Nigeria’s vision 2050, lessons from China

    By Austin Maho PhD

Recently during the inauguration of the National Steering Committee for the Development of Nigeria Agenda 2050 and the Medium-Term National Development Plan 2021–2025, Buhari called on the Committe members to pay attention to the Chinese strategy.

“The Chinese experience is an example. It has resulted in lifting over 700 million people out of poverty over the last four decades”. He said.

He noted that China’s track record of positive economic growth, since 1992, was only halted in the first quarter of 2020, due to onset of the COVID-19 Pandemic, which China has successfully overcomed and now on the path of growth.

According to Buhari, COVID-19 presents the world - and Nigeria - with a crisis as well as an opportunity.

The Chinese have confronted the challenge headlong and also seized the opportunity for economic growth and development.

Evidently, the world and in particular Nigeria has a lot to learn from the Chinese strategy.

As Buhari said, “the current global health and economic crises give us an opportunity to think afresh and chart an optimal path forward” , guided by the Chinese experience”.

As the committee set about its work, guided by the Chinese model perhaps we should ask ourself what is this Chinese model? And how can it be adopted and modified to suit our peculiarities?

In first quarter of 2020 the Chinese economy was in virtual lockdown as a result of COVID-19 which reach its peak by the end of March 2020.

Business and economic activities were major casualties of the coronavirus outbreak with industrial output contracting significantly in the first quarter of 2020.

By the second quarter of 2020 there was a gradual reversal as the unprecedented measures began to pay off and the Chinese economy experienced a rebound.

While the global economy was on a tailspin, reporting negative growth as a result of COVID-19 the Chinese economy was on the path of recovery.

China now seems, on the face of it, to be the first economy to fully recover from COVID-19.

J.P. Morgan recently boosted its 2020 China growth forecast to 2.5% from 1.3% in April. Economists at the World Bank and elsewhere have also upgraded their forecasts for China, the only major economy expected to grow this year. The level of total activity in China is now higher than it was going into the crisis.

Across China, businesses are opening up and social activities are picking up. Children are preparing to return to classrooms.

The remarkable bounce back of economic activities in China while far from China’s heady expansions of double digits in past years, should nonetheless help the world’s No. 2 economy move faster in catching up with the U.S., which is projected to shrink by as much as 8.0% in 2020.

Furthermore the economic rebound of China no doubt projects Beijing’s belief that China’s state-led economic model, which helped the country navigate the 2008-09 financial crisis with minimal pain, is better than the U.S.’s market system, emboldening Chinese leaders at a time of rising geopolitical competition with the U.S.

The rebound of the Chinese economy has also enabled China to come to the aid of the rest of the global community still suffering from Covid-19.

As noted by Chinese president Xi Jinping recently at a ceremony to recognise role models in the fight against COVID-19 epidemic at the Great Hall of the People in Beijing, China, in response to global public health “launched the most intensive and wide-ranging emergency humanitarian assistance since the founding of New China”,

He revealed that between March and September of 2020, China exported 151.5 billion masks, 1.4 billion protective suits, 230 million goggles and 209,000 ventilators to support the global fight against COVID-19.

China also made several donations to the World Health Organization (WHO) and dispatched Chinese medical expert teams to 32 countries.

The remarkable recovery of the Chinese economy from Covid-19 evidently demonstrates the unyielding will of the Chinese people and the resilience of its economy model.

Coming home, Nigeria has a lot to learn from the Chinese growth and recovery strategy.

The Chinese economic model also known as the Beijing Consensus, contributed to China’s “economic miracle” and led to an unprecedented growth of the Chinese economy from the 80s upward.

The Chinese model of economic develipment Is seen as an alternative to the Washington Consensus of market-friendly policies promoted by the IMF, World Bank, and U.S. Treasury.

Essentially the Beijing Consensus allows every country to pursue its own development strategies as suits it rather than following the prescription of Western models of unbridled capitalism and free markets.

It legitimizes the notion of particularity as opposed to the universality of a Washington model.

Clearly it is an alternative to the neoliberal Washington Consensus, which itself has become a questionable economic development path.

US president Donald Trump’s fixation with an America first policy is ckearly a repudiation of the Washington Consensus. Multilateralism is giving way to unilateralism and free trade has given way to protectionism.

Trust in the free market for economic growth is currently at its lowest ebb.

These are facts the steering committee should take note of. Nigeria’s economic strategy should be people centred. The task should be poverty reduction and lifting Nigerians rising poor our of economic quagmire. As the president noted during the inauguration of the committee,

“The main objectives of these successor plans are to lift 100 million Nigerians out of poverty within the next 10 years, particularly given the World Bank’s projection that Nigeria will become the world’s third most populous country by 2050 with over 400 million people,”

If China could lift 700 million out of poverty in two decades it is not an impossible task for Nigeria to achieve the target of lifting 100 million out of poverty by 2030.

This can be achieved through a down to earth, pragmatic commitment to serving the people and putting the right reforms in place.

However we should also keep an eye on our growing population. The projection of the World Bank that Nigeria would become the fourth largest country in the World by 2050 with a population of 400 million people, must be taken as a warning. Measures must be put in place to avoid this projection.

Nigeria’s economic tragwctory in the last 60 years of our nationhood has largely followed the prescription of Bretten woods institutions and aping western economic model, which has led us no where.

The Chinese have proven that growth can be achieved through pragmatism and adherence to national peculiarities.

Nigeria at this stage of nationhood must begin to look at its peculiarities and decide on a path that best suit its purpose.

Ex Zamfara gov, Yari to account missing N37bn

    By Abba Kabara, Gusau.

Former governor of Zamfara state Alhaji Abdulaziz Abubakar Yari is once again indicted for alleged unlawful diversion of a whooping sun of N37.4 billion naira, being a refund from the federal government for the execution of 14 federal roads projects in the state.

The state commissioner of finance Hon Rabi’u Garba Gusau who exposed the alleged fraud at a press briefing today, said the initial cost of the project submitted to the federal government for reembarsment was 47.3bl naira, but after assessment and cost evaluation, the amount due was pegged to N37.4bl naira.

He explained that the people of the state who are the legal owners of the fund were fully aware of the refund still awaiting payment by the federal government, but as at the time of change of government from the previous administration, the issue was not reflected in the handing over document.

The commissioner said this informed the decission of the new administration led by governor Bello Matawalle to formally write to the federal government to enqiure about the actual situation of the said fund.

“What suprises the governor was the reply that the fund was already paid since January 1st 2019”, he said, but according to him this financial transaction was not captured in the handing over document and there was no evidence to backup the recovery of the fund.

Garba said on further enqiure about the situation of the money from the office of the then minister of finance, it was confirmed by the then serving minister that the fund was actually paid to Zamfara state government.

He said the most worrying thing surrounding the alleged scam was that the then governor Yari gave a written directive that the sum be paid to two different individuals, a female and a male who were both staffers serving under Nigerian Governor’s Forum.

“Our investigation confirms that the male recipient was then the Director-general of the NGE, who was not even a citizen of Zamfara, but was given the executive permission to collect a sum of N22.4bl naira, while the lady collected a sum of N14.9bl naira.

He said the state is in desperate need of this money belonging to the citizens who are in need of various projects to upgrade their welfare, calling on relevant security organs, the human rights organisations, the federal government, the federal legislature to Wade into the matter to ensure that this sum is fully recovered from the former governor as the chief accounting officer at the time.

Frantic efforts to get accross to the former governor Abdulaziz Yari for comment over the allegation failed, but responding on behalf of Yari, a prominent political figure Hon. Sani Gwamna, who is also the vice chiarman APC Zamfara State chapter Alhaji Sani Gwamna, dismissed the allegation as ridiculous, baseless and shameful.

“The commissioner is a confused fellow who deos’t understand proper channel to settle such issues, suggesting  that he should have advised his government to refer the matter to  the EFCC for the recovery of the money, “if he has the evidence to prove his claim” he said.

Hon. Gwamma further suggests that on the alternative, the state government can simply go to  court for legal claim .

Group commends CCB on handling of Enugu housing vommissioner’s investigation

As investigation begins by the Code of Conduct Bureau regarding series of petitions against Hon Vitus Okechi, Commissioner of Housing Development Enugu State relating to breach of Code of Conduct regulations, Herald for Anti Corruption and Public Morality, a non governmental has commended the CCB for diligent investigation of the case.

A statement by the Convener of the group, John Bassey praised the CCB noting that, ” The speedy approach in the handling of the cases against Hon Vitus is worthy of note”.

He expressed bewilderment as to how a single individual would intentionally encroach into both the land belonging to the old site of University of Nigeria Teaching Hospital Enugu and that of local community, with impunity.

“It is a clear case of lawlessness, recklessness and violation of the citizenry’s fundamental right to own property”. The man ignored the path of peace, sanity and due process.

The Transparency Center Network and other patriotic members of the local community that equally sent a petition to the Bureau deserve a special place in the heart of all lovers of Justice, equity and fair play.

We urge the CCB to accelerate the process for the commencement of a speedy trial since the petitioners have given incontrovertible evidence against the commissioner.

The group further urged the Executive Governor of Enugu State Rt Hon Ifeanyi Igwuanyi to be careful with people like Hon Vitus as they are hell bent on dragging his name in the mud. It is unfair for Hon Vitus to stain the time-tested reputation of the Governor because of desperation to annex land belonging to a federal institution on one hand and the ancestral land of the people on the other hand.

“We deeply believe that the current Chairman of the CCB and his team of dedicated staff are going to ensure that justice prevails, as far as this case on Hon Vitus is concerned.

The group posits that, the CCB as an institution, has acted in a very professional manner, so far, in the handling of the case involving Hon Vitus because they are positive that the era of escaping justice by abusers of Code of Conduct regulations is over.

In a similar vein, the CCB is also investigating another case of breach of the provisions of the Code of Conduct Bureau and Tribunal Act by Public Officers in respect of Hon Robson Iniobong Nnamso, Chairman- Esit Eket Local Government Council of Akwa Ibom State.

  • WIKE: THE EMERGING CHAMPION OF THE SOUTH SOUTH REGION

WIKE: THE EMERGING CHAMPION OF THE SOUTH SOUTH REGION

    By Paulinus Nsirim

Governor Nyesom Ezenwo Wike, went to the ancient city of Benin, saw and faced the agents of a siege , conquered the godfather. But he was also quick to give credit to all those who joined him in the battle to accomplish the sweet victory and reclaim Edo State for the Peoples Democratic Party (PDP)and bring all the States in the Region under the protection of the Umbrella.

Speaking at the post-election victory press conference, in his capacity as the Chairman, PDP National Campaign Council for the Edo State Governorship polls, Governor Wike said: “I want to particularly thank my colleagues, the Governors of Delta State, Oyo State and all other persons who served in the National Campaign Council. We succeeded working as a team.

“Let me also thank the Governor of Edo State. He gave us the necessary support that has led to this victory. Also, we thank all those who worked in the campaign train in Edo State. We also appreciate the Media for the positive coverage of the election”.

Indeed, it is no longer in contention, that Governor Wike has transformed into an iconic political phenomenon, so much so that the ebullient Dino Melaye has already dubbed him “the National Governor”; a title which is sure to gain traction and national appeal in the coming weeks and months.

For many discerning political watchers and Nigerians, the Edo State Governorship election was without doubt, Governor Wike’s election. From the very onset, he midwifed the peace and reconciliation process that led to admission of Governor Obaseki into the PDP family and his eventual emergence as the party’s flag bearer in the just concluded Edo State Governorship election.

First, as a national leader who understands the dignity of the office of a duly elected Governor of every State, he chastised the Nigeria Governors Forum for failing to speak up and protect a fellow Governor, Godwin Obaseki, though belonging to the Opposition Party.

In fact, some leaders of his own party demeaned his office, embarrassed and humiliated him, as he ran from pillar to post, seeking allies and support in his battle to retain his Party’s Governorship ticket for the Edo guber polls, against a godfather who wanted him out at all cost.

Then, as a true patriot and Party man, whose overriding objective has always been to achieve and restore the PDP to its pride of place as the number one Party in the country, Governor Wike, recognized the bountiful dividends of embracing Governor Obaseki into the family.

He also became the matrix and torch bearer in the reconciliation and harmonization of all conflicting and contentious interests in the resolution of the party’s Guber ticket candidate. He brokered peace, addressed disputes and concerns satisfactorily and ensured that all interests were accommodated.

The overwhelming success of his intervention was displayed, when all the PDP Guber aspirants not only withdrew their intentions, but admirably lined up behind Governor Obaseki on the podium, as he received his flag of nomination from the Party, to contest the Governorship election, as the PDP candidate.

This singular achievement left the Opposition completely speechless, broke the first leg of their politically unstable table and eventually led to the ignoble sacking of their national chairman and erstwhile godfather of Edo politics.

Against the backdrop of this resounding political accomplishment, the appointment of Governor Wike as the PDP National Campaign Council Chairman for the Edo election, became inevitable. The magnitude of the challenge was enormous, given the extraordinary circumstances and the lingering affiliations that still defined Governor Obaseki’s membership and emergence in the PDP.

This, coupled with the fearsome prospect of ‘Federal might’ which the Opposition was poised to deploy in the election, would have cowed a lesser, lily livered man, but Governor Wike was the man for the job and embraced the challenge with open arms.

Needless to say that from the moment he was announced as the PDP National Campaign Council Chairman for the Edo State Election, a vicious campaign to discredit him, by those who knew the overwhelming influence and authority his involvement in such a critical position would have on the overall election and especially on the good people of Edo state, commenced with the aid of some gullible media outlets, who would sooner learn to their chagrin, that the Rivers State Governor was not a man to trifle with.

Governor Wike also systematically embarked on a robust, well structured media charm offensive himself, highlighted by a series of selected prime time television interviews, where he quite adeptly deployed the platform to succinctly and unequivocally set the tone and mindset that would eventually shape and determine the outcome of the Edo Guber elections.

As the chairman of the PDP National Campaign Council, his appearances at the Party’s state-wide rallies were usually electrifying as he galvanized the teeming crowd with his unique, charismatic, dynamic and dexterous style.

His message resonated powerfully with the people’s expectations and desires. His admonitions telling them what to do on election day were on point. He presented himself as an example and as a leader who will lead from the front. His presence inspired hope, enthusiasm, optimism, courage and conviction in the belief that the will of the people would always triumph over every obstacle and intimidation.

Governor Wike arrived Benin, just like the other leaders of the Opposition Campaign Council, but with his own touchdown the whole atmosphere became abuzz with excitement and a collective sense of identity, existential purpose and historical essence for the Edo people.

Members of the opposition, including those who had earlier arrived Edo for the same assignment as he, were even heard complaining loudly and bitterly that they don’t know what he is doing in the state. They were in panic.

A siege with over 300 armed policemen, complemented with armoured tank and other arsenal was hurriedly placed on his hotel accommodation premises to prevent him from stepping out and when the Inspector General of Police called and told him to leave Edo State that his presence was likely to cause unrest amongst the people, Governor Wike’s response was classic, typical and well reported.

He then followed up his nonplussed stance with the Police IG by holding a World Press Conference at the Hi-Tech PDP Situation Room where he alerted the nation and the International Community of what was going on.

He completely wrong footed the Opposition, as usual and he was always one step ahead. But the most impressive aspect of the strategy was that he appeared with both Governor Ifeanyi Okowa of Delta State and Chairman of the South South Governor’s Forum, Governor Seyi Makinde of Oyo State who is also chairing the Southwest PDP Campaign Council, as well as other Party leaders.

It was not a one man show but a collective effort of the Party, embodied by a man and leader, who has grown to become the unifier and champion of the South South Region’s political identity.

By virtue of the progressive thinking and pragmatic sacrifices of Governor Wike, the South South Region Governors can now speak loudly and without fear or intimidation, with one united voice.

The objective of bringing all the South South States under one political leadership umbrella has been achieved with this overwhelming success in Edo State.

Over the years, Governor Wike has proved his enduring mettle, as a political tactician beyond doubt. In the PDP, as well as on the political landscape, he has emerged as the referential face of the Party Brand, not only by virtue of his widely reported sterling developmental achievements and legacy infrastructural and other projects, but also for his robust advocacy, articulation, constructive critical observations and uncensored maturity and honesty.

He enjoys a very cordial relationship with his brother governors which has attracted tremendous goodwill to him especially in the national political space, where he has achieved an impressive pedigree and comprehensive acceptance across board.

There is a saying that all politics is local and Governor Wike is a leading disciple of the localization of politics, which not only celebrates the adage that charity begins at home but also promotes the agenda of Rivers first, which goes a long way to explain why he is passionate about the protection of Rivers lives, property and indeed everything Rivers.

No wonder he was welcomed back home in Rivers State, after his exertions in Edo state, by a large, jubilant crowd of Rivers sons and daughters, who had kept vigil and prayed for him, when news filtered in that the police had laid a seige on his hotel.

Rivers people and indeed many who followed the Edo state Governorship elections, heaved a huge sigh of relief to see their darling Governor Wike back home, hale and hearty, to continue his good works in the state.

At a time, when Nigeria is in dire need of patriotic and responsible Citizens and leaders, as our political life evolves, Governor Wike stands tall as one who epitomises the true characteristics of what it takes to be a great leader for his people.
