SOKAPU Youth accuse DSS of selective Witch-Hunting

..Say’s body must go after APC AG National publicity secretary over comments

    By Gabriel Udeh, Kaduna

Southern Kaduna Peoples Union (SOKAPU) Youth Wing has exploded over comment made by the All Progressive  Congress (APC) Acting Deputy National Publicity Secretary, Yekini Nabena, saying the  Department of State Services (DSS) must go after him, the way it went after Dr Obadiah Mailafia during his Radio interview.

The Union’s National Youth Leader, John Isaac (Sir Jay), in a statement issued in kaduna quoted the APC acting publicity secretary of saying that a North-west governor is behind the heightened cases of banditry, abductions and other violent crimes in that zone.

The SOKAPU Youth Wing, in a statement signed made available to journalists yesterday stated that it “has observed with sadness the deliberate silence of the DSS over Yekini’s statement as against what the secret police did when the former Deputy Governor of Central Bank of Nigeria, Dr Obadiah Mailafia, made similar disclosure in August this year.

“The attention of the SOKAPU Youth Wing has been drawn to a statement credited to the All Progressive Congress (APC) Acting Deputy National Publicity Secretary, Yekini Nabena, that a North-west governor is behind the heightened cases of banditry, abductions and other violent crimes in that zone”, it stated.

The Youths lamented that “Dr Mailafia had disclosed during a radio interview some months ago that a current Northern governor is one of the commanders of Boko Haram and behind the increasing acts of insurgency and banditry ravaging the North”, and was invited many times and accused of threatening national security.

Accordingly, the union statement stressed that “It is, however disturbing to note that Yekini’s statement does not seem to threatened national security as the DSS suggested of Dr Mailafia’s disclosure.
“It surfaces to say that we live in a state where there are different strokes for different folks.” While we the youths and people of Southern Kaduna believe the DSS has a responsibility of protecting national security, we also believe this responsibility must be pursued responsibly”, the statement added.

“We, therefore, demand that the DSS henceforth desist from this continued distraction, harassment and selective witch-hunting of a law-abiding and a quintessential patriot  in the person of Dr Mailafia who s known for his selfless love and patriotism.
“The DSS should, instead, concentrate on intelligence gathering in curbing and addressing the security challenges facing the North”, it stated.

  • Senate charges FG to do more on Covid-19 vaccine storage

Senate charges FG to do more on Covid-19 vaccine storage

The Senate has doubted the ability of the Federal Ministry of Health to effectively store and distribute the COVID-19 vaccines when they arrived in the country.

The Senate President, Ahmad Lawan, and his colleagues expressed the reservation when its leadership met with the Minister of Health, Osagie Ehanire, and his counterpart in the Ministry of Finance and National Planning, Mrs Zainab Ahmed.

The ministers were in the Senate to brief the leadership of the upper chamber about the Federal Government plans to procure COVID-19 vaccines worth N400bn to save the lives of Nigerians.

The President of the Senate expressed lack of confidence in the preparedness of the Federal Government to manage the COVID-19 vaccination in the country.

Lawan said the National Assembly was ready to support the funding of adequate vaccines to save Nigerians but that the officials of the Ministry of Health must convince the Parliament that they had adequate facilities and manpower to protect the preventive substance.

“I have not been convinced with your presentation that we are ready to bring in the vaccines.

You have to do much more to convince me that we are ready. This is a matter of life and death. I am not only a doubting Thomas; I’m also a doubting Ahmad.”

The Deputy President of the Senate, Ovie Omo-Agege, also joined in expressing concern in the ability of the health officials to guarantee the safety of the vaccines.

He said, “I am a doubting Omo Agege also.”

The Health minister, Ehanire, however, insisted that the country, which had successfully fought polio, would use the same storage facilities (cold chains) to store the COVID-19 vaccines.

Ehanire urged the Senate to have confidence in the plan for COVID-19 vaccine campaign.

The minister said about N400bn would be required to vaccinate 70 per cent of Nigerians 211 million population, at $8 per person.

He said N156bn would be needed in 2021 while N200bn in 2022.

Road accident kills 2 persons in Osun – FRSC

The Federal Road Safety Corps  (FRSC) in Osun said two people were killed in a motor accident that occurred on Ile-Ife-Gbogan highway.

The Sector Commander, Mrs Kudirat Ibrahim, disclosed this on Tuesday in Osogbo in a statement signed by the Public Enlightenment Officer, Mrs Agnes Ogungbemi.

Ibrahim noted that the accident occurred due to a collision between two vehicles, which involved 23 people at about 3:00 a.m, with only two people injured while two others lost their lives.

“A Toyota Camry, with registration number FKJ746DU, collided with a white Hiace bus with registration number FKJ634XW on Ife -Gbogan highway today at about about 3:00 a.m.

“Two persons lost their lives in the process while some injured persons were taken to the Obafemi Awolowo University Teaching Hospital in Ile-Ife.

“The items recovered have been taken to Ipetu Police Station by officers of the Nigerian Army who also arrived at the scene,” she said.

According to her, the accident occurred due violation of road traffic rules by the motorists.

The sector commander called on road users to be safety conscious and to obey traffic regulations to avoid any unwanted situations on the highway.

Ibrahim advised motorists to comply with the road safety act in order to avoid being made to face the wrath of the law.

  • Repentant bandits helped in securing Kankara schoolboys release —Presidency Reveals

Repentant bandits helped in securing Kankara schoolboys release —Presidency Reveals

The Presidency, on Tuesday, said repentant bandits played a role in securing the release of over 300 schoolboys abducted from Government Science Secondary School, Kankara, Katsina.

Senior Special Assistant to the President on Media and Publicity, Garba Shehu, said although no ransom was paid, there were negotiations between the major actors, adding that while the talks were on, the troops of the Nigerian Army encircled the Zamfara forest where the hostages were held.

Recall that gunmen on motorcycles had attacked the school on December 11 and abducted the students a few hours after the President Muhammadu Buhari arrived in the state for a week-long private visit.

Katsina State Governor, Aminu Masari, however, announced the release of the 344 schoolboys six days after their abduction by bandits. The governor also said the students were released in a forest in Zamfara State.

The military had since claimed victory for the release of the students. The presidency had also praised the military for the rescue of the schoolboys. But both claims by the military and the presidency contradicted Masari’s position that the release of the boys was facilitated by the leadership of Miyetti Allah/MACABAN.

Speaking on the conflicting accounts surrounding the release of the schoolboys on Tuesday morning, Shehu said the most important thing was that the boys have reunited with their parents.

He said, “In all of the things that played out, we must thank God for bringing these children out. The glory also belongs to the nation. I don’t see much conflict in all of these things.

“The security services – Army, police, intelligence agencies – showed good judgement and capacity by promptly responding to the kidnap of those students and then locating exactly where they were being held.

“Having done that, they quickly mobilised and surrounded the entire place to ensure that they do not go out and they do not come in. So, whatever followed after that is to reap from the gains of what has been done.”

Shehu said the security forces locked in on the captors of the students in the Zamfara forest, adding that no single shot was fired to avoid fatalities.

“So, the military having identified where they were, in less than 24 hours after the kidnap, they patiently waited for the process of the negotiations to be concluded. And at the end of it, everyone is happy that it ended the way it did,” he stated.

On whether ransom was paid to secure the release of the students, Shehu said, “All of the leading actors said no ransom was paid. The governor of Zamfara State, who had a policy of engagement with the bandits leading to the surrender and renouncement of bandits, used reformed bandits –repentant bandits – to gain access to those that were in the forest and they had them (schoolboys) released.

“So, to the best of our knowledge, all the leading actors in Katsina and Zamfara States said no ransom was paid.”

Shehu also described as ridiculous claims that the Kankara schoolboys’ abduction was stage-managed.

The Kankara students’ abduction is not the first in the history of the nation. Non-state actors had in the past abducted hundreds of secondary school girls from Chibok, in Borno State; and Dapchi in Yobe State. Some of them eventually regained freedom while a number of them were detained in the enclaves of their abductors and sexual abusers.

  • FG Imposes New COVID-19 Restrictions, Shuts Down Nightclubs, Recreational Centres

FG Imposes New COVID-19 Restrictions, Shuts Down Nightclubs, Recreational Centres

The Federal Government has imposed new restrictions amid the rising cases of coronavirus (COVID-19) in various parts of the country.

Mr Boss Mustapha, who is the Chairman of the Presidential Task Force (PTF) on COVID-19, announced this on Monday at the briefing of the task force in Abuja, the nation’s capital.

He explained that the directives were advisories issued to state authorities for implementation in the next five weeks.

The new restrictions include the closure of all bars, nightclubs, pubs and event centres, as well as recreational venues in all states and the Federal Capital Territory (FCT).

All restaurants were also directed to close, except those providing services to hotel residents, takeaways, home deliveries, and drive-ins.

Similarly, all informal and formal festivity events, including weddings, conferences, congresses, office parties, concerts, seminars, sporting activities, end of year events, have been restricted to not more than 50 people.

The government also limited all gatherings linked to religious events to less than 50 per cent of the capacity of the facility of use which physical distancing and use of face masks should be strictly enforced.

According to Mr Mustapha, who is also the Secretary to the Government of the Federation (SGF), events where more than 50 people are attending should be held outdoors only.

He added that public transportation systems should carry passengers not more than 50 per cent of their capacity, in compliance with social distancing rules.

REMARKS OF THE CHAIRMAN OF THE PTF FOR THE NATIONAL BRIEFING OF MONDAY, 21ST DECEMBER, 2020

I welcome you all to the National Briefing for Monday 21st December 2020

Over the past four briefings, the PTF has been raising the alert flag on the rising number of infections in the country and the possibility of a second wave arriving at our shores.

Recent Epidemiology records confirm to the PTF that Nigeria is now facing a rise in confirmed COVID-19 cases nationwide which is similar to the second wave of infections occurring in other countries across the world.

Particularly, Lagos, Kaduna and the FCT have emerged as the new epicentres during this period, with over 70% of all confirmed cases.

Two major indicators highlight the current increase in cases and transmission across Nigeria. These are:

Notwithstanding the fact that our testing numbers are fast approaching the peak recorded in July 2020, the number of cases being reported are disproportionately higher.

For example, in the FCT, despite recording an increase of 85% in tests conducted over the last week, the number of confirmed cases increased by 285% during the same time period; and

These trends point to a higher Test Positivity Rate (TPR) – the number of positive cases detected as a proportion of all tests).

The TPR was below 5% through September and October and we recorded a low point of 3% nationally in late October 2020. However, recent trends in cases have seen this number increase to 10% in the second week of December.

These high numbers are further reflected in the increase of admissions to COVID-19 treatment centres and fatalities, particularly in the three epicentre states.

The result of the analysis carried out by the PTF further indicate that the current pattern of spread and the surge is likely to be driven by the following factors:

The lack of compliance with non-pharmaceutical interventions – particularly the disregard for mask use in public, large gatherings as a result of events linked to the yuletide season and recent civil demonstrations,

Further disregard for other public health preventive measures, such as hand hygiene and physical distance requirements,

The activities and assumptions of our youthful population which has resulted in an increase in the infection rate among young people, who are subsequently infecting older and more vulnerable family members.

From our assessment, the current situation are clearly the consequences of certain occurrences and events of the last few weeks. These include:

Sudden increase in social gatherings involving large congregations from different parts of the country, and the world, at events such as weddings, religious activities, political rallies, conferences and end of year celebrations,

These events, classified globally as ‘supers-spreader events’, make the risk of a single infection causing a large outbreak among attendees significantly higher,

Furthermore, as we reopened the economy, we experienced increased economic, social and religious gatherings and activities all of which have combined to play a part in viral transmissions. These include:

The opening of the international airspace in September 2020 – while the average number of daily imported infections into the country in the last 90 days is estimated to be about seven cases, compared to 100-150 reported new infections in the community since the beginning of community transmission, the test positivity rate in travellers arriving Lagos has recently doubled to 6.3%,

The resumption of schools – outbreaks have been reported in schools following the resumption of physical classes,

The resumption of NYSC orientation camps – this risk has been mitigated by ensuring that all NYSC members were screened for COVID-19 prior to admission to camp, but confirmed cases have still been identified through tests carried out,

The full opening of offices with the return to work of government workers from GL. 12 and below – outbreaks have also been reported in public offices, most likely linked to overcrowding, poor ventilation and the lack of compliance with non-pharmaceutical interventions, and,

The opening of the economy with progressive relaxation of restrictions in congregational areas such as places of worship, restaurants, bars, lounges, shopping, and event centres.

You will also recall that the PTF established the Nigeria International Travel Portal for the control of possible importation of the virus.

Statistics show that a good percentage of in-bound travellers have breached the travel protocols thereby making surveillance and testing suffer undue setbacks.

The following statistics will be of interest:

As at date, 163,818 inbound travellers have been captured on the portal,

Out of this number, 77,025 (47%) made payment for post-arrival testing,

64,405 (84%) of the number are due for post-arrival test,

Out of 44,189 (69%) that were due for post-arrival test, 44,189 representing (59%) of those tested, and,

20,216 (31%) have not shown up for post-arrival test thereby endangering members of the community and breaching the protocols they signed up to.

The PTF has concluded arrangements with the Nigeria Immigration Service to impose sanctions on these defaulters for breaching the public health protocols, within the ambit of the law.

The PTF has surveyed developments and actions taken by governments around the world, assessed our domestic environment and has accordingly submitted its recommendations to Mr President on immediate measures to be taken.

Accordingly, His Excellency, Muhammadu Buhari, President of the Federal Republic of Nigeria has authorised the PTF to engage with the States and the FCT to assume full ownership of this stage of the response by deploying legal structures and resources, including enforcement to manage the pandemic within their jurisdictions.

In line with the authorisation, the PTF wishes to issue the following advisories to sub-national entities for implementation over the next five weeks because these activities are considered super spreader events:

Close all bars, night clubs, pubs and event centres, and recreational venues,

Close all restaurants except those providing services to hotel residents; takeaways, home deliveries and drive-ins shall remain closed,

Restrict all informal and formal festivity events including weddings, conferences, congresses, office parties, concerts, seminars, sporting activities, end of year events shall be restricted to not more than 50 persons,

Limit all gatherings linked to religious events to less than 50% capacity of the facility of use during which physical distancing; mandatory use of face masks shall be strictly enforced,

Where more than 50 persons are attending, any such events, the gathering should be held outdoors only,

Public transportation systems are to carry passengers not more than 50% of their capacity in compliance with social distancing rules.

Enforce compliance with NPI protocols, especially the advisory on wearing of face masks in public spaces,

To reduce overcrowding in public spaces, markets, shopping centres, offices and schools, states are advised to implement the following:

Encourage virtual meetings in government offices. The leadership of such offices are to ensure that all offices are well-ventilated offices, and encourage staff to work from home where possible,

All government staff on GL.12 and below are to stay at home for the next 5 weeks; Permanent Secretaries and Chief Executives are to be held accountable for enforcing NPI rules in their domains with frequent spot checks,

The PTF on the advice of the Federal Ministry of Education expects that schools would have vacated from the 18th December 2020 and remain closed till at least the 18th of January 2021 to enable the measures introduced to take effect,

All persons above the age of 60yrs and/or with comorbidities are to be encouraged to stay at home and avoid crowds,

All non-essential travels – both domestic and international during the holiday season are seriously discouraged,

To strengthen risk communication and community engagement activities over the next five weeks, states are encouraged to:

Engage community and religious leaders, arrange town hall meetings (ideally set outdoors) to address concerns,

Intensify public messaging activities, leveraging on existing government and partner assets,

Reach out to youths and younger adults with health promotion activities,

Invest in local face mask purchase and distribution to the general public to encourage use.

Where applicable, the PTF shall also implement these authorisations.

For example, it shall work with the Nigeria Immigration Service to impose sanctions on all in-bound travellers who violated the travel protocols and endangered the lives of their loved ones and other citizens by refusing to take the post-arrival test.

The PTF will similarly work with the Head of the Civil Service of the Federation to implement aspects related to the Public Service.

A lot of discussions is still going on around the calls for the restriction of international travels due to the discovery of new strains of the virus in certain countries.

The PTF, Aviation and health authorities including the WHO, are assessing the situation closely and would take a position as soon as a cogent scientific basis are established.

The protection of Nigerians remains our primary concern and we reassure Nigerians of our resolve not to relent.

Tomorrow, Tuesday 22nd December 2020 at 3.00pm, the PTF shall be submitting its end of the year (2020) Report to Mr President and Nigerians shall be kept abreast of developments in this regard.

I now call on the Hon. Minister of Health, the Director-General (NCDC) and the National Coordinator to update you on the technical developments.

    I thank you for listening.

    By Muhammad Ibrahim, Sokoto

It can be recalled that governor Tambuwal has gone into isolation due to close physical contact with personalities, who have tested positive for Covid 19 during recent official trips.

“During my isolation, I have subjected myself to repeated tests by relevant agencies in order to ascertain my status, as required by the Covid 19 prevention protocols”, declares Tambuwal in a statement he wrote and sent to newsmen.

” It is with gratitude to Almighty Allah, that I inform the general public, particularly the good people of Sokoto State, that the outcome of the several tests I have gone through have all been negative.

  • Joe Biden receives COVID-19 vaccine live on TV

Joe Biden receives COVID-19 vaccine live on TV

US President-elect Joe Biden received a Covid-19 vaccine live on television Monday in a campaign to boost Americans’ confidence in the jabs.

The 78-year-old incoming president got the Pfizer vaccine at the Christiana Hospital in Newark, Delaware. His wife Jill received the shot earlier, the presidential transition team said.

Biden told Americans “there’s nothing to worry about” when they get vaccinated and that in the meantime they should keep wearing masks and “listen to the experts.”

They were the latest high-profile political figures publicly joining the first wave of vaccinations aimed at stopping a pandemic that has killed almost 318,000 Americans.

Vice President Mike Pence and his wife got vaccinations last week but President Donald Trump has yet to take part in the drive.

The Republican leader — who has become consumed by pushing conspiracy theories that his election loss to Biden was the result of mass fraud — cites the natural immunity he is believed to already have after recovering from a bout of coronavirus.

However, he has done little, even in terms of issuing statements, to support the campaign to overcome Americans’ vaccine skepticism. His wife, Melania Trump, has also been largely absent from the issue.

For Biden, who will be the oldest president ever to take office on January 20, this was the first shot in the two-stage Pfizer vaccine. He said he was “looking forward” to the follow-up.

Biden praised “the scientists and the people who put this together — frontline workers, people who were the ones who actually did the clinical work.”

He called medical workers “amazing and incredible.”

Biden also had some rare praise for the Trump administration, which he said “deserves some credit” for overseeing record-speedy development and production of vaccines.

But Biden, who spoke through a double mask, cautioned that there was still a long way to go before the inoculations can really halt the virus’ spread.

“It’s worth stating that, you know, this is just the beginning,” he said. “It’s going to take time.”

“In the meantime,” he said, “I hope people listen to all the experts… talking about the need to wear masks” during the holidays.

“If you don’t have to travel, don’t travel. It’s really important.”

  • Nigerian Army has failed Borno residents – Zulum slams military over fresh abductions

Nigerian Army has failed Borno residents – Zulum slams military over fresh abductions

Governor Babagana Zulum has blamed the military for the increased abduction recorded in Borno state which he governs.

Speaking during a visit to Maiduguri-Damaturu road on Monday December 21 following the abduction of 35 travellers on that location, Zulum expressed shock and annoyance on how such magnitude of attack was being perpetrated under the watch of the soldiers and police special squads deployed to protect the highway.

The Governor added that a majority of the attacks within the last two years happened between Auno and Jakana, a distance of about 20 kilometers.

    Zulum said;

“It is sad and mind-boggling how innocent commuters are being kidnapped and killed on this Maiduguri – Kano road, especially the road linking Maiduguri and Damaturu. It is also very annoying to note that these atrocities are being committed between Jakana and Auno, a distance of only 20 kilometres.”

“Surprisingly we have a Brigade Commander with his team in Jakana; we also have a commanding officer with his battalion in Auno; both teams cover a distance of only 20 kilometres, and they have failed to protect the commuters.

“The Nigeria Army has failed us; they have failed in discharging their role of protecting the commuters.

“This morning while travelling from Maiduguri to Jakana up to Auno, I did not see or sight any single soldier. Even the police-led Rapid Response Squad (RRS) that we established and equipped and enabled to patrol this highway were nowhere to be found on the highway. Instead, they are busy harassing and collecting money from innocent travellers, both police and soldiers.

“This is embarrassing. Just look at the number of vehicles that have been burnt here, yet we have our soldiers there watching and collecting money from commuters.

“The irony of the whole thing is that no one dares to speak the truth; if you do, they would soon be out to condemn you.

“If the army cannot protect people travelling within a distance of only 20 kilometres, then I cannot foresee the capacity of the army ending this insurgency any time soon.”

The minister disclosed this while speaking at a function in Alor, Idemili South Local Government Area of Anambra State today December 21.

“We have met about 98 percent of the request of ASUU. Some 5 to 2 percent is what you can call promissory notes. So, I am very hopeful that by midnight today, there are some works we are supposed to get on to do. They also have some work they are supposed to do on their own side with their people.

“Tuesday, we will meet in the afternoon and we will compare notes. We will put everything on the table and compare. I believe that we might have come to the end of the strike when we meet tomorrow.

Well, it is a journey of a thousand miles which you will have to take one step first. Tomorrow, all things being equal, we will agree now to agree because we were disagreeing before.
