CSOs Plan Independent Assessment of Port Harcourt Refinery in January

The National Civil Society Coalition of Nigeria (NCSCN) announced plans on Monday to conduct an independent assessment of the Port Harcourt Refinery in January 2025.

According to a statement by NCSCN Head, Blessing Akinsolotu, a 50-member committee has been established to undertake the visit, which aims to verify the refinery’s operational capacity following recent reports questioning its integrity.

This decision comes after the November 26, 2024, inauguration of the refinery, which boasts a production capacity of 60,000 barrels per day. The event, led by the Chief Executive Officer of the Nigerian National Petroleum Company Limited (NNPCL), Mele Kyari, was celebrated widely. The refinery’s rehabilitation, completed at a cost of $1.5 billion approved in March 2021, marked a significant milestone in Nigeria’s oil sector.

Purpose of the Visit
The NCSCN emphasized that the assessment would provide transparency regarding the refinery’s operations and address lingering doubts.

The statement highlighted, “This initiative is aimed at furnishing Nigerians with first-hand facts and figures concerning the production capacity and operational records of the Port Harcourt Refinery. Findings from this strategic working visit will be made public to ensure accountability and dispel uncertainties.”

Context and Recent Developments
The reopening of the refinery in November featured the successful lifting of petrol, signaling renewed functionality. The achievement coincided with NNPCL’s historic declaration of a N3.29 trillion profit for 2024, its highest ever.

Akinsolotu noted, “Nigerians have long desired functional refineries to alleviate the challenges caused by recurring fuel scarcity, especially during festive seasons. The NNPCL and Port Harcourt Refinery have significantly contributed to addressing these challenges.”

The NCSCN also lauded the stability in petroleum product supply and distribution witnessed during the current yuletide season, attributing it to the operational efficiency of the refinery and effective leadership at NNPCL.

Next Steps
The planned visit will involve key stakeholders and civil society leaders who will engage with the refinery’s management.

“The 50-member team will independently assess the refinery’s production and operational records, ensuring transparency for all Nigerians,” the statement read.

The findings will be shared publicly to promote accountability and build trust in the refinery’s operations.
