Delta State Waste Management Board Bill Passes Second Reading

The Delta State Waste Management Board Bill has passed its second reading on the floor of the State Assembly.

Sponsored by the Deputy Speaker, Rt. Hon. Arthur Akpowowo, and 12 other lawmakers, the bill seeks to repeal the Delta State Waste Management Law of 2008 and enact a new one. The proposed law will take effect once it is passed by the State Legislature after the third reading.

During the plenary session, presided over by Speaker Rt. Hon. Emomotimi Dennis Guwor, the Deputy Speaker led a robust debate on the bill’s provisions and objectives.

Rt. Hon. Akpowowo explained that the bill consists of seven parts and 48 clauses, primarily aimed at strengthening the legal framework for waste management in Delta State. He emphasized the need for a modern approach to waste management, citing global advancements and evolving environmental sustainability practices.

“The world is evolving, and so must our approach to waste management. The only constant in life is change, and the existing law, enacted in 2008, has become outdated. This new bill aligns with modern standards and practices in waste disposal and management,” he stated.

He further noted that the proposed law addresses the shortcomings of the 2008 Waste Management Law, ensuring its provisions reflect contemporary environmental standards.

“Mr. Speaker, dear colleagues, as you know, waste management has evolved significantly, particularly in relation to environmental sustainability. This bill, with its seven parts and 48 clauses, is designed to modernize our waste management system, ensuring a cleaner and healthier environment for Delta State,” Akpowowo added, urging his colleagues to support its swift passage.

Other lawmakers and co-sponsors of the bill echoed its benefits, stressing its potential to improve environmental sustainability, create job opportunities, and generate revenue for the state. They noted that the bill aligns with Governor Sheriff Oborevwori’s MORE Agenda, which prioritizes environmental sustainability.

Following unanimous support during a voice vote, Speaker Rt. Hon. Emomotimi Guwor referred the bill to the House Committee on Environment, Oil, and Gas for further legislative review.
