    Bandits kill vigilante leader and his son, abduct village head in Niger state

    Bandits attacked Madaka, Rafi Local Government Area of Niger State, killed the leader of a vigilante group in the community identified as Isyaku Alhassan, his son, Abdulhamid Isyaku and one other person. 

    The attack occurred between 11:00 am and 2:00 pm on Sunday, December 20. The attackers were said to have stormed the village on motorcycles, razed houses while shooting sporadically. 

    Confirming the incident, the Chief of Staff to the Hon Chairman, Rafi Local Government, Mallam Mohammed Mohammed, said that three persons were killed and the village head abducted during the attack that lasted about three hours. 

    He explained that members of the community have scampered into the nearby forest for dear lives, out of fear of being attacked. 

    Mohammed said the village head was kidnapped a second time after spending over three months with kidnappers before being released.

    Sokoto state PDP Chairman Comrade Bello Aliyu Goronyo stated this while discussing with Gwiwa low-cost youth leaders, who paid him a visit at his residence behind Gwiwa clinic, Sokoto.

    He said all hands must be on deck to ensure our youth get involved in vocational skills that would make them relevant as a means of getting them involved in leadership at different levels of the country.

    Comrade Bello Aliyu Goronyo therefore commend the effort of the state Governor, Aminu Waziri Tambuwal for his quick response especially  to youth related  issues and humanitarian services.
    Goronyo added that, Sokoto state is one of the early states in Nigeria to engage youths in all activities of the state.
    He said, this is to show that, the state Governor carried all along.

    Comrade Bello Aliyu Goronyo similarly challenged youths in the state, to be law abiding citizens, united as well as self reliant and good ambassadors wherever they may found themselves.

    CCECC Cup “China Through My Eyes, Chinese Speech Contest Held in Nigeria”

    China Through My Eyes” Chinese Speech Contest sponsored by CCECC was held on-line on 18 December, 2020 as part of the cultural exchanges between China and Nigeria to strengthen the traditional friendship between the two countries.

    Mr. Li Xuda, Cultural Counsellor of the Chinese Embassy in Nigeria, Mr. Han Shuang, Deputy General Manager of CCECC Nigeria Co., Ltd., among others observed the competition at the main venue of China Cultural Center in Abuja and served as judges as well.

    Twelve finalists from two Confucius Institutes and two Chinese teaching points in Nigeria participated in the competition, and nearly 50 teachers and students from Confucius Institutes of UNIZIK and Lagos University and other Chinese teaching points went online to observe the competition.

    Cultural Counsellor Li Xuda said that the CCECC Cup’ China in My Eyes” Speech Contest is not only a window to showcase the achievements of Chinese teaching in Nigeria, but also a stage for the Chinese company in Nigeria to take its social responsibilities and enhance China-Nigeria friendship. It also provides an opportunity for the Chinese language students to compete with each other and to learn from each other. “I wish all of you contestants to give the best account of yourselves!” He said.

    After Li’s speech, the 12 contestants appeared in turn, expertly expressing their deep understanding and good impression of Chinese history and culture, traditional Chinese customs and the friendly exchanges between China and Nigeria, speaking highly of China’s hugeassistance to Africa and the achievements of China-Africa cooperation with full emotion.

    After scoring by the 6 judges, 1 first prize, 2 second prizes, 3 third prizes and 6 recognition prizes were finally selected. Six contestants, including Mr. Dike Paul Chinedu, whose Chinese name is Geng Yifan, from Confucius Institute at UNIZIK, are superior in overall strength. They have won unanimous recognition from the judges for their profound speech content, accurate and fluent language expression and strong on-site appeal, including all the first, second and third prizes. The prizes include HP laptops, Huawei smart phones and bluetooth speakers donated  by CCECC.

    Han Shuang, Deputy General Manager of CCECC Nigeria Co., Ltd., announced the results of the competition and made a concluding speech. He said that CCECC entered Nigeria in 1981. Over the past 40 years, adhering to the development concept of “Growing Together with Nigeria”, we have actively participated in Nigeria’s economic and social development and built a large number of representative and influential infrastructures, such as Abuja-Kaduna Railway, Lagos-Ibadan Railway, Abuja Light Rail, Lagos Light Rail, Abuja Airport Terminals, Lagos Airport Terminals, etc. While developing its main business, the company also actively undertakes social responsibilities, donating money to help students, and offering disaster relieves since the outbreak of COVID-19, which is sweeping the world since this year, the company has immediately built two shelter hospitals, donated a large number of local urgently needed medical equipments and therapeutic drugs, and been fighting against the epidemic together with Nigerian people.     COVID-19: FG issues new restrictions, bars night clubs, event centres, others

    President Muhammadu Buhari has approved the closure of most public places and social events, including religious, occupational and recreational activities.

    Chairman of the Presidential Task Force (PTF) on COVID-19 and Secretary to the Government of the Federation (SGF), Mr Boss Mustapha, made this known during the task force’s media briefing in Abuja on Monday.

    Mustapha explained that President Buhari had directed state governments, including the Federal Capital Territory (FCT), to immediately assume responsibility for the enforcement of the re-introduced restrictions and measures.

    As part of the efforts to curtail further spread of the disease and prevention of the new strain surfacing in other parts of the world into Nigeria, the SGF said international travels, both into and from the country, are being considered.

    Giving specific actions that President Buhari had authorised in the fight to keep the spread of the second wave down, he said the restrictions, which would affect travelling, holding social events like parties and religious events and many more, would past for five weeks in the first instance.

    “The PTF has surveyed developments and actions taken by governments around the world, assessed our domestic environment and has accordingly submitted its recommendations to Mr. President on immediate measures to be taken.

    “Accordingly, His Excellency, Muhammadu Buhari, President of the Federal Republic of Nigeria has authorised the PTF to engage with the States and the FCT to assume full ownership of this stage of the response by deploying legal structures and resources, including enforcement to manage the pandemic within their jurisdictions:

    “In line with the authorisation, the PTF wishes to issue the following advisories to sub-national entities for implementation over the next five weeks because these activities are considered super spreader events:

    “Close All bars, night clubs, pubs and event centres, and recreational venues;

    • Close all restaurants except those providing services to hotel residents; takeaways, home deliveries and drive-ins shall remain closed; Restrict all informal and formal festivity events including weddings, conferences, congresses, office parties, concerts, seminars, sporting activities, end of year events shall be restricted to not more than 50 persons;

    “Limit All gatherings linked to religious events to less than 50% capacity of the facility of use during which physical distancing; mandatory use of face masks shall be strictly enforced; Where more than 50 persons are attending, any such events, the gathering should be held outdoors only;

    “Public transportation systems are to carry passengers not more than 50% of their capacity in compliance with social distancing rules. Enforce compliance with NPI protocols especially the advisory on wearing of face masks in public spaces;

    “To reduce overcrowding in public spaces, markets, shopping centres, offices and schools States are advised to implement the following: Encourage virtual meetings in government Offices. The leadership of such offices are to ensure that all offices are well-ventilated offices, and encourage staff to work from home where possible;

    “All government staff on GL.12 and below are to stay at home for the next 5 weeks; Permanent Secretaries and Chief Executives are to be held accountable for enforcing NPI rules in their domains with frequent spot checks;

    “The PTF on the advice of the Federal Ministry of Education, expects that schools would have vacated from the 18th December 2020 and remain closed till at least the 18th of January, 2021 to enable the measures introduced to take effect;

    “All persons above the age of 60yrs and/or with comorbidities are to be encouraged to stay at home and avoid crowds; All non-essential travels – both domestic and international during the holiday season are seriously discouraged;

    “To strengthen risk communication and community engagement activities over the next 5 weeks, States are encouraged to; Engage community and religious leaders, arrange town hall meetings (ideally set outdoors) to address concerns;

    “Intensify public messaging activities, leveraging on existing government and partner assets; Reach out to youths and younger adults with health promotion activities; Invest in local face mask purchase and distribution to the general public to encourage use,” he said.

    He said further that besides the enforcement instruction issued to the states and the FCT by the President, the PTF would also, in necessary circumstances, play roles to ensure the measures are complied with.

    “Where applicable, the PTF shall also implement these authorisations. For example, it shall work with the Nigeria Immigration Service to impose sanctions on all in-bound travellers who violated the travel protocols and endangered the lives of their loved ones and other citizens by refusing to take the post-arrival test.

    “The PTF will similarly work with the Head of the Civil Service of the Federation to implement aspects related to the Public Service,” he added.

    Speaking specifically to the issue of international travels, he said “a lot of discussion is still going on around the calls for the restriction of international travels due to the discovery of new strains of the virus in certain countries.

    “The PTF, Aviation and health authorities including the WHO are assessing the situation closely and would take a position as soon as cogent scientific basis are established. The protection of Nigerians remains our primary concern and we reassure Nigerians of our resolve not to relent.

    “Tomorrow, Tuesday 22nd December, 2020 at 3.00pm, the PTF shall be submitting its end of year (2020) Report to Mr. President and Nigerians shall be kept abreast of developments in this regard,” he said.

    Observing the recent developments around the COVID-19 phenomenon in the country and the continued response efforts attending it, Mustapha pointed out that, among other reasons, the refusal of Nigerians to heed instructions issued by the PTF, especially the non-pharmaceutical interventions had given vent to the rise and spread of the second wave of the virus.

    “The result of the analysis carried out by the PTF further indicate that the current pattern of spread, and the surge is likely to be driven by the following factors:

    • The lack of compliance with non-pharmaceutical interventions – particularly the disregard for mask use in public, large gatherings as a result of events linked to the yuletide season and recent civil demonstrations.

    “Further disregard for other public health preventive measures, such as hand hygiene and physical distance requirements; The activities and assumptions of our youthful population which has resulted in an increase in the infection rate among young people, who are subsequently infecting older and more vulnerable family members.

    “From our assessment, the current situation are clearly the consequences of certain occurrences and events of the last few weeks. These include sudden increase in social gatherings involving large congregations from different parts of the country, and the world, at events such as weddings, religious activities, political rallies, conferences and end of year celebrations;

    “These events, classified globally as ‘supers-spreader events’, make the risk of a single infection causing a large outbreak among attendees significantly higher;

    “Furthermore, as we reopened the economy, we experienced increased economic, social and religious gatherings and activities all of which have combined to play a part in viral transmissions. These include:

    a) The opening of the international airspace in September 2020 – While the average number of daily imported infections into the country in the last 90 days is estimated to be about 7 cases, compared to 100-150 reported new infections in the community since the beginning of community transmission, the test positivity rate in travellers arriving Lagos has recently doubled to 6.3%;

    “The resumption of schools – outbreaks have been reported in schools following the resumption of physical classes; The resumption of NYSC orientation camps – this risk has been mitigated by ensuring that all NYSC members were screened for COVID-19 prior to admission to camp, but confirmed cases have still been identified through tests carried out;

    The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has commended the efforts of lawmakers in working assiduously to ensure that the country pulled through 2020, a year he described as trying and challenging.

    In an address to wind down the activities of the House for the year during a special plenary convened on Monday in Abuja, the Speaker cited the coronavirus pandemic as a phenomenon that altered all calculations in 2020 and put the capacities of nations to whither the storm to test.

    The session was convened to pass the 2021 Budget and close the activities of the House for the Christmas and New Year break.
    In the case of Nigeria, Gbajabiamila recalled how the House responded quickly to the pandemic by not only initiating legislative interventions but also giving necessary backing to Executive proposals aimed at taming the deadly virus.

    He cited the commitment of lawmakers to pass the 2021 budget of N13.5trillion to maintain the January-December budget cycle and make provisions for development, as one of such sacrifices.
    “Today, we have passed the budget in the House of Representatives in good time to maintain the January to December budget cycle in line with the commitments we made when we resumed office.

    “The January to December budget cycle is necessary to ensure effective implementation of our annual budgets to meet our nation’s development challenges. By our joint efforts and the grace of God, we will maintain this standard for every year we are in office, and leave a legacy for our successors to aspire to”, Gbajabiamila stated.

    On the coronavirus pandemic in particular, the Speaker said much as it took all by surprise, the House acted swiftly to save lives, while members also made personal sacrifices.

    Gbajabiamila explained, “Within the limits of our brutal realities, with our options limited by a scarcity of resources, by dilapidated infrastructure and outdated laws, we acted to slow the spread of the disease, to treat the sick, comfort the afflicted and provide for the most vulnerable of our nation’s citizens.

    “The truth is, we have done better than many believed was possible, better than many nations, even the most advanced. Our economy has taken a big hit, but through partnership with the private sector, government has been able to prevent the nightmare scenarios that some predicted.

    “Members of the House, together and individually, made financial contributions to support welfare provisions for citizens. There is virtually no constituency in the country that did not feel the impact of efforts by their representatives. I commend you all, and I thank you most sincerely.”

    He recalled how the House, in an “unprecedented single-day session”, passed the Emergency Economic Stimulus Bill to provide targeted economic relief in response to the emerging threat. 
    Gbajabiamila noted that though the bill did not become law, it later became the foundation on which the government rolled out many relief packages to cushion the harsh effects of the pandemic on Nigerians.

    He said, “That legislation never became law. Yet the bill’s specific objectives have been implemented through executive action to defer mortgages, remove duties on medical imports, provide salary relief and related financial support for Small and Medium Scale Enterprises in the country.”

    The Speaker reeled out other major interventions by the House: “Despite an extraordinary torrent of misinformation and political mischief, the House moved forward with landmark legislation to reform our nation’s obsolete statutory framework for preventing and managing infectious diseases and pandemics so that we can be better prepared for the next time.

    “We worked with the Executive to address medical doctors and healthcare workers’ welfare demands and resolve a labour dispute that would have resulted in strike actions and walkouts with devastating consequences for too many of our citizens, amid a raging and deadly pandemic.

    “Because of the House of Representatives, “Hazard Allowance” became part of the medical and pandemic lexicon. The intervention by the House elevated the welfare of healthcare workers to a ministerial issue and saw to it that these hazard allowances were provided for and paid.”

    He gave special recognition to health workers and all frontline personnel, who risked their lives so that the majority of Nigerians survived 2020. 

    Gbajabiamila did not forget to mention the convening of the Conference of Speakers of African Parliaments, which he initiated as a broad collaboration to renegotiate the terms of the continent’s debts in order to free up much-needed resources for development.
    He also spoke on insecurity, recalling the recent killings in Zarbamari and the abduction of young boys seeking to improve their lives through education in Kankara, saying that both scary scenarios were indications that the legislature and the executive would continue to collaborate to secure the citizenry.
    While commending the efforts of the security agencies so far in tackling insecurity, Gbajabiamila promised that the House would provide more support in 2021.

    “The 9th House of Representatives will continue to address the security challenges that threaten our country. We have initiated and will continue efforts to reform the statutory framework for police accountability through the Police Service Commission (Reform) Bill, which has passed second reading.

    “We will continue to exercise our constitutional powers of oversight to demand more from the military and security services. Even as we make sure to provide the resources they need to train, equip and provide for the welfare of the men and women who bear arms on our nation’s behalf and in our name.

    “The responsibility of undoing the damage of many years has fallen to us. We have a lot of work to do. We are each called to lead our nation towards the promised land, to restore the dignity of every man, woman and child who swears allegiance to our constitution and salutes our nation’s flag.

    “We will improve Nigeria by building infrastructure that provides jobs, by protecting our people’s lives and property, and repairing the relationship between citizens and the state. This is what we must do to restore faith in Nigeria’s promise and prevent the risk of a destructive renegotiation of our nationhood”, he added.
    At the session, the House passed N13.5trillion as the country’s budget for 2021.

    The figure is up by N505bn from the original estimates of N13.08tn President Muhammadu Buhari laid before a joint session of the National Assembly on October 8.
    The House approved $40 as the crude oil benchmark for the budget.

    It approved N4.1tn for capital expenditure, N5.6tn for recurrent expenditure and N3.3tn for debt servicing.
    The sum of N496bn was also approved for statutory transfers by lawmakers on Monday.
    The House achieved the objective of keeping to the January-December budget cycle by passing the budget after spending slightly over two months at the legislature.

    The Federal Government has extended the deadline for the provision of National Identification Number by telecommunication service subscribers.

    This was contained in a statement on Monday by the Federal Ministry of Communications and Digital Economy.

    The statement titled, ‘Extension of Registration Period and Cancellation of USSD and Verification Fees’, was jointly signed by the Executive Vice-Chairman, Nigerian Communications Commission, Umar Danbatta; and Director-General, National Identity Management Commission, Aliyu Aziz.

    It read, “The National Task Force on National Identification Number and SIM Registration met today, 21st December, 2020.

    “The meeting was chaired by the Honourable Minister of Communications and Digital Economy, Isa Ali Pantami with major stakeholders in the sector including Chairman – NCC, EVC-NCC, DG-NITDA, DG-NIMC, ECTS/ECSM-NCC, Chairman ALTON, CEOs of MTN, Airtel, Ntel, Glo, Smile, and 9Moble in attendance.

    “Based on the endorsement of the Federal Government of Nigeria, the following resolutions were made:

    “Three (3) weeks extension for subscribers with NIN from 30th December, 2020 to 19th January, 2021; and

    “Six (6) weeks extension for subscribers without NIN from 30th December, 2020 to 9th February, 2021.”

    The statement further stated, “NIMC has provided strategies to enable citizens attend the registration in full compliance with Covid-19 protocols – particularly the use of facemasks which remains mandatory and maintenance of social distancing.”

    The NCC had last week ordered telecommunications companies to within two weeks suspend phone subscribers who have no NIN.

    Large crowds had besieged NIMC offices in Lagos on Monday in a bid to register and obtain the National Identity Number.

    The House of Representatives and several Nigerians had expressed concern over the sudden directive of the Federal Government and had asked that the deadline given for the registration be extended.

    A renown transporter in kano Alhaji Aliko Wasai has assured that transporters would comply with rules and regulations that were laid by the federal government before Reopening of some of the Nigeria’s borders in order to ensure that international transportation is being rapidly restored.

    He disclosed this in an interview with our correspondent, adding that ” Reopening of 4 borders would serve as a trial on the reasons that made the federal government to close all Nigeria’s borders especially at this time when the  world is getting serious economic challenges in one way or the other, we would therefore abide by all the rules and regulations that were laid by the federal on Reopening of some borders”. He lamented.

    Alhaji Aliko Wasai stressed that from what he is now witnessing, the transporters would really comply with all the rules and pursuits for their normal business in order to ensure that commercial activities between Nigeria and other countries is rapidly boosting like what is being seen since the Reopening of 4 borders by the federal government.

    However, Aliko advised transporters to abide by the rules and regulations by abandoning all the items that were banned, and commended president Muhammadu Buhari for his listening ears that resulted in Reopening some borders which is being praised by the Nigerians and the people of other countries that bears the same business activities through transportation.

    Gridlock forces motorists to spend night on Lokoja Okene road

    Ahead the Christmas and New year festivities several motorists are currently stranded on the ever busy Abuja Lokoja Okene road.

    Investigation by our reporter indicates that the road has in the past 2 days witnessed high volumes of traffic which has led to a chaotic situation on the road coupled with the poor state of the highway.

    Worst hit part of the highway is the notorious Kabba Junction, which forced many motorists to spend the night on the road between Sunday and Monday morning as traffic was on a stand still.

    According to one traveler, Mr Ademola Matthew, who spoke to our correspondent on phone the situation is a serious one that deserves urgent government attention.

    “The is a serious source of concern for travelers heading from Abuja to the South West and the South South many of us have been here in the last 24 hours and the situation has not changed vehicular movement is at a stand still”

    With the yuletide season in full swing and many more people expected to hit the road before Christmas the traffic snarl is expected to worsen.

    BREAKING: Tension as 40 inmates escapes from police custody in Enugu

    There is tension in Enugu State on Monday after over 38 criminals reportedly escaped from police custody.

    Reports gathered that the inmates were remanded in the custody of the State Police Command for various offences.

    Police sources disclosed on Monday that the inmates numbering between 38 and 40 escaped from the police cells at the State Criminal Investigation Department, inside the State Police Headquarters on Sunday night.

    Our correspondent gathered that those inmates were remanded by Magistrate Courts at the police cells during the COVID-19 pandemic lockdown.

    It was learnt that the offenders were kept in the police custody because of the congestion of the Nigerian Correctional Service, Enugu.

    When contacted on the telephone, the State Commissioner of Police, Ahmad Abdurrahman, did not pick his calls.

    The Senate has passed a N13.588 trillion 2021 budget.

    This is an increase of a N505 billion proposed by the executive.

    President Muhammadu Buhari had submitted a N13.082 budget to a joint session of the National Assembly on October 8th, 2020.

    The 2021 budget is christened the budget of economic recovery and resilience aimed at accelerating the pace of Nigerian economic recovery, promote diversification, enhance competitiveness, and ensure social inclusion.
