    The Academic Staff Union of Universities ASUU, has called on President Muhammadu Buhari to constitute a special visitation panel to look into the immediate and remote causes of events that led to the purported removal of Professor Oluwatoyin Ogundipe as Vice Chancellor of University of Lagos.

    ASUU National President, Biodun Ogunyemi, who made the suggestion on Tuesday, in Abuja, said the Union was also opposed to the sack of Ogundipe by the Wale Babalakin led governing council.

    Prof Ogundipe was removed by the Wale Babalakin – led council for alleged financial infractions among other issues.

    Addressing journalists yesterday, Ogunyemi said that the union is shocked not because the Vice Chancellor is a saint but because his removal didn’t follow due process.

    “The national leadership of ASUU received the news of the purported removal of the vice- chancellor of the University of Lagos by the governing council chaired by Dr. Wale Babalakin (SAN) with absolute shock and total disappointment.

    “We are shocked not because we regard Prof Oluwatoyin Ogundipe as a saint but for the fact that all available evidence indicates that he was not taken through the due process.

    “In spite of Dr. Babalakin’s spirited efforts to defend the indefensible, it is now clear to all and sundry that there is more to the story coming from the senior member of the bar.

    “ASUU fully supports UNILAG Senate’s rejection of Wale Babalakin-led governing council’s ill-informed decision to remove the vice-chancellor.

    “We call on Mr. President, as visitor to University of Lagos, to immediately constitute a Special Visitation Panel to look into the immediate and remote causes of the events that led to the purported removal of Prof Oluwatoyin Ogundipe as VC of UNILAG with a view to bringing all found culpable to book,” Ogunyemi said.

    He called on the National Universities Commission to probe all fraudulent practices allegedly committed by “overzealous vice-chancellors who have compromised academic standards and subverting university ethos in the name of the so-called new normal.

    He added: “While we salute the courage and resoluteness of many vice-chancellors who have stood their ground in preserving whatever is left of the quality of Nigeria’s university education, our union will not hesitate to expose those who are prepared to sacrifice the system in the name of internally generated revenue.”

    Meanwhile, ASUU, may have succeeded in persuading the Federal Government to jettison the idea of Integrated Personnel Payroll and Information System (IPPIS), for University Transparency and Accountability Solution (UTAS).

    Although ASUU strike is still on, Ogunyemi, gave clues to the new understanding they have reached when he said, “following our engagements with the Federal Government over the issues that eventually led to the declaration of the ongoing strike action on 17th March, 2020, government declared that it accepts in principle the University Transparency and Accountability Solution UTAS which is being deployed by ASUU and its researchers for the financial administration of the university’s FG staff monthly payroll and accounting processes.

    “In addition, the Federal Government pledged that when fully developed UTAS will be subjected to integrity tests in order to verify its efficacy to see whether this final product will pass the necessary technical attributes test as specified by NITDA”.

    ASUU had given a time frame of eighteen months to government to develop, test and deploy UTAS, in keeping with this promise, ASUU is pleased to announce that UTAS is now ready for the “integrity tests” , required of it by government.

    Minister of Transportation, Rt. Hon. Chibuike Rotimi Amaechi has said that over 20,000 workers were engaged for the ongoing construction of Lagos-Ibadan rail project. This, he said is in compliance with the local content law inherent in the 1.6B dollar contract agreement between Nigeria and China.

    Amaechi made the clarification at a public hearing in Abuja, Monday, while responding to concerns by the House of Representatives Committee on Treaties, Protocols and Agreements that local content was not observed in the course of the project.

    He said, “There are over 20,000 Nigerian workers employed for the construction of the Lagos-Ibadan railway project, only 560 of the workers on that project are Chinese,” adding that most materials for the project were locally sourced except for those that were manufactured outside Nigeria.

    “We have over 150 Nigerians being trained as Engineers in China. The Chinese has also built two training institutions for us, one at Idu and the other one is the Transportation University in Daura, Katsina state,” Amaechi said.

    The minister also revealed that only a contract of $1.6b was awarded by the present administration in the Ministry of Transportation as against the allegations by the committee chairman, Hon. Nicholas Ossai that there was a $33b contract awarded by the present administration.

    “Mr. Chairman, there is no $33bn contract in the Ministry of Transportation. What we have is $1.6b awarded by this government for Lagos-Ibadan, for which the Chinese government is providing $1.2b and we are providing the remaining $400m.”

    Amaechi restated that the coastal rail project may not sail through if the House committee continues its investigations on the project before the loan is granted.

    There are indications that the federal government may order the reopening of tertiary institutions any time soon.

    This may come amidst growing concerns that the rate of Covid-19 infections may hit the 50,000 mark in few days time.

    Secretary to the Government of the Federation and Chairman of the Presidential Task Force on Covid 19, Boss Mustapha gave clues to this decision on Monday, while briefing Nigerians on control measures of the virus.

    He expressed delight that the West African Examinations Council WAEC commenced today, nationwide and Nigeria is participating in the exercise.

    Mustapha equally said latest global statistics of the infection has attained 22million with cumulative death toll put at over 771,000.

    He said, “Nigeria is gradually inching towards the 50,000 mark of confirmed cases of COVID-19 with a total number of confirmed cases standing at 49,098 as at yesterday 16th August, 2020.

    ” The PTF has continued to observe the noticeable decline in fatalities, high discharge rates and consistent under 500 daily cases for the past four weeks in spite of the huge jump in our testing capacity and the increase in the number daily tests conducted

    “The PTF wishes to strongly remind all Nigerians that we have not attained the desired level that will enable us make conclusive statements on the rate of infection in the country. We must, therefore, continue to do that which is giving us record improvements and desist from actions capable of undermining our successes.

    “The world had its highest daily increase of 294,237 confirmed cases yesterday bringing the total to 22.4million with a cumulative death of 771,000. These statistics are daily reminders that humanity is still endangered by this virus. We are also reminded that the countries that appeared to have overcome the pandemic are actually being forced to re-introduce even stricter containment measures.

    “As a country, Nigeria should not and would not lower its guard and as a people we should also improve our compliance to the various protocols at all levels.

    “​Today, the Senior Secondary School Certificate (SSCE) examinations commenced all over the country, like in other West African States, and the PTF is happy to note the high level of compliance with the protocols for the re-opening of exit classes. It is in this light that we appreciate the call by the National Association of Nigerian Students (NANS) for the reopening of tertiary institutions. As a listening government, we wish to state that education is topmost on the priority list and the reopening of our institutions remain critical, within set safety parameters”.

    There are however fears that the existing conflict between the Academic Staff Union of Universities ASUU and the Federal Government over discrepancies in the implementation of the Integrated Personnel Payroll and Information System IPPIS, may jeopardize the planned reopening of the institutions.

    Besides this, other university staff unions like the Non-Academic Staff Union of Universities NASU and Senior Staff Association of Universities SSANU are also warming up to commence industrial actions once government make good plans to open the tertiary institutions.

    The Inner Galaxy Steel Company Limited has refuted allegations of running a modern day slave camp in its facility in Umuahala, Obuzor Asa, Ukwa West LGA, Abia State.

    In fact the company has produced documents and pictures to prove that it is running a healthy environment for workers who are mostly Nigerians to thrive in their job.

    The Chinese company, which manufactures steel, iron and allied products, in a statement made available recently described the allegation of holding workers’ hostage in the last three months in prison-like camps as “a deliberate fabrication, mischaracterisation and misinformation concocted by the operator of the said Twitter handle at the instance of those who engaged him for the hatchet job.”

    The statement signed by Nnamdi Nwokocha-Ahaaiwe, chief counsel to Inner Galaxy Steel Company, said: “It is instructive that the faceless operator behind the Twitter handle, @Truthfully83 stated clearly in his reference post that it is “IN THE LAST 3 MONTHS AND COUNTING” that the alleged hostage imprisonment of workers arose.

    There is no allegation that any such situation has existed in the previous years of the existence and operations of the company.

    “The critical question which any unbiased, open minded, truth-seeking person should ask therefore is: what happened in this LAST THREE MONTHS AND COUNTING from the 12th day of August 2020, that led to the alleged “hostage imprisonment of workers”?”

    The true facts as explained by the company are that “with the onset of the Covid-19 pandemic worldwide, individuals and companies were confronted with a situation of unprecedented crises the likes of which had not been witnessed by most people alive today and which no one predicted or planned for.

    “Companies were confronted with so many issues for which difficult decisions had to be made. With respect to the specific matter in issue, our clients had to determine what to do in respect of about forty percent (40%) of their workforce who live and come to work from Obigbo and environs in Rivers State, which is about ten minutes’ drive from the Company’s premises.

    “This was because the Rivers State Government had announced that it was going to completely lock and seal its borders with its neighbuoring States, of which Abia State is one. This meant that those employees of our clients who live and come to work from Obigbo and environs will be unable to come to work for a period which it was difficult to determine as no one knew when the pandemic would be over.

    “At the same time most States in the country, including Abia State, announced lockdowns and curfews such that even intra-state movement became cumbersome.”

    According to the statement, it also became clear that for a long period which would be difficult to determine, our clients will be unable to operate at full capacity, rendering many workers redundant. This is because, the main input of production of our clients is scrap iron and the suppliers send trucks/trailers of the materials from all corners of the Federation, ranging from far-flung locations like Sokoto, Maiduguri, Lagos, etc.

    “All intra State borders were to be closed and only vehicles bearing food, medicines and other essential items were authorized to operate; scrap irons and other raw materials of our clients was not one of the items excluded from the ban on inter-state movement.

    Even distributors would find it difficult to come and evacuate their goods. The entire production process and business of the company was to be severely impacted negatively, one way or the other.

    “At the time this pandemic crisis began, many factories/plants in Europe and the Americas were being completely shut down because they had become “super-spreaders” and hotspots of Covid-19.

    The environment and conditions prevalent in big factories and plants such as those operated by our clients are such that if very strict safety protocols are not implemented, it takes only for one employee to bring the Covid-19 virus to the plant from home, and it will quickly spread among workers in the factory/plant until it becomes uncontrollable.

    “In one Company in Sagamu, Ogun State, (which was widely reported), about 107 employees contracted the Covid-19 virus within the factory premises, within a forty-eight (48) hour period and the company was shut down by the Authorities.”

    To ensure that there was no spread of coronavirus in the company, Inner Galaxy immediately instituted very strict and rigorous Covid-19 protocols, providing one mask every day for each worker and making provisions for over 55 hand-washing/sanitizing stations all over the premises.

    The problem was that there was no way of controlling and guaranteeing that when the workers return to their homes, they would be able to keep to the same rigorous safety measures/protocols being implemented within the factory complex.

    It was because of this that the management of the company “called a meeting of all the workers and made it clear that by virtue of the foregoing factors/considerations outlined above, those of them who wished to continue working during the indeterminate period of the pandemic, will have to be housed within the company premises as they may not be able to get to work from their homes once the full lock down, curfews and other measures came into full implementation.

    “The issue of the Company management being unable to ensure compliance with full Covid-19 safety protocols while workers were in their individual homes was also highlighted.

    The company made an offer: those who agree to stay within the company premises until the pandemic is over and restrictions in movement relaxed will be housed in temporarily, hastily erected accommodation as such did not exist prior to this time. Those who could not stay, either because they have families they could not abandon in the middle of a pandemic, particularly when no one could predict how long it would last or for other reasons will be furloughed to be reabsorbed once the crisis was over or abates and things return to normal.

    “While furloughed, they will be paid fifteen thousand naira only (N15, 000.00) per month until they resumed work. Those who chose to remain within the premises to work will receive their full salaries and substantial bonuses calculated according to their level; the bonus is between twenty thousand naira (N20,000.00) to thirty thousand naira only (N30,000.00) monthly. These can be easily verified by anyone,” the statement said.

    The company has about 1,500 Nigerian workers at full capacity with very few Chinese in its employ. “There is no way these huge number of workers can be muzzled and happily, when the aforesaid Federal and State delegations paid surprise visits without prior information to the management of the company, they were able to interact with all the workers on the premises, interrogate them and make their own findings of the facts of the matter,” it stated.

    “It is important to stress that at no time was anyone forced to stay within the premises against their will; this was optional and those employees who felt comfortable with the arrangement, agreed to it and are to be handsomely rewarded while those who felt unable to stay were furloughed and also offered compensation for the period they will not work.

    “The company admitted to the Federal and State delegations that the accommodations could have been better but this was hastily arranged, temporary accommodation put in place for such vast number of workers at VERY SHORT NOTICE.”

    The statement noted that “The Federal Government delegation recommended improvements that can be made to the accommodation and stated that they will return within two weeks to determine compliance. The management of the Company is cooperating fully with the authorities in this regard.

    “Already, the management of the Company had immediately after setting up the temporary housing to abide the end of the pandemic period, commenced building permanent structures in case of future emergencies. The company has already started constructing two buildings to house employees when similar situations arise in future. As at the date the Federal and State delegations visited, one of the buildings was already at 90% completion and the other at 65% completion,” it stated.

    Inner Galaxy Steel Company Ltd. was registered with the Corporate Affairs Commission,, CAC, Abuja in 2012 and built a multi-billion-naira iron, steel and allied products manufacturing plant in Ukwa West LGA of Abia State. The company premises, which is almost a mini-city, is located at the border between Rivers State and Abia State on the side of the latter State. The major product of the company is steel/iron rods. The company has all these years operated peacefully with its employees and lived peaceably with its host communities.

    Former Deputy Governor of the Central Bank of Nigeria, CBN, Dr Obadiah Mailafiya, arrived the premises of the DSS in Jos at 12:20pm to honour a second invitation for a ‘chat’ in a space of five days.

    Last week Wednesday Mailafiya was quizzed by the DSS for almost seven hours in connection with his claim earlier in a radio interview that a serving governor in the North of the country is a commander of the notorious insurgent gang, Boko Haram.

    Arriving the DSS premises this afternoon chauffeur-driven in an ash-colour Land Rover SUV with registration number ABC 843 LX, and accompanied by his wife Margaret, and his lawyer, Yakubu Bawa, Mailafiya told anxious and prying reporters that he came to the DSS today in response to another summons he received from the Service over the weekend.

    Mailafiya who was looking robust, confident, and unruffled, maintained that as ” a good citizen”, he had to honour the summons, saying and reassuring that ultimately “it will be well with Nigeria”.

    Meanwhile, his supporters and well wishers and the media in Plateau are keeping watch around the DSS premises as interrogation goes on behind cameras.

    Governor Nasir El-Rufai of Kaduna State has berated Southern Kaduna elites for the crisis in the area.

    He made these comments in an interview on Channels TV on Sunday night insisting that the incessant Southern Kaduna crisis will stop when people in the region are willing to embrace peace.

    El-Rufai said that no amount of military troops can resolve the crisis in Southern Kaduna, adding that it is far more complicated than what is obtained in other parts of Nigeria.

    Appearing on Channels TV’s Sunday Politics, the governor also vowed to deal with perpetrators of crimes in the region, adding that crises in Kaduna are a mix of ethno religious reasons and banditry.

    According to El-Rufai: “The Southern Kaduna crisis is far more complicated than what we have in other parts of Nigeria.

    “We are not afraid of anybody, no matter how high or low; we would deal with anyone; no one is above the law.

    “Southern Kaduna people want anyone who is not from there to be treated as second class citizens.

    “All Nigerians are free to live anywhere in the country, and I am ready to protect my people.

    “Unless people are willing to embrace peace, no number of military troops can resolve the issues.

    “Southern Kaduna elites have their narratives about the crises.

    “The crisis in Kaduna is a mix of ethno religious reasons, and banditry has now been added to it.

    “I would like to see a situation where perpetrators of these crimes are sanctioned and even hanged.

    “The bandits do not discriminate against anyone; they attack any ethnic group.”

    Meanwhile, a prominent leader in Southern Kaduna, General Zamani Lekwot rtd, has said that those calling for his execution and others in connection with the 1992 Zangon Kataf crisis should not die again.

    He explained that those that called for his execution are playing a script from the White Paper committee recently set up by the Kaduna State government to review the 1992 Zangon Kataf crisis.

    Speaking in an interview with journalists at the 3rd prayer session organized by the Christian Association of Nigeria, CAN, Kaduna state chapter on Sunday in Kaduna, Lekwot said, “Everyone would die. Nobody will live forever. Those who said what they said, will they not die? No one knows how they will die.

    General Lekwot added, “You see, what they said is a replay of a smokescreen, to hide the truth and divert attention. What is the relationship between what happened in Zangon Kataf 28 years ago and the massive Killings going on in Southern Kaduna and the country.”

    General Lekwot, who was also the former military Governor of Rivers State, noted that all religious leaders are expected to preach peace, and wondered why some people are preaching hate and religious violence.

    He said “28 years ago the killings in Zangon Kataf was unfortunate, but the genesis was a dispute of relocation of a market, at the end of the day a commission of inquiry was set up, and recommendations were made. All of them have been implemented. So, those referring to it have been clever by half. What we need in the country is genuine tolerance.”

    General Lekwot further explained, “Now by saying what they said, they have just confirmed why armed foreign bandits have been imported into our country to destroy our country. How does what they said address the issues at hand? What is happening in Southern Kaduna and other parts of the country is a bad omen for our unity and stability.”

    He called on Christians all over the country to pray for the peace of Southern Kaduna and other parts of the country, stressing that, “Nigerians should continue to pray so that not only Southern Kaduna but other parts of the country will have peace, at the end of the day, Nigeria deserves peace.

    General Lekwot enjoined the people of Southern Kaduna not to attack anybody, adding, “lt is not in our character to attack people, we love peace. We should not allow anyone to attack us, we should protect ourselves but above all, our primary weapon is prayer.

    “We should ensure internal vigilance so that anywhere you notice any suspicious movement, you please report to any nearby security post or traditional ruler so that immediate action can be taken before damage is done.”

    As part of efforts to support ongoing operations in the North Western Zone of the country, the Nigerian Air Force Sunday deployed Special Forces operatives to Southern Kaduna.

    The SF Team, led by the Commander of the 403 Force Protection Group (403 FPG), Squadron Leader Richard Ngaro, was airlifted by a NAF Mi-171E Helicopter from NAF Base Kaduna to Kafanchan, where they were received by the Commander Sector 7 of Operation SAFE HAVEN, Colonel David Nwakonobi, to join the contingent of the Defence Headquarters (DHQ) SF personnel already deployed to the area.

    In his address to the troops during the deployment, the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, who was represented by the Air Officer Commanding Air Training Command (AOC ATC), Air Vice Marshal (AVM) Musa Mukhtar, noted that the deployment was in line with DHQ Directives to beef up Operation SAFE HAVEN.

    The CAS charged the SF personnel to maintain the high level of discipline that the NAF is known for, whilst always upholding the NAF’s core values of ‘Integrity’, ‘Service before Self’ and ‘Excellence’ as they carry out their assigned tasks. He equally reminded them to ensure they respect the human rights and personal freedoms of all law-abiding citizens in the course of performing their duties.

    Speaking to the Press, the Representative of the CAS, stated that the NAF SF Team were additional elements to augment the DHQ SF personnel already deployed to beef up Sector 7 of Operation SAFE HAVEN in Southern Kaduna. “The deployment would last as long as necessary until lasting peace is restored. We also have Operation THUNDER STRIKE, which is domiciled in Kaduna to take care of the North West axis, with the Air Component Commander coordinating the air power aspect from Kaduna in support of ground operations in Southern Kaduna”, he added.

    He further disclosed that, as part of efforts to enhance Civil-Military relations, a NAF Medical Team would arrive Southern Kaduna in the next few days to conduct medical outreach to provide healthcare services to displaced persons and others affected by the crisis. While highlighting that the military was in the State to assist the civil populace, the CAS called on the residents of Southern Kaduna to cooperate with the Commander Operation SAFE HAVEN and his troops by providing credible information that would facilitate the effective conduct of their operations.

    Nigeria’s Chief of Army Staff, Lt. General Yusuf Tukur Buratai has been conferred with the traditional title of Kauran Gusau, by the emir of Gusau, Dr. Ibrahim Bello.

    The title according to the emir was borne out of the COAS’ efforts in stemming banditry, couple with his zeal to quell insurgency in the northern part of the country.

    The emir of Gusau during the closing ceremony of activities of the Nigerian Army Day celebration 2020 which started on the 4th of July this year revealed that the Nigerian Army has made it possible for people to sleep with their two eyes closed in various communities across the northwestern sub-region who hitherto spent sleepless night because of the menace of banditry and other criminal activities associated with it.

    “I’m particularly motivated, highly delighted and very impress with arrangements and what I’ve seen on ground”, he said

    The emir recalled that there were instances when people neither sleep nor cultivate the farmlands but now do, because of the presence of the army and the formation of Exercise Sahel Sanity in the northwest.

    “Only God will guide and protect the military to serve our people in various communities, only he can determine their successes considering the expertise they are exhibiting.”

    The emir expressed optimism that the army will surely suppress banditry in the northwest with ongoing onslaught by the army.

    Alhaji Yau Mohammed who ruled for two terms said that whenever there is freedom in democracy, the electorates always benefits from many developmental projects that promotes good livelihood and peaceful coexistence at both rural and urban settlements.

    Speaking on the current security situation in Nigeria, Alhaji Yau Mohammed called on the general public to always feed the security agencies with genuine information whenever they sighted something threatening for peace to reign in the country.

    Call for execution of Major General Zamani idiotic–HURIWA

    Human Rights Writers Association of Nigeria, HURIWA, has described the call for the execution of Major General Zamani Lekwot as idiotic.

    Lekwot had earlier in the year said that security challenges in Southern Kaduna was caused by outsiders rather than indigenes of the area.

    He was reacting to a media report that quoted the Commander of the Military Operation Safe Haven, Maj.-Gen. Augustine Agundu, who accused retired and serving security officers of Southern Kaduna extraction of fueling the crisis in the area.

    On the 14th of August,the Supreme Council for Sharia in Nigeria said that the only way for peace to reign in Southern Kaduna was for the President Muhammadu Buhari-led government to execute Major General Zamani Lekwot (retd.) and other leaders sentenced to death over the Zango-Kataf riot in 1992.

    HURIWA, in a statement signed by its National Coordinator, Emmanuel Onwubiko on Sunday, said “this call is not just idiotic and irrational but barbaric and senseless.”

    “We note also the treasonable and hate speech made by one Ardo Bulama who reportedly swore that Christians in Nigeria will be attacked by armed mercenaries and unfortunately the Department of States Services which is too quick to invite Dr Obadiah Mailafiya and Ex-Speaker Ghali Naaba for questioning and making certain comments considered to be against President Buhari has so far turned deaf ears to these dangerous hate speech.”

    It would be recalled that Zangon Kataf Local Government Area of Kaduna witnessed a gory and gruesome hostility between Muslims and Christians in the area. Two major ethnoreligious conflicts also took place in Zangon Kataf in 1992.

    Following the crisis, hundreds of people were arrested and the Federal Government set up a Civil Disturbances Special Tribunal before whom General Lekwot; a former military governor and ambassador alongside 5 others were charged with complicity in the sectarian disturbances.

    They were sentenced to death by two different Civil Disturbances TribunalA but the Federal Government, however, converted their death sentences to five years imprisonment each.
