    Dr Jonathan had been at the forefront of moves to midwife a peace deal in the Malian impasse as a Special Envoy.

    West African subregional leaders had been making moves to avert a full-blown civil war in the country, requesting all sides in the crisis to make some comprise in a bid to end hostilities.

    The African Development Bank Group provided $5 million institutional support grant to the AU towards the establishment of the AfCFTA secretariat

    At the ceremony on Monday to commission the permanent secretariat of the African Continental Free Trade Area (AfCFTA), Ghana’s President Nana Akufo-Addo and Moussa Faki Mahamat, chairperson of the AU Commission, reiterated the importance of the body to the continent’s economic transformation agenda.

    “The economic integration of Africa will lay strong foundations for an Africa beyond aid. Africa’s new sense of urgency and aspiration of true self-reliance will be amply demonstrated by today’s ceremony,” Akufo-Addo said.

    Ghana was selected as the venue for the headquarters by African leaders during a Summit of AU Heads of states in Niamey in July last year, to launch the implementation phase of the agreement, which is expected to spur regional trade among member countries. Currently, 54 states have signed on to AfCFTA, out of which 28 have ratified.

    President Akufo-Addo appealed to member states that have not ratified to do so before the next AU summit in December, “to pave the way for the smooth commencement of trading from 1 January 2021.”

    The COVID-19 pandemic has heightened the importance of the success of the AfCFTA, the Ghanaian president said. “The destruction of global supply chains has reinforced the necessity for closer integration amongst us so that we can boost our mutual self-sufficiency, strengthen our economies and reduce our dependence on external sources,” he said.

    AfCFTA, the world’s largest free trade area, has the potential to transform the continent with its potential market of 1.2 billion people and combined GDP of around $3 trillion across the 54-member states of the AU. Mahamat said the opening of the secretariat marked a milestone in the vision of Africa’s founding founders for continental integration.

    Wamkele Mene, the first Secretary-General of the AfCFTA, said the agreement offered an opportunity for Africa to confront the significant trade and economic development challenges: market fragmentation, small national economies, over-reliance on primary commodity exports, narrow export base, lack of export specialization, under-developed regional value chains and high regulatory and tariff barriers to trade.

    “We have to take action now. We have to take action to dismantle the colonial economic model that we inherited,” Mene reiterated.

    The African Development Bank Group provided a $5 million institutional support grant to the AU towards the establishment of the AfCFTA secretariat which is located in an ultra-modern office complex in the central business district of the Ghanaian capital.

    “The African Development Bank congratulates the AU/AfCFTA on the investiture of the Secretariat hosted by Ghana on 17 August 2020.The Bank is delighted to be associated with this groundbreaking, game-changing, transformational continental initiative in furtherance of the objective to create the Africa we want,” said Solomon Quaynor, the Bank’s Vice-President for the Private Sector, Infrastructure and Industrialization.

    “Our support to the AfCFTA is in keeping with the Bank’s role of continental leadership in helping to build special-purpose vehicles that are critical to the successful implementation of crucial institutions to accelerate Africa’s economic development objectives,” Quaynor added.

    The event also featured virtual goodwill remarks from AU Chairman, President Cyril Ramaphosa of South Africa, and Nigerian President Mahammadu Buhari.

    I hold Oshiomhole in high esteem – DG PGF

    The Director General of the Progressive Governors’ Forum (PGF), Dr. Salihu Moh’ Lukmam on Tuesday said he holds the former National Chairman of the All Progressives Congress (APC), Comrade Adams Oshiomhole in high esteem and will not join issues with him.

    Reacting to the comments of the former APC chairman against his (Lukman) constant attacks on Oshiomhole and the ruling party, the DG PGF said he should be held accountable for all the comments made stressing that he was not a voice for any Governor.

    Speaking with newsmen in Abuja on Tuesday, Lukman said, “You are all aware of the statement attributed to the former National Chairman of APC, Comrade Adams Oshiomhole. I want to make two brief statements as a rider to what I will call an appeal. The first statement is to say very unequivocally that I hold Comrade Adams Oshiomhole in a very high esteem.

    “I respect him, not just as a leader of APC, but as a person. I have had very good relationship with him and my relationship with him is special. My relationship with him is not in the way people imagined. The question of agreeing or disagreeing has been part of our relationship. I respect him and I respect every leader of the party.

    “My prayer and hope is that our leaders will be able to have the needed large heart to tolerate one another and tolerate all of us because as human beings, God has created us differently. And it is the basis of the test of leadership – to be able to show an open, accommodating disposition to each one of us.

    “The second statement I want to make is that I grew up in a very complex extended family set up and one of the things it has done in terms of my personal make up is that it imposes on me to be accountable at every point in time.

    “When I commit an offence, based on my upbringing in that environment, I never transfer any of my offences to my parents or to any of my senior ones. I was always made to account and where there is the need as part of that accountability for me to be punished, I get punished. Having said that, I am open and ready to account for whatever I had said to the party and the leadership; if in the end the process of accountability requires that I get sanctioned, I will accept and I will remain in this party and continue to contribute in whatever way I can to help the development of the party.

    “I account for my ‘offence’. Nobody should transfer my offence to any other leader of the party. That is the reason why I said I don’t think it is a matter that we should belabour. I take responsibility and all that I have said, you all have it. It is written in ink. It is not verbal communication that I can dispute. They are written documents.

    He then appealed to party leaders to show some respect for resolving all the challenges facing the party for the sustenance of the party ethics.

    “I have said it over and over again and I will repeat it- I am a proud member of the APC and my membership of APC supersedes any other responsibility that I may be called to discharge. I believe today in Nigeria, APC is about the only political party where internal contestation is permissible and to some extent, people like me are enjoying that privilege on account of availability of such a space.

    “I have said it before that people can call President Muhammadu Buhari by any name, but I think the liberal environment we have in APC should be attributed to him because if he had conducted his affairs as the President of this country and being the leader of the party in the way, for instance, one of the former Presidents had conducted himself under PDP, we would not have had this freedom.”

    When asked if he is under threat of sack following calls for his sanction by some party chieftains, Lukman said, “No. I have said it before and even in the last statement in the submission to Gov. Mai Mala Buni-led Caretaker Extraordinary National Convention Planning Committee, I am very proud to work for Progressive Governors and no doubt people would have individual positions on the position that I have taken but as far as I know, I think it encourages me that our leaders are truly disposed to engagement when it comes to issues of ideas on how to develop this party.

    “So, it is not a matter of running away from certain issues that I had raised. I talked about the dangers of a single story as espoused by Chimamanda and I did not want the story that is all over the air now around what Comrade Oshiomhole said to be the only or single story. I want people to hear from me. I mean, I respect him and that is it.”

    But when asked if the six months period given the Governor Buni led Caretaker Committee would be enough to accomplish its assignment and some of the DG’s recommendations in his letter to the committee, Lukman said he has confidence in the committee to deliver.

    “That is why I said that I have absolute confidence in the Gov. Mai Mala Buni Caretaker Committee. We are not God, so leave that, only God that is perfect. He has set out from the beginning and has an unhindered and problem free exercise. Especially on issues that will be contextual, it is going to be contested, so anything could happen. At the moment, I am confident about the Caretaker Committee. They are working and I am absolutely sure they will begin to address the issues in no distance time.

    “Whether they will have problem of time? We will cross the bridge when we get there. I think it is better to have that approach than to set out with the mindset that there will be problem, we will continue to be-labour the matter and that will distract them from focusing on getting initiated. That is my position.”

  • Bandits kidnap former Zamfara commissioner’s children, kill neighbour

    Bandits in Zamfara State in the early hours of Tuesday kidnapped the children of a former commissioner for Local Governments in the state, Alhaji Bello Dankande Gamji.

    A neighbour who attempted to rescue the children when the bandits forcefully entered the former commissioner’s house was also said to have been killed while the watchman was kidnapped along with Gamji’s three children.

    Narrating the ordeal on the telephone to our correspondent, Gamji said the bandits went to his house in the early hours of Tuesday around 4am while he was in Gusau town, the state capital.

    He said he received a phone call from his family intimating him of the sad incident and he immediately rushed to the village.

    He explained that the bandits had fired many shots into the house, thinking that he was around and killed Shafiu Isa Gamji, a neighbour who had come to rescue his children in the process.

    Gamji said, “I received a phone call from my family in the early hours of today, intimating me of the sad incident and I immediately rushed to the village.

    “They killed my neighbor, Shafi,u Isa Gamji, who came to rescue the family on the spot and abducted four others in the house namely, Mujtaba Bello Gamji, Abdulmutallab Bello Gamji, Bashiru Gamji and the watchman, Mansur Suleiman.”

    He said he had reported the matter to the Divisional Police Officer in charge of Bakura Local Government Area, Alhaji Garba Mahuta, adding that some officials of the military, police, and Civil Defence Corps had already visited the house.

    Confirming the incident, the state Police Public Relations Officer, SP Shehu Mohammed said, “The police are aware of the kidnap of the four persons from the former commissioner’s house.

    “The person, Shafi,u Isa Gamji, who was shot dead by the bandits was a neighbor of the former commissioner who confronted the bandits in a bid to render assistance.”

    He stated that the police command has already drafted its personnel in order to rescue the kidnapped persons as it has been doing in the past.

    Economic activities were paralysed in Uyo, the capital of Akwa Ibom, on Tuesday following a peaceful protest by mini-bus drivers over sale of tickets by National Union of Road Transport Workers (NURTW).

    This is after Governor Udom Emmanuel had outlawed the sale of tickets in a move to cushion the effect of the Coronavirus pandemic on citizens.

    But sources say the state government has reversed it’s decision and has announced that the driver’s pay half of the daily levy they used to pay.

    Many of them were said to have been allegedly arrested by members of the state Police Anti Robbery Squad.

    Major roads such as Ikot Ekpene , Oron, Wellington Bassey Way, Ikpa roads and adjoining streets leading to the plaza were cordoned off to prevent violent escalation of the protest.

    Consequently, pasengers heading to the Ibom Plaza, the town centre,were seen trekking long distances as the drivers have withdrawn their services pending resolution of the problem and release of their members allegedly arrested.

    A driver, one John Akparawa speaking with Planet FM, Uyo reporter said the drivers were protesting the sales of tickets by NURTW and a task force because the state government has already given them them a tax holiday.

    According to him, some policemen accompanied by members of Task Force were seen arresting some protesting drivers while others fled the scene.

    The state Commissioner for Transport, Mr Uno Etim Uno is yet to respond to the protest.

    Akwa Ibom Police Public Relations Officer, CSP Fredrick Nnudam in a telephone interview said the state Poice Command was aware of the protest by some mini-bus drivers, though he could not confirm any arrest of protesting drivers.

    Nnudam however, said, “if they are protesting peacefully, there would be no need to arrest them, but if they were protesting violently to the extent of such affecting public peace, then police have to effect arrest to restore order and sanity in the society.”

    The PPRO further stated that more policemen have been mobilized to the plaza area and other parts of the town to forestall a possible hijack of the protest by hoodlums.

    The Nigeria Labour Congress (NLC) has urged the Imo State Government to immediate pay three months salary arrears owed to workers, pensioners in the state.
    Mr Ayuba Wabba, NLC President said this in a letter addressed to the governor and made available to newsmen on Monday in Abuja.

    Wabba said that workers and pensioners in the state were yet to receive salaries and pension since March 2020.

    According to Wabba, I write to bring to your esteemed attention the unfair, inclement and very harsh working conditions that public workers in Imo State are currently facing.

    “Some of these very dehumanizing conditions include: the payment of salaries are staggered as less than 70 per cent of public and civil servants have not been paid salaries since March 2020.

    “Incidences of salary slashes for those who are paid salaries for example lawyers in the Ministry of Justice were paid only 25 per cent of their salaries for April, May and June and no reason was given for this.

    “The negotiation between workers’ representative organisations and the Imo State Government on salaries adjustment consequent on the new national minimum wage has been suspended by the state government;

    “Pensioners in Imo State are owed over 3 months pension arrears. Also the non-remittance of check-off deductions since February 2020 and stoppage of check-off dues deductions by Ministries, Departments and Agencies,” he said.

    He, therefore, said that the Congress was worried about the prolonged salary indebtedness to Imo State workers and also arrears of salaries slashes.

    According to Wabba, a worker certainly deserves his or her wages. Even the scriptures warn that workers should not be allowed to go to bed without their due wages.

    The NLC president, however, said: “that there is no gainsaying the fact that what is going on right now in Imo State is akin to modern slavery.

    “It is really unfortunate that even trade unions and other workers’ representative organisations are not spared the current hostile industrial relations climate in Imo State.

    “We understand that statutory check-off dues deductions from workers in Imo State are not remitted to the trade unions and to the national labour centres as our labour laws demand.

    “In fact, Ministries, Departments and Agencies in Imo State have for some time now stopped the deduction of check-off dues. These anti-labour behaviours are against our laws as a country.”

    He, therefore, called for immediate payment of salaries arrears owed Imo state workers, especially those owed since March 2020 and also the full release of slashed salary arrears withheld by the Imo State government for about three months.

    He also noted that the reactivation of the suspended negotiation between workers’ trade unions and the Imo State Government on salaries adjustment consequent on the new national minimum wage.

    Wabba also called for the immediate payment to senior citizens their over there months pension arrears and also the immediate remittance of check-off dues deductions from workers’ salaries withheld since February 2020.

    He further called for the reversal of the directives to and by the MDAs to stop check-off dues deduction.

    “Your Excellency, we wish to state that the Nigeria Labour Congress would be forced to consider very serious industrial actions if our demands in the foregoing are not met,” he said.

    Africa: COVID-19 outbreak diversifies with 2 million attacks in Q2 in Africa

    Security solutions have detected 2,023,501 phishing attacks in South Africa, Kenya, Egypt, Nigeria, Rwanda and Ethiopia

    Analysis has revealed that phishing attacks are becoming increasingly more targeted. A number of new tricks have also been found – from HR dismissal emails to attacks disguised as delivery notifications. As a result of such tendencies, security solutions have detected 2,023,501 phishing attacks in South Africa, Kenya, Egypt, Nigeria, Rwanda and Ethiopia. These and other findings are documented in Kaspersky’s new spam and phishing in Q2 2020 report.

    Phishing is one of the oldest and most flexible types of social engineering attacks. They are used in many ways, and for different purposes, to lure unwary users to the site and trick them into entering personal information. The latter often includes financial credentials such as bank account passwords or payment card details, or login details for social media accounts. In the wrong hands, this opens doors to various malicious operations, such as money being stolen or corporate networks being compromised. This makes phishing a popular initial infection method.

    South African users have been influenced the most by this type of threat: there were 616,666 phishing attacks detected in 3 months. It was followed by Kenya (514,361), Egypt (492,532), Nigeria (299,426), Rwanda (68,931) and Ethiopia (31,585).

    Phishing is a strong attack method because it is done at such a large scale. By sending massive waves of emails under the name of legitimate institutions or promoting fake pages, malicious users increase their chances of success in their hunt for innocent people’s credentials. The first six months of 2020, however, have shown a new aspect to this well-known form of attack.

    Targeted attacks: Small businesses in focus

    As Kaspersky analysis has indicated, in Q2 2020, phishers increasingly performed targeted attacks, with most of their focus on small companies. To attract attention, fraudsters forged emails and websites from organisations whose products or services could be purchased by potential victims. In the process of making these fake assets, fraudsters often did not even try to make the site appear authentic.

    Once a fraudster has gained access to an employee’s mailbox, they can use it to carry out further attacks on the company the employee works for, the rest of its staff, or even its contractors.

    Jack of all trades: New tricks for old purposes

    The news agenda, following the COVID-19 outbreak, has already influenced the “excuses” fraudsters use when asking for personal information. This included disguising their communications with unsuspecting users as:

    Delivery services. At the peak of the pandemic, organisations responsible for delivering letters and parcels were in a hurry to notify recipients of possible delays. These are the types of emails that fraudsters began to fake, with victims asked to open an attachment to find out the address of a warehouse where they could pick up a shipment that did not reach its destination.

    Postal services. Another relatively original move used by fraudsters was a message containing a small image of a postal receipt. The scammers expected that the intrigued recipient would accept the attachment (which, although it contained ‘JPG’ in the name, was an executable archive) as the full version and decide to open it. The Noon spyware was found in mailings such as these examined by Kaspersky researchers.

    financial services. Bank phishing attacks in the second quarter were often carried out using emails offering various benefits and bonuses to customers of credit institutions due to the pandemic. Emails received by users contained a file with instructions or links to get more details. As a result, depending on the scheme, fraudsters could gain access to users’ computers, personal data, or authentication data for various services.

    HR services. The weakening of the economy during the pandemic in a number of countries caused a wave of unemployment, and fraudsters did not miss this opportunity to strike. Kaspersky experts encountered various mailings that announced, for example, some amendments to the medical leave procedure, or surprised the recipient with the news about their dismissal. In some attachments,

    “When summarising the results of the first quarter, we assumed that COVID-19 would be the main topic for spammers and phishers for the past few months. And it certainly happened. While there was the rare spam mailing sent out without mentioning the pandemic, phishers adapted their old schemes to make them relevant for the current news agenda, as well as come up with new tricks,” comments Tatyana Sidorina, security expert at Kaspersky.

    Kaspersky experts advise users to take the following measures to protect themselves from phishing:

    Always check online addresses in unknown or unexpected messages, whether it is the web address of the site where you are being directed, the link address in a message and even the sender’s email address, to make sure they are genuine and that the link in the message doesn’t hide another hyperlink.

    If you are not sure that the website is genuine and secure, never enter your credentials. If you think that you may have entered your login and password on a fake page, immediately change your password and call your bank or other payment provider if you think your card details were compromised.

    Use a proper security solution with behaviour-based anti-phishing technologies, and which will warn you if you are trying to visit a phishing web page.

  • Police confirm abduction of foreign national in Niger

    The Police Command in Niger has confirmed the abduction of a foreign national and a Nigerian by suspected bandits between Yankila and Regina village of Rafi Local Government Area of the state.

    Mr Adamu Usman, Commissioner of Police, confirmed the incident in an interview with the News Agency of Nigeria (NAN) in Minna on Tuesday.

    Usman said on Aug. 17 at about 11.05 hours information was received that armed bandits attacked and kidnapped two staff of Transparent Construction company.

    He said that the victims were on handling the rehabilitation of the bad portion of the federal road in the area.

    “They have not informed the command of their operations in the state. We only knew their presence in the state due to this incident.

    “We have already deployed a team of armed security personnel to rescue the victims,” Usman said.

    The family of slain Bauchi lawmaker, Hon. Musa Mante Baraza, has regained freedom after spending five days in kidnappers’ den.

    The Nation had reported Mante’s wives, Rashida Musa Mante 40, Rahina Musa Mante 35 and his one- year old daughter Fausar Musa Mante were abducted by gunmen after killing him at his residence last Thursday in Dass Local Government Area of Bauchi.

    Confirming their release to The Nation on telephone, Police Public Relations Officer (PPRO) of the Bauchi Command, Ahmed Wakili said: ” They were rescued yesterday around 11pm by the police, no ransom was paid. Immediately they were rescued they were taken straight to teaching hospital in Bauchi.

    “They were admitted there for medical attention and no suspects were arrested yet. I will give you further details later.”
