Nigeria’s Inflation Drops To 17.93%, But Food Prices Rise

Nigeria’s headline inflation dropped for the second consecutive month in May, but the prices of food have continued to surge.

Latest data published by the National Bureau of Statistics (NBS) on Tuesday indicates that the Consumer Price Index (CPI), which measures inflation, increased by 17.93 per cent (year-on-year) in the fifth month of the year 2021.

While this is 0.19 per cent points lower than the 18.12 per cent recorded in April, increases were recorded in all Classification of Individual Consumption by Purpose (COICOP) divisions that yielded the headline index.

On a month-on-month basis, the headline index increased by 1.01 per cent in May, representing higher percentage points of 0.04 than the rate recorded in the previous month (0.97 per cent).

“The percentage change in the average composite CPI for the 12 months period ending May 2021 over the average of the CPI for the previous 12 months period was 15.50 per cent, showing a 0.46 percent point rise from 15.04 per cent recorded in April 2021,” the NBS data titled CPI Report May 2021 read.

Similarly, the urban inflation rate rose to 18.51 percent (year-on-year) in May from 18.68 per cent recorded in April, just as the rural inflation rate stood at 17.36 per cent in May from the 17.57 per cent previously reported.

The urban index rose to 1.04 per cent in May – up by 0.05 per cent points (on a month-on-month basis) – compared to the rate recorded in April (0.99 per cent), while the rural index rose to 0.98 per cent in May – up by 0.03 points – compared to the 0.95 per cent recorded in April.

According to the report, the corresponding 12-month year-on-year average percentage change for the urban index is 16.09 per cent in May – higher than the 15.63 per cent reported in April while the corresponding rural inflation rate in May is 14.94 per cent compared to the 14.48 per cent recorded in the previous month.

The composite food index, on the other hand, rose by 22.28 per cent in May as against the 22.72 per cent reported in April.

This rise in the food index, the NBS explained, was as a result of increases in prices of bread, cereals, milk, cheese, eggs, fish, soft drinks, coffee, tea and cocoa, fruits, meat, oils and fats, and vegetables.

It disclosed that the food sub-index increased by 1.05 per cent in May from the 0.99 per cent recorded in April, on a month-on-month basis.

“The average annual rate of change of the Food sub-index for the 12-month period ending May 2021 over the previous 12-month average was 19.18 per cent, 0.60 percent points from the average annual rate of change recorded in April (18.58) per cent,” said the report.

The core inflation, also known as ‘all items less farm produce’, which excludes the prices of volatile agricultural produce, stood at 13.15 per cent in May as against the 12.74 per cent recorded in April.

On a month-on-month basis, the core sub-index increased by 1.24 per cent in May 2021, up by 0.25 per cent when compared with the 0.99 per cent recorded in the previous month.

According to the NBS, the highest increases were recorded in prices of pharmaceutical products, garments, shoes and other footwear, hairdressing salons and personal grooming establishments, furniture and furnishing, as well as carpet and other floor coverings.

Others are motor cars, hospital services, fuels and lubricants for personal transport equipment, cleaning, repair and hire of clothing, other services in respect of personal transport equipment, gas, household textile and nondurable household goods.

The average 12-month annual rate of change of the index was 11.50 per cent for the 12-month period ending in May – representing 0.25 per cent points compared with the 11.25 per cent recorded in April.

World Bank Approves $3bn For Vaccines In Africa

The World Bank has approved three billion dollars to cover vaccination in 32 countries around the world, which includes 15 nations in Africa.

In a statement made at the G7 leaders’ summit in the United Kingdom, the World Bank’s President, David Malpass, said the multilateral finance institution is partnering with the African Union to deploy vaccines for 400 million Africans.

Malpass mentioned that the World Bank Group has committed over 125 billion dollars since the start of the COVID-19 pandemic, to combat the economic, health as well as social impacts of the pandemic, which is the fastest and largest crisis response in its history.

He also explained that the funding is helping more than 100 countries strengthen pandemic preparedness, protect the poor and jobs, and jump-start a climate-friendly recovery.

Meanwhile, the Nigerian Government says the unpredictability of vaccine supply as a result of global shortage remains a huge challenge.

The Minister of Health, Doctor Osagie Ehanire, disclosed this last week during the weekly presidential media chat, saying the country is looking to get a donation of the COVID-19 vaccine from the Covax facility and other countries that no longer have a need for their oxford AstraZeneca vaccine.

He hopes that the donation will be gotten in August 2021 at the earliest.

Speaking further the health minister said the local production of the COVID-19 vaccine is not yet feasible owing to the high cost of conducting clinical trials that runs into millions of dollars.

  • Uyo residents, CSOs lampoon PHEDC’s poor services, attitude to customers

Uyo residents, CSOs lampoon PHEDC’s poor services, attitude to customers

Residents and Civil Society Organisations, CSOs, have once again voiced their frustration and anger over the continued poor attitude of the Port Harcourt Electricity Distribution Company, PHEDC, and their staff on electricity consumers in Akwa Ibom.

They have also warned that the inability of the company to provide prepaid metres to their customers constitute an illegality and a deliberate ploy to exploit residents with outrageous bills.

This is even as power supply in the state has remained epileptic and worsening by the day with many consumers and communities been forced to pay exorbitant bills for nonexistent electricity.

Despite efforts and advocacy by customers and the civil society to ensure sustainable reforms in the power sector and ensure appropriate pricing and billing, the distribution company have continued to display nonchalance over their constitutional responsibilities.

One of the leading groups, the Foundation for Civic Education, Human Rights and Development Advancement ( FoCERaDA)  recently tasked the electricity distribution companies on the need to ensure that all her customers are metred in order to guarantee justice and fairness in the billing and pricing of electricity.

Speaking with newsmen in Uyo, Clifford Thomas, a human rights lawyer and activist and FoCERaDA Executive Director frowned at the continued display of impunity ,arrogance and insensitivity by PHEDC staff and opined that PHED was deliberately refusing to supply metres to customers in order to continue fleecing them through crazy estimated and bulk bills.

The Executive Director maintained that the company was taking undue advantage of the ignorant of the people to force high bills down their throats and blamed helpless members of the public for not wanting to pursue their rights.

“PHED has been stealing from the people, because they know the people don’t know their rights, and very unfortunately the people themselves don’t want to fight for their rights, I don’t  know, either they are docile or they afraid of seeking justice for the unfair treatment they are getting from PHED.

” I can’t also tell if they are enjoying the suffering. How can someone who has been paying a bill of N6,500 before, and suddenly PHED brought a bill of N45,000 and you agree to pay, yet you are complaining, yet, you don’t want to fight against such deliberate act of stealing by PHED in the name of estimated bills.

“We have received several complaints and in the next two weeks, we are going to convene a stakeholders’ forum to address the issues. We are sending letters to the police,, the SSS, and many other groups, and the management of PHED will be invited, the public should come out and air their grievances.

“The company has taken the public for granted for too long. Do you know that if you apply for a metre and you have paid, you are not suppose to pay bills again until the metre is delivered to you, and that when once you complain in writing to PHED about their services, they are not suppose to send you bills until that complaint is resolved, but has that been happening here?” He querried.

Some customers who spoke with newsmen on the state of affairs lamented that the situation is made worse by a new strategy where they accuse customers with PrePaid metres of bridging just to force them to part with huge sums of money as penalty.

A customer who identified herself as Mayen said, “PHED came back to lay claims of bypass after installing a meter in my house. Now they are asking me to pay 300k penalty. Its obvious this is one of their strategies.” She said.

At Asutan Street in Uyo where the Correspondents Chapel of the NUJ is located, their chairman, Mrs Idongesit Ashameri complained that after paying a penalty fee for an alleged bypass, PHEDC sent their officials to correct the error only for them to return some days later to cut the cables supplying electricity to the office on allegations of bypass again.

Even in areas where there is steady power supply customers are  quick to accuse the PHED staff of extortion under the guise of computing their consumption based on  estimated billings.

A resident of Afaha Ube Itam, Uyo, identified  as Mr. Dan Etim said he has the old meter which reads but the PHED staff don’t  read it.

“I learned that in some places they read it. I have a friend off Barracks road who is still making use of the old meter, and they come to read it every month. He told me that he doesn’t have issue with payment of monthly Electricity bill, but here they don’t read my own. We are not billed accurately by PHED.

“Because of small businesses operating here they want to kill us with exorbitant bills. The most annoying thing is that the bills keep increasing on monthly basis. For example if they give you estimated bill of N10,000 this month, next month they will send you N15,000.

” My monthly salary is N36,000 by the time I pay N19,000 or N15,000 electricity bill what will remain for me to feed my family and send my children to School?. For me, it is unfair and sometimes you begin to wonder if Nigerian Electricity Regulatory Commission (NERC) increases tariff every month too after it was increased last quarter of 2020 to N62.33 per kilowatt unit of energy.” Etim lamented

Corroborating, a resident of Okedo estate who simply identified himself as Akpan said, “my meter reads but they don’t read the analogue meter because the one in my house and other houses in the estate are functioning. And when you ask the PHED workers why they don’t read they will not give you any answer.

” It is sad. And when you complain about the outrageous bills the marketers will boldly tell you that they have target to meet. So if your area is enjoying steady power supply so they will now be using inaccurate reading to meet their target.

“What do I have in my house that they will send me N20,000 or sometimes N18,000 bill for a month? If not for the high cost of purchasing the digital meter I would have procured mine since they are not reading the analogue meter which is still working.”

Another resident of Idoro Road Mr. Chris Nse opined that the PHED company continue to tell the governor that electricity consumers in the state dodge paying for energy they consume, but they fail to also tell the governor that they don’t supply most areas with power.

“There are so many areas that don’t see light for weeks, sometimes months, but they still send bills to such places. But I think people are becoming wise to challenge or even attack them out of anger, it is wickedness. And that is why the issue appear to have reduced. So  what they now do is to give outrageous bills to few areas that have steady light.

” I am appealing to our governor to intervene in the cost of the pre-paid meters so that poor people can also afford it and install. The PHED staff are taking advantage of the fact that many people cannot afford the prepaid to continue to shortchange them.

Meanwhile a Civil Society  Organization COMPPART Foundation for Justice and Peace Building has decided to wade into the issue following series of unending complaints from the residents .

The state executive director and human rights activist, Mr. Saviour Akpan disclosed that the Organisation is launching a campaign against the anomaly in the system.

“We are collecting signatures from the citizens, People from all parts of Akwa Ibom have been coming to my office and so far we have collected more than 500 signatures from across the state

“I have been announcing it on air. By the end of this June we will attach the signature to what we have written, send it to state government and then we will now run the campaign that nobody should pay Electricity Bill for 3 months unless they give you prepaid meter.” Akpan said.

But the PHEDC in an email message to our correspondent said that it has increased efforts to address many of the challenges faced by its customers regarding unavailability of prepaid metres, epileptic power and overbilling while describing the allegations of delibrate meter bypass by its staff to exploit customers as unfounded.

The message endorsed by its acting Manager, Corporate Communications, Chioma Aninwe said that in addition to the Asset Provider Scheme,  MAP, the company has also taking part in the National Mass Metering Program,NMMP, to make prepaid metres available to customers.

On epileptic power, Aninwe said that, “in our usual style of keeping customers informed ,we have communicated to customers via our various channels ( electronic ,print & social media to inform them of the current challenges being experienced but in electronic language  ( PHED has been placed on system loading).

“Our Systems Operation Unit is thereby constrained to proactively manage the available load to create a balance in the interim.

“Furthermore Nigeria Electricity Supply Industry is a full value chain emanating from generation to distribution. Some of the challenges being faced are constraints from the transmission end which are not limited to infrastructural issues. Power supply will improve and stabilize as soon as these challenges are rectified.” She said.

On complaints of overbilling she explained that bills are generated based on NERC approved tariff, availability of power supply as well as load assessment adding that many customers who are ignorant of the categorization of billing and the attendant tariff would assume that they are being overbilled.

Aninwe added that contrary to popular opinions, the PHEDC has continued to invest in power infrastructure in Akwa Ibom and is currently undertaking the connection of Ibom Airport to PHED network, rehabilitation of Uyo network, installation of Transformers while it recently acquired operational assets to aid their operations in the state.

“As regards the purported meter bridge to impose unnecessary bypass offence on customers, this is completely unfounded.

The current management under the leadership of Dr. Henry Ajagbawa has zero tolerance of any form of corruption.” Aninwe concluded.

In the meantime, the state government in 2019 and in trying to bridge the power gap came up with the “power for all initiative 2021″, meant to ensure that 200 unconnected villages are connected to the national grid and ensure that the entire state enjoy 24 hour power supply by providing the necessary infrastructure.

Engr. Meyen Etukdoh, Senior Special Assistant to Governor Udom Emmanuel on power and Managing Director of Ibom Power Company said the initiative is being executed in phases.

“It is not the place of government to supply transformers, that’s the job of PHED, but, the governor had to intervene for the sake of the masses, so that the people of Akwa Ibom can have light.” Etukdoh said in a recent media on one of the Radio stations in the state.

  • Claims of zero allocation to A’Ibom Councils untrue -Lawmaker

Claims of zero allocation to A’Ibom Councils untrue -Lawmaker

The Akwa Ibom State House of Assembly has described as untrue claims by some Council

chairmen that they were running their councils on zero allocation.

This is after some of the Chairmen attributed their low performances to the lack of funds, claiming they are not given any allocation.

But the Chairman, House Committee on Information, Aniefiok Dennis, alongside his counterpart and chaiirman of the Committee on Local Government, Mr Mark Esset said the claims were false.

Addressing Journalists in Uyo, as part of activities to mark the Assembly’s two legislative years, the lawmakers urged Local Government Chairmen not to use such alibi to deny the people at the grassroots some dividends of democracy.

Dennis said since the Assembly has resumed plenary today(Tuesday), the house based on its oversight functions would ensure that local government chairmen perform their duties effectively adding that if the claims were anything to go by, the council Chairmen should approach them through their petitions.

“The issue of zero allocation is totally false. Though no Chairman will ever admit that he has money, I stand to be challenged, those that want to leave a legacy also have some projects that can stand in their names.

“It’s very unfortunate for a Chairman to tell you that there is zero allocation. As the head of the committee, I interface with the commissioner for Local government and I know that every month, allocations are sent to them directly after the Joint Account Committee meeting.

“Our position is that let the local government formally complain to us about zero allocation if it’s actually true. We have resumed.” The chairman explained.

Speaking on the achievements of the house for the past two years, Denis said the House has sponsored about 52 bills so far which some of them have passed the third reading while 19 of them assented to.

He said the 7th Assembly was concerned about moving people-oriented motions citing debt management bill, Public Procurement bill, Violence Against person bill among others as examples.

He said the Speaker has set up a committee that would interface with the commissioner for Justice and Attorney General in the State on fine-tuning the bills before presenting them to the Governor for assent in order to hasten the process.

According to him, “we move not just motions, but people-oriented motions that have to do with the people. Like the debt management bill that was assented to, we don’t want a situation whereby the Executive will on its own have control, we want the public to have a say.

‘Public procurement bill was also passed into law. Now, there must be bidding, not just one person coming to take a job, there must be local content as far as the law is concerned.

‘If there is a job that can be appropriately handled by our people, there is no need to bring someone from outside to do it.

‘The violence against persons law has been assented to by His Excellency. Unfortunately, during the lockdown, we had a lot of rape-related issues, gender issues concerning the girl child and women generally.”

On the suspension of strike action by the workers in Akwa Ibom State University, the Chairman said the Assembly with the collaboration of the Executive was able to resolve the crisis less than 48 hours after the intervention.

“Through our oversight function, the strike action in the Akwa Ibom State University was called off within 48 hours of the intervention of the Assembly. As you are aware, academic activities have resumed in the two campuses of the university.” Denis said

Governor Lalong Swears In Acting President, Customary Court Of Appeal

A new President of the Plateau State Customary Court of Appeal, Hon. Justice Blessing Lyop Dalyop has been sworn in by Governor Simon Bako Lalong with a charge for her to uphold the tenets of justice, good conscience and fairness.

While swearing in Hon. Justice Blessing Lyop Dalyop at the Victoria Gowon Auditorium, New Government House Rayfield Jos, the Governor said the task before the acting President of the Customary Court of appeal is enormous but he is optimistic that she has the experience and capacity to discharge the assignment effectively.

    Hon. Justice Blessing Lyop Dalyop

Lalong said with the benefit of his experience as a Lawyer, one time law maker and by the Grace of God now Governor, he has great appreciation of the strategic position that judges play in moderating interactions between individuals, Government and organisations in the society.

He drew the attention of Justice Blessing Dalyop and the Judiciary to the need to expeditiously deal with cases involving suspects who are arrested for crimes such as attacks on innocent citizens, kidnapping and cultism among others.

Making reference to the Sunday night horrendous attacks in Sabon Layi, Kuru where criminals killed and injured innocent people going about their lawful businesses, the Governor said, “these attacks are getting prevalent and worrisome. This requires us to fully apply the provisions of the law in bringing the perpetrators to justice and creating deterrence. Our people must be protected and made to feel safe as we consolidate on the peace and security of our State. We are tired of hearing unknown gunmen. Are they spirits? I am expecting the IGP to come and commission the patrol vehicles and special security motorcycles we have acquired which we believe will enable the police fish out criminals”.

He told the Acting President of the Customary Court that, “you are coming into this office at a time when the Judiciary in Plateau State is being ushered into the era of the long anticipated Autonomy which in the last months has been on the front burner in the country. We hope this will make your job easier as you deliver inspiring and accountable leadership to the Court. The implementation of full autonomy does not in any way translate to an automatic resolution of all the challenges that the judiciary faces”.

Justice Blessing Dalyop appreciated God, the Judiciary and the Governor for her appointment and assured that she will put in her best to lead the Customary Court of Appeal in delivering justice to the people.

Justice Blessing Dalyop is sworn in to replace the former President of the Court, late Justice Sati Patrick Dapit who died in April 2021.

  • Use Of Made-In-Nigeria Products Will Increase GDP – Boss Mustapha

The Secretary-General of the Federation, Boss Mustapha on Tuesday said the use of ‘Made-In-Nigeria’ products will attract benefits for the country.

He noted that Nigerians now proudly use products made in the country and this will contribute to GDP growth, more employment opportunities, etc.

The SGF said this on Tuesday during the opening ceremony of the exhibition of ‘Made-In-Nigeria’ products and cultural display held at Eagle Square, Abuja.

“Nigerians now proudly use products branded “Made-in-Nigeria”. This development will no doubt attract several benefits to the country including an increase in its Gross Domestic Product, generation of employment opportunities and reduction in the cost of production.

“This Made-In-Nigeria exhibition will help in propagating a new and positive narrative that Nigeria is ready to harness her own resources to become a global player in commerce,” he said.

He added that the recent development of more than twelve indigenous mobile cell phones by the Model Skills Centre of the Industrial Training Fund (ITF) under the supervision of the Federal Ministry of Industry, Trade and Investments is a testimony to the strides the country is making in promoting Made-In-Nigeria products.

He explained further that the intervention of the Federal Government of Nigeria in developing local industries has resulted in a boom in the growth of local businesses.

“Local production of hitherto imported products is beginning to gain grounds that I make bold to say that the materials produced locally can compare favourably with the imported ones.”

The SGF said the manufacturing sector remains a key determinant of economic development and its interphase with the needs of the country determines the extent of our industrial growth.

“Manufacturing is part of the economic sector in Nigeria that contributes approximately 10 per cent of its Gross Domestic Product each year. The production activity centres on the production of Household goods, Consumer products, Agriculture, Mining, Cement, building materials Chemicals and so on.”

He said it is instructive to note that three sectors namely food & beverages, cement, and textile amount to 77% of the manufacturing output generating value in the country.

“The manufacturing sector in Nigeria has been performing well in recent years as compared to the past. The Government is beginning to show greater interest and provide more support for local production in order to encourage the growth of local industries.”

According to him, the intervention of President Muhammadu Buhari-led administration in local production is being boosted by encouraging local entrepreneurs to take advantage of the various policies geared towards diversifying the economy.

Some of these include Executive Order 001 on Ease of Doing Business, review of the Companies and Allied Matters Act as well as the enactment of a Finance Act.

  • I’ve Been Receiving Death Threats – EFCC Boss

I’ve Been Receiving Death Threats – EFCC Boss

The Economic and Financial Crimes Commission (EFCC) Chairman, Abdulrasheed Bawa on Tuesday said some persons have threatened to kill him since he assumed office.

The anti-corruption agency boss stated this during an interview on Channels Television’s Breakfast programme, Sunrise Daily.

When he was asked to respond to President Muhammadu Buhari’s frequent “Corruption is fighting back” expression, Bawa said he was in New York, USA, last week when someone called and made the death threat.

“Last week I was in New York when a senior citizen received a phone call from somebody that is not even under investigation.

“The person said on phone, ‘I am going to kill the EFCC Chairman. I am going to kill him.’

“That is to tell you how bad it is. It is actually real. Corruption can fight back,” he said.

When he was asked further by the presenter if he gets death threats, the EFCC boss said, “Yes! Yes!”

    Corruption And Real Estate

Bawa during the interview revealed that grand corrupt activities are done through real estate.

The anti-graft agency boss said 90% of resources are being laundered through real estate.

He explained that there are so many issues involved, but that they were working with the National Assembly to stop what he called “the gatekeepers” as there would be a reduction in looting if there is no one to launder the money.

“One of the problems we have in this country now is the real estate. 90 to 100 per cent of the resources are being laundered through real estate. Although they are being regulated, that is not enough in terms of how they make their returns to the special control unit against money laundering.

“A lot of issues that we can talk all day about but I think this particular area if we get it right, you will see that it will not be fashionable for us to have these grand scale corruption.”

  • Twitter’s founder, Dorsey, liable for #EndSARS losses – FG

Twitter’s founder, Dorsey, liable for #EndSARS losses – FG

The Federal Government says Twitter and its founder, Jack Dorsey, are vicariously liable for the losses the country suffered during the EndSARS protest.

The Minister of Information and Culture, Alhaji Lai Mohammed, stated this on Tuesday when he featured on “Politics Nationwide,’’ a Radio Nigeria call-in programme monitored by the News Agency of Nigeria (NAN) in Abuja.

Mohammed alleged that Dorsey raised funds through Bitcoins to sponsor the EndSARS protest while his platform, Twitter, was used to fuel the crisis.

He said when he made the allegations earlier, Nigerians did not take him seriously until an online media outfit carried out an investigation and fact-checking.

The minister said the online publication confirmed that Dorsey retweeted some of the posts by some of the coalitions supporting the EndSARS protest.

He said it was also confirmed that the Twitter founder launched fundraising asking people to donate via Bitcoins.

The minister said Dorsey further launched Emoji to make the EndSARS protest visible on the microblogging site.

He said Dorsey also retweeted the tweets of some foreign and local supporters of EndSARS.

“If you ask people to donate money via bitcoins for EndSARS protesters then you are vicariously liable for whatever is the outcome of the protest.

“We have forgotten that EndSARS led to the loss of lives, including 37 policemen, six soldiers, 57 civilians while property worth billions of naira were destroyed.

“164 police vehicles and 134 police stations were razed to the ground, 265 private corporate organisation were looted while 243 public property were looted.

“81 warehouses were looted while over 200 brand new buses bought by Lagos State Government were burnt to ashes,’’ he said.

The minister said it was unfair to conclude that the operation of Twitter was suspended indefinitely because it deleted President Muhammadu Buhari’s message.

He said the government was unambiguous that the action was taken because the platform was being used to promote the views of those who wanted to destabilise the country.

Mohammed added that Twitter consistently offered its platform to promote agendas that were inimical to the corporate existence of Nigeria.

“Twitter has become a platform of choice for a particular separatist promoter.

“The promoter consistently used the platform to direct his loyalists to kill Nigerian soldiers and policemen, run-down INEC offices and destroy all symbols of Nigeria’s sovereignty.

“Every attempt to persuade Twitter to deny its platform to this separatist leader was not taken seriously,’’ he said.

The minister said the Federal Government has no apology to offer to those unhappy over the suspension of Twitter’s operations in the country.

He said a country must exist in peace before people could exercise freedom of speech and fight for a source of livelihood.
