    35 Reps Propose Rotational Presidency and Single Six-Year Tenure

    Thirty-five members of the House of Representatives have introduced a Bill seeking constitutional amendments to ensure the rotation of executive powers among Nigeria’s six geopolitical zones. This proposal aims to promote equal representation and address the intense agitation for the creation of new states.

    Led by Rep. Ikenga Ugochinyere (PDP-Imo), the lawmakers announced their intentions during a news conference at the National Assembly in Abuja on Monday. The proposed amendments include recognizing the division of Nigeria into six geopolitical zones and instituting a single six-year tenure for the President and Governors to enhance governance efficiency and national stability.

    The Bill also advocates for the creation of two Vice Presidential offices—one for the northern and one for the southern parts of Nigeria. The first Vice President would be a succession Vice President, while the second would oversee the economy.

    Additionally, the Bill seeks to grant financial autonomy and accountability to Local Government Councils through an independent Consolidated Local Government Council Account, managed solely by the Councils. It also proposes long-term imprisonment for misappropriating Local Government funds.

    Other notable provisions include amending the Electoral Act to ensure all federal and state elections occur on the same day and concluding election-related litigation within six months before the swearing-in of elected officials. This comprehensive approach aims to build a united, stable, and prosperous Nigeria, capable of achieving greatness and modernity.

    No fewer than 1,000 residents of Pankshin North Constituency in Plateau State have benefitted from the empowerment programme of the Speaker of the state assembly Hon Gabriel Dewan.

    The empowerment scheme was launched in the constituency by Speaker Dewan to empower the downtrodden with financial donations to improve their business activities .

    Speaker Dewan said his goal is always to put smiles on the faces of his constituents by assisting and encouraging them to venture into businesses no matter how small it is.

    Our correspondent reports that the beneficiaries were drawn from several communities of the constituency, with zero ethnic, religious or gender sentiment.

    Also several community bodies and associations benefited from the empowerment and donations including
    Market women and artisans.

    The Honorable speaker pleaded that those that could not benefit from the recent empowerment would be considered in other similar programmes.

    “We should remain positive and determined to better the living conditions of our people,as more opportunities are coming. ”

    One of the beneficiaries, Nengak Goshit showered his encomium on their lawmaker for counting them worthy to be empowered ,while another beneficiary, Nenlap Bitrus hailed the kind gesture of Speaker Dewan.

    Dewan who spoke at the occasion urged the beneficiaries to make good use of the opportunity.

    “I implore you to make good use of this opportunity for your growth and development of the community,” he said.

    Speaker Dewan also pledged to provide quality representation as well as empower more members of his constituency.

    He pledged to continue to partner with the Executive arm of the state to better the lives of citizens of Plateau state.

    The House of Representatives member representing Oluyole Federal constituency, Rep. Tolulope Akande-Sadipe has frowned at the alleged irregularities that characterised the local government elections conducted across the State yesterday.

    Akande-Sadipe said this in a statement she signed on Sunday in Ibadan, made available to journalists.

    Expressing her disappointment, Akande-Sadipe stated, “The farce of an Election is over. But congratulations to our Oluyole APC team. If the outcome had been different. I would have been surprised and impressed by the integrity of the human powers that be. But, alas it was not to be.”

    She congratulated contestants of the All Progressives Congress, APC, saying they did well.

    “To the contestants of APC all over Oyo State and most especially my Oluyole, well done and congratulations for your courage”, she said.

    She added, “To all our contestants, Hon Orelope, his Vice Mrs Funmi Oladapo, our Councilorship candidates, God knows the true winners. You all put up a great campaign. Some will say it’s Politics. But I say, there is no reason to force a mandate on people, that is not what politics is meant to be. Politics is meant to be the people’s choice. The outcome of this farce was not the people’s choice”.

    Speaking on the conduct organized by the Oyo State Independent Electoral Commission, OYSIEC, Hon. Akande-Sadipe expressed her disappointment.

    “OYSIEC congratulations you have exercised your mandate, to conduct an election, but can you authoritatively say this was a free and fair election. To give to one what doesn’t belong to them, what belongs to another, is travesty of justice”.

    “To APC, Oyo your collaborative efforts speaks volumes. We live to fight another day”, she ended.

    Senator Wamakko Frees 60 Inmates In Sokoto

    In continuation of his good work and service to humanity,Senator Aliyu Magatakarda Wamakko has again secured the release of over 60 inmates serving various jail terms for different offences in various custodial centres in the state.

    This has been the Senator’s tradition over the years since 2015 to date, as a way of reducing cases that have been dumped and decongest the custodial centres.

    The gesture coming through Aliyu Magatakarda Wamakko Free Legal Service Foundation as part of Senator Aliyu Magatakarda Wamakko’s relentless invaluable efforts in improving the lives of the people in general.

    The State Commissioner for Justice, Barrister Nasir Muhammad Binji, represented by one of the Directors in the Ministry, Barrister Mustapha Abubakar said that, although some of the inmates were docked for cases that happened out of their will, some of them were destined to be there.

    He admonished the freed inmates to steer clear from the same mistakes that will take them back to the custodial centres

    He further commended the leadership style and the unwavering commitment of Senator Aliyu Magatakarda Wamakko, which he said has been routinely being a dogged benefactor to the less- privileged.

    In his submission, the representative of Senator Aliyu Magatakarda Wamakko, Barrister Bashir Mu’azu Jodi while congratulating the ex-convicts, further said that its disheartening to hear the stories that put some of them into custody.

    He called on other stakeholders in the state to put in their hands in saving the innocent lives from the custodial centres.

    Also commenting, Secretary of the foundation, Barrister Abdulhamid Zubairu, said each inmate was presented with transport fees to be able to go home and reunite with families.

    He added that, the gesture to the freed inmates by Senator Aliyu Magatakarda Wamakko was meant to enable them celebrate Sallah festival with their families and charged them to be good ambassadors while in society.

    Among the freed inmates there was a woman.

    Garba Usman, one of the ex-convicts thanked the Senator for the gesture and prayed to Allah the Almighty to reward him abundantly.

    The statement by Senator’s spokesman, Bashar Abubakar said the event was held at the Sokoto North Senatorial Office, Sokoto.

    Governor Hyacinth Alia of Benue State, has condemned in strong terms the attack on the Makurdi residence of Hon Solomon Wombo, the Member of the House of Representatives, representing Katsina-Ala, Ukum, Logo Constituency by armed men.

    A statement by Governor Alia’s Chief Press Secretary, Tersoo Kula, says the Lawmaker’s housekeeper was brutalized, leaving him with various degrees of injuries.

    “Recall that some armed men invaded the residence of Hon Solomon Wombo, and desperately demanded to know his whereabout. They also insisted that the main flat of the house must be opened for them to search.”

    The Governor noted that his administration will not watch criminals terrorize innocent people in the state, stressing that his government will do everything possible to ensure that the suspects are arrested and made to face the full wrath of the law.

    Governor Alia, has therefore placed a ten million naira bounty to anyone with useful information that will lead to the arrest of the suspects. He assured the security and safety of lives and property of the citizens of the state.

    He Implored security operatives to work tirelessly to ensure the suspects are apprehended and brought to justice to serve as a deterrent to others who may intend to carry out this dastardly acts.

    The Governor enjoined the people of the state to remain calm, stating that his administration is not resting on its oars until Benue is free from all forms of criminality.

    Speaker Abbas seeks lawmakers’ inclusion in NIPSS training

    The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D, has called for the inclusion of members of the National Assembly in the training programmes at the National Institute for Policy and Strategic Studies (NIPSS).

     

    Speaker Abbas stated that programmes offered by NIPSS should not be limited to only officials in the Executive arm of the government.

     

    The Speaker made the call when the management of NIPSS, researchers and partners paid him a courtesy call in office on Tuesday.

     

    NIPPS, located in Kuru, Jos, Plateau State, founded in 1979, is Nigeria’s think-tank and policy research institution, which has bureaucrats, private sector leaders, military officers, and medium-rank and senior civil servants in its alumni.

     

    The Speaker said: “I want to request the DG to look at the National Assembly in your subsequent admissions because, with the kind of things that I saw for myself when I went to the (Presidential) Villa, I am sure that the National Assembly can also benefit a lot from NIPSS.

     

    “I would want to see a situation where every year, an allocation of one or two slots would be made available to the National Assembly, to send its people to learn and share experiences.

     

    “Experiences are not limited to the Executive; even the Legislature has a lot to share. By the time you blend the two – what the people from the Executive know and what the Legislators also know – I am sure that your subsequent programmes will be enriched. Please, take note of that.”

     

    Speaker Abbas, who noted that the NIPSS was visiting his office for the first time since he came on board in June 2023, commended the institute for doing a good job.

     

    “I want to also commend you and the Institute for all the good jobs you have been doing. We are indeed very proud of you. In your last visit to Mr President, I had the privilege of being there and I listened to your presentation. It is one of the best that I have ever heard from any academic institution. It was well-packed, it was well articulated and the message resonated well. I want to appeal to you to please continue to keep the flag flying.

     

    “It is truly an institution that is giving a lot of inspiration and guidance to the government of this country,” the Speaker said.

     

    Speaker Abbas also commended NIPSS for the official launch of its ‘Regional Citizenship Dialogue Programme for the Prevention and Response to the Unconstitutional Change of Governments in West Africa’ at a time when West Africa was particularly “in a state of turmoil.” He said: “What is happening to our dear sub-continent is really, very tragic.”

     

    The Speaker also asked the DG of NIPSS to communicate the issues affecting the Institute to the House through the committee that oversights it. He assured the management of the willingness of the House to effect the proposed amendments to the NIPSS Act.

     

    Earlier in his remarks, the Director-General of the institute, Prof. Ayo Omotayo, who led the delegation, said the institute would like to acquire adjourning lands to its premises located at Kuru, Jos, to further secure the place.

     

    He urged the House to intervene on that and other issues, especially with budgetary allocation to acquire land around the Institute for better security. This, he noted, was based on security advice obtained by the Institute.

     

    The NIPSS DG also decried poor remuneration of workers, especially the academic staff, researchers and other experts.

     

    He called on the House to revisit a bill seeking to amend the NIPSS Act, which he said was last amended in 2004. This he said, was in “pursuance of our mandate to ensure that we get Nigeria to a level where we can be proud of it.”

    Speaker Abbas unveils policy on lawmakers, staff capacity development

     

    …as UNDP, other partners hail 10th House’ policy direction

     

    The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D, on Monday, unveiled a policy document on training, retraining and capacity building of members of the 10th House, legislative aides and support staff for better performance and output.

     

    The document, titled ‘Parliamentary Development Programme for 10th House of Representatives, National Assembly, 2023-2027’, was prepared by the Office of the Speaker in collaboration with the United Nations Development Programme.

     

    The Programmes Coordinating Unit (PCU) in the Research and Policy division of the Office of the Speaker spearheaded the process of formulating the document.

     

    At the unveiling done by the Deputy Speaker of the House, Rt. Hon. Benjamin Okezie Kalu, on behalf of the Speaker, were several local and international development and technical partners of the National Assembly.

     

    Speaker Abbas, in his address, noted that the document contained the results of the assessment study conducted by the House with the support of the UNDP and other partners.

     

    “The results are presented today in a document titled Parliamentary Development Programme. This is in line with our Legislative Agenda, which identifies the strengthening of the internal capacity of the legislature as a critical factor towards achieving all our other legislative objectives.

     

    “As a result, the document before us today reflects our current capabilities and the urgent requirements needed to elevate the standards of our legislative functions,” he said.

     

    The Speaker noted that the need for continuous capacity strengthening in the legislature was well known to all. He also stated that the high turnover rates at the National Assembly posed a significant challenge to maintaining continuity and building on the institutional knowledge crucial for effective governance.

     

    He said: “In this 10th Assembly, over 80 per cent of the members are new to the legislature. This phenomenon, combined with the growing expectations of our citizens for transparency, accountability, and efficiency, underscores the urgent need for a robust framework for capacity building within the legislature.

     

    “As evidenced by the level of engagement, especially on social media, our constituents are becoming increasingly aware and involved in the governance process, demanding greater accountability and better service delivery from their representatives.

     

    “This heightened expectation requires us to be at the forefront of legislative knowledge and practices. Also, the intricate landscape of modern governance demands a higher level of expertise, analytical skills, and adaptability among our members and supporting staff.”

     

    Speaker Abbas added that the UNDP’s Capacity and Institutional Needs Assessment Study had “laid bare the gaps in our current system,” stressing that it had highlighted areas where the House needed to strengthen its capabilities to meet the demands of contemporary governance.

     

    The Speaker noted: “These include but are not limited to strengthening our law-making functions, enhancing our legislative drafting capabilities, improving our research and analysis functions, bolstering our oversight mechanisms, and advancing our engagement with the citizens we serve.

     

    “In view of these challenges, we must embrace a culture of continuous learning and capacity development. We must invest in human capital development, ensuring that members, staff and legislative aides are equipped with the knowledge and tools necessary to navigate the complexities of modern legislative work.

     

    “This involves not only formal training programmes but also fostering an environment that encourages innovation, critical thinking, and a deep understanding of the issues facing Nigeria.”

     

    Chairman, House Committee on Monitoring and Evaluation of the Implementation of the Legislative Agenda, Hon. Patrick Umoh, recalled how Speaker Abbas, upon assumption of office, pledged to ensure full and unhindered access to capacity-building programmes in the 10th House.

     

    Hon Umoh, who spoke through the Chairman, House Committee on Media and Public Affairs, Hon. Akin Rotimi, noted that the Speaker met with partners and shared his vision in this regard with them.

     

    He said: “Following the interaction with partners, the United Nations Development Programme (UNDP), took the lead in commissioning a research and study to put together a capacity building development programme for the 10th House.

     

    “After three months of engagement with some committees of the House, development partners, members and management of the bureaucracy, we now have a document to provide direction for capacity building in the House. This is what the Honourable Speaker and the leadership of the House is here to present to us this afternoon.”

     

    In his remarks, Chairman, House Committee on Civil Societies and Development Partners, Hon. Victor Obuzor, thanked the Speaker for the initiative, saying “this is really assisting (us in) our work.”

     

    The Clerk of the House, Dr. Yahaya Danzaria, also described the development as “an inter-parliamentary wedding between the House of Reps and the development partners through the PCU.”

     

    The Clerk also noted that it was “an effort kick-started since the inauguration of the 10th NASS by the Rt. Hon. Speaker with the collaboration of the leadership.”

    The Speaker of the House of Representatives has hailed the Super Eagles despite losing to Cote d’Ivoire in the final of the 2023 African Cup of Nations.

     

    Nigeria, on Sunday night, lost to the host nation, Cote d’Ivoire, by two goals to one in the final of continental male football competition.

     

    Speaker Abbas hailed the Nigerian male national team for uniting Nigerians across religious, ethnic and political lines, noting that the country has been more united by their sterling performance at the tournament.

     

    He noted thay the Super Eagles gave a good account of themselves during the tournament.

     

    “The Super Eagles, based on their performance at the tournament, deserved victory but narrowly lost the AFCON trophy. Nevertheless, they have proven that Nigeria remains the giant of Africa in sport and other endeavours. During the tournament, Nigerians showed that we are one great nation. Nigerians are proud of you,” the Speaker told the Super Eagles at end of the game.

     

    Speaker Abbas added that the Super Eagles should expect a rousing welcome to their country after the TotalEnergies CAF Africa Cup of Nations, stressing that the House under his leadership will continue to support programmes and policies that promote sports and youth development.

    A statement by the Speaker’s Special Adviser on Media and Publicity, Musa Abdullahi Krishi, on Wednesday in Abuja said the press conference will hold at the National Assembly.

     

    The press conference will cover areas such as security, economy, among others, the statement added.

    Speaker Abbas empowers constituents with tractors, tricycles, motorcycles

    The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D has empowered some of his constituents in Zaria Federal Constituency with tractors for farming, tricycles and motorcycles.

     

    Speaker Abbas also provided full sponsorship for 46 people from the constituency to perform the lesser Hajj (Umrah).

     

    At the event, held in Zaria on Sunday, a total of eight tractors with complete implements such as tipping bodies, harrows, ploughs and ridgers were distributed to beneficiaries.

     

    Also, a total of 79 tricycles popularly known as Keke NAPEP and 50 motorcycles were distributed to selected constituents.

     

    This is part of the Speaker’s efforts at empowering his constituents to be self-reliant.

     

    While the tractors are expected to boost farming activities in Zaria, the tricycles and the motorcycles would enhance intra-city transportation in the Federal Constituency.

     

    Speaking at the occasion, the representative of the Speaker who is also the Deputy Chief of Staff to the Speaker on Administration, Engr. Jamil Ahmad Muhammad, said in just about eight months, the people of Zaria benefited tremendously from the good works of the Speaker more than ever before.

     

    Engr. Jamil added that there are many ongoing projects in the constituency facilitated by the Speaker, adding that the gesture would be extended to all the eight local government areas in Zone 1 and Giwa, where each local government is expected to benefit from at least eight projects.

     

    He also disclosed that a campus each for the School of Nursing, Kafanchan and the State College of Education, Gidan Waya, would be established in Zaria to ease the difficulties young people from Zaria go through by traveling all the way to Kafanchan in their quest for knowledge.

     

    Also, he said the Speaker would facilitate the establishment of a study centre of the National Open University of Nigeria (NOUN) in Zaria to make it easier for his constituents to access education as well as attracting a branch of the National Judicial Institute (NJI) to Zaria.

    The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen Ph.D, has congratulated the President of Dangote Group, Alhaji Aliko Dangote, on his conferment with Senegal’s highest national honour, the National Order of the Lion by President Macky Sall.

     

    Speaker Abbas noted that the Senegal’s highest national honour bestowed on Dangote was a testimony of his attributes as a worthy business ambassador of not just Nigeria but also the entire African continent.

     

    He added that the recognition showed Senegal’s appreciation of the fact that Alhaji Aliko Dangote is not just a business mogul but an outstanding industrialist with a far-reaching impact both within and outside his country of origin, Nigeria.

    AFCON 2024: Go for the trophy, Speaker Abbas charges Super Eagles

     

    The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D, has charged the Super Eagles with bringing home the trophy at the ongoing African Cup of Nations.

     

    Speaker Abbas, in his message to the Nigerian male national team, said the Super Eagles have the potential to win the AFCON, especially with the array of stars and experienced players in the team.

     

    The Super Eagles of Nigeria are billed to play against the Indomitable Lions of Cameroon in the Round of 16 on Saturday at 9.pm.

     

    The Speaker noted that football and several other sports have been a potent tool for uniting Nigerians across ethno-religious lines, adding that the citizens show more patriotism, unity and love through their passion for the national teams.

    The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D, has congratulated Governor Uba Sani of Kaduna State over his legal victory at the Supreme Court.

     

    The apex court had on Friday affirmed Sen. Sani as the duly elected governor of Kaduna State during the 2023 general elections.

     

    Speaker Abbas said he had always known that Governor Sani’s popularity in Kaduna and the massive support given to him at the polls were organic and borne out of genuine love for him.

     

    He said Governor Uba Sani, a former senator for Kaduna Central, would now focus more on good governance of the state.

    Ibadan explosion unfortunate, Speaker Abbas laments tragedy

     

    The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D, has described as unfortunate, the explosion in Ibadan, the Oyo State capital, on Tuesday night.

     

    An explosion rocked parts of Ibadan, leaving some persons dead, while many were reported injured and property damaged.

     

    Governor Seyi Makinde of Oyo State on Wednesday said preliminary investigations by the security agencies revealed that illegal miners occupying one of the houses in Bodija had stored explosive devices there which caused the blast. The governor said two persons lost their lives, while 77 people got injured.

     

    The Speaker, who lamented the fate of the victims, called for proper investigation of the incident and possible arrest and prosecution of those suspected to have caused the explosion.

     

    He extended his condolences to the government and the people of Oyo State, while praying to God to comfort the victims and their families.

     

    “The explosion in a peaceful and populated ancient city like Ibadan is terrifying. It is more worrisome that it happened at a time when the government is tackling various security issues and threats to lives and property.

     

    “My heart goes out to the people of Ibadan, especially the victims and their families over their avoidable losses,” he said.

     

    Speaker Abbas prayed for the souls of those that lost their lives.

    The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D, has hailed the Nigerian Armed Forces for their gallantry and patriotism, saying they remain one of the best in the world.

     

    Speaker Abbas said this in his message to commemorate this year’s Armed Forces Remembrance Day, which is marked every January 15, to mourn and celebrate Nigeria’s fallen heroes.

     

    The Speaker stated that Nigeria would not have been able to experience prosperity if the country was not safe and secure for businesses and other economic activities to thrive.

     

    This, he said, underscores the critical role of the Armed Forces in the general wellbeing of the nation.

     

    Speaker Abbas noted that while parts of the country still experience security threats, the Armed Forces have risen to the occasion most times.

     

    He, however, urged the military, security and intelligence agencies to do more in securing lives and property, which he noted is the primary responsibility of the government.

     

    The Speaker equally mourned security agents who have died in the line of duty, describing their deaths as heroic sacrifice. He said the supreme prices they paid in their efforts to make the country liveable would not be forgotten.

    The Speaker, in a congratulatory message, noted that Malam Kyari has been at the centre of the reforms in the petroleum sector, which began a couple of years back, and has continued under President Bola Ahmed Tinubu.

     

    Speaker Abbas recalled how Malam Kyari, then as the Group Managing Director of the Nigerian National Petroleum Corporation (NNPC, now NNPCL), in 2020, caused the publication of the audited financial account of the national oil firm after 43 years.

     

    He also noted the roles Mele Kyari played in the record-breaking passage of the Petroleum Industry Bill by the 9th National Assembly in 2021, and the implementation of the Act ever since.

     

    On the chairman of FIRS, Speaker Abbas described Dr. Adedeji as a brilliant and thoroughbred financial expert, who has garnered experiences from both the public and private sectors.

    Speaker Abbas also opened a 484-bed Femi Gbajabiamila Hall of Residence at the University of Lagos (UNILAG), equally facilitated by Gbajabiamila when he served as the Speaker of the 9th House of Representatives.

     

    Speaking at the separate events on Wednesday, the Speaker faulted the criticisms against the Zonal Intervention Projects popularly called constituency projects, saying they are successfully addressing the needs of Nigerians, especially at the grassroots.

     

    Meanwhile, on Tuesday, Speaker Abbas opened an 80-bed hospital at Imota in Ikorodu, Lagos State, facilitated by the member representing Ikorodu Federal Constituency and the Chairman, House Committee on Defence, Hon. Babajimi Benson.

     

    In implementing constituency projects, members of the National Assembly identify the needs of their constituents and nominate projects within a threshold in the annual budget of the Federal Government. The ministries, departments and agencies execute them as part of their capital projects.

     

    The Speaker noted that legislative representation and constituency projects are two critical components of a functioning democracy, especially in a representative system of government like Nigeria’s presidential democracy.

     

    “These specific initiatives are funded through the government budget and are intended to address the needs and improve the conditions of constituents, he stated.

     

    Speaker Abbas also noted that for many Nigerians, especially at the grassroots, it is through constituency projects that they see the most direct and tangible manifestation of the government and democracy.

     

    “However, there has been a widespread and endemic misunderstanding of the purpose and essence of these legislative interventions. Constituency projects are not mere items in a budget; they are the lifelines that connect the heart of our government to the heartbeat of communities,” he stated.

     

    The Speaker explained that the projects offer a unique opportunity for legislators to address the specific needs and challenges of their constituents.

    He said: “By tailoring projects to local contexts, we ensure that development is not just a concept discussed in the halls of the legislature but a reality experienced in the streets, villages, and towns across Nigeria.

     

    “Furthermore, constituency projects best reflect participatory governance, given that local communities are involved in the decision-making process. This approach does not just build infrastructure; it builds trust, confidence, and a sense of ownership among the people.”

     

    Saying he was personally encouraged by the many success stories that had emerged from constituency projects over the last two decades, Speaker Abbas noted that schools had opened doors to education, healthcare facilities had saved lives, and infrastructure had bridged literal and metaphorical gaps between communities.

     

    The Speaker added: “These success stories are not just achievements; they inspire millions of Nigerians at the grassroots level and show that the government cares about them. With greater transparency and accountability, constituency projects can be the most viable tools for developing forgotten sections of Nigeria.

     

    “I intend to re-introduce a reviewed version of the Constituency Development Fund Bill to provide a legal framework for the management, disbursement, utilisation and accountability of funds designated for constituency projects.

     

    “I urge all legislators and members of the House of Representatives to emulate Hon. Gbajabiamila and renew their commitment to constituency projects. We must work with integrity and purpose to bring about meaningful change for our constituents. We should remember that the true measure of our success as legislators is not just in the laws we pass but in the lives we uplift directly.”

     

    He lauded Gbajabiamila’s efforts in securing funding and support for several projects, including schools, hospitals, and countless infrastructure developments in his Surulere 1 Federal Constituency and beyond when he served as a member of the House.

     

    He also noted that Nigeria must harness the potential of its youthful population, which he has described as innovative and creative.

     

    The Speaker stressed the critical role of a knowledge-driven economy in the development of the country, and the indispensable role that the legislature could play in steering the transformative journey.

     

    He noted that in an era marked by rapid technological advancement and globalisation, the transition to a knowledge-driven economy is not just beneficial but also imperative for sustained growth and competitiveness. “A knowledge-driven economy can better capitalise on intellectual capabilities rather than natural resources or physical inputs. It is an economy where knowledge is a key engine of growth, innovation, and job creation,” he said.

     

    Speaker Abbas stressed that it was critical for Nigeria, where the people have relied on the exploitation of natural resources, especially oil and gas, for decades.

     

    He stated: “However, the world is moving quickly from this energy source to cleaner and more sustainable sources. If we do not adapt and develop new ways of shoring up our economy, we fail to prepare for the future.

     

    “As you are aware, the oil and gas sector currently contributes about 65% of government revenue and over 85% of total exports. As such, the global energy shift from fossil energy systems to renewable energy will adversely affect our Gross Domestic Products. This underscores the need for policies that drive investment in renewable energy, agriculture, solid minerals, and intellectual capital.

     

    “In the face of our challenges, our youthful population is a vibrant source of innovation and creativity. We must harness this potential. This can only be done by pivoting towards policies that foster education, research, and development and encourage the application of knowledge in industrial, technological, and economic activities.”

     

    He recalled how Gbajabiamila sponsored the Students’ Loan (Access to Higher Education), Bill, 2019, which has now become an Act of the Parliament after President Tinubu signed it into law.

     

    He said: “I must express my deepest appreciation to Rt. Hon. Femi Gbajabiamila, the Chief of Staff to the President and, before then, my predecessor as the Speaker in the 9th House of Representatives and member representing Surulere 1 Federal Constituency for six (6) consecutive terms, having been elected to the House of Representatives in 2003.

     

    “He remains one of the longest-serving lawmakers from the Southwest. His illustrious career in the legislature attests to his leadership qualities, amazing intellectual prowess, consistency and commitment to the Nigerian project.

     

    “Gbajabiamila’s tireless efforts and unwavering dedication have been instrumental in attracting several projects, including this one, to his beloved constituency of Surulere. Through his advocacy and leadership, he has continuously demonstrated a profound understanding of the transformative power of education.

     

    “The number of education-related projects executed in his twenty (20) years as a lawmaker gives credence to this assertion.     At the commissioning of the hospital attracted by Hon. Babajimi Benson, the Speaker said it was a well-known fact that several significant challenges had confronted the health sector in Nigeria.

     

    He added that the challenges were further exposed with devastating consequences during the COVID-19 pandemic, during which Lagos was the worst hit. He also noted that prominent among the issues confronting the sector was inadequate health infrastructure, saying, “Hospitals and clinics are often overwhelmed in urban centres like Lagos due to high demand.”

    Engage government on legitimate grievances, Speaker Abbas urges Igbo leaders

    The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D, has urged Igbo leaders in the South-East geopolitical zone to engage the government in addressing the legitimate grievances of their people.

     

    Speaker Abbas, in his address at the launch of the Peace in the South East Project, an initiative of the Deputy Speaker, Rt. Hon. Benjamin Okezie Kalu, decried that despite South-East’s economic strengths, agitations in the zone had caused it colossal losses.

     

    Speaking on Friday at the event held in Bende, Abia State, Kalu’s hometown, Speaker Abbas stated that the peace in the South-East is, by extension, the peace and progress of the entire Nigeria.

     

    The Speaker noted that the PISE-P was borne out of his deputy’s deep love for the zone and profound concern over the rise of insecurity, “which has cast a dark shadow over the region.”

     

    He lamented that the wave of insecurity “continues to cripple daily life and significantly paralyse socio-economic endeavours, in a region whose people are renowned for their resourcefulness and economic enterprise.”

     

    Speaker Abbas, therefore, described Hon. Kalu’s project as a “historic and patriotic endeavour.”

     

    The Speaker said: “It may be recalled that between 1956 and 1965, the then Eastern Region was regarded as the fastest-growing economy in Africa and Asia. Indeed, the South-East has remained an economic powerhouse in Nigeria and Sub-Saharan Africa, leading in trade and commerce.

     

    “From Aba to Adamawa and Enugu to Europe, Igbos are known to be entrepreneurial, resourceful, peace-loving, savvy, tenacious and peace-loving. That is the character of the Igbos. That is who you are. Three of your cities, Aba, Onitsha and Nnewi, are among the most industrialised in Nigeria.

     

    “A sizeable chunk of the major investments in many parts of Nigeria are Igbo-owned. Your contributions to the Nigerian economy, either through imports, business investment, or diaspora remittances, among others, are indisputable.

     

    “The contributions of the Igbos are apparent not only with regard to the economy but also in all fields of human endeavour, including literature, academia, the creative industry and many more.”

     

    Speaker Abass said unfortunately, with its rich history, vibrant culture, and significant contributions to Nigeria’s economic and social fabric, the region had faced numerous challenges in recent years.

     

    “These challenges have often manifested in the form of separatist agitations, unrest, and terrorism. The consequences on both lives and property have been colossal,” he said.

     

    To address these issues effectively, the Speaker said the stakeholders must first understand their root causes.

     

    Speaker Abbas noted: “These underlying causes include the sense of marginalisation and the feeling by many people in the South-East that their voices are not heard and their concerns are not adequately addressed in the national discourse.

     

    “Secondly, the general economic challenges and the attendant lack of sufficient economic opportunities fuel frustration and make the youth more susceptible to radical ideologies. This is true for most parts of Nigeria, not just the South-East.

     

    “Additionally, we cannot ignore either should we be ashamed to acknowledge the historical context, including memories of past conflicts and perceived injustices that continue to influence the current sentiments in the region.”

     

    The Speaker noted that Nigeria is a tapestry of over 250 ethnic groups and multiple religions. While being the country’s greatest strength, he said the diversity also poses significant challenges and can sometimes lead to division and conflict.

     

    “The task before us, therefore, is not just to coexist but to thrive in our diversity,” he stated.

     

    Speaker Abbas said most importantly, the challenges in governance, including corruption and ineffective administration, “have exacerbated the situation, leading to a lack of trust in the authorities.”

     

    The Speaker stated that he believed strongly PISE-P could foster peace, stability and sustainable development in the South-East and restore the vibrancy and prosperity of the people.

     

    He noted that for peace to be sustainable, a multi-faceted approach, as clearly outlined in the seven pillars of the project, must be adopted.

     

    Speaker Abbas said: “The first is inclusive governance, which is crucial in ensuring that the people of this region feel adequately represented at all levels of government and decision-making processes.

     

    “Secondly, it is important to emphasise that peace is a sine qua non for development. The development craved by the people of this region can never be achieved in the absence of peace.

     

    “History has taught us that violence, carnage and mayhem have never resolved conflicts. This underscores the need for open and honest dialogue and reconciliation between the government and community leaders and between different ethnic and social groups in the South East.

     

    “Dialogue should address grievances, foster understanding, and promote reconciliation. Also, I call on the political leaders from the South-East to engage the government in addressing the legitimate grievances of their people.”

     

    The Speaker stated that it was only when peace and order had been restored, that the focus could be on creating economic opportunities, particularly for the youth.

     

    At the National Assembly, Speaker Abbas said the lawmakers would ensure that funding was provided for investment in infrastructure, support for local businesses, and the creation of job opportunities.

     

    “In a few days, the National Assembly will pass the 2024 budget. Special care has been taken to ensure a balance in the distribution of infrastructure projects across the six geopolitical zones. We have a duty to rebuild this region and accelerate its recovery towards becoming the economic powerhouse it has been.

     

    “Only a few days later, the House of Representatives passed the South East Development Commission bill, sponsored by Hon. Benjamin Kalu. When assented to by the President, the Commission will support the reconstruction and rehabilitation of infrastructure in the region.”

     

    Another critical strategy for ensuring sustainable peace and development, according to Speaker Abbas, is educating the populace about the importance of unity and the dangers of division.

     

    The Speaker added that the agitations in the South-East and other regions of the country could be greatly minimised through good governance and adherence to the rule of law.

     

    “Legislators and all public officials, as well as traditional and religious institutions, have a role in building trust and stability through good governance,” he stated.

    Describing Na’Abba as a lawmaker par excellence, Speaker Abbas said the late ex-Speaker was a dedicated, committed and patriotic Nigerian who served his fatherland with zeal.

     

    The former Speaker reportedly died in the early hours of Wednesday at the age of 65. He represented Kano Municipal Federal Constituency of Kano State. He became the Speaker following the resignation of Salisu Buhari shortly after the inception of the 4th Assembly in 1999.

     

    Speaker Abbas said the late Ghali Na’Abba was one of the finest lawmakers to have served in the National Assembly.

     

    He recalled, with nostalgia, how Na’Abba had an eventful tenure as the Speaker of the 4th House, noting that his legislative exploits shaped Nigeria’s democracy.

     

    He said during Na’Abba’s tenure, the ex-Speaker brought unity and stability to the House, leading to the members of the House to take some landmark decisions in furtherance of the country’s democratic journey.

     

    “Rt. Hon. Ghali Na’Abba was a special breed as a lawmaker. He showed leadership as Speaker of the 4th House. He inspired members of the House under his leadership in many ways. Furthermore, he championed the first and only successful veto of a sitting president, leading to the establishment of the NDDC.

     

    “Long after his exit from the parliament, he remained actively, politically, and continued to encourage and motivate us all. He will be sorely missed.

     

    “Indeed, we have lost a great Nigerian; a legislative pillar. My heart goes out to the Na’Abba family. My prayers are with them at this moment of grief,” Speaker Abbas added.

     

    While commiserating with the people and the government of Kano State, Speaker Abbas prayed to Allah to grant Hon. Na’Abba Jannatul Firdaus.

    ECOWAS sanctions on Niger Republic not meant to cause hardship – Speaker Abbas

    The Speaker of the House of Representatives, Rt. Hon. Abbas Tajudeen, Ph.D, has said that the sanctions imposed on Niger Republic by the Economic Community of West African States (ECOWAS) was not meant to put the citizens of that country into hardship.

     

    He said coups by nature hinder development, noting that Nigeria and Niger Republic have witnessed several coups in the past, which affected both countries negatively.

     

    The Speaker stated this in Abuja on Tuesday when he received a delegation of former ministers from Niger Republic led by the Second Vice President of the ECOWAS Parliament, Hon. Boucary Sani Malam Chaibou.

     

    The Speaker noted that the surge of coups in several African countries, including Niger Republic, necessitated the imposition of sanctions on Niger Republic by the leaders of ECOWAS.

     

    According to the Speaker, if no sanctions were imposed on military juntas that got to power through coups, the trend would pose serious threats to the future of Africa.

     

    He said the Nigerian parliament would play a key role in ensuring that the disputes between Niger and ECOWAS were resolved amicably, adding that Nigeria and Niger Republic have much in common culturally and religiously.

     

    The Speaker informed the Nigerien delegation that he would meet President Bola Ahmed Tinubu on the matter.

     

    “I will meet with the president and inform him about the developments you raised,” the Speaker noted.

     

    It would be recalled that on July 26, 2023, the Presidential Guards in Niger Republic launched a coup and detained President Mouhammadou Bazoum and his family.

     

    Earlier in her remarks, the former Minister of Labour and Productivity of Niger Republic, Madam Ibrahim Maryama Alhassan pleaded on the Speaker to use his good offices to intervene on the sanctions imposed on Niger Republic by ECOWAS.

     

    She said the citizens her country have found themselves in a difficult situation following the ECOWAS sanctions.

     

    The former minister added that members of the delegation, comprising mostly women, were working relentlessly by visiting key leaders in ECOWAS member states to plead for the lifting of the sanctions on Niger.

    Speaker Abbas distributes palliatives to 26,619 people in Zaria

     

     

    A total of 26,619 people are to benefit from the Phase 2 of palliatives distribution kick-started by the Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D in Zaria Federal Constituency of Kaduna State, over the weekend.

     

    This brings the total number of beneficiaries for the Speaker’s palliatives programme between September and now to 41,619.

     

    The Speaker had in September, while marking his 100 days in office, distributed bags of rice to 15,000 of his constituents, under the Phase 1 of his palliatives programme to ease the difficulties caused by the removal of fuel subsidy.

     

    The Emir of Zazzau, His Royal Highness, Amb. Ahmad Nuhu Bamalli, CFR, flagged off the Phase 2 of the Speaker’s palliatives distribution at the Emir’s Palace in Zaria over the weekend.

     

    The Deputy Chief of Staff to the Speaker (Administration), Engr. Jamil Ahmad Muhammad, led other officials for the distribution of the foodstuffs, which included rice, millet, maize, and guinea corn. The exercise will last up to Tuesday.

     

    The breakdown of the beneficiaries showed that a total of 2,105 primary school teachers and 1,715 of their counterparts in secondary schools in Zaria Federal Constituency would benefit from the programme.

     

    It further indicated that 301 village heads within the federal constituency were among the beneficiaries of the Phase 2 of the Speaker’s palliatives distribution.

     

    Additionally, 12,000 persons from groups that comprised of Qur’an reciters, merchants, Al-Raihan Du’a Forum, Ina Mafita, Naka Sai Naka, motorcycle mechanics, mobile phone dealers, car wash operators, vulcanizers, forums of football coaches, Okada riders, tricycle operators, Taskira, Arewa Youth, APC Youth Ambassadors, people living with disabilities, orphans, women groups, among many others, were selected to benefit.

     

    There were also 8,592 religious leaders such as imams and their deputies as well as Muazzins (those that call to prayer) and their deputies from sects such as Izala, Darika and Salafiya.

     

    A total of 265 persons across 53 churches as well as 200 bishops, officials of the Christian Association of Nigeria (CAN), Sarkin Wusasa, among others, also benefited.

     

    Furthermore, 363 Islamic schools and 238 Qur’anic boarding schools teachers with 200 volunteers from Izala, Darika and Hisba were among the beneficiaries.

     

    The palliatives would also reach 640 security personnel working within the Zaria Federal Constituency.

     

    The Phase 3 of the Speaker’s palliatives distribution, to be held on a yet to be announced date, will target over 20,000 beneficiaries.

    The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen Ph.D, has disclosed plans by the 10th House to amend the Fiscal Responsibility Act, 2007, and make citizens participation a routine in the budgetary process.

     

    Speaker Abbas stated that the 10th House, as the ‘People’s House,’ would work towards making the Federal Government’s budget a “people’s budget.”

     

    The Speaker made this known in Abuja on Monday while declaring open, Citizens’ Townhall on the 2024 Budget and Appropriation Process, organised by the House Committee on Appropriations and the Programme Coordinating Unit (PCU) of the Speaker’s Office.

     

    Several civil society organisations, non-governmental organisations, professional bodies, chief executives in the public and private sectors, as well as student unions who were represented at the event expressed their views.

     

    President Bola Ahmed Tinubu had on Wednesday, November 29, 2023, laid the budget estimates before a joint session of the National Assembly. The House had debated the general principles of the budget during the second reading.

     

    The bill was passed for second reading and referred to the House Committee on Appropriations, chaired by Hon. Abubakar Kabir Bichi, leading to the engagement with stakeholders at the townhall.

     

    Speaker Abbas noted at the event that the House had taken the lead in facilitating greater citizens’ participation in the budget process, while challenging all ministries, departments and agencies of the government to do the same.

     

    He said, “On our part, the House will review the Fiscal Responsibility Act 2007 to strengthen existing provisions to improve access to information and public consultation during all phases of the budget cycle. Specifically, we will amend the FRA to require and define public participation explicitly.

     

    “Your participation in this townhall meeting underscores the essence of democracy – the power of the people to engage actively in governance and decision-making processes.

     

    “You are invited to closely examine the 2024 budget proposal as presented to the National Assembly by Mr. President. As representatives of the people, it is our duty to ensure that the annual appropriation reflects the needs and aspirations of every Nigerian citizen.

     

    “I wish to reassure all Nigerians that the President, His Excellency, Bola Ahmed Tinubu, GCFR, and the National Assembly are committed to addressing these hardships,” he said.

     

    Speaker Abbas noted that the top priorities of the 2024 Appropriation Bill, as stated by the President, were national security, local job creation and poverty reduction, while the proposal was labelled ‘Budget of Renewed Hope.’

     

    He said: “Your contributions must go beyond mere criticisms to constructive and evidence-based suggestions on how we can improve the budget process and make the budget more responsive to the needs of all Nigerians.”

     

    The Speaker recalled that during the budget proposal presentation by the President, he promised that the House would convene a town hall, in line with its Legislative Agenda, to harness public input and opinion. “This event represents the fulfilment of that pledge,” he stated.

     

    He said the townhall “is crucial to enhancing the transparency of government spending,” stressing that it would also allow the public to be more informed about how public funds are to be used and, by so doing, build greater trust in government institutions.

     

    The Speaker said: “More importantly, however, this town-hall will allow the National Assembly to understand citizens’ needs better and explore ways to address them through the budget.

     

    “The relevance of this interface is best understood within the larger context of diminished public trust in government institutions in Nigeria and all over Africa.

     

    “This townhall represents a major step in changing the narrative. As indicated in our Legislative Agenda, we are the People’s House. As such, we firmly commit to strengthening public engagement and seeking inputs into the budget process, starting with the pre-budget statement, executive budget proposal, budget debate through public hearings in the legislature, and implementation, monitoring, and reporting of the budget.”

     

    Going forward, Speaker Abbas said, the House would sustain the initiative, while noting that the lawmakers believed the process should start before the budget is presented to the National Assembly.

     

    “This is critical to ensuring that the budget becomes the people’s budget. We expect that the 2025 budget will be discussed at the constituency level to ensure greater inclusion and engagement with diverse stakeholders at the grassroots level,” he added.

     

    The Speaker commended the Policy and Legal Advocacy Centre (PLAC); the UK Foreign, Commonwealth and Development Office (FCDO); and the Partnership to Engage, Reform and Learn (PERL) for their partnership and supports to the House on the town hall.

     

    The Deputy Speaker of the House, Rt. Hon. Benjamin Okezie Kalu, in his goodwill message, said the event was a testament to the House’s commitment to “transparency, accountability, and, most importantly, the active participation of citizens in the legislative process.”

     

    He said: “The budget plays a crucial role in guiding our nation’s journey by determining priorities and allocating resources. Therefore, it is essential that the budgeting process is transparent, inclusive, and reflects the needs and aspirations of our citizens.”

     

    The Chairman of the House Committee on Appropriation, Hon. Bichi, in his opening remarks, said the committee would always maintain an open-door policy to “accommodate the interest of stakeholders in making the process more credible, peoples oriented and veritable instrument towards good governance.”

     

    Bichi told the gathering that his committee decided to involve Nigerians at the townhall because the budget “belongs to the people, as such, we have to carry the citizens along.”

     

    He assured that the House Appropriation Committee would “not disappoint Nigerians” in the onerous task of budget process.

     

    In his goodwill message, the Clerk to the National Assembly (CNA), Alhaji Sani Magaji Tambuwal, said when critical stakeholders are not consulted before the national budget and appropriations process is concluded, it is inevitable that government policies, programs, and projects will be replicated.

     

    Tambuwal added: “This is especially true, given that the budget is a document of public policy intended for the general public. That is to say, the budget is owned by the people. Hence, the decision of the 10th House of Representatives to organise this town-hall meeting is not only consistent with democratic principles but with the 6th agenda of the present House to ensure an open and inclusive legislature.”

    The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D, has stated that the 2024 Appropriation Bill “should not be seen as a mere financial document but a reflection of our collective resolve to address the most critical needs of our long-suffering citizens.”

     

    The Speaker made this known in his vote of thanks after President Bola Ahmed Tinubu laid the 2024 budget estimates before a joint session of the National Assembly in Abuja on Wednesday.

     

    President Tinubu presented a proposal of N27.5trillion, and tagged the Appropriation Bill as ‘Budget of Renewed Hope.’

     

    Speaker Abbas, while noting that “it is a well-known fact that millions of our constituents are living through incredibly difficult times,” said it is for this reason that the citizens “also look to the Tinubu-led government to provide quick and sustainable solutions.

     

    This is even as the Speaker got a standing ovation from President Tinubu as he was concluding his speech, in which he noted the president’s antecedents and track record in governance, which he said, “inspire a lot of hope in Nigerians.

     

    “Mr. President, it is for this reason that we cannot afford to fail Nigerians. If anyone can change the rot and chart a new course for Nigeria, IT IS YOU!     In order to promote economic growth and development, Speaker Abbas stated that the 2024 budget “should prioritise social welfare programmes to help reduce poverty and inequality.”

     

    He added that job creation and youth empowerment, in view of the large and ever-growing youth population, was equally important.

     

    The Speaker stated: “Failure to do this means failure to invest in our future. This budget must also prioritise investment in education and healthcare, which is critical to human capital development and a more productive workforce. Infrastructure development is another critical area of importance, which is crucial for economic growth.

     

    “The biggest challenge, however, is balancing these priorities within the constraints of available resources.”

     

    The Speaker said due to the related challenge of a high level of public debt, the National Assembly would ensure that the 2024 budget includes “concrete strategies for sustainable debt management, including measures to increase revenue and control expenditure.”

     

    He added: “Specifically, the focus should be on raising more revenue through tax reform, fiscal reform, subsidy reform, foreign exchange convergence, and centralised revenue collection.”

     

    The Speaker recalled that in the recent engagements with Ministries, Departments and Agencies on the Medium Term Expenditure Framework, the lawmakers emphasised the need for revenue-generating agencies to double their targets to meet the N18trn revenue projected in the budget.

     

    Speaker Abbas, however, highlighted some of the perennial problems that he believed had hampered the budget process in Nigeria. “These are well known to Mr. President, who is an experienced ex-legislator,” he said.

     

    Noting that the government budget is an important tool for economic management and promoting growth and development, Speaker Abbas stated that it had generally not met the expectations of improved service delivery and development.

     

    He said: “This has largely been due to challenges relating to budget enactment, budget implementation, and budget oversight. The well-known gaps in the various stages of the budget process underscore the need for budget reforms, including altering relevant sections of the Constitution and existing laws to strengthen the budget process and transform our budget into an authentic tool for development.

     

    Therefore, the Speaker proposed the enactment of a Budget Act to strengthen the budget process and promote development outcomes, saying, “This is a well-established practice in democracies across the world.”

     

    While assuring President Tinubu that the National Assembly would give the bill the utmost priority it deserves and accelerate its consideration, the Speaker stated that the lawmakers would “diligently scrutinise it alongside Nigerians to ensure that when it is passed, it will be a budget that best addresses the most critical needs of our people.”

    2. Hon. Clement Jumbo laid a petition on behalf of National Identity Management Commission on the alleged exclusion of 2022 retirees from their rightful benefits. They demanded for their due compensation and payment of benefits.
    3. Hon. Amos Asawaru laid 4 petitions on behalf of different complainants against:
    I. The Minister of Power;
    II. Against the Inspector General of Police;
    III. The alleged exclusion of a community from the benefits of a host community in the oil producing region of the State;

    MATTERS OF URGENT PUBLIC IMPORTANCE:
    1. Hon. Kama Nkemkanma moved a motion on the reversal of the 11 Billion arbitration awarded in favor of Nigeria against P&IB, and it was seconded by Hon. Umar Ajido.
    Hon. Kama in leading the debate stated that the judgement made in the United Kingdom is to promote the expected project for building of gas pipeline in Calabar, Cross River State and other benefits. He stated that the entire process of the proposed contract was grossed in shoddiness and praised the British Court and Judge for seeing through it.
    He congratulated all Nigerians for the victory and called on the House Committee on Justice and that on Financial Crimes to investigate the content of the deal and report back to the House. The motion was voted on, adopted and referred to the House Committee on Justice, as well as that on Financial Crimes.
    2. Hon. Ibrahim Isiaka moved a motion on the call to declare the flooding of some communities in Ogun State as a national disaster, and it was seconded by Hon. Chinedu Ogah.
    Hon. Isiaka in moving the motion bemoaned the precarious situation in the area and called on the Federal government to declare the area a national disaster. He further called on the National Emergency Management Agency to provide relief to the displaced. He then called on the Ministry of Works to rehabilitate the roads in the region to mitigate the flooding effects and hinder future occurrences, and that the Ministry of Environment should ensure that necessary impact assessments is carried out with a view to fully rehabilitating the region.

    MOTIONS:
    1. Need to Investigate Financial Interventions in the Power Sector Amounting to Trillions of Naira:
    Hon. Ademorin A. Kuye:
    The House:
    Notes that the Federal Government in 2013 unbundled the Power Holding Company of Nigeria, (PHCN), and sold 18 utility firms to private investors resulting in six generation companies (GenCos) and eleven distribution companies (DisCos);
    Also notes that the privatisation of Nigeria’s power sector was necessary due to the failure of the defunct Power Holding Company to attract investments, but the industry did not meet Nigerians expectation;
    Observes that the Federal Government has spent over seven trillion Naira on direct interventions in the power sector, despite privatizing the industry since November 2013. This includes the Presidential Power Initiative, a strategic approach to address Nigeria’s unreliable and inadequate electricity supply;
    Also observes that if not for the interventions by the Central Bank of Nigeria (CBN) of over N1.3 trillion, Nigerian power would have collapsed due to liquidity, poor performance, suppressed tariffs and lack of infrastructure at the transmission and distribution ends, weak regulations and oversight;
    Aware that since the privatization, the power sector has undergone various financial interventions, including those from International Donor Agencies:
    (i) the World Bank which approved an International Development Association (IDA) credit of the sum of $486 million aimed at upgrading the wheeling capacity of the Nigerian electricity transmission grid, including the rehabilitation and expansion of transmission substations across Nigeria;
    (ii) the African Development Bank (AFDB) provide a facility of the sum of $300 million to the TCN for the purpose of expansion and rehabilitation of existing northern corridor transmission lines particularly in the north-west and north-central regions;
    (iii) the French Development Agency provided facility of $170 million for Transmission infrastructure expansion around Abuja metropolis and neighbouring States;
    (iv) Japan International Cooperation Agency (JICA) provided a facility of $238 million for Transmission infrastructure expansion within the southwest region of Nigeria;
    (v) Japan International Cooperation Agency (JICA) provided a facility of $13 million for power improvement along Apo and Keffi in Nasarawa State, northcentral Nigeria;
    (vi) Japan International Cooperation Agency (JICA) also again provided a facility of $21 million for the Rehabilitation and upgrade of Apapa road 132KV substation and rehabilitation of Akangba 330KV substation;
    (vii) European Union (EU) provided facility of €25 million for electricity transmission infrastructure along the northern corridor, particularly around the north-west and north-central regions of Nigeria etc;
    Others include the German government, the UK’s Department for International Development, and Siemens Energy are among the various agencies which have provided financial support for some projects;
    Concerned that revenue generation and collection have been the major challenge of the power sector in that the DisCos laments over revenue shortfalls attributed to low electricity tariff or that electricity revenue may be accruing to the wrong accounts;
    Also concerned that out of the eleven DisCos in Nigeria, banks have taken over six which are AEDC, KADECO, KEDCO, BEDC, IBEDC and PHEDC due to poor financial performance and management;
    Aware that the Aggregate Technical and Commercial Collection (ATC&C) loss is an actual measure of the performance of a power distribution system as it includes both technical losses and commercial losses. It shows the gap between input energy into the system and the units for which the payment is collected;
    Informed that improved ATC&C loss reduction would be achieved if Discos adopted a combination of other strategies that would ensure reduction in technical and commercial losses in addition to aggressive deployment of meter assets;
    Concerned that the Nigeria Electricity Regulatory Commission (NERC)’s performance as an industry regulator is questioned for its ability to move the industry forward and eliminate illiquidity;
    Disturbed that the Nigeria Electricity Supply Industry faces threat due to the poor performance and transparency of DISCOs and the NERC’s ability to sanction erring stakeholders;
    Also worried that the National Power Grid has collapsed over seven times this year, despite the huge investment in the power sector which explains the persistent electricity shortage in the country;
    Believes that a reliable electricity supply will significantly enhance living standards by promoting job creation and stimulating other economic sectors like commerce and industries;
    Resolves to:
    mandate the Committee on Power to investigate all the financial interventions in the power sector since privatisation with a view to determine whether the funds were judiciously utilised and report back within six (6) weeks for further legislative action.
    Debate:
    Hon. Ademorin Kuye moved the motion on the need to investigate the financial interventions in the power sector amounting to trillions of Naira, and it was seconded by Hon. Bello Ambarura. Hon. Abdul proposed an amendment to incorporate the House Committee on Finance to the prayers of the motion.
    Hon. Babajimi Benson also proposed an amendment to incorporate the House Committee on Privatization and Commercialization to the prayers of the motion.
    Hon. Abubakar Fulata proposed an amendment calling on the House Committee on Power to further investigate the extent of the violation of the terms of the privatization of the power sector by the GENCOs and DISCOs. The motion was voted on, adopted as amended and referred to the relevant Committees of the House.
    2. Need to Receive the 2021 Oil and Gas Industry Report of the Nigeria Extractive Industries Transparency Initiative (NEITI) in line with Section 4(3) of the NEITI Act:

    The House:
    Notes that Section 4(2) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) empowers the National Assembly to make laws for the peace, order and good governance of the Federation or any part thereof;
    Also notes that Order 18 Rule 75(2) (k) of the Standing Orders of the House of Representatives grants jurisdiction over the Nigerian Extractive Industries Transparency Initiative (NEITI) to the House of Representatives Committee on Petroleum Resources (Upstream);
    Aware that Section 4 (3) of the Nigerian Extractive Industries Transparency Initiative (NEITI) Act provides that NEITI shall cause its Report to be presented to the National Assembly for review and debate;
    Also aware that the establishment of (NEITI) in 2004 is part of the government’s overall economic and institutional reforms to ensure transparency and accountability in the governance of the abundant natural resources in Nigeria, which forms the mainstay of our economy;
    Informed that by the provisions of the Act, NEITI is to provide crucial facts, recommendations, findings, information and data required by the government to promote constructive engagements, public debates, discussions, dialogue, and advocacy to push for oil sector reforms;
    Cognizant that the 2021 Oil and Gas Report was publicly unveiled and presented on Monday 18 September, 2023 with far-reaching findings and recommendations that are critical to the development of the oil and gas sector;
    Also cognizant of the fact that since the enactment of the NEITI Act in 2004, no session of the House of Representatives has ever received and debated the Report of NEITI, as required by section 4(3) of the NEITI Act;
    Acknowledges that this year’s NEITI Oil and Gas Report presentation is coming at a time when the government needs to block all revenue leakages, grow its income generation opportunities and retrieve all debts owed to it by oil companies within the sector;
    Displeased that the 2021 Oil and Gas Report disclosed a rise in the number of unremitted revenues to the Federation to the tune of $9.85 billion and a total crude oil and gas revenue of $23.046 billion, signalling a 13 per cent increase from the total of $20.430 billion realized in 2020;
    Alarmed that according to the NEITI Report, the unremitted revenues consist of $278.813million earned by the Federation from trial marketing under the First Exploration and Production JV, $7.61million from OML 116 operated by Nigerian Petroleum Development Company (NPDC) and $5.85 billion proceeds from the sales of domestic crude oil, including about $871.15million unremitted crude oil sales;
    Saddened that according to the NEITI Report, 54 companies accounted for a total metered crude oil production of 634.60 million barrels. Out of this, 68.47 million barrels were lost to production adjustments, measurement error and theft/sabotage, leaving a balance of 566.13 million barrels;
    Worried that according to the NEITI Report, the total outstanding taxes payable to FIRS as of 31st of July 2023, was US$ 13.591million while the total amount of outstanding Federation revenue payable to NUPRC as of 31st of December 2022 stood at US$8.251 billion;
    Bothered that for Downstream operations, NEITI reported that the volume of PMS imported in 2021 under the Direct Sale Direct Purchase (DSDP) arrangement based on NNPCL’s records was significantly different from the volume of PMS imported into as per NMDPRA records which indicates that there is no independent third-party confirmation of product importation volume and subsidy value;
    Cognizant of the need to receive the 2021 Nigerian Extractive Industries Transparency Initiative (NEITI) Report;
    Resolves to:
    (i) Receive the Report of the Nigerian Extractive Industries Transparency Initiative (NEITI) 2021 Oil and Gas Report;
    (ii) mandate the Committees on Petroleum Resources (Upstream and Downstream) to exhaustively study, analysis, review, recommend legislative measures on NEITI and report back within eight week for further legislative actions.
    Debate:
    Hon. Ikeagwuonu Ugochinyere moved the motion on the need to receive the 2021 Oil and Gas Industry report of the Nigeria Extractive Industries Transparency Initiative (NEITI) in line with Section 4(3) of the NEITI Act.
    Hon. Kabiru Maipalace proposed an amendment to incorporate the House Committee on Gas, as well as that on Petroleum Resources (Midstream) to the prayers of the motion and that prayer 1 should be deleted.     3. Reactivation of Nsulu Games Village for Athletes Camping and Training in Isialangwa, North, Abia State:
    Hon. Ginger Obinna Onwusibe:
    The House:
    Notes that the Nsulu Games Village was established in 1974 for camping and training athletes for National and International Sports Competitions;
    Also notes that NsuIu Games Village has a landmass of about 30.4 hectares, situated on Umuahia- Aba Road, a strategic, serene environment ideal for sports development and growth;
    Aware that the Games Village offers a range of facilities including chalets, hostels, sports courts, lecture halls, and a standard football pitch with an 8-lane athletic track for comprehensive track and field events;
    Cognizant that the village houses a hockey pitch, gymnasium for weightlifting, boxing, wrestling, judo, taekwondo, cricket oval, and unfinished swimming pool, holds immense potential for nurturing athletic talent in the South East region and Nigeria;
    Worried that despite the enormous resources committed by the previous state administrators to the Nsulu Games Village over the years, the village has remained undeveloped and abandoned, despite its significant contributions to sports growth and excellence;
    Convinced that the restoration of the Nsulu Games Village will establish a hub for sporting excellence, benefiting athletes, coaches, and enthusiasts, while aligning with the commitment to promoting sports development and providing top-notch training and support;
    Resolves to:
    (i) urge the Federal Ministry of Sports to collaborate with the National Sports Commission (NSC) and the Athletic Federation of Nigeria (AFN) for the overall reactivation of the Nsulu Games Village for camping and training athletes; and
    (ii) mandate the Committee on Sports to liaise with the Federal Ministry of Sports Development and ensure that this is accommodated in the 2024 Budget estimates.
    Debate:
    Hon. Ginger Onwusibe moved the motion on reactivation of Nsulu Games Village for athletes camping and training in Isialangwa North, Abia State, and it was seconded by Hon. Rabiu Yusuf. The motion was voted on, adopted and referred to the House committee on Sports.
    4. Need to Address the Delay, Cancellations and ill Treatment meted out to Passengers by Airlines in the Nigerian Aviation Industry:
    Hon. Kelechi Nwogu:
    The House:
    Notes that Nigerian airports have been rated the busiest airports in West Africa;
    Also notes the Federal Government’s efforts to support the operators in the aviation industry within the country;
    Worried about the frequent delays, cancellations, and ill-treatment meted out to innocent passengers by the airlines at their respective airports?
    Also worried that some travellers had missed their medical, business, job interviews, aptitude tests, and appointments due to the delay or cancellation of their trips.
    Aware that a good number of travellers have had causes to sleep at the airport due to controllable delays or cancellations of movement by the operators;
    Also aware that it takes a long time to refund tickets, to the extent that some passengers have to forfeit their money;
    Further aware that travellers are legally entitled to a full refund, which includes monies paid for the ticket, taxes, baggage fees, and extra and ancillary charges earned in the course of the journey;
    Cognizant that travellers rights should be protected by law, regulations, and government institutions such as the Federal Competition and Consumers Commission;
    Resolves to:
    (i) condemn in strong terms the flagrant delays, cancellations, and ill-treatment meted out to passengers by the airlines in the Nigerian aviation industry;
    (ii) urge the Minister of Aviation and Chief Executive Officers of the Federal Airports Authority, the Federal Competition and Consumers Commission, and various heads of operators’ associations and groups in the sector to develop policies and regulations to protect and preserve the rights of travellers in Nigeria and ensure stringent implementation; and
    (iii) mandate the Committees on Compliance, Aviation, and Legislative Compliance to ensure.
    Debate:
    Hon. Kelechi Nwogu moved the motion on the need to address the delay, cancellations and ill treatment meted out by airlines in the Nigerian Aviation Industry, and it was seconded by Hon. Shettima Ali.
    Hon. Sada Soli in his contribution stated that there is no need to call on the relevant authorities to propose new regulations, as these regulations are already in existence. He said the regulations just need to be enforced. He blamed corruption and unprofessionalism for the gross violation of these regulations. Hon. Soli stressed for more discipline in enforcing the existing regulations as the airports are the face of Nigeria to foreigners and visitors into the country.
    Hon. Adesola Adedayo in his contribution called on citizens whose rights are violated to seek justice and redress so that erring airlines are punished which will serve as a deterrent to operators in the Aviation Sector.
    Hon. Kabiru Maipalace proposed an amendment to ensure the lawful penalties in the relevant aviation policy is incorporated into the prayers of the motion.
    Hon. Ibrahim Almustapha proposed an amendment to ‘mandate’ the House Committee on Aviation to investigate the issue and not to ‘urge’ the Committee as it is within its purview to do so. The motion was voted on, adopted as amended and referred to the House Committee on Aviation, as well as that on Legislative Compliance.
    5. Non–Compliance with Extant Laws in Implementing Presidential Palliative and the National Social Investment Programmes:
    Hon. Midala Usman Balami:
    The House:
    Notes that the Federal Government allocated approximately N3 trillion over the past seven years to implement Social Investment Programmes like N-Power, School Feeding, GEEP loans, and Conditional Cash Transfer;
    Also notes that the programmes were formulated in 2016 by the federal government as a response to widespread socio-economic challenges bedevilling the country;
    Concerned that the impacts created by implementation of the programmes fall short of expectation as 71 million Nigerians live in abject poverty;
    Worried about the lack of reliable tracking methods for beneficiaries in these programs, such as national identity numbers (NIN) or bank verification numbers (BVN), is a concern.
    Cognizant that President Tinubu ordered the implementation of a N500 billion palliative and expanded conditional cash transfer beneficiaries to 15 million Nigerians to mitigate the impact of the removal of the petrol subsidy;
     Aware that the Federal Ministries of Humanitarian Affairs and Poverty Alleviation, and Industry, Trade, and Investment are set, to continue implementing programs and presidential palliatives without a clear identification of beneficiaries;
    Worried that the implementation of presidential palliatives is a concern due to potential lack of transparency and non-adherence to existing laws;
    Resolves to:
    (i) mandate the Committees on Small and Medium Scale Enterprises and Poverty Alleviation to engage the Federal Ministries of Humanitarian Affairs and Poverty Alleviation, Industry, Trade and Investment to define the modalities for the implementation of the programmes with the view to ensuring transparency and non–adherence to extant laws of the Land; and
    (ii) also mandate the Committees on Small and Medium Scale Enterprises and Poverty Alleviation to investigate the implementation of National Social Investment programs and to report back within eight (8) weeks for further legislative action.
    Debate:
    Hon. Midala Balami moved the motion on the non-compliance with extant Laws in implementing Presidential palliative and the National Social Investment Programmes, and it was seconded by Hon. Salisu Yusuf.
    Hon. Midala Balami proposed an amendment to the title of the motion to make it read “The need to strengthen compliance with extant Laws in implementing Presidential palliative and the National Social Investment Programmes.”
    Hon. Julius Ihonvbere stated that the change of the title of the motion would need a redrafting of the motion as the new title does not comfort with the body of the motion and no extant Laws governing social palliatives were mentioned to be contravened within the motion.
    Hon. Midala Balami agreed to step down the motion for further consideration.
    The motion was then stepped down by leave of the House.
    6. Need to Compel JAMB, WAEC and NECO Examination Bodies Register Students for free in the 2023-2024 Examination Exercise:
    Hon. Anamero Dekeri:
    The House:
    Notes that the removal of fuel subsidies is negatively impacting on most Nigerians, particularly low-income earners;
    Also notes that profiteers are taking undue advantage of the situation which has further exacerbated the costs of daily living for the already impoverished population;
    Aware that one of the major challenges of the low-income earning parents is the education of their wards particularly in payment of examination fees;
    Further notes that with the cooperation of the masses, the federal government was able to deliver Nigerians from a few individuals that took the nation’s economy hostage through fuel subsidy payment conduit pipe that has plundered this country’s economy for too long;
    Again notes that as a result of the removal of fuel subsidy, the government may have saved approximately (NI7, 200,000,000.00) seventeen billion two hundred million naira only, daily from a few cartels that have been sucking the poor masses;
    Recognize that the government is making plans for permanent and commensurate benefit for poor masses who have suffered the effect of fuel subsidy removal;
    Resolves to:
    (i) urge the Ministry of Education to declare 2023 and 2024 WAEC, NECO and JAMB examinations registration free, to enable common man have a direct benefit of fuel subsidy removal palliatives; and
    (ii) also urge the Minister of Finance, Budget, Economic  and National Planning to come up with  robust framework that will give the poor masses sense of belonging in the Nigeria; and
    (iii) mandate the Committee on Basic Examination Bodies to ensure compliance.
    Debate:
    Hon. Anamero Dekeri moved the motion on the need to compel JAMB, WAEC and NECO examination bodies to register students for free in the 2023-2024 examination exercise, and it was seconded by Hon. Abdulmumin Ari.
    Hon. Olumide Osoba commended the spirit of the motion but proposed an amendment to prayer one instead to urge State governments to comply to making the registration of examinations free for 2023/2024 as some States are already doing this.
    Hon. Julius Ihonvbere called on members of the National Assembly to adopt a school to aid the payment of the examination registration for students in the school. Hon. Alhassan Ado-Doguwa stated that Honourable Members already voluntarily aid the payment of students school/examination fees in their constituencies, but putting it with the weight of a motion adopted by the House will make it look mandatory which should be at the choice of individuals.
     The Speaker of the House Rt. Hon. Abass Tajudeen Ph.D, clarified that the amendment is one of moral compassion and not compulsory. The amendment was voted on, but was turned down.
    An amendment was proposed that prayer 2 of the motion should be deleted as it is unnecessary.
    Another amendment was proposed that the Federal Government should pay for the examination fees for public schools
    Hon. Awaji Inombek Abiante reminded the House that WAEC is a West African Body and not a Nigerian one so the House may not have the due jurisdiction to fully enforce the prayers of this motion. He further stated that even picking one school to pay may look discriminatory for other schools not picked.
    The motion was then stepped down by leave of the House.
    7. Need to Establish a Peacekeeping Military Post Between Isu Community of Arochukwu Local Government Area, Abia State and Utuma Community in Biase Local Government Area, of Cross River State:
    Hon. Ibe Okwara Osonwa ​​​​​Hon. Inyang Emil Lemke:
    The House:
    Notes that threats to lives and properties of Nigerian citizens pose a serious threats to the national unity and coexistence, therefore must be promptly addressed;
    Also notes that the National Boundary Commission Act, 2006 grants the Commission power to address boundary and landmark issues at the State and Local Government levels, as well as within local communities;
    Worried that the good people of ISU CLAN in Arochukwu Local Government Area of Abia State and UTUMA community of Cross River State, have continued to cry-out over the boundary dispute between the two neighbouring communities and have waited too long for a permanent resolution of the said dispute, since the periodic clash started in 2014. This crisis, which led some communities such as IHEOSU and AMACHI-ISU being burnt down, has left most of the Constituents as refugees in OBIEZE, AMUKABI, UTUTU, etc. in Aro chukwu Local Government;
    Worried that the ISU CLAN in Arochukwu Local Government Area of Abia State and UTUMA community of Cross River State have been battling a boundary dispute since 2014 which  led to IHEOSU and AMACHI-ISU being burnt and forced Isu Community into refugees in OBIEZE, AMUKABI, UTUTU;
    Aware that the boundary crisis began in the area  after the discovery of a limestone deposits in Isu and Utuma communities which led to communal clashes, despite their abundant natural resources like; good forestry, palm oil production, massive cassava growing, and aquatic life;
    Concerned after due visitation and consultation between the communities, the ISU/UTUMA Beach line Boundary dispute has led to the death over 500 lives and a lack of amenities, posing a threat to the lives and properties of affected communities without immediate peacekeeping;
    Cognizant of the need for the Internally Displaced Persons to return to their abandoned homes and farmlands;
    Resolves to:
    (i) urge the National Emergency Management Agency (NEMA) to send relief materials,  including food, clothing and medication for the Internally Displaced Persons in the Area;
    (ii) also urge the National Boundary Commission (NBC) to delineate the boundary that will bring a permanent restoration of peace and tranquility to the troubled area;
    (iii) further urge the Defence to establish a Peacekeeping Post between boundary communities to restore order, normalcy, and prevent further loss of lives and property; and
    (iv) mandate the Committees on Defence and Special Duties to ensure compliance.
    Debate:
    Hon. Inyang Lemke moved the motion on the need to establish a peace keeping military post between Isu community of Arochukwu local government area, Abia State and Utuma community in Miase local government area of Cross River State, and it was seconded by Hon. Blessing
    Hon. Babajimi Benson proposed an amendment to call for just the police and civil defense to be drafted to the area and not for military intervention as it is an internal dispute. The motion was voted on, adopted as amended and referred to the House Committee on Police as well as that on Interior.
