     *Says IGP is yet to investigate crimes of SARS:
     
    “ As one of the few credible civil rights advocacy platforms that has worked harmoniously with the Nigerian Army over the past five years , we hereby appeal to the chief of army staff Lt.General Tukur Yusuf Buratai, to ensure that the Improved juman rights records of the army under him is not destroyed by temptation to dabble into the rightful National outrage against police extrajudicial execution of young Nigerians . HURIWA says the nationwide protests against the excesses of the Police are constitutional and the legal duty of every law abiding citizens of Nigeria just as the Rights group said on no account should the due exercise of the constitutionally guaranteed fundamental freedoms of the citizens be mistaken for a threat against national security”. 

    The Prominent Civil Rights Advocacy group-: HUMAN RIGHTS WRITERS ASSOCIATION OF NIGERIA (HURIWA) also called on the Inspector General of Police Mohammed Adamu to release forthwith the detainees picked up by SARS in Enugu South Local Government Area Council of Enugu State few hours after the DISBANDMENT OF SARS just as the Rights group said the victims of these horrendous human rights violations were arbitrarily picked up on trumped up charges as a disguise by the Enugu State ministry of Housing to illegally take the ancestral lands of the victims arbitrarily arrested and detained since over a week now. 
     
    HURIWA told the Army Chief of staff thus: “As your partners in the promotion and protection of human rights and adherence to the rule of law, we bring you this timely counsel that you as the Chief of Army Staff that upgraded and indeed strengthened a human rights department of the Army, that you kindly ensure that the army maintains professional decorum and not go all out attacking peaceful protesters. At best, the army should be interested in protecting the lives of the peaceful protesters who are already under violent attacks by sponsored armed thugs whom we suspect to have been paid by the Nigerian police angered by the popular rejection of their brutal policing tactics .”
     
    Besides, the rights group once more, criticized the inspector general of police Adamu Muhammed for failing to effectively scrap SARS by bringing all the operatives known to have committed atrocities to trial through a joint prosecution by the attorney general of the federation, National human rights commission and credible members of the organized human and civil rights bodies that are independent and non governmental. 
     
             The rights group want the IGP to investigate officers of the SARS offices in ENUGU , AWKUZU, Anambra, Aba, Abia state Especially because as we write, they are still torturing detainees in those facilities. 
     
    HURIWA reminded the IGP of a case in point in Enugu south local government which occurred the same day that he (IGP) announced the dissolution of SARS just as the group said the petition about the Enugu incident which is unresolved is as follows:
     
      On the reported arbitrary arrest by SARS  in Enugu,  HURIWA disclosed that a law firm of Chijioke Obinna and Associates has just sent a petition to HURIWA stating thus: A COMPLAINT AGAINST POLICE BRUTALITY,  INTIMIDATION,  HARASSMENT, INDISCRIMINATE ARREST AND DETENTION AND THE USE OF THE NIGERIA POLICE TO OCCASION THEFT BY INSPECTOR CELESTINE NYIGBA : AND SOS REQUEST. 
     
    HURIWA  narrated what was contained in the report to be a record of the experiences of the victim of the excesses of disbanded Special Anti-Robbery Squad (SARS) in Enugu State, in the person of Mr Chinedu Ogbodo, who incidentally has also petitioned the Inspector-General of Police (IGP), Mohammed Adamu, to come to his aid and put an end to the continuous detention of his workers by the deadly disbanded unit.
     
    Ogbodo who hails from Amechi Awkunanaw in Enugu South Local Government Area of Enugu State, speaking through his lawyer who signed the petition, Obinna Ugwu, explained how one Inspector Celestine Nyigba, led his men to the project site.
     
    He narrated how in the early hours of Sunday, 11th October 2020, at about 4 am, Inspector Nyigba led a team of operatives to raid a project site, smashed through the security house and without provocation or any reason, violently pounced on the security guards who had gone in to shield themselves from the rain. He said the security guards have since been held  in the SARS facility, Enugu.
     
    He said one of the unarmed night guards was shot on the legs, while some other sustained various degrees of injuries and were bundled out of the project site like common criminals, even when they were not caught in any violent crime.
     
    “Ogbodo was appointed by his community as the site supervisor for the community’s development project situated in Amechi Awkunanaw. He was entrusted with the responsibility of overseeing the entire work on the site. 
     
    “In the discharge of his responsibility, our client secured the services of some night guards from a private security service outfit based in Enugu and headed by one Alhaji Ahmed which security outfit deployed about five (5) of their personnel to the project site equipping them with torchlights, whistles and clubs necessary for the discharge of their duty to guide the site and call attention in the event of any ugly situation.
     
    “According to our Client, when he resumed work at about 9 am of the same day, he discovered to his greatest dismay the overwhelming absence of the night guards which left the store unprotected, thereby occasioning the breaking into the same store with several items such as a high voltage electricity conductor (that is, High Tension cable) worth about Thirty-Three Million (N33,000,000.00) Naira, steel reinforcement rods worth over Seven Million (N7,000,000.00) Naira, Eight Hundred and Fifty (850) bags of cement  among other valuables carted away.
     
    “In view of the above therefore, it is our clients’ most humble desire and prayer that you use your good offices to come to his assistance by causing an immediate release of the innocent security guards whose fundamental human rights have been terribly infringed upon for urgent medical attention so as to avoid a possible loss of the lives of innocent Nigerians,” part of the letter read.
     
    HURIWA is shocked that despite the fact that even the President Muhammadu Buhari, Senate President Ahmed Lawan and virtually the entire leaderships of the different levers of government have continued to applaud the Police following the widely reported public notice on the dissolution by the IGP of SARS, It is clear that the crimes against humanity for which a lot of the SARS operatives were accused of committing,  are being replicated many hours after the celebrated DISBANDMENT OF SARS.  

    The Prominent Civil Rights Advocacy group HUMAN RIGHTS WRITERS ASSOCIATION OF NIGERIA (HURIWA) also warned the Federal Capital Territory Administration to steer clear of abuse of power or attacking the HUMAN RIGHTS of peaceful protesters to go about their legitimate role as citizens who have the unabridged fundamental freedoms of protests and peaceful assembly just as the Rights group said the minister of Abuja has no locus or power to annul the Constitutional right of the citizens to protest lawfully. 
     
     

  • Plateau councilors donate palliatives to tackle covid-19.

    The Plateau State chapter of the Nigerian Councilors Forum, has donated some items to the State Government as part of its contribution at tackling the corona virus pandemic in the state. During the presentation to Governor Simon Lalong at the Government House, Little Rayfield Jos, Chairman of the forum, Mr. Silas Ishaya said the Forum was happy with the efforts and steps taken by the Government in combating the virus. He said the group has followed closely the initiatives of the Governor who is the Chairman of the Plateau State Task Force on Covid-19 from the initial stage till now when the situation is gradually easing down. Hon. Ishaya said the donation by the 325 councilors in the state was to complement Governor Lalong’s efforts as well as contribute to the State Endowment Initiative which has gone a long way in boosting the capacity of the State to handle the situation more effectively. According to him, the Forum is very happy with the Governance style of Governor Lalong who is passionate about peace and has carried everyone along despite differences in political orientation, religion and ethnicity. He assured the Governor that the Forum will continue to support the peace initiatives of the Governor as he has continued to open up Plateau State to the world and more investors are coming in to find business opportunities. In his response, Governor Lalong thanked the councilors for their visit and donations describing it as a gesture that will go a long way in assisting the fight against COVID-19 in the State. He asked the councilors to step up the sensitization of people at the grassroots on the pandemic so as to ensure testing and compliance to protocols. He urged them to be committed to their duties and their cooperation to ensure the progress of the state, saying they were closest to the grassroots and therefore knew the people’s challenges. He also called on them to work toward developing community policing in their respective areas, reminding them that they were responsible for the security of lives and property in their areas before other authorities were informed. Also speaking at the occasion, the Speaker of the Plateau House of Assembly, Nuhu Abok, thanked Governor Lalong for his leadership style of inclusiveness and peace efforts.

    He prayed for the governor to find lasting solutions to the pockets of attacks in some communities for the success of his administration.

    Insecurity: Unknown Gunmen Strikes Again In Kogi Community, Kills Three

    Some suspected militia have again struck in Kofi community in Kogi Local Government area of the state killing three persons, while several others sustained degrees of injuries.

    It was reliably gathered that the attack which was carried out while worshippers in the community were observing their early morning prayers came on the heels of the weekend attack with people alleging a reprisal or cross boarder attack. 

    Unconfirmed report revealed that many persons including the Chief Imam of Okofi may have been killed in the early morning attack, with people speculating a reprisal attack.

    Our correspondent learnt that there has been an alleged running battle between the Bassa and the Ebira Community, with a militia of one of the tribes allegedly fingered in this attack which has caused tension and fear in the area.

    It was gathered that unidentified Gunmen along kpareke- Agbudu- Agaga road were said to have ambushed a vehicle conveying some Bassa traders who were last weekend returning from Lokoja market to their community.

    The Kogi State Police Public Relation Officer, PPRO, DSP William Ovye Aya confirmed the attack to our correspondent.

    “The commissioner of Police Edeh Ayuba has directed the Divisional Police Officer, DPO to move to the area where the incident occurred to avert further break down of law and order. We are yet to get information on the numbers of people that were killed.”

    ” We don’t know those behind the attack but the CP has directed the Deputy Commissioner of Police in charge of investigation to commence investigation into the attack and unravel those behind the attack” he said.

    It would be recalled that about seven persons were said to have been killed and several others injured by unidentified Gunmen along kpareke- Agbudu- Agaga road  few days ago while similar attack took place in Agbudu community all in the same Local Government Area of Kogi State, killing 14 persons and injuring six sometimes in July 2020.

    It appears it is not going to be business as usual for MDAs as Senate on Thursday called on all heads of Ministries, Departments and Agencies (MDAs) to defend their budgets within the specific timeframe or stand the risk of forfeiting their 2021 budgets.

    The Senate also announced that heads of MDAs would not be allowed to defend their budgets in proxy as practised in the past.

    The President of the Senate and chairman of the National Assembly, Ahmed Lawan, made the announcement after the Thursday budget debate in plenary.

    The Senate President had after the conclusion of Thursday’s plenary emphasized how critical it has become to expedite the passage of the 2021 budget to ensure maximum budget performance in the 2021 fiscal year.

    Senator Lawan appealed to his colleagues at the Red Chamber to work in the spirit of patriotism to ensure the passage of the budget befor the end of the year, appealing to heads of MDAs to play their parts by honouring invitations to defend their budgets.

    He said: “All Minsters and heads of agencies must defend their budgets in person. I mean in person. If fact, President Muhammadu Buhari last year gave the order that no minister or head of department or agency should travel overseas unless they have defended their budget.

    “If a ministry failed to appear before the National Assembly to defend its budget by first week of December, then it should forget about it. The National Assembly will work on the budget in the best interest of the people and then move on”.

    The protesters, in their thousands on Thursday morning, marched to the National Assembly Complex.

    Vehicular movements and other activities around the Federal Secretariat area were grounded as the protesters blocked the entrance of the National Assembly, chanting songs of solidarity.

    The security committee of the FCTA on Thursday morning said ongoing protests endanger the lives of everyone in the capital city and placed a ban on the street protests.

    In a statement released by the FCT administration on Thursday, October 15, 2020, the security committee decided at its October 13 meeting that the protests are in violation of safety rules.

    The committee said the peaceful protesters have been behaving in an unruly manner, and caused inconveniences to others in the capital city.

    The committee also said the protesters have failed to comply with COVID-19 guidelines regulating public gatherings.

    But the protesters, defiant in their stance, said it would take more than notice of ban or other form of threat from the government to make them drop their agitation.

    “We have never garnered such momentum and unity every before in this country to demand for a better life for citizens. Now our leaders are shocked to see us speaking in one voice and they are trying to intimidate us. It will not work They must listen to us. If we let the have their way we may never get this chance again

    “For them talking about COVID-19 protocols, it is just double standard and laughable. We were all witnesses when thousands of defying social distancing and other safety protocols attended Abba Kyari’s burial in Abuja.

    “We were all here and saw the rallies in Edo and Ondo States. We were here and we saw weddings of top government functionaries that defied all safety protocols.

    “There are several other instances Why weren’t they stopped. Now they see we have broken the jinx and fighting for the good of this country, they want to stop us. It will not work,” one of the protesters said.

    Security agents were seen forming a barricade to deny the protesters entrance into the premises of the National Assembly complex.

    #EndSARS: Some northern states pleased with SARS – Lalong

    Some Northern states are comfortable with operations of the Special Anti-Robbery Squad (SARS) because of the security situation in the area.

    Chairman of the Northern Governors’ Forum and governor of Plateau Simon Lalong stated this on Thursday while speaking to State House Correspondents.

    Lalong spoke after briefing President Muhammadu Buhari on the security situation in the north as well as the upcoming National Festival of Arts and Culture (NAFEST).

    The Governor, while speaking on the disbandment of the Special Anti-Robbery Squad (SARS), said what is needed is the reformation of the unit to enable it discharge its functions optimally.

    According to him, SARS had bad elements as well as operatives doing their work diligently.

    He cautioned the baby should not be thrown away with the bath water as the police unit had been useful in the fight against insecurity in the north.

    The FCT Administration said it was concerned that despite the scrapping of the Special Anti-Robbery Squad by the Inspector-General of Police, Mohammed Adamu, last Sunday, the demonstrations had continued, causing inconveniences to law-abiding citizens.

    The resolutions of the meeting were contained in a statement on Wednesday titled,’COVID-19: FCT Security Committee prohibits street demonstrations,’ signed by the Chief Press Secretary to the FCT minister, Mr Anthony Ogunleye.

    The meeting which held on Tuesday to review the security situation in the FCT and address identified challenges, was chaired by the FCT Minister, Malam Muhammad Bello and had in attendance the Permanent Secretary, FCTA, Mr Olusade Adesola, heads of the various security agencies and military formations in the FCT, senior members of staff of the FCTA, representatives of religious and traditional institutions as well as Area Council chairmen.

    The statement read, “While the committee recognizes the rights of citizens as regards freedom of association and movement as enshrined in the constitution, it has observed that the unruly conduct of the crowd and manner of demonstrations are in complete violation of the COVID-19 safety protocols which were put in place to safeguard the lives of citizens.

    The committee noted with satisfaction the directive by President Muhammadu Buhari to the IGP to disband the SARS as well as other reforms aimed at enhancing the effectiveness of the Nigeria Police.

    Oyo SUBEB trains Quality Assurance Officers on new ICT procedures

    The Oyo State Universal Basic Education Board said that it is preparing its Quality Assurance Officers on ways to improve learning and to meet up with global best practices.

    The Executive Chairman, Oyo State Universal Basic Education Board, Dr. Nureni Adeniran said this in Ibadan today at the opening of a two-day training on E-Quality Assurance.

    The training was organized in conjunction with the Universal Basic Education Commission for all Quality Assurance Officers in the 33 Local Government Universal Basic Education Authorities in the State.

    Facilitated by the National Space Research and Development Agency, Dr. Adeniran said the training seeks to develop new quality assurance strategies and procedures to improve the quality of learning in Basic schools across Oyo State.

    The Executive Chairman noted that though effective, Quality Assurance exercise in the State have always been carried out using paper instrument.

    He disclosed that the Board is ready to follow the trend by introducing e-quality assurance facilities to replace the archaic method of monitoring, evaluation and data collection.

    While the SUBEB boss thanked Universal Basic Education Commission for its unflinching support, he also

    expressed optimism that after the 2-day training, officers will be acquainted with the use of E-Quality assurance facilities.

    Dr. Adeniran revealed that the commission had procured Computers for the quality assurance officers, adding that National Space Research and Development Agency would upload the systems with the needed software.

    “This training is meant to train Quality Assurance Officers, as vanguards of the new approach to quality assurance practices in basic education in Oyo State”, he said.

    “We will adequately equip them with the required knowledge and skills needed on the new strategies at all the local government levels in the State”.

    Adeniran continued, saying “It is expected that through this intervention, quality learning outcomes in schools will be achieved”.

    “The training was in response to the need to strengthen the capacity of quality assurance officers, especially at zonal and state level”, he added.

    Adeniran said the Board will ensure quality learning outcomes in basic schools through effective quality assurance activities.

    Helen Bature 86 year old blind woman was rape by a 34 year old Abdulrahman Muhammed at lainde, Girei local government area.

    The case was reported to the Police Division Vunokilang which was known as (hayingada) Division attached to Girei local government Division.

    The suspect is in custody on investigation trial and transfer to the police Headquarter in yola.
