prima facie case was established involving obtaining money by false pretence, cheating, threat to life, assault, causing harm, and conduct likely to cause a breach of peace in connection with unauthorized dealings on the land.

In a statement, PMAN explained that it had signed a Joint Venture Agreement (JVA) with Olusco in April 2023, which required full payment of a premium before the agreement could take effect. The association alleged that Olusco failed to pay the premium in full, rendering the JVA legally unenforceable. Despite this, Olusco was accused of offering plots to the public without authorization.

The statement noted that when PMAN introduced an international investor to support the project, Olusco allegedly requested the funds be paid into a personal account, a move PMAN rejected. Amid rising concerns over unauthorized sales, PMAN said its leadership came under attack through attempts by dismissed officials, including Mr. Boniface Itodo and Mr. Zakky Azzay, to misrepresent themselves as PMAN leaders.

The Police Report also recorded governance clarifications within PMAN and confirmed that suspended and dismissed officials were involved in misleading the public. Further findings showed that Olusco entered into a separate agreement with G & D Building & Engineering Ltd, receiving N350 million while the company also incurred heavy site costs. Disputes later arose, with Olusco allegedly mobilizing thugs to intimidate workers.

Following petitions, the IGP Monitoring Unit investigated and issued its report. PMAN said it formally terminated the Olusco arrangement in December 2024, citing breaches and risks to the public. The association also clarified that during a recent police-backed dispersal of intruders on the site, no shots were fired, only tear gas was used, and one individual sustained a minor injury while fleeing.

PMAN urged all persons who paid money to Olusco or its agents for allocations on Plot 504 to come forward with complaints. It stressed that no transaction, sale, or pledge of the land is valid without its consent.

National President Pretty Okafor thanked the IGP and the Monitoring Unit for their thorough work, noting that the association is now focused on public protection and restoring confidence in the Kukwaba property. He assured that PMAN would continue to cooperate with law enforcement and relevant agencies to trace funds, safeguard title, and pursue justice in court.
