    Chinese bank, Sinosure will fund $2.6bn Ajaokuta-Kaduna pipeline – FG

    The Bank of China and Sinosure, a Chinese export and credit insurance corporation, are to fund the $2.6bn Ajaokuta-Kaduna-Kano gas pipeline, the Federal Government announced on Tuesday.

    Also, two Chinese firms would work along with their counterparts in Nigeria to execute the project which was officially flagged off virtually by the President, Muhammadu Buhari , on Tuesday.

    Buhari, through a virtual conference, flagged off the commencement of construction work on the project at the Ajaokuta and Kaduna campsites simultaneously.

    Brentex/China Petroleum Pipeline Bureau-CPP Consortia and Oilserve/China First Highway Engineering Company-CFHEC Consortia were announced as the Engineering Procurement and Construction contractors for the project by the president.

    Buhari said the pipeline would provide gas for the generation of power and for gas-based industries to facilitate the development of new industries.

    He said the project would ensure the revival of moribund industries along transit towns in Kogi, Abuja, Niger, Kaduna, and Kano states.

    “It has significant job creation potential, both direct and indirect, while fostering the development and utilisation of local skills and manpower, technology transfer and promotion of local manufacturing,” the President stated.

    He said the government was committed to ensuring timely delivery of the AKK gas pipeline project within budgetary allocation and specifications.

    He ordered the Nigerian National Petroleum Corporation and partners to remain focused, as the project would increase the country’s infrastructure assets.

    The President appealed to the governors of Kogi, Niger, Kaduna and Kano states as well as the Minister of the Federal Capital Territory to provide the required support for the project.

    The Technical Adviser on Gas Business and Policy Implementation to the Minister of State for Petroleum Resources, Justice Derefaka, explained that with the AKK project, Nigeria would unlock its natural gas potentials.

    He said, “With over 203 trillion standard cubic feet of proven natural gas, Nigeria is finally on the verge of unlocking huge economic benefits arising from its natural gas endowment.

    “For many years, the country had been hindered by absence of gas transmission pipelines in its bid to harness its abundant gas reserves for provision of gas to generate electricity and stimulate rapid industrialisation using gas as feedstock.”

    The Speaker of the House of Representatives Rep. Femi Gbajabiamila has described the death of Chief Bode Akindele as a sad development.

    Gbajabiamila said Chief Akindele, a famous philanthropist and employer of labour, lived a life worthy of emulation.

    He said he was particularly saddened that a rare gem has gone, noting that his philanthropic works would remain indelible.

    In a condolence message by his Special Adviser on Media and Publicity, Lanre Lasisi, the Speaker prayed to God to give his family the fortitude to bear the irreparable loss.

    “Chief Bode Akindele was different things to different people. He touched the lives of people in positive ways one cannot imagine.

    “The government and the people of Oyo State, and indeed Nigerians, have lost a rare gem. I will not forget in a hurry how the late Chief Bode Akindele used his fortune to better the lives of Nigerians from all walks of life.

    “It is that character of a man who dedicated himself to the service to humanity, among other good characters of his, that we all will miss about the late Chief Akindele.

    “I pray that our Lord finds him a peaceful resting place and gives his family, the government and the people of Oyo State the fortitude to bear this loss,” the Speaker said.

    Taraba state Governor Darius Dickson Ishaku, has join thousands of residents of Takum local government area of the state to vote in council executives who will pilot the affairs of the council areas for the next three.

    The governor who cast his vote at Kurupanti polling unit Gutu ward Takum, described the election process as peaceful and transparent, stressing that the voters turnout was impressive.

    ” Before coming to my polling unit I have gone to observe other polling units and I can tell you that the process is peaceful and transparent, I have also heard from my deputy who is voting at Gassol LGA and he said everything is going on peaceful and other places have also reported peaceful conduct of the exercise so I can tell you it is all peaceful”

    Contrary to the insinuation that council executives were imposed on the people against their choice by the government, the governor stressed that the selection process of the party’s flag bearers was transparent and consensus were reached even at the primaries to avoid crisis.

    ” I am the Father of democracy I can never allow the imposition of candidates against the will of the people, that why right at the primaries we decided to go by consensus so as to avoid crisis and the people decided who should represent them”.

    Commenting on the boycut of the council election by the All Progressive Congress party APC the Governor noted that the participation in the council election was optional and the part have it’s rights not to participate.

    Governor Darius who has been away from his home town Takum since his re-election as governor of the state in 2019 expressed concern over the communal crisis that have ravaged the region in the recent times.

    He said the government and all the security agencies have been work round the clock to bring lasting solution to the crisis.

    ” I have often tell my people to give me peace and I will give them development because when there is no peace there won’t be any meaningful development” he said.

    The state Independent Electoral Commission TSIEC have stated that seventeen out of eighteen registered political parties in the state are participating in the state council election.

    Chief of Air Staff inaugurates officers’ quarters in Calabar

    The Chief of Air Staff, Air Marshall Sadique Abubakar, has commissioned a two blocks of single officer’s quarters at the 305 Special Mobility Group on Tuesday in Calabar.

    Abubakar, who was represented at the occasion by AVM Mohammed Yakubu, the Chief of Logistics, Nigerian Air Force, said the welfare of their personnel was very critical to the growth of the force.

    Abubakar said that when personnel are well cared for with good accommodation, they are more likely to do their job better.

    According to him, other projects were ongoing in the Command for Airmen, adding that in the coming weeks, they would also be inaugurated and put to use.

    “We are in Calabar today to commission the officers quarters for our men as part of the effort to boast their morale and dedication to their statutory duties.

    “You all are aware of our ongoing air operations at various locations in the Northern part of the country.

    “We have been in hot pursuit of the remnant of the Boko Haram elements and armed bandits who have taken it upon themselves to ravage the peace and security of our country.

    “The 305 Special Mobility Group was established to surveil and secure the southern axis of the Nigerian airspace, continuing from the point where the area of responsibility of the 115 Special Operations Group Portharcourt terminates.

    “The operational service of your aircraft, the super puma helicopter, is required more at the North-east axis where the operations are more dire,” he said.

    He explained that the Nigerian Air Force was doing its best to have another aircraft domiciled in Calabar for necessary air operations.

    The CAS said that in the interim, the 115 Special Operations Group in Portharcourt will continue to extend air support to Calabar accordingly.

    He noted that the Calabar command was in a fairly peaceful environment compared to other geo-political zones like the North east where intensive air operations are being conducted.

    He urged the personnel of the command in Calabar to be vigilant and alert to emerging security threats from kidnappers and armed robbers.

    Speaking, the Commander of 305 Special Mobility Group Calabar, Group Capt. Abraham Sule, said the command took a new face after the CAS visit in November 2019.

    Sule said that various projects have been completed and inaugurated within the period under review, adding that the personnel were happy with the development.

    He described the projects as a huge source of motivation to the command, saying that the CAS had demonstrated fatherly commitment to the personnel of the command.

    Ogun state governor, Dapo Abiodun, has sworn in the new Head of Service, Selimot Olapeju Ottun, a Commissioner and two Special Advisers.

    As the 17th Head of Service since the creation of the state, Mrs Ottun is the fourth woman to occupy the office.

    Until her appointment, she was permanent secretary in the Bureau of Political Affairs and Administration. She had served as permanent secretary at the Ministry of Culture and Tourism between 2015 and 2019.

    A 1985 graduate of Psychology from the University of Ibadan, Mrs. Ottun also holds a Post Graduate Diploma in Integrated Development from the Pan African Institute of Development, Bua in Cameroon.

    At Virtual Event of Opening of the 73rd World Health Assembly

    Beijing, 18 May 2020

    President of the World Health Assembly,
    Director General of the World Health Organization,
    Dear Delegates,

    To begin with, I wish to say that it is of significant importance for this World Health Assembly to be held at such a critical moment as the human race battles this novel coronavirus.

    What we are facing is the most serious global public health emergency since the end of World War II. Catching the world by surprise, COVID-19 has hit over 210 countries and regions, affected more than seven billion people around the world and claimed over 300,000 precious lives. I mourn for every life lost and express condolences to the bereaved families.

    The history of human civilization is one of fighting diseases and tiding over disasters. The virus does not respect borders. Nor is race or nationality relevant in the face of the disease. Confronted by the ravages of COVID-19, the international community has not flinched. The people of all countries have tackled the virus head on. Around the world, people have looked out for each other and pulled together as one. With love and compassion, we have forged extraordinary synergy in the fight against COVID-19.

    In China, after making painstaking efforts and enormous sacrifice, we have turned the tide on the virus and protected the life and health of our people. All along, we have acted with openness, transparency and responsibility. We have provided information to WHO and relevant countries in a most timely fashion. We have released the genome sequence at the earliest possible time. We have shared control and treatment experience with the world without reservation. We have done everything in our power to support and assist countries in need.

    Mr. President,

    Even as we meet, the virus is still raging, and more must be done to bring it under control. To this end, I want to make the following proposals:

    First, we must do everything we can for COVID-19 control and treatment. This is a most urgent task. We must always put the people first, for nothing in the world is more precious than people’s lives. We need to deploy medical expertise and critical supplies to places where they are needed the most. We need to take strong steps in such key areas as prevention, quarantine, detection, treatment and tracing. We need to move as fast as we can to curb the global spread of the virus and do our best to stem cross-border transmission. We need to step up information sharing, exchange experience and best practice, and pursue international cooperation on testing methods, clinical treatment, and vaccine and medicine research and development. We also need to continue supporting global research by scientists on the source and transmission routes of the virus.

    Second, the World Health Organization should lead the global response. Under the leadership of Dr. Tedros, WHO has made a major contribution in leading and advancing the global response to COVID-19. Its good work is applauded by the international community. At this crucial juncture, to support WHO is to support international cooperation and the battle for saving lives as well. China calls on the international community to increase political and financial support for WHO so as to mobilize resources worldwide to defeat the virus.

    Third, we must provide greater support for Africa. Developing countries, African countries in particular, have weaker public health systems. Helping them build capacity must be our top priority in COVID-19 response. The world needs to provide more material, technological and personnel support for African countries. China has sent a tremendous amount of medical supplies and assistance to over 50 African countries and the African Union. Five Chinese medical expert teams have also been sent to the African continent. In total, in the past seven decades, over 200 million people in Africa have received care and treatment from Chinese medical teams. At present, 46 resident Chinese medical teams are in Africa helping with COVID-19 containment efforts locally.

    Fourth, we must strengthen global governance in the area of public health. We human beings will eventually prevail over the coronavirus. Yet this may not be the last time a major health emergency comes knocking at our door. In view of the weaknesses and deficiencies exposed by COVID-19, we need to improve the governance system for public health security. We need to respond more quickly to public health emergencies and establish global and regional reserve centers of anti-epidemic supplies. China supports the idea of a comprehensive review of the global response to COVID-19 after it is brought under control to sum up experience and address deficiencies. This work should be based on science and professionalism, led by WHO and conducted in an objective and impartial manner.

    Fifth, we must restore economic and social development. While working on an ongoing basis to contain the virus, countries where conditions permit may reopen businesses and schools in an orderly fashion in observance of WHO’s professional recommendations. In the meantime, international macroeconomic policy coordination should be stepped up and the global industrial and supply chains be kept stable and unclogged if we are to restore growth to the world economy.

    Sixth, we must strengthen international cooperation. Mankind is a community with a shared future. Solidarity and cooperation is our most powerful weapon for defeating the virus. This is the key lesson the world has learned from fighting HIV/AIDS, Ebola, avian influenza, influenza A (H1N1) and other major epidemics. And solidarity and cooperation is a sure way through which we, the people of the world, can defeat this novel coronavirus.

    Mr. President,

    China stands for the vision of building a community with a shared future for mankind. China takes it as its responsibility to ensure not just the life and health of its own citizens, but also global public health. For the sake of boosting international cooperation against COVID-19, I would like to announce the following:

    — China will provide US$2 billion over two years to help with COVID-19 response and with economic and social development in affected countries, especially developing countries.

    — China will work with the UN to set up a global humanitarian response depot and hub in China, ensure the operation of anti-epidemic supply chains and foster “green corridors” for fast-track transportation and customs clearance.

    — China will establish a cooperation mechanism for its hospitals to pair up with 30 African hospitals and accelerate the building of the Africa CDC headquarters to help the continent ramp up its disease preparedness and control capacity.

    — COVID-19 vaccine development and deployment in China, when available, will be made a global public good. This will be China’s contribution to ensuring vaccine accessibility and affordability in developing countries.

    — China will work with other G20 members to implement the Debt Service Suspension Initiative for the poorest countries. China is also ready to work with the international community to bolster support for the hardest-hit countries under the greatest strain of debt service, so that they could tide over the current difficulties.

    To conclude, I call on all of us to come together and work as one. Let’s make concerted efforts to protect the life and health of people in all countries. Let’s work together to safeguard planet Earth, our common home. Let’s work together to build a global community of health for all!

    The Honourable Minister of Health, Dr Osagie Enhanire and Honourable Minister of State for Health Dr. Adeleke Mamora received Personal Protective Equipment (PPEs) from the China General Chamber of Commerce in Nigeria and Huawei Technologies in partnership with Hubei Zall Foundation of China, yesterday, 26th June, 2020 at Ministry of Health, Abuja.

    The donation of the PPEs is in recognition of the critical roles of the Ministry of Health in combating the COVID-19 pandemic in Nigeria.

    The Honourable Minster of Health, Dr Osagie Enhanire express his gratitude toward China General Chamber of Commerce in Nigeria and others for their generous support in fighting COVID-19 in Nigeria.
    The minister said when he met with the Deputy Managing Director Kelvin Yang, “We have been hit by COVID-19 infection which is crippling the health system of many countries, here in our country we are very worried about the effect of COVID-19, and we here in ministry of health are the ones who are responsible corresponding to this COVID-19 threats and we are very grateful for this donation because we have received many gift from China; from the government, Jack Ma Foundation, CCECC and other organizations from China”.

    The PPEs which include 40,000 Disposable Surgical Masks, 1500 Disposable Medical Protective Suite and 1 carton of Infra-red Thermal Imaging Thermometer was donated to the ministry.

    In his remarks during the presentation, on behalf of China Chamber of Commerce ,Deputy Managing Director of Huawei Technologies Company Nigeria Limited, Kelvin Yang stated that “Coming together is a beginning, keeping together is progress and working together is success, It’s therefore a privilege to collaborate with the Federal Ministry of Health to fight against the Covid-19 pandemic”.

    “The China Chamber of Commerce in Nigeria houses all major Chinese enterprises in Nigeria and ensures the bilateral relationship between Nigeria and China is strengthened and promoted”, Yang said.

    BREAKING: Court dismisses Sen. Dino Melaye’s suit against NCDC bill

    The Federal High Court in Abuja on Tuesday dismissed a suit filed by a former Kogi West senator, Dino Melaye, challenging some provisions of the controversial Control of Infectious Diseases Bill 2020, widely referred to as the Nigeria Centre for Disease Control Bill.

    Justice Ijeoma Ojukwu upheld the notices of preliminary objection filed against the suit for lack of jurisdiction to hear it.

    The judge who did not bother to consider the case on merit held that the issue raised in it was not justiciable, as the bill could not be a subject of litigation until it is signed into law.

    Melaye had on May 5, 2020, filed the suit marked FHC/ABJ/CS/463/2020, urging the court to delete sections 5, 8, 15, 16 and 17 of the bill which he said constituted a violation or would likely violate his rights under the Nigerian Constitution, the African Charter on Human and Peoples’ Rights as well the United Nations Declaration of Human Rights.

    The provisions of the bill being contested by Melaye included the ones seeking to empower the Director-General of the NCDC to compel anyone to take medical examination or treatment and also collect the blood sample of such person in the case of a public health emergency.

    Some of the provisions also seek to empower the NCDC to take over any premises and turn them into isolation centres without compensation for the owner.

    The bill also seeks to arrest and detain a suspected infected person with his or her consent.

    The plaintiff alleged that the controversial bill would specifically violate his fundamental rights to dignity of his person, personal liberty, private and family life, right to freedom of movement and right to own immoveable property in Nigeria.

    The respondents to the suit are the Clerk of the National Assembly, the Clerk of the House of Representatives, the Speaker of the House of Representatives, the Attorney-General of the Federation, Mr Abubakar Malami, and the Inspector-General of Police, Mr Mohammed Adamu.

    The judge however struck out the IGP’s name for the failure of the plaintiff to disclose any course of action against him.

    Sokoto Not The Poorest State In Nigeria-Tambuwal Says

    Gov. Aminu Waziri Tambuwal of Sokoto state has stated that the state is not one of the poorest in the nation as indicated by a current report by the National Bureau of Statistics (NBS).

    Gov. Tambuwal made the observation Monday when he received a report titled: “Sokoto Development Plan: 2020-2025 at Government House, Sokoto.

    According to the April 2020 Nigerian Living Standards Survey (NLSS) report released by the NBS covering the year 2019, 9 of top 10 poorest states in Nigeria are from the northern region with Sokoto, Taraba and Jigawa being the poorest.

    “I do not intend to join issues with the NBS, but I appeal to them to come clear on their variable(s) and how they do their assessments of poor states in Nigeria; and then how they arrived at Sokoto being the poorest,” the Governor stated.

    He said: “…we know that, as a matter of fact, that something must be fundamentally defective and wrong with their processes and the outcome of those processes,” Tambuwal emphasized.

    The fact of the matter, the governor explained is: “when you look at the programs we are implementing in Sokoto state, they are people-friendly. They are promoting and supporting the vulnerable, the poorest of the poor.”

    “Even what we are doing through Zakkat and Waqf Commission (SOZECOM) alone, I am not aware that there is any state that is doing as much.

    Tambuwal’s administration has spent N4 billion on the upliftment of the businesses of over 200 small scale traders across the 23 local government areas of the state. This is in addition to the N258.8 million spent this year on the provision of relief material for orphans and the needy by SOZECOM, which in the preceding year spent N237.9 million on the same venture.

    “Not only that, the enabling increase in ease of doing business and a lot of things that this administration has done to actually improve the lives and well-being of the citizens of the state,” the governor added, pointing out that: “time shall tell.”

    He further added that the state government shall monitor the NBS and see what it will come up with in its next report, “whether they will actually reflect the true position of Sokoto state in Nigeria in terms of rating of poor states.”

    “We believe that we are not (poor) and in due course it would unfold,” the governor assured.

    Governor Aminu Waziri Tambuwal of Sokoto State, who is also the Vice Chairman of the NGF, made this known when he swore-in the new Grand Khadi of the state Sharia Court of Appeal, Muhammad Tambari Usman, yesterday at Government House, Sokoto.

    This was contained in a release signed and issued to newsmen in Sokoto by the Special Adviser on Media and Publicity to the Governor, Muhammad Bello.

    According to the governor, in his capacity as the Chairman of the NGF’s committee that was mandated to interface with stakeholders, including the Speakers Conference on the matter, the governors were unanimous that they should support the autonomy.

    “I assure you and the rest of Nigerians, who are having some concerns that governors are opposed to the financial autonomy of these institutions, that I am yet to see or come across that governor that is opposed to the independence of either the legislature or the judiciary,” Tambuwal said.

    Stating that as a former legislature, he is personally in support of the process, “it is only a question of working on the framework, because the Order 10 of Mr President came up with a framework for the Judiciary,” to the exclusion of all the state legislature.

    “And there were some states that were already having different frameworks. So, we need to harmonize and come up with a common framework that will work in the interest of these our institutions,” he stated.
