    President Muhammadu Buhari on Monday received briefing from the Presidential Task Force on COVID-19 at the Presidential Villa, Abuja.

    The Chairman of PTF on COVID-19 and Secretary to the Government of the Federation, SGF, Mr. Boss Mustapha, led the Minister of Health, Dr. Osagie Ehanire, the Director-General of the National Center for Disease Control (NCDC), Dr. Chikwe Ihekweazu and the Coordinator of the PTF on COVID-19, Dr. Sani Aliyu, to brief the President as the second phase of the gradual easing of the lockdown ends today.

    The Presidency made this known in a tweet on Monday.

    The meeting is coming amid threats from Lagos and Ogun states that they may be a renewed lockdown.

    Also, it is expected that a decision would be taken on reopening of airports and schools in the country.

    N-Power: FG receives over 1m applications in the last 48 hour

    The Federal Ministry of Humanitarian Affairs, Disaster Management, and Social Development has said over 1 million applications have been received from across the Federation in less than 48 hours that it opened the N-Power (Batch C) portal.

    This was contained in a statement signed on Sunday by the ministry’s Deputy Director, Information, Rhoda Iliya.

    The enrolment exercise for the new N-Power beneficiaries commenced on June 26.

    Iliya said youths with no formal education could send in applications for a new aspect of the programme with a focus on agriculture.

    “The Ministry wishes to reiterate that all young Nigerians between the ages of 18-35 with or without formal education can apply for a slot in the new program which would be very focused on agriculture.

    “The number of applications so far received is an indication of the number of our youths who need jobs and the confidence in the program.

    “The Ministry will continue to collaborate with its technical partners to provide timely support to all applicants. The selection process would be fair and transparent and the public would also be carried along at every stage,” she said.

    The N-Power Programme was inaugurated by the President, Major General Muhammadu Buhari (retd.), in 2016 under the National Social Investment Programme.

    The aim of the programme was to lift citizens out of poverty through capacity building, investment and direct support.

    The Sokoto state government has confirmed the appointment of Hon. Kadi Usman as the Grand Khadi of the Sokoto state Sharia Court alongside three others.

    The State Legislatures at its sitting presided over by the Deputy Speaker Hon. Abubakar Magaji, confirmed the appointment.

    Hon. Kadi Tambari Usman alongside three others were confirmed as the Grand khadi of the State Sharia Court of Appeal.

    The others are Abdullahi Maccido Ahmad, Abdulkadir Sa’idu Tambuwal, CON and Barrister Abubakar Chika Sani as Permanent Members of State Judicial Service Commission.

    This followed a request by the Executive Governor of the State Rt. Hon. Aminu Waziri Tambuwal in compliance with the provisions of section 276 sub-section (I) of the 1999 constitution as amended.

    AGF refusing to pay after I exposed $1bn account –Whistle-blower

    A whistle-blower, John Okupurhe, has written a letter to the President, Major General Muhammadu Buhari (retd), accusing the Office of the Attorney General of the Federation of refusing to pay him commission after exposing over $1bn (N420bn) hidden in Unity Bank Plc.

    Okpurhe said this in a letter written by his lawyer, Aliyu Lemu, dated June 22, 2020.

    The whistle-blower said the account was secretly being operated by the Nigerian Ports Authority to illegally collect revenue from vessels.

    He said upon discovery, he informed the Office of the AGF of the secret account in line with the whistle-blower policy, and that an agreement was signed.

    The agreement stated that Okpurhe would be entitled to a commission if the information provided turned out credible.

    The whistle-blower said after playing his own part, the AGF’s office began to play games.

    The letter read in part, “Pursuant to the whistleblower policy of the Federal Government, our client approached the Office of the AGF with confidential information in respect of hidden public funds concealed in a commercial bank in Lagos contrary to the Treasury Single Account policy which requires all public revenue or funds to be domiciled in the Central Bank of Nigeria.

    “Our client presented the Office of the AGF with qualifying information on a cloned account with the Nigerian Ports Authority which was being used to illegally collect revenue from vessels by the signatories who are no longer in the service of the NPA.

    “Upon establishing that our client’s information qualified under the whistle-blower policy, the Office of the AGF signed a whistle-blower agreement with our client through his appointed counsel- Mamman, Maiyaki & Co.

    “The information provided by our client eventually led to the exposure of the hidden/concealed funds in Unity Bank Plc to the tune of $1,034,515, 000.”

    The whistle-blower said the Office of the AGF had been making flimsy excuses as to why the commission was not paid.

    He said the Head of Asset Management and Recovery Unit, Mrs Ladidi Mohammed, informed him that the matter was in court and that plans had changed.

    Okuprhe said when asked who filed the suit, she (Mohammed) could not come up with the answer. Also, she could not disclose in which court the matter was pending.

    He added, “On the next day, one Ms Bunmi, who deputises for Mrs Mohammed, called our client and asked him to come alone without a lawyer. Upon arrival, she informed our client that there was no pending matter in court on the account.”

    The whistle-blower said he was told that because the money involved was huge, the Office of the AGF recommended a private firm with which he should enter into a contract to help him get the funds.

    The whistle-blower said upon the insistence of the AGF’s office, he was made to sign a Memorandum of Understanding with the company to forfeit 60 per cent of his reward.

    He said in a dramatic twist, his lawyer was attacked by armed policemen in his office who robbed him and made away with the original copy of the agreement signed with the AGF.

    Okpurhe called on the President to quickly intervene as failure to pay him could compromise the whistle-blower policy and affect public trust in the government.

    The AGF’s spokesman, Umar Gwandu, did not respond to calls on Saturday.

    However, a top source at the AGF’s office said the matter was being investigated by the Department of State Services.

    She said, “The AGF has ordered that the case be investigated by the DSS so we cannot speak on the matter for now. The truth is that the whistle-blower’s information was not accurate. He is just going about trying to intimidate us.”

    The monarch passed away in his sleep in the early hours of Sunday.

    Spokesperson for the kingdom, Chief Timawus Mathias, said, “Homun Honest died in the late hours of the night June 28th 2020 at his palace in Numan Adamawa State following a brief illness.

    “Already the funeral rights are well underway according to Bachama tradition in Lamurde, the Kingdom’s headquarters.

    “He received his staff of office on 15 Dec 2013 from the then Adamawa State Governor Murtala Nyako. Homun Honest Irmiya Stephen is 66 years old

    “Homun (King) Honest Irmiya Stephen, Kwire Mana Kpafrato II, a retired officer of the Nigerian Army who ascended the throne in 2012 succeeding Homun Asaph Zadok (late)”, hr said.

    The late traditional ruler who retired as a Colonel in the Nigeria Army, was ADC to Gen. Shelleng as Governor of Benue,
    ADC to Gen. Haladu Hananiya,
    O/C in charge of Operation Sweep in Lagos under General Marwa.

    He aspired for the Senate Seat (PDP) 2007 Adamawa South, before ascending the throne of his ancestors.

    A member of the family confirmed the death to newsmen.

    His death came less than two weeks after an aide to Yahaya Bello, the state governor, also died in an Abuja hospital.

    Ajanah has died a week after the passing of Ibrahim Shaibu Atadoga, the president of the Kogi customary court of appeal in Kogi state.

    Kingsley Fanwo, the state commissioner for information, did not immediately respond to enquiries for comments,

    Although the Nigeria Centre for Disease Control (NCDC) has so far announced three cases of COVID-19 in Kogi, the state government has insisted the state is free of the disease.

    It accused the NCDC of falsifying COVID-19 cases in Kogi.

    Ajanah was born in 1956 to the family of MJ Fari Ajanah in Okene local government area.

    He studied law at the Ahmadu Bello University, Zaria, and was called to the Nigerian bar as a barrister and solicitor of the supreme court.

    Ajanah later set up his private firm, Nasiru Ajanah & Co in Okene, where he practised law between 1985 and 1989.

    He served in various capacities such as chairman, Kabba disturbance tribunal, Kogi, (1994); chairman, election petitions tribunal in Adamawa state (1998); member of governing council of Nigerian Institute of Advanced Legal Studies (1999 and 2006) and chairman, panel on Murtala Mohammed international airport fire incident (2000).

    Ajanah, whose remains will be buried in Abuja on Sunday, served as chairman, election petitions tribunal in Akwa Ibom state (2007) and chairman, election tribunal petitions in Rivers state (2008).

    When the northern hemisphere embraced the summer solstice, its longest day of the year on June 21, members of China’s 36th Antarctic expedition team were spending the longest night of the South Poleat the country’s research bases Zhongshan and Great Wall Stations in Antarctica. The day is also known as the Midwinter Day.

    It was pitch-dark outside at 10 am in Antarctica, when nothing could be seen except a power station, a sewage treatment building, and a waste incineration building that are lighted all the time during the polar night period.

    The illumination helpedbring the shadowy figures of a few icebergs located a little further away in the sea to the view from the windows of Zhongshan station.

    Since late May, when Antarctica entered the polar night period, the sun was no longer in sight.

    However, glimmeringin the clouds is visible in the northern skies when the weather is clear at noon, presenting reddish or crimson colors.

    Sun Xiaoyu,amember of the wintering team at the Zhongshan station and head of the scientific investigation group, together with other eight members of the group, would enter the darkness every day for research tasks according to their own schedules.

    Antarctica is anideal and natural lab for scientific researchers because of its rare landforms, climate, and magnetic field.In particular, the environmental changes in the extremely cold polar nights during the winteroffer the best opportunity for special scientific experiments.

    Every trip of the researchers is an exploration of the unknown world, as they are often confronted with constant dangers on the surface of sea ice.

    Different varieties of icebergs and ice cracks radiating from them are seen everywhere on the surface of sea ice, while no one can tell whether the ice is thick enough to hold their weight.

    Because it’s barely possible to identify the ups and downs of the snow-covered ice when there is no sunlight, the researchers have to take every step cautiously among disordered ice chunks and snow banks more than a meter high with great difficulty.

    According to Sun, once a bearing of a bogie wheel on their snowmobile was broken about five kilometers away from Zhongshan Station because of the bumpy ice surface, and they couldn’t use their basic maintenance kits torepair it. Fortunately, the communication network worked well, which enabled them to ask for help from the station.

    It was over 20 degrees Celsius below zero then, andSun and his colleagues waited on the ice for around four to five hours, during which period they ate up all the chocolate they brought and were freezing all over. Fortunately, the rescue arrived timely.

    Overwintering in the Antarctica means challenges both physically and mentally.

    Qin Zhonghao, one of the overwintering members of Zhongshan station, who is also the doctor of the team, said the wind in Antarctica is the driest and the strongest wind he has ever experienced.

    It feels like a knife cutting on the face, Qin said, adding that every time when they go out, his fellow team members always have to spend a considerable amount of time putting on protective device to ensure no skin exposure.

    However, the wind in Antarctica is rather crafty, as it knows how to get to you.

    Sometimes the researchers would take off their gloves in order to perform tasks more flexibly, or they simply forget to tuck in their clothes before work. In this case, their faces and hands could easily become chapped, or get frostbite.

    “My heart achesevery time I dress the wounds for my colleagues, so I often remind them to stay in good protection almost in a half-begging and half-warning way,” Qin said.

    It is always dark outside during the overwintering period, when team members at the Antarctic research stations often suffer psychological imbalance caused by physiological changes due to lack of sunlight. Besides, they feel lonely and worry about their families when they are far away from home for a long time.

    According to Qin, apart from proactively seeking positivity, researchers also take part in group activities for mutual support.

    Theywatch films on Monday and Thursday, and exercise every day, Qin disclosed, adding “People can get overthinking when they are alone. By communicating more with each other, we can give and receive more comfort.”

    Qin Donglei, a member and cook of the overwintering research team of Zhongshan station, prepared a nice meal for his colleagues on the Midwinter Day.

    Sitting at a long table made up of three smaller tables, the 22 team members enjoyed the delicious food and pleasant conversations.

    “In an effort to continue the Antarctic research tasks, my 21 fellow team members chose to stick to their posts. It was our group’s trust in me that gave me this opportunity to cook for them and ensure that they can enjoy every meal here,” said Qin, who is resolved to carry on his mission, though the food materials are limited and it is hard to cater for the appetites of all the members who come from different parts of China.

    The job is fulfilling not only because it’s based on a sense of mission, but that he enjoys the close bond with his fellow team members, Qin noted.

    China received about 48.81 million domestic tourists during the three-day Dragon Boat Festival holiday which concluded on June 27, reaping 12.28 billion yuan in revenue, said the country’s Ministry of Culture and Tourism.

    The country’s tourism market remained generally stable and well-organized during the past holiday, the ministry added.

    During the holiday, the ministry capped visitors to tourist spots at 30% of capacity, and guided and supported tourist spots to implement reservation mechanism and enable more detailed flow management, so as to avoid over capacity and mass gatherings. Reservation has become mandatory for visits, and is universally accepted by tourists.

    While instructing local authorities to maintain regular epidemic prevention and control, the ministryhelddiversepromotional activities and launched themed tour routescentering on the Yellow River, the “red tourism” which features visits tothesites with significance of revolutionary history, and camping.

    Measures were also rolled out by the ministry to meet diversifiedtravel demand of thetourists during the holiday.

    The three-day vacation was highlighted by red tourism, rural tourism, ecotourism, cultural heritage tourism, and B&B. Besides, road trips, parent-child trips, family trips, andnighttime tourism activities became new growth points.

    The ministry also stepped up efforts to promotetourism etiquette. Itinstructed tourist spots to introducerelevant sign boards at visitor centers, ticket offices, entrances, and main roads, as well asguides and volunteer stations to promote tourism etiquette. Besides, tourism etiquettetips and announcements were also provided alongtour routesand at major sightseeing spots.

    Guidingvisitors to use serving chopsticks and spoons andsay no to game meat, the ministryfostered a new vision of healthyand green dining.

    By advocating safe and civilized travel, the ministry also raised public awareness of epidemic prevention and reservation-based tourism. As a result, civilized, healthy and green tourism is gradually becoming a new trend in China.

    The Nnamdi Azikiwe International Airport, Abuja has finally reopened with new procedures in place to ensure passenger safety in line with Covid-19 regulation.

    Robots have been deployed by NCAA to guide and screen the temperature of passengers.

    The airport also witnessed strict compliance to other safety measures, aimed at curtailing spread of the virus.

    Inscriptions to further guide passengers, such as “do not use this seat”, “keep your distance”, were placed on various seats and locations.

    The News Agency of Nigeria (NAN), reports that provisions were made for handwash including the provision of alcohol-based sanitisers, temperature checks, as well as strict compliance with social distancing measures of about one metre.

    Journalists covering the Presidential Task Force on COVID-19, were led on a dry run test from Lagos to Abuja, to witness firsthand the reopening of the aviation sector.

    Health checks for COVID-19 safety protocols and screening were also carried out on passengers at the departure lounge.

    Passenger seats, which were usually crowded, have been rearranged in compliance with the social distancing rule.

    – Robots guide passengers –

    Nigeria’s aviation authorities also acquired two profiling robots to process passengers at the departure hall.

    The interactive robots are programmed to guide passengers, identify unwanted items and check the temperature of all visitors within the departure, arrival halls.

    An operator, who sought anonymity, said the robots could perform all necessary and required tasks of passenger-screening.

    It would be recalled that the Nigerian Civil Aviation Authority (NCAA), had a few weeks ago, said that the airports would be reopened for business on Aug. 27, after months of closure following the coronavirus outbreak.

    The robots also check the temperature of passengers.
