    COVID 19 Palliatives: Governors Still Waiting World Bank, FG

    State governments that signed a Memorandum of Understanding (MoU) with the World Bank and the Federal Government for the N750 million performances/results-based NG-CARES COVID-19 relief program bank-rolled by the bank are still waiting for it to start its implementation.

    Muhammad Bello said the NG-CARES program outlines the proposed results’ operations to support the 36 states, including the FCT, of the Federal Government of Nigeria in their efforts to mitigate the impact of the COVID-19 pandemic on the livelihoods of the poor, vulnerable households and micro enterprises in the country.

    Sokoto state governor, Aminu Waziri Tambuwal echoed the concern of the states regarding the program when he received the World Bank team led by Mr Aderibigbe Funsho Adewale that visited him in his office.

    According to him, “so far, we are ready. We believe that we have expressed our willingness. We are only waiting for you to kick start the program. Typical of World Bank programs, (this came) with a lot of conditions and technicalities; and, what we are witnessing now, in our own view, my own view, is delay on implementation on your own side.

    “Take back this message from all of us concerned to Mr President, Ministers of Agriculture, Finance, Budget and Economic Planning; and, of course, the World Bank that States are eagerly waiting, because the people have been sensitized.

    “They have done what they need to do and the economy is not improving. So, there is the need for your end to expedite action and see how you can begin to release these funds,” he emphasized.

    He noted that the Nigeria-CARES program is a very important one considering “the negative impact of COVID-19 on business activities globally; moreso, with the vulnerable a d the SMEs. For nearly 14 months the economy was down and all of these categories of our citizens were affected.”

    “So, when it was mentioned to us that the Federal Government in collaboration with the World Bank is coming to us with this program, we all heaved a sigh of relief that help is on the way to our people.

    “We hit the ground running,” the governor said, explaining that the state chose all the three areas: cash transfer for the vulnerable, food security and the resuscitation of the SMEs, and met all of the criteria and conditions prescribed in the MoU.

    On the request made by the World Bank for the fast track of the FADAMA projects, the governor said the state government have been doing a lot and will continue to do so. “But the main concern of the people on agricultural investments and agri-business is the problem of insecurity,” … knowledge and funding.

    In his remarks, Mr Adewale, who said his team’s mission to the state was to deliberate on modalities of moving the program to the next level, stated that the program outlines a two year financial support to the states to fulfill its three key results’ areas.

    He noted that “in line with the above, it is assumed that Sokoto state would have inaugurated a statewide steering committee and state care coordination unit in accordance with section 1.8, 2.1 of the legal agreement.

    The Governor of Katsina State, Aminu Bello Masari, has commended the Nigerian Air Force (NAF) for its responsiveness in the fight against armed banditry and other forms of criminality in Katsina State and other states in Northwest Nigeria.

    He also noted that the glaring commitment and dedication of the Chief of Air Staff (CAS), Air Marshal Oladayo Amao, as well as the efforts of NAF personnel at the forefront of on-going operations in the Northeast has significantly curtailed the activities of the bandits and limited their scope of operation.

    According to a statement by Edwin Gabwet, NAF spokesman, the Governor made the disclosure when he paid a courtesy call on the CAS at NAF Headquarters, Abuja.

    Speaking further, the Governor stated that banditry in Katsina State and environs was peculiar as it does not represent any ideology, doctrine, religion or political party. According to him, ‘Banditry in Katsina is pure criminality’. He also revealed that the Katsina State Government have made several efforts to engage the bandits, but the moves have yielded little or no result as each group operates independently. The security situation, according to Governor, was compounded by the vastness of the Katsina open border with Niger Republic as well as the huge ungovernable spaces in the State which gives the bandits freedom of movement.

    He expressed sadness that the activities of these miscreants which was associated with wanton destruction of lives and properties, kidnapping, rape and arson has greatly affected the progress of the State.

    Even more worrisome, according to the Governor, was the sad fact that these bandits attack the same locality they reside in and people they have lived with for years. While noting that the primacy of governance can only be felt when peace and security is achieved, Governor Masari stated that all efforts must be made to root out banditry to restore sanity and normalcy in the entire North-western Nigeria. He expressed happiness with the level of synergy among the various security agencies and stated that the result of the new level of cooperation has started yielding the requisite outcome with some level of normalcy being felt in some areas of the State. He therefore called on the collective support of Nigerians as the military work round the clock to ensure the protection of lives and properties.

    Responding, the CAS thanked Governor Masari for his support to the NAF and other security agencies in Katsina State. He also informed the Governor of NAF’s firm support for the Governor’s stance of not negotiating with bandits, while assuring him that in no distant time, the security situation would take a turn for the better. Air Marshal Oladayo also used the opportunity of the visit to inform the Governor that the mandate given the service chiefs by President Muhammadu Buhari was clear and unambiguous: Deal decisively with all bandits and other criminal elements in the country. According to the CAS, ‘With the induction of new platforms including the Super Tucanos and other platforms in the next month or 2, there will be no hiding place for these bandits.’ On ongoing NAF operational projects in Katsina State, Air Marshal Amao assured Governor Masari that when completed, the projects would enhance the operational capabilities and reach of NAF platforms in the State.

    Highlight of the visit included the laying of wreath at the NAF Memorial Arcade in respect of NAF personnel who had paid the supreme price in the course of duty. The visit was witnessed by Branch Heads from headquarters NAF and some members of Katsina State Executive Council.

    Osun Commissioner pay registration fees of 100 indigent JAMB students

    About 100 indegent students of Ayedaade/Irewole/Isokan Federal Constituency have benefited from the philanthropic gesture of Osun Commissioner For Finance, Mr Bola Oyebamiji as they were registered for the 2021 Joint Admissions And Matriculation Board examination free of charge.

    The project had students picked from across the towns and villages that constitute the Federal Constituency who were also given free intensive coaching classes as preparation for the JAMB examinations.

    The students who were taken through preparatory classes in all subjects that are registered under JAMB were full of gratitude to the Osun Finance Commissioner who they described as God sent at a time when they had lost all hope of achieving their academic pursuit.

    One of the students, Aderemi Saheed from Apomu while expressing gratitude to the Commissioner said having passed his School Certificate Examination, he had no hope of registering for JAMB as his parents were unable to raise the #5,000 for the examination.

    Elizabeth Aderibigbe from Ikire who was obviously in tears while talking said the Finance Commissioner has allowed God to use him to help her pursue her academic dreams of seating for JAMB, because she has nobody to turn to for the funds to register for the examination.

    Elizabeth who said she is at the mercy of aged parents who could hardly feed themselves, expressed the determination to pass the JAMB examinations in flying colours so as to attract scholarship from other well meaning individuals like Mr Bola Oyebamiji whom God has used for her at this stage of her academic career.

    Speaking on the reasons for investing over half a million naira into the project, Mr Bola Oyebamiji said he believes it is a worthwhile investment into the lives of the indegent students who he described as the future leaders of the Federal Constituency and the state at large.

    He said no investment in the education of the younger generation can be considered as a waste of fund because the society will definitely benefit from it and become a better place for all to leave.

    He said, “These are indigent students who we can not leave alone, they are part of us and their education is also very important. For those of them that are interested in pursuing their academic career, an investment into it is not a waste at all”.

    Former Super Eagles captain, John Mikel Obi, has been appointed as Youth Ambassador by the Federal Government to inspire young Nigerians towards excellence.

    This was made known at an event held at the National Stadium, Surulere Lagos on Friday, which was attended by the Minister of Youth and Sports Development, Sunday Dare.

    According to the Special Adviser to the Minister on Media, John Joshua-Akanji, Mikel was described by the Minister as a “role model whose lasting legacies in football development has continued to have a positive impact on youths in the country.”

    The Stoke City midfielder was assured of Federal Government support whenever he chooses to invest in the country.

    “Time will not permit me to say much about Mikel’s success as a footballer. He is our legend and a role model who has continued to impact the lives of youth positively.

    “It is it my pleasure to appoint you as Nigeria Youth Ambassador. It’s a new portfolio and your role as youth ambassador will be made known to Nigerians,” the Dare said.

    In his response, Mikel expressed delight with his new portfolio and promised to work with the sports ministry to foster youth development in the country.

    “I feel highly honoured to be appointed as Youth Ambassador of this country, it is a great feeling. I am happy with this partnership and I promise to do my best to encourage and inspire the youths towards national development, not just in football but in other sports like Basketball, Boxing among others”, said Mikel.

    After the event, Dare took a tour of the National Stadium which is undergoing rehabilitation. He pointed out that a lot had been put into the rehabilitation as he emphasised on the pitch, scoreboard, tracks and the spectators’ stand.

    “A lot has been put in place to ensure that the stadium returns to what it used to be. The seats are no longer in line with FIFA standard, but we have partnered a private organization to have modern seats in place,” he concluded.

    Buhari To Attend ECOWAS Mid-Year Summit In Accra

    President Muhammadu Buhari will participate in the 59th Ordinary Session of the ECOWAS Authority of Heads of State and Government in Accra, Ghana on Saturday, June 19.

    The President, who will depart Abuja on Saturday, will join other Heads of State of Government of ECOWAS for the mid-year statutory meeting of the regional bloc, with the exception of Mali, which was recently suspended from the group.

    Former President Goodluck Jonathan of Nigeria, ECOWAS Special Envoy and Mediator to Mali, is expected to present a report on his latest working visit to the West African country to the summit of the Heads of State.

    The Heads of State and Government will also receive a report on ECOWAS institutional reforms, single-currency programmes and a memorandum on the proposed mechanism of rotation of ECOWAS Member States’ candidature to the Chairmanship of the African Union.

    A communiqué will be issued at the end of the summit.

    The 59th Ordinary Session of the ECOWAS Heads of State and Government was preceded by the 46th Ordinary Session of the ECOWAS Mediation and Security Council (MSC) at the Ministerial Level and the 86th Ordinary Session of the ECOWAS Council of Ministers, in Accra, Ghana.

    The MSC, comprising of Ministers responsible for defence and foreign affairs from ECOWAS member-states, considered the security situation in the ECOWAS Region, among other topical issues on the agenda while the 86th Ordinary Session considered a memorandum on the post-COVID-19 industry recovery plan, the 2021 mid-term report of the President of the ECOWAS Commission and the ongoing institutional reforms at ECOWAS, among others.

    President Buhari will be accompanied by the Minister of Foreign Affairs, Geoffrey Onyema, Minister of State, Foreign Affairs, Zubairu Dada, Minister of Defence, Maj. General Bashir Magashi (Rtd), Minister of Health, Dr Osagie Ehanire, and the Minister of Finance, Budget and National Planning, Zainab Ahmed.

    Other ministers who will be going on the trip are the National Security Adviser, Maj. General Babagana Monguno (Rtd), Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele and the Director-General of the National Intelligence Agency (NIA), Ambassador Ahmed Rufa’i Abubakar.

    #EndSARS: Kaduna Panel Ends Public Hearing With 69 Petitions

    The Judicial Panel of Inquiry set up by the Kaduna State Government to investigate police brutality and other related extra-judicial killings in the state has ended its public hearing after it entertained a total of 69 petitions from individuals and organisations.

    The Chairman of the panel, Justice David Wyom (rtd), who disclosed this at the end of its sitting in the state capital on Friday, said that some of the petitions that bothered on human rights violations were cases that were pathetic and avoidable.

    He further explained that some of the petitions were either withdrawn or struck out by the panel.

    Wyom further stated that having concluded the public hearing, the panel will now commence compilation of reports of each of the petitions and recommendations after which it will be submitted to the state government for implementation.

    JUST IN: Medical Doctor Shot Dead In Niger

    A medical doctor has been shot dead in Salka village, Magama Local Government Area of Niger State.

    It was gathered that the victim was attacked in his clinic by bandits numbering about five.

    Neighbours in the town said one of the killers entered the clinic and demanded to see the doctor whom he took to an unknown destination.

    One of the victim’s neighbours said, “When they took the Doctor away, we reported to the police and the local vigilante. The vigilante later called us the following day that they have seen a corpse inside the bush and we were able to identify that of the doctor.”

    The Police Public Relations Officer (PPRO), Niger state command, DSP Abiodun Wasiu, could not be reached for reaction at the time of filing this report.

    Meanwhile, the Ohaneze Ndigbo, Niger state President, Chief Emmanuel Ezeugo, confirmed the murder of the victim identified as Precious Emeka Chinedu.

    Ezeugo however added that, ‘Igbo community are investigating the death of the doctor.

    The Ohaneze President appealed to President Muhammadu Buhari to order an investigation into recent deaths.

    One dies, 5 Rescued as Troops Engage Abductors Of Kebbi Students

    One of the students abducted from the Federal Government College, Birnin Yauri, Kebbi State, has died in an exchange of gunfire between troops and bandits.

    The Deputy Force Commander of the Joint Task Force in the North-West Zone, Air Commodore Abubakar AbdulKadir, confirmed this to reporters in Zamfara State on Friday.

    He said four students and a teacher were rescued during the operation.

    “In the early hours of this morning, we came across the kidnappers. They came to our blocking point, and we engaged them,” Abdulkadir said.

    “At that point, they abandoned five of the students and one of the teachers. Unfortunately, I think we have lost one of the students.”

    AbdulKadir did not comment on whether the bandits or troops recorded casualties.Meanwhile, the Police in Kebbi have said rescue operation is still ongoing for the missing students.DSP Nafiu Abubakar, spokesperson of the Kebbi Police Command, announced this in a statement made available to newsmen.“In view of  the above, the command also wishes to make it clear and to make the record straight that yet to be ascertained of the students are still missing as the rescue operation is still ongoing.”“The white Hilux Van with registration number  KBSJ 29, belonging to a High Court Judge , with inscription of Kebbi State Judiciary, hijacked by the bandits along Birnin Yauri road, was the one used in  perpetrating such a dastardly act.” Bandits stormed the college around 12:30pm on Thursday and abducted many of the students.

    President Muhammadu Buhari has urged the MTN Group to make available top-of-the-range service to its Nigerian subscribers and at cheaper rates.

    The president made the call when he received in audience members of the board of MTN Group, led by its President and Chief Executive Officer, Ralph Mupita, at the State House, Abuja, on Friday.

    Buhari said: “I congratulate you on your appointment as the Group President of MTN. I wish you all the best.

    “Nigeria is your most lucrative market in Africa, Asia and the Middle East as well as the source of a third of the income of the entire MTN Group.

    “As such, we urge you to offer top-of-the-range and affordable services to Nigerians.

    “As we seek to make broadband widely available and affordable, we urge MTN to continue to support our efforts by expanding high-quality connectivity to Nigerians in un-served and under-served areas.”

    Indigenous content

    The president also called on the group to support the implementation of the National Policy for the Promotion of Indigenous Content in the Nigerian telecommunications sector.

    “I recently unveiled and launched the National Policy for the Promotion of Indigenous Content in the Nigerian telecommunications sector.

    “I call on MTN to support the implementation of this policy and, train and engage more Nigerians in your company.

    “In particular, we will like you to continue to support our efforts by improving the quality of service and enabling a downward price review of the cost of data and other services, in view of your large market in Nigeria.

    “We also urge you to step up your corporate social responsibility programmes and support research and development that will enhance your services in Nigeria.”

    Enabling environment

    He assured his visitors that his administration was doing everything possible to make Nigeria investor-friendly by addressing identified challenges.

    “We are implementing a number of policies and programmes to ensure that institutions like MTN have a conducive environment for doing business in Nigeria.

    “Our massive jump in the Global Ease of Doing Business Ranking is proof that our efforts are yielding results.

    “We have identified and addressed the key challenges that affected the growth of the digital economy sector.

    “I am happy to note that the right of way charges have now been pegged at a maximum of N145/linear metre.

    “I have given directives for the protection of critical national infrastructure and this has addressed the issue of vandalism of such infrastructure.

    “Service providers should always appreciate the efforts of government and not undermine it,” he said.

    Buhari expressed delight that the Information and Communications Technology (ICT) sector was doing very well despite the global economic downturn.

    He noted that the ICT sector was the fastest growing sector in both the fourth quarter of 2020 and the entire year 2020, based on the report by the National Bureau of Statistics.

    “The sector’s 14.70 per cent double-digit growth rate played a principal role in supporting our country to exit the recession, triggered by COVID-19 pandemic.

    “The growth rate of the sector exceeded four times the next fastest-growing sector of the fourth quarter of 2020, which had a growth rate of 3.42 per cent. This is truly commendable,” the president said.

    Court acquits Sen Nwaoboshi of N322m money laundering charge

    A Federal High Court in Lagos State has discharged and acquitted Sen. Peter Nwaoboshi (Delta North) of a N322 million money laundering charge filed against him by the Economic and Financial Crimes Commission (EFCC).

    The judge, Justice Chukwujekwu Aneke, held on Friday that the EFCC failed to prove the elements of the offences for which it charged Nwaoboshi.

    Aneke also discharged Nwaoboshi’s two companies – Golden Touch Construction Project Ltd and Suiming Electrical Ltd – on the same ground.

    He held, among others, that the prosecution’s case collapsed because “bank officials were not called to testify.”

    Recall that the defendants were arraigned in 2018 before Justice Mohammed Idris, who was later elevated to the Court of Appeal.

    They were then re-arraigned before Justice Aneke on Oct. 5, 2018.

    In the 2-count charge marked FHC/L/117C/18, the anti-graft agency alleged that the defendants committed the offence between May and June 2014, in Lagos State.

    Nwaoboshi was said to have purchased a property described as Guinea House, Marine Road, in Apapa Lagos.
