    No Plans to Increase Petrol Price In July -NNPC

    The Nigerian National Petroleum Corporation (NNPC) has said the official price of a litre of Premium Motor Spirit (PMS), otherwise known as petrol, will remain N162 in July.

    It said engagements were still ongoing with the Organised Labour on the appropriate price of petrol.

    This is even as the crude oil price has hit $74.72 per barrel at the international market early Tuesday.

    But speaking on Channels TV’s Sun Rise programme on Tuesday, the Group Managing Director (GMD) of NNPC, Malam Mele Kyari, said until the conclusion of engagement with Labour, Nigerians would continue to buy petrol at N162 per litre.

    He said though the pump price of petrol should be N256 per litre based on the current crude oil price, the federal government, through the NNPC, had decided to continue paying the differential until an appropriate price is agreed upon by the government and Labour.

    He said President Muhammadu Buhari had told the corporation to do everything legally possible not to make petrol price out of reach of Nigerians, especially at this moment.

    “What this means however is that we are taking out cash that could have been used for other things to pay under-recovery”, he said.

    He said it was not true that the corporation was now remitting zero naira to the federation account because of the under-recovery payment.

    On the equity acquisition in Dangote Refinery, the NNPC GMD said the corporation is buying 20% equity in Dangote refinery for energy and physical security of the country.

    He said the refinery, which will start production in 2021, shouldn’t be left in the hands of Dangote alone to ensure the stability of the market.

    “There is no way you can allow a business of this magnitude to be left with just a private sector player,” he said.

    Kyari revealed that the rehabilitation of Warri and Kaduna refineries would be awarded in July.

    This is to ensure that their rehabilitation goes on at the same time as the already awarded Port Harcourt Refinery, he said.

    He said the banks are providing the money for the rehabilitation.

    Governor Samuel Ortom of Benue State has declared that his administration would not key into the proposed Land Use Act embarked upon by the Federal Government.

    The Governor made this disclosure at the Government House Makurdi when he received on a courtesy visit officials of the Nigeria Security and Civil Defense Corp, NSCDC, led by the Zonal Commander, Mr Halilu Alhassan.

    Ortom restated his administration’s resolve to stand on the Open Grazing Prohibition and Ranches Establishment Law, which according to him is the best global practice in rearing of animals.

    He pointed out that the present administration under his watch would continue to work with security operatives to tackle insecurity and other forms of criminality in the state.

    Relatedly, the Governor has debunked the allegation by the leadership of Miyetti Allah that their cattles were being rustled and taken away by people of the state.

    He described the allegation as baseless, adding that his administration has stood firm against stealing of livestock and wondered why the group has decided to blackmail his Government.

    Food sufficiency: A’Ibom disburses N1.2B to cassava farmers, but underutilizing processing capacity

    Akwa Ibom State government said it disbursed more than N1.2billion as interest free loans to 2,000 cassava farmers in the last two years and have curbed the monopoly of market unions in the pricing of foodstuffs in the state.

    This is even as a study by correspondents in the state revealed that government’s drive towards food sufficiency is hampared by the low capacity utilization of its multi faceted cassava processing mills and lack of committment from beneficiaries of government agricultural loans.

    State Commmissioner for Agriculture, Dr Glory Edet who was speaking to correspondents on the sustainability of the state government’s subsidized sales of Garri last weekend in Uyo said the loan scheme was a delibrate move to reduce the astornimical price of Garri, a staple food in the state by boosting the production capacity of cassava farmers.

    Edet pointed out that the initiative was not limited to increased cassava production, disclosing that 1,000 each of maize and vegetable farmers also benefitted from interest free loans even as her ministry distributed 700,000 cocoa seedlings to cocoa farmers and boosted livestock farmers with improved breeds of goats and other animals.

    She explained that the present utilization of the cassava mills is dependent on the quantity of cassava from its demonstration farms across the state but said that government has in addition acted as off checkers by buying from small holder cassava farmers to increase processing capacity and empower the farmers to sustain production.

    The ministry she said has sustained the sell of more than 150 bags of 120kg bags of garri daily at a reduced price in different parts of the state to ameliorate the hardship on residents and force the stabilization of the price of the commodity in the open market

    “Akwa Ibom is blessed with a good soil and in Governor Udom Emmanuel we have a Governor known for his passion for Agriculture by making it keyin his eight point agenda and he believes that through agriculture we can reduce poverty, feed well and stabilize the economy.

    “One of the staple food in this part of the country is cassava and through it we get other things like garri and fufu and so on. The Governor is not only interested in teaching people how to cultivate cassava but in processing it because it will be unfair for us to cultivate and then take it to other parts of the country for processing.

    “In the area of cultivation, we have been encouraging farmers with Interest Free Loans. Last year we gave over 2,000 farmers N250,000 for each of the over 5,000 hectares they cultivated. We also gave them free improved varieties of cassava stem and this has boosted production in the state.

    “We also established Cassava Processing Mills across the state so we can cultivate and process. We are also selling Garri at subsidized rate to help break the monopoly of the unions because we discovered that the unions were charging traders between N300,000 and N500,000 to be admitted and because of that they increased the price of the commodity they sell inorder to recover their money.

    “So we invited the unions from the various markets in the state and stopped them from making it compulsory for people to join their union with that kind of money because if you don’t keep the market open, some people may just have a basin or a bag to sell and you can’t come and tell such people to pay N500,000.

    “We have also told them that they can’t reduce the number of sellers in the market because we found out that they created artificial scarcity because for instance in a market of 1,000 sellers they will tell say 50 to sell on Monday, maybe 150 on Tuesday and so on. So we have stopped that and now sellers are free to go and sell without restriction.

    “To break the monopoly too we have harvested the cassava we planted in our demonstration farms. We have also processed them and selling them at three cups for N100 when it was a cup for N100 in the open market and we ensured we take them to major markets around the state like Akpanandem, Itam, the market in Eket, Abak and planning to go to Oron in addition to selling at the State Secretariat three times a week.” She explained.

    But the broader initiative according to the commissioner has been on increasing the scope of the state government’s Green House with increased emphasis on the training and empowerment of individual holder farmers with funds, equipments, agro chemicals, fertilizer and improved varieties of seeds and stems.

    The ministry, she said has also expanded its swampy rice production capacity to include individual holder farms in Okobo, Uruan, Ibiono Ibom and Nsit Ubium LGAs in addition to existing plantations at Ini Local Council.

    Edet further stated that with a processing capacity of 900,000 coconuts per day at the state Coconut Processing Factory, the Ministry has stepped up training and enlightenment for individual and school holder coconut plantations across the state.

    The commissioner who said that the success of the state government’s food sufficiency drive is hinged on more small holder farms, increased processing and storage capacity added that the initiative has recently been expanded to accommodate crops like lettuce, flutted pumpkin and ginger production through the Ginger Association.

    She maintained that the efforts were a holistic strategy to ensure that the state government’s target of local production of at least 80% of food consumed in the state by 2023 is achieved.

    But correspondents who visited some of the cassava mills however discovered that the mills are underutilized even as only a small percentage of the populace have benefitted from the government’s subsidized sales as many who could not access the sales points either by reasons of location or inadequate information have continued to buy at exorbitant prices.

    Though the mills if fully utilized have the capacity to produce enough for the populace at a reduced price, it was discovered that apart from few individual farmers and cooperatives who patronize the mills, government’s efforts to mass produce the commodity have largely remained inadequate.

    For instance it was gathered that the mills have capacity to produce more than 350 bags a week but their current weekly production have not been more than 50 bags even as the commodity sometimes are not readily available for consumers to purchase at the state Secretariat.

    Many residents are of the opinion that government procure much of the commodity for sale from neighbouring states, wondering how the its food sufficiency drive would succeed.

    It would be recalled that the state commissioner for information and strategy, Mr Ini Ememobong had said that the sudden increase in price of Garri was not borne out of insufficiency, but, “caused by a decision by the association of garri sellers who did not only unilaterally increase the price of garri, but rationed the product to create a state of scarcity.”
    “As a government we did not fold our arms, we opened our warehouses and sold garri at reduced prices. This intervention has helped to reduce the effect of the price increase on the people.” The Commissioner explained.

    The Interim Administrator, Presidential Amnesty Programme (PAP), Col. Milland Dixon Dikio (rtd) has said it was time the ex-agitators graduated from the mentality of receiving N65,000 monthly stipends.

    Speaking to leaders of the second phase amnesty programme in Yenagoa at the weekend, Dikio regretted that the ex-agitators had allowed the stipends to become their stronghold restricting them from harnessing their entrepreneurial potential.

    Describing the stipend as inadequate, he challenged the ex-agitators to wear their thinking caps and key into PAP’s vision of making them successful entrepreneurs to enable them exit the stipend regime.

    He said it was only reasonable to end the Disarmament Demobilisation and Reintegration (DDR) aspect of the programme to begin a post DDR phase of the scheme.

    Dikio said for the region to move forward the scheme must be changed from ‘amnesty’ to the Niger Delta Stabilisation Programme (NDSP) insisting that with the current status “there are things we can’t do and there are countries we can’t enter”.

    He said: “We must establish the Niger Delta Stabilisation Programme. We must change that name, terminate the DDR and open another thing. I have operated DDR in Cameroon and Angola. As far as this name ‘amnesty’ remains there are things that we can’t do and there are countries we can’t enter. We can’t make progress sitting in one place. My job is to make you think beyond the N65,000 mentality”.

    He said the PAP was offering a platform to the ex-agitators through the cooperative model to enable them develop and own functional businesses adding that all the beneficiaries of the scheme must organise themselves under cooperatives.

    “You must think of how you can graduate from stipends after 11 years. I am offering you a platform. You have to form yourselves into cooperatives. You are better than this stronghold of N65,000”.

    Dikio also asked the ex-agitators and other youths in the Niger Delta to stop blocking major roads for protests and issuing ultimatum to oil companies to leave the region.

    He said such public display of violent behaviour was part of the reasons while most persons outside the region claimed the Niger Delta was not safe.

    “This kind of behaviour is making people to say here is not safe. I was to organise a workshop and I chose Port Harcourt, Owerri and Warri. But they turned it down and I said I would not hold the conference in Abuja. If you are not choosing any of the venue then keep your conference. They later chose Port Harcourt.

    “We must all begin to think of how to bring companies back to the Niger Delta. If they are not here, your PhD is in vain. We have told you that after your scholarship you must work first for Niger Delta for two years. It is up to you and I to make the Niger Delta a better place.

    “We will graduate the programme to Niger Delta Stabilisation Programme. Do you want to stay in a house where the landlord wakes up every time and asks you to leave? Then why are you quick in giving oil companies a quit notice?

    “Why will you go and block roads. What about the people passing through the road? If you want to prosper do you open your shop or close it? You must open it”.

    China has become a powerhouse of water transport with international influence and is embracing a new journey of water transport construction, Vice-Minister of Transport Zhao Chongjiu told a press conference on June 24.

    Chinese ports handled 14.45 billion tonnes of cargo and 260 million TEUs (twenty-foot equivalent units) last year, outnumbering those by any other country in the world. Eight and seven of the world’s top 10 ports in terms of cargo throughput and container throughput were in China.

    As of the end of 2020, the total transport capacity of Chinese cargo ships hit 310 million deadweight tonnes. The figure was the second highest in the world. China COSCO Shipping Corporation Limited and China Merchants Group are now the largest two comprehensive shipping enterprises of the world in terms of shipping capacity.

    According to the vice minister, China has ranked the first in the world for years regarding the capacity of inland water transportation. Last year, over 3.8 billion tonnes of cargos were shipped through inland rivers across the country, and the total mileage of operational waterways had exceeded 120,000 kilometers by the end of the 2020, the longest in the world. The trunk line of the Yangtze River has become the world’s busiest water channel with the largest transportation capacity for years.

    Zhao introduced that by 2020 China has built nine automated container terminals, and seven other are currently under construction. Besides, the country is also a leading designer and constructor  of automated container terminals, as well as a leading manufacturer of port machinery, he added.

    Yi Jiyong, deputy head of the Water Transport Bureau under the Ministry of Transport disclosed that China will keep shoring up its weak spots in the infrastructure of inland water transportation. According to him, 5,000 kilometers of inland river channels will be improved or added to the country’s river transportation network, and 2,500 kilometers are expected to meet the standard of high-level channels.

    Seafarers make a major part of the jobholders in the shipping industry. June 25 marked the Day of the Seafarer. Cao Desheng, director of the maritime affairs bureau of the Ministry of Transport introduced that the China’s seafarer group has been constantly expanded over the years. As of the end of 2020, there were a total of 1.7 million Chinese seafarers in service, the highest in the world, including 258,000 females. “Chinese seafarers make 130,000 overseas trips each year, which has laid a foundation for the global development of the Chinese shipping industry,” Cao said.

    Kaduna Police Command has confirmed the one dead ,and two others injured during students protest over hike in school fees at the College of Education Gidan Waya in kafanchan, Jemaa local government area of the state.
    A statement signed by the Command spokesman Asp Muhammed Jalige on Monday explained that the protesting students blocked the convoy of a military sector Commander and injured him and one other.

    The situation, according to the police release, resulted into a fracas where three of protesters were injured in attempt to used minimal force to disperse them.

    It further stated that the victims were taken to the Hospital for medical attention “but unfortunately one person died while receiving medical attention.

    “The Command was informed at about 8am of the protest and road blockade by the students of College of Education Gidan waya Kafanchan over the recent increase in tuition fee by the Kaduna state Government.

    “On receipt of the information, the Command immediately dispatched Operatives to restore normalcy. The contingent professionally and successfully dispersed the protesters and warned them not to embark on further protest and road blockade considering the existing warning against such action, issued by the Kaduna state Police Command a fortnight ago.

    “However, at about 0930hrs, information has it that the students re-converged again and blocked the Gidan Waya – Kafanchan Federal Highway and were becoming unruly and riotous. At a point the protesters blocked the convoy of a military sector Commander injuring him and one other.
    “The situation resulted into a fracas where three (3) protesters were injured in attempt to use minimal force to disperse the riotous students. The victims were taken to the Hospital for medical attention but unfortunately one person died while receiving medical attention.

    “The Commissioner of Police Kaduna Command CP UM Muri urged the students to embrace dialogue as it is best alternative way to express their grievances while assuring them of diligent investigation into the immediate and remote causes of the fracas that resulted to injuries to the students and the unfortunate loss of life”, it stated.

    Yiaga Africa, a civil society organisation, has called on Nigerians and First Time Voters to Register as INEC Resumes the Continuous Voters Registration on Monday, 28 June 2021.

    Cynthia Mbamalu, YIAGA Africa director of programmes, in a statement on Monday, commended INEC for the innovation.

    “The highly anticipated Continuous Voters Registration (CVR) exercise is finally resuming on Monday, 28th June 2021, with the online pre-registration process. To inspire citizens to register as voters, the Independent National Election Commission (INEC) introduced the pre-enrolment via INEC’s CVR online portal from June 28, 2021,” the statement said.

    “This will be the first time in Nigeria’s electoral process where citizens can commence their voter’s registration from their individual spaces of comfort. Citizens who complete their pre-enrollment in the online portal will choose an appointment date for their biometric physical capture, which will commence from 19 July 2021 at INEC offices in the States and Local Government Areas (LGAs). 

    “With the proposals for more technology to be deployed in Nigeria’s election, this CVR process presents an opportunity for the accurate capture of voters’ data and biometrics. It also creates an opportunity for more eligible voters to commence their registration with ease and hopefully reduce the pressure at the physical centers. 

    “Voters registration remains a critical exercise in the electoral process as it is the first determinant of who gets to vote in Nigeria. The right to vote which, gives the people a voice through the ballot, requires citizens to first register as voters. It guarantees the free exercise of the right of citizens to choose their leaders and decide electoral outcomes. 

    “This CVR exercise presents an opportunity for Nigerians, especially young Nigerians, to exercise their power as the sovereign in a democracy by first registering to vote to harness the people’s power during elections. The CVR is a prerequisite for participating in elections in Nigeria because only registered voters will be issued the permanent voter’s card (PVC) to vote. 

    “Registering to vote is both a fundamental human rights issue and a civic responsibility issue.  The CVR  provides an opportunity to transition from any form of agitation or protest to action, as the election remains the legitimate means of transition of political power in a democracy. With the introduction of the online pre-registration process, registration centres will be less congested and the CVR process faster and seamless, especially in the COVID-19 pandemic. Hopefully, more eligible voters, especially young Nigerians, will take advantage of this opportunity to register as voters. 

    “The Continuous Voter’s registration exercise is for citizens who just turned 18 years old or above 18 but have not registered to vote. The CVR is for: registered voters who lost their PVC or whose PVC’s got damaged to apply for replacement of PVC, voters who had issues during accreditation of voters on election day in previous elections, registered voters who want to transfer their voter’s registration to their current location, voters who wish to correct their details in the voter’s register. Registered voters who are yet to collect their PVCs can also visit the INEC offices to collect their PVCs.”

    Yiaga Africa compliments INEC for improving the technology deployed for voters registration to enable a new generation of Nigerians to register seamlessly to vote.

    Passengers Stranded In The Bush As Abuja-Kaduna Train Breaks Down

    Hundred of passengers on Abuja/Kaduna train are currently stranded in Dutse, Kaduna, as the train developed faults few minutes into the journey.

    Reports had it that five minutes after the train departed the Rigasa Station in Kaduna, it developed a mechanical fault.

    Twice, the train stopped before getting to Dutse, where it finally broke down.

    Midat Joseph, an Assistant National Secretary of the Nigeria Union of Journalists (NUJ), who is one of the passengers, said the train developed fault around 7:am.

    “ I left my house as early as 5:am to join the 6:40am train but unfortunately I have been trapped here in this forest. This is not the first time I will be experiencing this mess,” he said.

    Another passenger, said he had similar experience on Saturday, saying they spent six hours to get to Abuja.

    “This is unfortunate. On Saturday, we spent five hours from Abuja to Kaduna. We left Abuja 6:pm but we did not get to Kaduna until 11:pm,” he said.

    An engineer of the NRC, who addressed the passengers, told them that it would take them two hours to fix the train.

    “We are very sorry, the locomotive is faulty. We have contacted the Idu Train Station for another locomotive. It would take them two hours to be here, “ he said.

    The passengers were finally evacuated at 10:20am.

    N82B Oil Spillage Judgement: A’Ibom community gives ExxonMobil 14days ultimatum

    Speculations are rife that Ibeno Community in Akwa ibom state may go on warpath if at the expiration of the 14 days ordered by a Federal High Court in Abuja, presided by Justice Taiwo Taiwo, in a judgement debt on Monday, June 21, 2021 for Mobil Producing Nigeria Unlimited and the Nigerian National Petroleum Corporation (NNPC) to pay them the sum of N81.9 billion as cumulative damages over oil spillage is not heeded.

    Reacting to the Federal High Court’s judgement, the oil rich community said their victory in the case, instituted since 2012 has justified their pursuits for justice and fairness, stating that by that landmark judgement, the judiciary in Nigeria has re-enacted public trust as being the last hope of the common man as well as for those who pursue their rights legally.

    The Community therefore urged Mobil Producing Nigeria Unlimited and the Nigerian National Petroleum Corporation (NNPC) to honour the court judgement by paying them the sum of N81.9 billion within the 14 days as ordered by the court without delay.

    Speaking at an emergency town hall meeting with stakeholders of Ibeno Community in his palace, the Paramount Ruler of Ibeno Local Government Areas, HRM Owong (Dr.) Effiong Archianga, said over the years, “multinational oil exploration and production companies have been in conflicts with host communities over oil spillages and with consequences of environmental degradation, negative socio-economic impacts, health hazards coupled with pollution of our ecosystem which affects our occupation as fishermen and farmers.”

    The traditional ruler, who is Immediate Past National President, Traditional Rulers of Oil Mineral Producing Communities of Nigeria (TROMPCON) said his people remained grateful to the President Muhammadu Buhari, the Attorney General and members of the Jury, for standing by Ibeno people for the past nine years during their legal battle with ExxonMobil.

    According to them, “It is against this background that the entire people of Ibeno Land at home and in diaspora wish to thank you severally and individually especially the lead Judge of the Federal High Court, Abuja, Justice Taiwo Taiwo for the landmark judgment of Monday, 21st June, 2021, for Mobil Producing Nigeria Unlimited (MPNU) and Nigerian National Petroleum Corporation (NNPC) to pay the sum of N81.9 billion as cumulative damages to the oil communities in Ibeno within 14days and that failure to pay within the stipulated time would attract an accruable interest of 8 per cent on the principal sum annually.”

    According to him, “we are indeed grateful to all persons whom the Almighty God used as instrument to perfect this judgment in favour of Ibeno people after nine years of stressful and legal contest with MPNU and NNPC. Indeed, this is historic record for the Judiciary. I hope the edition of Nigerian Weekly Law Reports would chronicle this in their next edition.

    “We lack adequate words to express the depth of our gratitude to you but we pray the good Lord to bless and reward each and every one bountifully and to grant the jurists the grace and more wisdom to continue to protect the defend less citizens in this great country against injustice and oppression.

    “We equally appreciate Ibeno Legal team for their steadfastness and for the job well done and we call for concerted efforts to enforce the judgment.

    At the stakeholders meeting, the community observed a minute silence for five dead members of the 10-Member plaintiffs, who represented themselves and on behalf of the people and members of Ibeno Clan in Ibeno Local Government Area of Akwa Ibom State in the case: Suit No. FHC/ABJ/CS/54/2012 filed through their lawyer, Lucius Nwosu, SAN with a claim of N100billion.

    The plaintiffs included Obong (Dr.) Effiong B. Archianga, JP; Obong Daniel A. Udomfiok; Obong Daniel Peter Ekpo (Late); Obong Bassey Akpanika, JP, (Late); Chief Owon Akpanowong (Late); Williams Henry Mkpah; Obongonwan Besie Nyakpa (Late); Chief Edmond Okon; Chief Isuamdono l. Okon (Late) and Chief Okutinyang Inyang.

    JUST IN: Troops kill 12 Boko Haram terrorists, recover gun trucks, arms

    The Nigeria Army Monday said it killed 12 Boko Haram terrorists in a failed attack.

    The Director, Army Public Relation, Brig. Gen. Onyeama Nwanchukwu in a statement circulated to the media disclosed that the Boko Haram/ISWAP terrorist tried to attack a Forward Operation Base, at Bula Yobe in Borno State where they met their waterloo.

    Brig Gen. Nwanchukwu however said that two soldiers were killed in the operation which he described as successful.

    He added that five soldiers sustained injuries and have been evacuated for treatment at a medical facility.

    The Army Spokesman noted that the operation was largely successful due to the proper coordination between the Air component of Operation Hadin Kai and the ground troops, adding that arms including gun trucks and other lethal weapons were recovered from the terrorists.

    The statement also conveyed the happiness of the Chief of Army Staff, Maj. Gen. Faruoq Yahaya over the swift and decisive response of the troops in dealing a heavy blow on the terrorists, while urging them to sustain the tempo.

    The statement reads in full: “Troops of 152 Task Force Battalion in conjunction with the Air Component of Operation HADIN KAI on Sunday, 27 June, 2021 dealt a devastating blow on marauding Boko Haram (BHT) and Islamic State West Africa Province (ISWAP) while attempting to infiltrate the Forward Operational Base at Bula Yobe in Borno State.

    “The terrorists, who came mounted on Gun trucks and several motorcycles attacked the location via an unsuspected crossing point, but were met with heavy volume of fire from the vigilant troops. The Land troops, in their usual dexterity swiftly and decisively engaged the terrorists, subsequently forcing them to retreat, having lost initiative.

    “The troops sustained the fire fight and successfully neutralised 12 terrorists, with several others fleeing with gunshot wounds. The troops gallantly captured one Gun Truck, one Self-Propelled Gun-9, one Dushika Gun and one mounted QJC Machine Gun. Other items captured are one Light Machine Gun and five AK 47 Rifles.

    “Sadly, during the encounter two soldiers paid the supreme sacrifice, while five others sustained varying degrees of injury and have been evacuated by the Air component of OPHK to a medical facility, where they are currently receiving medical attention.

    “The general area within FOB Bula Yobe is cool and calm under the control of troops of the battalion. Further exploitation by the resilient troops is ongoing.

    “The Chief of Army Staff, Major General Faruoq Yahaya has lauded the Land troops and the Air Component for their synergy and quick response, which is in tandem with the ongoing rejigging of the counter terrorism counter insurgency operations in the North East. He charged the troops to maintain the tempo and vehemently hold their ground, to deny the terrorists freedom of action.”
