    **Professor Identifies International Non-Compliance as Root Cause of Corruption in Africa**

    During the 11th inaugural lecture at Redeemer’s University in Ede, Osun, Professor Ifeolu Koni, a law expert, asserted that the prevalence of corruption in Africa can be attributed to the failure of developed countries to fulfill their obligations under international agreements.

    The lecture, themed “The Hypocrisy of International Cooperation On The War Against Corruption And Abuse of Office In Africa: A case Study of Nigeria,” highlighted the insincerity of developed nations in honoring the United Nations Convention against Corruption. According to Koni, the refusal of these countries to employ their technological capabilities to detect and prevent the illicit transfer of funds perpetuates corrupt practices across the African continent.

    Koni argued that the developed nations, possessing the means to curb such activities, deliberately abstain from doing so, potentially utilizing these funds for their own development. He urged African nations to be self-reliant and not fall victim to campaigns led by developed countries, emphasizing that salvation lies in the hands of African nations.

    Expressing concern, Koni pointed out that no African country ranked among the top 10 least corrupt countries in the Transparency International corruption assessment of 2022. He urged African leaders to introspectively address corruption issues and advocated for strengthened implementation of anti-corruption laws in Nigeria, emphasizing that impunity, not corruption, is the nation’s greatest challenge.

    To combat corruption effectively, Koni proposed a shift from conspicuous consumption of foreign goods to supporting domestically produced items. Professor Ahmed Yerima, the acting Vice-Chancellor of the university, echoed the call to action, emphasizing the collective responsibility to combat corruption for societal advancement.

    In a dramatic turn of events, women protesting at the Yenagoa, Bayelsa command headquarters, demanding the resignation of State Commissioner of Police, Tolani Alausa, were forcefully dispersed by command operatives using tear gas.

    Clad in black as a symbol of their demand for impartiality, the female demonstrators insisted on Alausa’s removal before the off-cycle governorship election scheduled for Saturday, advocating for a peaceful electoral environment. Their refusal to vacate the premises without their demands being met prompted the use of tear gas by law enforcement.

    Shortly thereafter, another group of demonstrators arrived to express their support for CP Alausa, highlighting the divisive sentiments surrounding the issue.

    The women initiated their protest on Thursday at the police command headquarters, carrying it into Friday. Deputy Commissioner of Police, Ofem Arikpo, addressed the media, asserting that the Commissioner of Police cannot be removed without cause.

    “The CP cannot be eliminated at this time. Election day is tomorrow. What has the CP done to warrant his dismissal? He’s not voting; he’s just performing his job,” stated Arikpo.

    Commissioner Alausa assumed office on November 7, and this call for his removal echoes similar demands in Imo state, where opposition parties are persistently calling for the removal of the Resident Electoral Commissioner, Sylva Agu.

    President Bola Tinubu has been urged to immediately ‘cancel and review’ the recently conducted promotion exams from Directorship cadre to Permanent Secretary over controversies and irregularities.
    A civil society organization, Centre for Public Accountability (CPA) raised the alarm in a press statement signed and issued by its Convener, Femi Lawson at the end of an extended executive meeting Friday in Abuja.
    The accountability watchdog says it is calling for total cancellation of the entire process after keenly following the recently concluded promotion exams from Directorship cadre to Permanent Secretary and having seen it was marred with controversies, interest and underhand dealings.
    The group also accused the Head of the Civil Service of the Federation (HOS), Dr. Folasade Yemi- Esan of attempting to plant her stooges and having a hidden agenda to influence the outcome of the exercise from inception.
    Adding that most of the qualified Directors had expressed lack of confidence, bias, non-transparency and no trust in the Examiner Committee which was set up by the Head of Service.
    It will be recalled that, 85 Directors from 5 states of the federation under two zones, namely North Central and North East zone sat for promotion exams on the 6th of November, 2023, with results released on the 7th of November, 2023.
    Part of the statement reads: “It was reliably gathered that long before this exercise, there has been complaint about the composition of the Examiners, as most of them are stooges of Head of Service under whose authority this exam was conducted with hidden agenda to influence the outcome from inception.
    Most of the qualified Directors has expressed their lack of confidence, bias, non-transparency no trust in the said Examiner Committee because it was opined that, the Head of Service has interest in who to make pass the said exam, but despite this the exam was still conducted under serious controversy of lack of independence of the Examiners body set up by the Head of Service.
    As a result of this long time controversy and lack of trust in the exercise, 4 of the qualified Directors refused to show up, nor write the said exam. Just as observed, out of the total number of 85 that eventually sat for the test, only 20 were listed to have passed the so called exam with 50% above while the rest were said to have failed.
    This outcome further shows the level of failure and unpreparedness of the Directors, and one wonders why some of those that passed had a record of several attempts before passing the Directorship cadre exams, but surprisingly some of them passed this at one sitting.
    This further buttresses what was earlier raised by the absentee directors and others that sat for the exam for sake of following laid down rules.
    We will recall that the entire Examination process started during Oransanye period as Head of Service, and ever since the system has been adopted. But we noticed that there is no Year this was done that is not marred with controversy bringing the entire process to serious disrepute. The renewed hope mantra must review this, and ensure that best practices are restored to the entire process.
    As a watchdog of the society, ensuring that the nation gets it right from inception of this regime we thus call for total cancellation of the whole exercise and if to be re- conducted a consulting firm should be made to set and supervise the entire exam process. By doing so, there will be transparency and trust in the said process and the nation will be the one to benefit.
    This we believe will go in line with the marching order of performance given by President Tinubu during the Ministers retreat and the newly laid down performance index rule.
    As concerned members of the society, we issue this statement as a Pre-warning for the entire exercise to be reviewed before we call for mass action to press home our demand and call for public accountability and transparency in conduct of public activities as seen in the recently concluded exercise,” the statement read.

    Governor Umo Eno of Akwa Ibom has pledged to release funds for the completion of works at the new smart terminal building of the Victor Attah International Airport in Uyo.

    He has also said that housing developments at the Multi-Billion Naira Dakkada Luxury Estate would commence by the end of January.

    Eno made this known yesterday when he led members of the State Assembly, on inspection of key projects at the Airport including the new International Smart Terminal Building, the Maintenance, Repair and Overhaul (MRO) facility, the Medical Centre and the Luxury Estate.

    At the New Terminal Building, the Governor acknowledged that there was a soft opening of the facility upon completion of the major construction works said it was expedient for the two arms of government to have a firsthand assessment to ascertain the requirements to allow its full activation.

    Eno who extracted commuttment from the contractors that the facility would be fully activated by April next year, also committed to making funds available for the required fine-tuning.

    ” I had to come here personally with members of my Exco and members of House of Assembly so that we can see things for ourselves and try to know where we direct funding.

    “Yes, we had a soft opening and now there is still some work to be done. So we budgeted for it. Thankfully I came with the Honourable Speaker and leadership of the House.”

    At the MRO where work started more than 20 years ago, he reaffirmed the resolve of his administration to ensure that it would begin operation in full capacity to give the state the full gain it was intended.

    “As I campaigned for governorship , we knew there are some projects that we must fine tune for Akwa Ibom people to derive the full benefits.It’s a relay race, people run and give you the baton to run the finishing line.

    “I am believing and hoping that our team here will be the one to get to the finishing line and be part of the history that has already been made”, he stated.

    At the Dakkada Luxury Estate where he inspected the internal roads, Eno lauded the level of progress at the site and commended the contractors for taking the projects so far despite not getting corresponding funding from the government.

    “I would like to thank the contractors, actually the ones that have not been mobilized but they have shown good faith.

    “I think they have done a fantastic job given the reason I have just explained but as I will go back to the office, we will try within the next two weeks to ensure that they are mobilized so that they can take full advantage of the dry season.”He said.

    The Luxury Estate supervising Commissioner and Commissioner for Lands, Capt. Iniobong Ekong (Rtd.) in his overview said that internal roads of about 16.8 km are being executed by eight contractors for speedy completion adding that the contractors would take advantage of the dry season to get the job done

    The chairman of Independent National Electoral Commission, (INEC), Prof. Mahmood Yakubu on Friday in Lokoja said 1, 833, 160 voters who collected their permanent voters’ cards are expected to vote in the off-cycle governorship election in Kogi state.

    Prof. Yakubu who disclosed this in a message through the Kogi Resident Electoral Commission , Dr. Gabriel Longpet enjoined officials and ad-hoc staff to demonstrate the highest level of patriotism and professionalism throughout the election period.

    He pointed out that “INEC is not a political party and have no candidate in the election. Our responsibility is to safeguard the process and ensure a level playing field for all political parties and candidates.”

    The chairman further disclosed that Bimodal Voter Accreditation System (BVAS) have been configured for deployment to polling units as the only means of voter verification and fingerprint/facial biometric authentication of voters.

    He said Polling unit results will be uploaded to the INEC Results viewing (IReV) portal adding that arrangement have been made for land and maritime transportation to enable officials commence voting on schedule.

    Prof. Yakubu disclosed that the commission is deploying two national commissioners, Nine Resident Electoral Commissioners (RECs) and administrative secretaries to each of the three senatorial districts in Kogi state.

    Fielding questions from journalists, REC Longpet warned both staff and ad-hoc to be disciplined in their conduct devoid of compromise adding that any of the officials that falls victim would be prosecuted.

    “We will continue to ensure free, fair and credible and inclusive elections but INEC cannot do it alone”.

    Hours before the Kogi State governorship election, the Chairman of Lokoja Local Government Council, Hon. Muhammed Danasabe Muhammed, passed away after collapsing at his residence. Active in political meetings for the upcoming election, he was rushed to Shifa Hospital, Lokoja, and confirmed dead at 4:30 am. The late chairman, from ward B in the cantonment area of Lokoja, will be laid to rest at the Unguwan Kura Muslim cemetery following Juma’at prayers on Friday. He is survived by his mother, wife, and children. Sympathizers have visited his family to offer condolences.

    Femi Fani-Kayode, the former Minister of Aviation, has dismissed calls for President Bola Tinubu to dismiss Bello Matawalle, the former Governor of Zamfara state, from his role as the Minister of State for Defence. The Zamfara State Government accused Matawalle of financial misconduct, specifically related to the state cargo airport project, alleging embezzlement.

    Among the accusations, Matawalle was said to have directed the Ministry of Local Government to withdraw N1 billion from the local government joint account on October 25, 2021, and to pay N825 million to contractors without proper valuation.

    In a post on X, Fani-Kayode asserted that the allegations against Matawalle are unfounded and are propagated by his adversaries in Zamfara State with the aim of tarnishing his reputation. According to Fani-Kayode, Matawalle played a pivotal role in Tinubu’s presidential campaign, building trust between the North and the South West.

    Fani-Kayode emphasized that the idea of President Tinubu considering Matawalle’s removal based on these unverified allegations is absurd. He declared that those attempting to undermine and bring down Matawalle are futile in their efforts.

    Again a journalist working for Daybreak Newspapers Nigeria in Kaduna State, has been rearrested and detained for the second time over his investigative news report on deteriorated and poor state of 2023 Mando Halj. exercise.

    Comrade Gabriel.Achadu Idibia was arrested and detained at the Operation Yaki police command facility located at constitution road Kaduna on Thursday evening while at the station to answer an invitation over his earlier report on 2023 Mando hajj. camp pilgrims exercise, by one officer Hassan Danladi.

    Contacted, the spokesman of Kaduna state police command Mansur Hassan who cinfiemed the story however expressed happiness that the journalist was latter released from cell.

    Gabriel was however asked to report back for another meeting on Monday, but the invitation has been rejected, for fear of what might be the outcome.

    Recalled that Kaduna based investigative journalist Mr. Idibia Gabriel, was on 26th September arrested and detained at the same Kaduna state police command facility of Yaki over the news report and released on bail signed by a colleague bearing Amos Mathew of the New Nigeria Newspapers.

    He was on Thursday again invited and arrested, detained and humiliated in the midst of other cell mates most of them in poor ill-health, by the Kaduna state police command of the operations Yaki but was later granted bail through publisher and Editor in chief of the New impression Magazine, Mordecai Sunday Ibrahim.

    The real reason for his arrest and detention under Operation “Yaki” Police facility, was however not clearly stated at the point of his arrest even when he voluntarily honored their invitation.

    Speaking on the illegal detention the journalist explained that his arrest and detention was in connection with an investigative news report on poor condition of Mando hajj camp in relation to the 2023 hajj exercise, he published September 24, 2023 in Daybreak Nigeria newspapers a media outfit based in Abuja.

    Journalist Gabriel had reported with video evidence that the Mando hajj camp was overcrowded with population of men and women found passing night together under the same tent while awaiting airlifting during 2023 hall exercise, describing it as unislamic.

    The reporter’s contact number he used to verify the information from the Executive Secretary (ES)_ Muslims Pilgrims Welfare Agency, Yusuf Yakubu, was supplied to the police arm of Operation Yaki, that invited him and detained him, violating his fundamental human rights and freedom of speech.

    He was arrested and detained on a flimsy allegation of attempt to intimidate the Agency’s ES, a charge that could not be substantiated as the journalist and the ES did not speak directly, but only through text messages well documented.

    He was however later granted bail.
    He said even though he was treated with dignity, he was however traumatized, unnecessarily embarrassed, humiliated, dispossessed of his phones, other items and asked to disclosed his source, retract the story and write letter of apology to the pilgrims board.

    The matter, he said was receiving the attention of his legal adviser especially over the illegal and unjust arrest and detention.
