“Shippers Council Pushes for Expanded Rail System to Boost Cargo Movement”

The Nigerian Shippers Council is committed to advancing policies that will enhance the expansion of the rail system for improved cargo movement from seaports to inland areas. Barrister Pius Akutah, the Executive Secretary of the council, made this commitment during a familiarization tour of the Kaduna Inland Dry Port and a stakeholder meeting with the Kaduna State Shippers Association on August 20, 2024.

Akutah emphasized the significant benefits of the Memorandum of Understanding (MoU) between the council and the Nigerian Railway Corporation (NRC). He highlighted ongoing efforts to complete the standard gauge rail line from Lagos to Kano, which is expected to streamline cargo transportation, reduce road accidents, and alleviate road congestion.

He noted that the council’s initiatives, including its dispute resolution efforts, have saved the country billions of Naira. Additionally, there are plans to transform the shippers bill into law to establish the council as a regulatory agency. This move aims to address high tariffs, foster competition, and reclaim market share from neighboring countries.

The Cargo Defence Fund, Akutah assured, will be administered in accordance with Supreme Court rulings, and he encouraged the shippers association to innovate and reduce physical handling of goods. He also mentioned efforts to expedite the passage of the Legal Regime Bill, currently pending before the National Assembly, which is intended to bring shipping services closer to inland areas.

Furthermore, Akutah plans to work with the Kaduna State government to complete the access road to the port. Danjuma Buba, Port Officer at the Kaduna Shippers Council, pointed out that legal issues concerning liabilities from cargo origin to destination are hindering direct deliveries to Inland Dry Ports (IDP). He urged the IDP to increase public awareness and assured that efforts are underway to resolve these liability issues.

Augustine Achilike, President of the Kaduna Shippers Association, praised the council for its ongoing support. He identified the revitalization of the rail system as a key challenge, stressing the need to reduce costs, save time, and increase business volume.
