    Kaduna State Government Sacks 65 Primary School Teachers (See Why)

    65 primary school teachers who were allegedly recruited illegally have been sacked in Kaduna.

    Mr Tandat Katuma, Auditor of the Kaduna State Universal Basic Education Board (SUBEB) Auditor, confirmed the development on Friday.

    The News Agency of Nigeria (NAN) reports that the council Chairman, Mr Charles Danladi, who announced the sack of the teachers on Wednesday alleged that the anomaly was detected through the over-bloated wage bill of the teachers, which kept increasing every month without new employment.

    He further stated that 16 out of the 65 were among the primary school teachers that failed the competency test but were illegally reappointed while the remaining 51 were illegally recruited during the first and second batches of the recruitment of 25,000 qualified teachers.

    The two countries control about 90 per cent of the world’s nuclear weapons stockpile.

    The Kremlin says it welcomes the U.S.’ readiness to extend the New START treaty on curbing nuclear weapons stockpiles, but warned that success will “depend on the details.”

    Kremlin spokesperson Dmitry Peskov made the position of the Kremlin known on Friday, two days after the inauguration of the Joe Biden and Kamala Harris presidency in the U.S.

    The New START (Strategic Arms Reduction Treaty) agreement went into effect in 2011 and is set to expire on February 5, at which point there would be no deal between the U.S. and Russia setting controls on weapons stockpiles and allowing inspections.

    Mr Biden’s new administration proposed a five-year extension this week.

    “Russia is for preserving New START and for extending this treaty in order to gain time for talks and contacts.

    “We can only welcome the political will to extend this document,” said Mr Peskov.

    But he added that “everything will depend on the details of this proposal, which is yet to be studied.”

    The U.S. proposal had already received support from other parts of Russia’s political elite.

    Diplomat Mikhail Ulyanov called Mr Biden’s move an “encouraging step” on Twitter.

    President Muhammadu Buhari has declared that Nigeria will strengthen its position as regional leader in the oil and gas industry.

    Speaking at the virtual inauguration of the National Oil and Gas Excellence Centre (NOGEC) at the Department of Petroleum Resources (DPR) headquarters, Lagos, Buhari said his administration would spare no effort in ensuring maximum benefit from the nation’s huge natural resources.

    Buhari pledged that the Federal Government would continue to leverage oil and gas for development and pursue economic diversification across all sectors.

    ”You would recall that at the beginning of this administration, we set a clear roadmap for the oil and gas sector in order to increase value from the nation’s huge resource potentials and create opportunities for investors, both local and foreign, when I declared that: ‘Nigeria is Open for Business!’

    ”I am delighted that since then, we have witnessed major Final Investment Decisions in the sector such as the AKK Pipeline project, the NLNG Train-7 project, and the completion of the 5,000 barrels per day Waltersmith Modular refinery.

    ”Our renewed drive for economic diversification using the oil and gas industry as a pivot remains on track as we expand government revenues and deploy it to grow our Gross Domestic Product (GDP), generate employment and contribute to eliminating poverty in Nigeria.

    ”This National Oil and Gas Excellence Centre will serve as an integrated resource complex to drive safety, value and cost efficiency in the industry. It is therefore another milestone in the development of oil and gas sector and the realisation of greater value for the country,” he said.

    The president emphasised the importance of the Integrated Centre in enhancing the contribution of the oil and gas sector to the nation’s GDP as well as strengthening Nigeria’s position as regional leader in the industry,

    He noted that the Centre had opened a new set of opportunities for the Nigerian Petroleum Industry in terms of investments, cost reduction, safety in operations and capacity development.

    ”The establishment of the National Oil and Gas Excellence Centre aligns with our administration’s commitment to foster stability, growth and sustainability of the Nigeria Oil and Gas Industry consistent with the economic development and sustainability agenda articulated in the National Petroleum Policy 2017, National Gas Policy 2017, Economic Recovery and Growth Plan and the Economic Sustainability Plan, 2020,” he said.

    Buhari, therefore, urged all industry practitioners and stakeholders to support the task of nation building to realise the abundant opportunities in the country.

    The president commended the Minister of State, Petroleum Resources, Timipre Sylva, the Director/ CEO of DPR, Sarki Auwalu and the entire staff of DPR on the actualization of the project.

    On the impact of the COVID-19 pandemic on the nation’s economy, Buhari noted that in 2020, global economies were faced with unprecedented challenges and severe shocks in the wake of the pandemic and attendant consequences.

    He said Nigeria was not spared from the impact of the COVID-19, oil price crash and OPEC production cuts with direct impact on government revenue projections and national economy.

    ”However, we are emerging more resilient in 2021 owing, in part, to efforts of the agencies of the Ministry of Petroleum Resources who work under my leadership and the direct supervision of the Minister of State, Petroleum Resources, to keep oil & gas production levels stable, optimise government revenues, and ensure domestic energy security.

    ”The creation of the National Oil and Gas Excellence Centre at this time is further demonstration that the Nigeria Oil and Gas Industry has come of age, even against the odds.

    ”The Centre will serve as oil & gas industry cost-reduction centre and hub for industry best practices, technical support and competence.

    ”It will also act as the oil and gas techno-economic bureau to support the government and its entities in policy development and implementation efforts,” he said.

    In his remarks, the Minister of State Petroleum Resources, explained that the integrated Centre encompasses five units, designed to comprehensively cover key areas of the industry while enhancing safety, value and cost efficiency.

    The units are: Search, Rescue and Surveillance, Command and Control Centre (SERAS) ; National Improved Oil Recovery Centre; Oil and Gas Alternative Dispute Resolution Centre; Oil and Gas Competence Development Centre and Integrated Data Mining and Analytics Centre.

    On SERAS, the Minister further explained that “it is a flagship programme of the centre designed to enhance safety management, emergency preparedness and response, and routine transportation for bed-space management.

    ”SERAS will therefore drive cost reduction and improve operational efficiency across the industry. Conservatively, it is projected that upon full implementation of SERAS the annual industry expenditure for offshore and remote locations, flight logistics and emergency response will reduce by 50 per cent,” he said.

    The Worldwide Leader of the Yoruba global movement, Ilana Omo Oodua, Prof Banji Akintoye, has accused the Presidency of supporting criminality by faulting Ondo Governor Rotimi Akeredolu’s order asking herdsmen to vacate forest reserves in the state.

    In an interview with The PUNCH on Wednesday, the historian asked people of the Yoruba race and Nigerians to prepare to defend themselves against herdsmen.

    He accused Fulani herdsmen of engaging in full-scale criminality since President Muhammadu Buhari became Nigeria’s president. 

    The Yoruba elder wondered why the Federal Government had refused to prosecute many Fulani herdsmen engaging in criminal activities. 

    He said, “The Presidency is now initiating a very dangerous doctrine of governance in Nigeria. The presidency is now saying that the state’s authority no longer includes the security of the people of the state. 

    “That is not only bad but dangerous to the existence of Nigeria. It is an assessment of the quality of governance in Nigeria by the rest of the world.

    “All Nigerians who are being assaulted, raped, and killed by the Fulani must defend themselves; not only Yorubas or those living in Ondo. If we continue to wait for the Federal Government, these herdsmen will kill all of us. We must rise to defend ourselves.

    “The Nigerian government has shown again that it is working for the Fulani. I don’t think anybody should be afraid to say that because it is the truth. The Fulani has been committing crimes on a massive scale since 2015 in Nigeria.

    “The government has never owned up that they are committing the crime. They have been going around kidnapping, killing people, and destroying farms, properties, and villages on a persistent scale and those things are crimes under the laws of Nigeria. In some parts of the country, it looks as if the army is colluding with them (herdsmen).”

    The Ilana Omo Oodua leader commended Akeredolu, urging Yoruba to support him. 

    “Akeredolu should be commended for his decision, for his courage and show of knowledge of the land. We support what he is doing. We are waiting for what government would come and do in Ondo State,” he added.

    “As I congratulate President Biden and Vice President Kamala Harris, I urge them and their administration to strengthen US-Nigeria ties, and help our beloved nation’s war on terror by providing every type of support required to win our war against the insurgency we face and that threatens the peace of our sub region.

    “I also look forward to the removal of every travel restriction on Nigerian citizens,
     in keeping with the good relations that has existed between our two nations, beginning with the July 27, 1961 state visit of our first Prime Minister, Alhaji Tafawa Balewa, to President John F Kennedy, and continuing over the decades since then.

    President Muhammadu Buhari yesterday hailed Joe Biden and Senator Kamala Harris on their inauguration as president and vice president of the United States of America (US), expressing hope that their presidency would mark a strong point of cooperation and support for Nigeria as well as the African continent.

    Biden was sworn-in as the 46th president of the US, ending the era of immediate past President Donald Trump who refused to attend the inauguration held at the Capitol Hill Washington DC.

    The low key event was however attended by former US Presidents Bill Clinton and his wife Hilary, George Bush, Barack Obama and others.

    Amid tight security across the country, Biden was sworn-in at noon by US Supreme Court Justice, John Roberts, becoming the oldest president to take oath of office at 77.

    This was preceded by the inauguration of the vice president, Kamala Harris, who became the first female, first black and first South Asia to be elected vice president of the US.

    In a statement by his senior special assistant on media and publicity, Mallam Garba Shehu, President Buhari congratulated the new American leaders and the entire country on the successful transition, which he said marked an important historical inflection point for democracy as a system of government and for the global community as a whole.

    He said, “We look forward to the Biden presidency with great hope and optimism for strengthening of existing cordial relationships, working together to tackle global terrorism, climate change, poverty and improvement of economic ties and expansion of trade.

    “We hope that this will be an era of great positivity between our two nations, as we jointly address issues of mutual interest.”

    President Buhari also rejoiced with President Biden, sharing the proud feeling that the first woman elected vice president of the United States has an African and Asian ancestry.

    Former Governor of Jigawa State, Alhaji Sule Lamido said the days of the All Progressive Congress APC is numbered as President Muhammad Buhari will not support Bola Ahmad Tinubu’s candidature in the coming 2023 general.

    Lamido stated this at the inauguration of the Jigawa State People’s Democratic Party PDP reconciliation committee in Dutse.

    He claimed that in the near future, there would be no more APC because the whole of APC is made of two people Buhari and Tinubu.

    Lamido, however, said the break up of the APC does not mean the PDP’s victory unless the members unite.

    Biden’s 17 Executive Orders and Other Directives in Detail

    The moves aim to strengthen protections for young immigrants, end construction of President Donald J. Trump’s border wall, end a travel ban and prioritize 

    President Biden signed executive orders during his first few minutes in the Oval Office

    WASHINGTON — In 17 executive orders, memorandums and proclamations signed hours after his inauguration, President Biden moved swiftly on Wednesday to dismantle Trump administration policies his aides said have caused the “greatest damage” to the nation.

    Despite an inaugural address that called for unity and compromise, Mr. Biden’s first actions as president are sharply aimed at sweeping aside former President Donald J. Trump’s pandemic response, reversing his environmental agenda, tearing down his anti-immigration policies, bolstering the teetering economic recovery and restoring federal efforts to promote diversity.

    Here’s a look at what the measures aim to accomplish.

    On the Pandemic
    Mr. Biden has signed an executive order appointing Jeffrey D. Zients as the official Covid-19 response coordinator who will report to the president, in an effort to “aggressively” gear up the nation’s response to the pandemic. The order also restores the directorate for global health security and biodefense at the National Security Council, a group Mr. Trump had disbanded.

    Though it is not a national mask mandate, which would most likely fall to a legal challenge, Mr. Biden is requiring social distancing and the wearing of masks on all federal property and by all federal employees. He is also starting a “100 days masking challenge” urging all Americans to wear masks and state and local officials to implement public measures to prevent the spread of the coronavirus.

    Mr. Biden is also reinstating ties with the World Health Organization after the Trump administration chose to withdraw the nation’s membership and funding last year. Dr. Anthony S. Fauci will be the head of the U.S. delegation to the organization’s executive board and will jump into the role with a meeting this week.

    On Immigration
    With an executive order, Mr. Biden has bolstered the Deferred Action for Childhood Arrivals program that protects from deportation immigrants brought to the United States as children, often called Dreamers. Mr. Trump sought for years to end the program, known as DACA. The order also calls on Congress to enact legislation providing permanent status and a path to citizenship for those immigrants.

    Another executive order revokes the Trump administration’s plan to exclude noncitizens from the census count, and another overturns a Trump executive order that pushed aggressive efforts to find and deport unauthorized immigrants. Yet another order blocks the deportation of Liberians who have been living in the United States.

    In a blow to one of his predecessor’s earliest actions to limit immigration, Mr. Biden has also ended the so-called Muslim ban, which blocked travel to the United States from several predominantly Muslim and African countries. Mr. Biden has directed the State Department to restart visa processing for individuals from the affected countries and to develop ways to address the harm caused to those who were prevented from coming to the United States because of the ban.

    Mr. Biden has also halted construction of Mr. Trump’s border wall with Mexico. The order includes an “immediate termination” of the national emergency declaration that allowed the Trump administration to redirect billions of dollars to the wall. It says the administration will begin “a close review” of the legality of the effort to divert federal money to fund the wall.

    On Climate Change
    Chief among executive orders that begin to tackle the issue of climate change, Mr. Biden has signed a letter to re-enter the United States in the Paris climate accords, which it will officially rejoin 30 days from now. In 2019, Mr. Trump formally notified the United Nations that the United States would withdraw from the coalition of nearly 200 countries working to move away from planet-warming fossil fuels like coal, oil and natural gas.

    In additional executive orders, Mr. Biden began the reversal of a slew of the Trump administration’s environmental policies, including revoking the permit for the Keystone XL pipeline; reversing the rollbacks to vehicle emissions standards; undoing decisions to slash the size of several national monuments; enforcing a temporary moratorium on oil and natural gas leases in the Arctic National Wildlife Refuge; and re-establishing a working group on the social costs of greenhouse gasses.

    On Racial and L.G.B.T. Equality
    Mr. Biden will end the Trump administration’s 1776 Commission, which released a report on Monday that historians said distorted the role of slavery in the United States, among other history. Mr. Biden also revoked Mr. Trump’s executive order limiting the ability of federal agencies, contractors and other institutions to hold diversity and inclusion training.

    The president designated Susan E. Rice, who is the head of his Domestic Policy Council, as the leader of a “robust, interagency” effort requiring all federal agencies to make “rooting out systemic racism” central to their work. His order directs the agencies to review and report on equity in their ranks within 200 days, including a plan on how to remove barriers to opportunities in policies and programs. The order also moves to ensure that Americans of all backgrounds have equal access to federal government resources, benefits and services. It starts a data working group as well as the study of new methods to measure and assess federal equity and diversity efforts.

    Another executive order reinforces Title VII of the Civil Rights Act of 1964 to require that the federal government does not discriminate on the basis of sexual orientation or gender identity, a policy that reverses action by Mr. Trump’s administration.

    On the Economy
    Mr. Biden is moving to extend a federal moratorium on evictions and has asked agencies, including the Agriculture, Veterans Affairs and Housing and Urban Development Departments, to prolong a moratorium on foreclosures on federally guaranteed mortgages that was enacted in response to the coronavirus pandemic. The extensions all run through at least the end of March.

    The president is also moving to continue a pause on federal student loan interest and principal payments through the end of September, although progressive groups and some congressional Democrats have pushed Mr. Biden to go much further and cancel up to $50,000 in student debt per person.

    On Government Accountability
    Following in the footsteps of some of his predecessors, Mr. Biden has established ethics rules for those who serve in his administration that aim “to restore and maintain trust in the government.” He has ordered all of his appointees in the executive branch to sign an ethics pledge.

    Finally, Mr. Biden issued a freeze on all new regulations put in motion by his predecessor to give his administration time to evaluate which ones it wants to move forward. The memorandum is aimed at preventing so-called midnight regulations, policies pushed through by a lame-duck president unconstrained by electoral considerations. The fast pace often cuts short the opportunity for the public or industry to review the policies.
