Virus in Beijing’s Xinfadi from Europe, but older: China CDC

The novel coronavirus found in Beijing’s recent outbreak at Xinfadi market has come from Europe, but it is older than Europe’s most recent virus, said Chinese health officials.

Although the coronavirus found in Beijing’s Xinfadi market has come from Europe, it differs with their current outbreak, as it is older than the current European coronavirus, according to preliminary research results, said Zhang Yong, assistant director of National Institute for Viral Disease Control and Prevention of the Chinese Center for Disease Control and Prevention, according to the website of the Communist Party of China (CPC) Central Commission for Discipline Inspection (CCDI).

“The large amounts of samples found in Xinfadi wholesale market indicate that the virus has been around for some time. If it had only just arrived in the city for a short period of time, there may not have been so many positive samples found; however, we need more data before making an informed decision about its origin,” Zhang said.

Genomic epidemiology is the one of the main methods used to determine the lifespan of the virus. “We need to first sequence the whole genome, before putting all the different viruses together to see which virus has more mutations; that is, those with more mutations normally suggest an updated virus, whereas those with less mutations closer to the original virus, and they are much older, circulating for a longer period of time compared to recently discovered viruses,” Liu said, adding that some calculation also needs to be completed using mathematical models.

Gao Fu, director of the Chinese Center for Disease Control and Prevention (CDC), said on Tuesday that the Beijing’s recent outbreak probably did not occur in late May or early June, but it probably started spreading a month earlier.

“In this specific outbreak, many asymptomatic or mild cases were detected, and that is why the environment has such a large amount of recorded samples,” said Gao.

In fact, the novel coronavirus will spread more easily in dark, humid, and polluted environments, which may catch some residents unexpected. If locals at the wholesale markets had been infected, it would have likely been exposed to many people very quickly, Gao added.

In regard to the virus’ first transmission into the country, there are several possibilities being discussed. “For example, the virus may have remained in imported frozen foods, and did not mutate due to frozen environment throughout the entire storage and transportation period, from overseas all the way to China,” Zhang said.

It is also possible that the virus may have been lurking in dark, humid environments, which have not been properly disinfected and sterilized, before it was then exposed to local residents, causing its slow evolution. “In the end, what we see is that this virus is closer to the old European virus,” Zhang said.

Epidemiological investigation and big data may find connections between cases, but it may also fail to determine which individuals have been spreading the virus. “We hope that through laboratory tests and genome sequence analysis, that we can learn the transmission routes,” Zhang said.

The Institute is taking the lead in establishing a nationwide virus monitoring and tracing system based on the entire viral genome, so as to deal with the current problems surrounded with virus traceability, which is a matter deeply related to national security, Zhang said

Chinese scientists are working day and night to find out exactly how did the virus from Europe arrive at Beijing’s Xinfadi market.

China-foreign mutual assistance highlighted in Zhanjiang’s COVID-19 response

    By Hong Qiuting, People’s Daily

A close Chinese-foreign bond has been forged in Zhanjiang, South China’s Guangdong Province as the city tried every way possible to protect its foreign communities in the COVID-19 pandemic and helped its sister cities overseas tide over the public health crisis.

Sam is a Nigerian who served as a volunteer in a Zhanjiang community. The major service he provided was to communicate with African residents in the community so as to keep them informed of relevant notices and epidemic development.

“I convey confidence and kindness to them, in different languages,” said Sam, who speaks good Nigerian and English.

For the man who has worked in the city for over 10 years, Zhanjiang is his second hometown.

Samjoined the volunteer service after seeing a recruitment notice of Zhanjiang Bureau of Foreign Affairs and Overseas Chinese Affairs. His wife, who’s a local in the city, helped him fill the application form. Both of them submitted the applications, which were both approved later.

Through online and offline training, the two learned necessary knowledge about COVID-19 prevention and control, as well as relevant policies.

“I’ve long taken Zhanjiang as my home, and I’m glad to help more people here,” he told the People’s Daily, adding that he has always wanted to do something for the city.

A total of 46 volunteers offered services for foreigners in the city during COVID-19, in languages of English, Japanese, Korean, French, and Spanish.

Another 15 will be sent to communities recently under the guidance of the Zhanjiang Bureau of Foreign Affairs and Overseas Chinese Affairs to get the picture of the life of foreigners after quarantine, ensure their living quality and keep them updated with the epidemic development and the latest control measures.

Apart from the volunteering services, Zhanjiang has also made active efforts to share experienceswith its sister city Brovary in Ukraine to jointly fight the epidemic.

After suspected cases of COVID-19 were spotted in Brovary, the city’s mayor Igor Sapozhko sent a letter to Zhanjiang for help, as Brovarywas inexperienced in handling with the disease.

Upon receiving the letter, the Zhanjiang Bureau of Foreign Affairs and Overseas Chinese Affairs immediately organized a video conference, in which experts from the Affiliated Hospital of Guangdong Medical University shared response and treatment experiences with their counterparts in Brovary.

Apart from Zhanjiang’s efforts, massive mutual assistance activities have been held by Guangdong and its foreign sister provinces and cities during the COVID-19 epidemic.

Esparza, Costa Rica is a sister city of Guangdong’s Zhuhai, and the overseas Chinese in the South American city this February made generous donations under the call of an octogenarian overseas Chinese named GuGenhe and the president of the Zhuhai association of overseas Chinese in Costa Rica GuZhihong after they learnt that Zhuhai was in short supply of medical materials. On Feb. 2,they raised 126,000 pieces of masks and sourced supply channels of other materials.

However, international flights were grounded due to the epidemic. After rounds of negotiation with the international liaison office of the Communist Party of China (CPC) Zhuhai municipal committee to make a feasible shipment plan, GuGenhe finalized a logistics route at 6:30 a.m. on Feb. 10 – sending the supplies from Costa Rica to Hong Kong via Mexico.

Nine days later, the anti-epidemic supplies which embodied the good wishes of numerous overseas Chinese in Costa Rica arrived in Zhuhai, thanks to the efforts of multiple groups including Heung Cheer International Development (Hong Kong) Co., Limited affiliated to Zhuhai Duty Free Enterprises Group Co., Ltd., Zhuhai Tongyu Logistics Co., Ltd., and CKS Container Terminal (Zhuhai Doumen) Co., Ltd.

As of mid-April, cities in Guangdong had sent letters of sympathy to 140 sister cities, and donated anti-epidemic supplies to 90 sister cities.

So far, 17 cities in the province have donated,or are planning to donate 7.3 million face masks, 6,340 forehead thermometers, 25,000nucleic acid testing kits, 21,880 protective suits, and 111,800 pairs of medical examination gloves to 65 of their sister cities and cities which enjoy friendly ties with them in 48 countries.

CBN to support rice, eight other commodities with N432bn

The Central Bank of Nigeria (CBN) has concluded plan to fund the value chains of nine commodities to the tune of N432 billion in the 2020 wet season.

This is even as the apex bank yesterday revealed plans to integrate non-interest loan window in all its intervention programmes, particularly the ABP and the Targeted Credit Facility (TCF) to support households and Micro, Small and Medium Enterprises (MSMEs) affected by the COVID-19 pandemic.

Speaking at a stakeholder meeting on Thursday to review the successes recorded under the ABP and the strategies for the 2020 agricultural wet season, Director, Development Finance Department of the CBN, Mr Yila Yusuf disclosed that about 1.1 million farmers, cultivating over one million hectares of farmland were expected to benefit from the loans that would help to produce a collective output of 8.3 million metric tons.

According to him, the focus for 2020 wet season is to ensure the provision of improved seeds to incentivize the farmers to return to their farms.

He further stated that the CBN adopted the value chain approach across all the commodities to ensure that every player along the entire value chain, from the farmers through to the processors, was financed.

Yusuf said the Bank’s funding of the Anchor Borrowers’ Programme (ABP) for the 2020 season was the highest since the inception of the programme in 2015.

The director explained that this was quite significant considering the successes recorded in the 2019 season that contributed to shielding Nigeria from any food shortage, particularly rice, in the heat of the global lockdown.

He stated that during the lockdown, some major producing countries of staples, such as rice, closed their silos and halted the export of such products from the shores of their respective countries.

On his part, the Director, Corporate Communications of CBN, Mr Isaac Okorafor, said the meeting was to review the successes recorded under the Anchor Borrowers Programme (ABP) and the strategies for the 2020 agricultural wet season.

According to him, the creation of a non-interest window followed appeals by concerned stakeholders for farmers across the country to also be considered for funding under the window.

He also disclosed that work had been concluded on the funding document, and the policy would be issued shortly, outlining how farmers under the category could apply and benefit from the agricultural programmes of the CBN.

The director said the Bank, in 2020 agricultural wet season was committed to aggressively fund its agricultural programmes and spur farmers along selected crop value chains.

He said this was to prevent the country from sliding into a recession, as is currently being experienced in some major economies of the world.

Okorafor also spoke on the Targeted Credit Facility (TCF) of the Bank, aimed at alleviating the impact of the coronavirus on individuals and small businesses.

He said that the Bank was determined to push the economy to ensure Nigeria did not experience consecutive quarters of negative growth.

He said that the Development Finance Department of the Bank, as well as the NIRSAL Micro-Finance Bank (NMFB), had been directed to fast-track the approval process of loans, which were to help restore businesses and livelihoods.

In attendance were Presidents of the Rice Farmers Association of Nigeria (RIFAN),  Alhaji Alhaji Aminu Goronyo; and National Cotton Association of Nigeria (NACOTAN), Mr Anibe Achimugu.
