Why Tracking Bandits With Technology Is Difficult — Presidential Aide


The Special Adviser to President Bola Tinubu on Policy Communication, Daniel Bwala, says criminals’ reliance on foreign internet services is hindering security agencies’ ability to track bandits across Nigeria.

Bwala made the disclosure during an interview with Nigeria Info FM, shared on the station’s Instagram page on Friday.

He explained that while Nigerian security agencies can trace citizens using local telecoms and internet services, tracking criminals who operate through external platforms is far more complex.

“There is a regulatory body in Nigeria that has the database of Nigerians and their phone numbers. There is also a body that deals with internet service provision; if you’re using an internet service within Nigeria’s sphere, they can trace you through your IP address,” Bwala said.

He added, “If you are using Starlink, we cannot trace it because Starlink is not registered in Nigeria; it is in space. That is the problem they have in Ukraine and Russia. These terrorists most of the time are using cellular services from neighbouring countries, not Nigeria, so it becomes tricky.”

His comments shed light on growing technological hurdles in combating banditry and terrorism nationwide.

Nigeria continues to grapple with rising insecurity, including bandit attacks, kidnappings, and raids, especially in the northwest and northeast. In recent months, several communities have suffered deadly assaults, mass abductions, and repeated highway ambushes.

Security reports show that some criminal groups now use social media and encrypted digital tools to coordinate operations. A May 2025 report by The Guardian revealed that jihadist groups in the northeast were deploying TikTok to spread propaganda, showcase weapons, and attract young recruits.

More recently, suspected bandits and terrorists have been seen posting videos on TikTok displaying firearms, cash, ransom proceeds, and hideouts — sometimes issuing threats or celebrating their activities. These posts often amplify fear and may encourage recruitment into criminal networks.
