I Will Be Governor For All Abians, Senator Abaribe Pledges

Senate Minority Leader, Enyinnaya Abaribe, has declared that he will indeed become governor of all Abians.

Abaribe made the declaration on Monday via a Facebook photo statement in which the lawmaker was seen brandishing his Nomination/Declaration of Interest Form.

“I will be governor for All Abians!!” Senator Abaribe pledged.

The PDP chieftain’s latest comments come a few weeks after he formally declared his interest to become the governor of Abia State in 2023.

Senator had in December 2021 indicated his interest to contest for the Abia governorship seat. However, his intention was officially made known to the people when he visited the state secretariat of the ruling Peoples Democratic Party (PDP) to consult with the expanded executive caucus of the party.

At the PDP secretariat in Umuahia, the state capital, Abaribe promised that he would be the governor that Abians would be proud of.

“I am going to be not just a governor but the governor of Abia people irrespective of where the person comes from,” he said.

The lawmaker, who was deputy governor at the beginning of the present democratic dispensation, contested for the governorship position in 2003 but could not unseat Orji Uzor Kalu, the Abia governor who he once served as a deputy.

However, in 2007, Abaribe was elected Senator for Abia South Senatorial District and has retained the seat ever since.

Speaking on his gubernatorial ambition, Abaribe told party stalwarts in Abia State that he has all that it takes to transform the state.

The senior parliamentarian said he possesses the requisite capacity, experience, and knowledge to govern Abia and as such should be considered as that person that will lead the party to victory in 2023.

  • Towards the actualisation of Abia Inland Dry Port

Towards the actualisation of Abia Inland Dry Port

    By Okechukwu Keshi Ukegbu

The sharp and continuous fall of oil prices globally has forced governments to deploy the resources and potentials that abound within their territories to achieve economic growth.

Abia State is keying into this trend to actualise the dry port project sited at Avor Ntigha in Isiala Ngwa North Local Government Area of the state. There have been consistent efforts browarfs this like the  inauguration of Inland Dry Port Project Implementation Committee few years back.
The action, according to Governor Okezie Ikpeazu, is aimed at opening access to trade and commerce in the state. It was also informed by the state’s desire to develop avenues that would support inflow of businesses.

It is indeed cheering news for the people of Abia State and their South East neighbours because of the depot’s economic implication. In 2007, the then Minister of Transportation, Chief Cornelius Adebayo, during the groundbreaking ceremony of the project, said that the depot when completed would create 100,000 jobs.  The groundbreaking ceremony of the Abia Inland Cargo Depot followed that of Kano and Jos ICDs.

The project, a 50,000 TEU (containers) port facility, would serve Aba, Onitsha,Enugu, Ebonyi, Imo, Delta and Benue states. One of the features of the port was that it would receive containerised cargo by rail from Port Harcourt and the federal government had by that time commenced the modernisation of the railway into standard gauge from Lagos to Kano line, while that of Port Harcourt to Jos and to Maiduguri line was expected to take- off.

Unarguably, Aba is the commercial hub of the South East and the idea behind the establishment of the dry port was to save importers the trouble of traveling to the coast for their business transactions thereby bring goods closer to the owners.

It will be recalled that the Abia Inland Cargo Depot, among other ICDs, was a product of the Build Operate and Transfer (BOOT) agreement the federal government signed with concessionaires in 2006. The agreement, which identifies the federal government as the guarantor and concessionaires as operators, stipulates that private investors would be licensed to build Dry ports at designated sites, operate them for stipulated time and transfer ownership to the federal government. The system enables private investors to partner with the government in providing port facilities.

Other ICDs were sited at Zawachiki village, Kano State; Eronnu in Egbeda LGA of Oyo State; Heipang, Barkin Ladi, Plateau; and Galanbi , Bauchi State.
Fortunately, however, Eastgate Inland Terminal Limited, the concessionaires of Abia ICD, were the first among other ICDs to be issued Certificate of Occupancy by Nigeria Shippers Council in 2008, and in 2009, the agreement for the commencement of the physical development was signed.
Despite assurances by Adebayo during the groundbreaking ceremony of the project in 2007 that government expected the Abia ICD to be ready for business within 30 months; the facility is yet to come on stream. It will waste of energy and mental resources here arguing what led to the delay of the facility to take- off, but the most importantly thing is the pledge by Governor Okezie Ikpeazu that the state would deploy maximum support for Nigeria Shippers Council and the concessionaires, Eastgate Inland Container Limited towards the realization of the project.
Our confidence is enforced by Ikpeazu’s disposition to deploy available infrastructures and facilities for the economic advancement of the state. The governor has in several occasions emphasized the need for the state to explore other options that could “open up access, ease trade, and probably help the Abia people, who are predominantly importers.”
These reasons and other reasons summed up justify why serious attention should be accorded the facility as the government had explained that it has carefully made sure that those who are going to drive the facility are the people that possess the required capacity to attract the needed attention and support that would facilitate the take-off of the project.

There is a passionate appeal from the governor to well-meaning individuals who have positive ideas to contribute such directly to the government or the committee. “We expect every person that is patriotic, every person that has Abia State at heart, to make suggestions to them directly or to the state government and we want to encourage all arms of government to dissolve all differences and make sure that we give support to this committee, because their success amounts to our collective success and it is Abia people that would be the beneficiaries at the end of the day,” Ikpeazu said.

Inland Container Depot was first introduced in the country in 1979 when the then Elder Dempster Lines led other members of the United Kingdom West Africa Liner Conference (UKWAL), to team up with the National Insurance Corporation (NICON) to establish an ICD in Kano, under the management of Inland Container Nigeria Ltd (ICNL).

Another Inland Container Depot was established in Kaduna but the two ICDs were plagued with several problems, which led to their closure. After their collapse, the managers of the Kano/Kaduna ICDs appealed to the federal government to resuscitate them and the matter was referred to the Shippers’ Council, thus marking the beginning of the involvement of the Council in the promotion of ICDs as a component transport infrastructure for hinterland shippers.

  • BREAKING: INEC office set ablaze in Abia

BREAKING: INEC office set ablaze in Abia

Fire has gutted the office of the Independent National Electoral Commission (INEC) in Ohafia Local Government Area of Abia State.

INEC Chairman, Information and Voter Education Committee, Festus Okoye, disclosed this via a statement issued on Monday, adding that the commission held a meeting to discuss a wide range of issues, including a disturbing report from the state.

He said INEC Resident Electoral Commissioner (INEC) for the State, Dr. Joseph Iloh, reported that the recently renovated office has been set ablaze.

“The incident occurred late on Sunday night, 9th May 2021. There are no casualties on the part of our staff on guard duty but the building was virtually destroyed,” the statement partly read.

“Apart from furniture items, all electoral materials and office equipment were destroyed. The matter has been reported to the police for investigation.”

The commission lamented that the latest incident in Abia State is one too many, noting that its facility has been attacked in the south-eastern state in recent times.

On December 13, 2020, the INEC office in Aba South was completely burnt down while that of Arochukwu was vandalised and ransacked in October 2020.

While describing the vandalised facilities as national assets, the electoral umpire said they must be protected.

Hence, the Commission said it would be convening an emergency meeting of the Inter-Agency Consultative Committee on Election Security (ICCES) next week to discuss this disturbing trend.

It also reassured Nigerians that all activities in relation to the ongoing expansion of voter access to Polling Units and preparations for the resumption of Continuous Voter Registration (CVR) as well as all scheduled elections will proceed as planned.

  • 16 killed as troops, police, ESN clash in Abia

16 killed as troops, police, ESN clash in Abia

Soldiers of the 144 Battalion, stationed at Ariaria junction, along the Enugu–Port Harcourt expressway, yesterday, allegedly killed 16 gunmen who engaged them in a fierce gun battle.

A  military source, however, said it was a joint operation of the Nigerian Army and police which led to the death of about 16 gunmen who were operatives of the Eastern Security Network, ESN.

The  source said hundreds of security operatives on Tuesday night launched a heavy attack on the  camp of  the ESN in Aba, Abia State, killing no fewer than 16 of them and injuring others.

It was gathered that the operation was in response to a series of attacks against security personnel in the South-East. Not less than 20 security operatives have been killed in the region by unknown gunmen in the last three months. Police stations  are also not left out in the assault as four of them were razed since January.

This came as  the Abia State Government raised an alarm that arms and hoodlums had been imported and camped in a location in Aba for the March 27, 2021, Aba North/South federal constituency  by-election.

However, the Nigerian Army, and the Indigenous Peoples of Biafra, IPOB, have dismissed as fake, the report  that the military attacked the  ESN camp in Aba, killing no fewer than 16 personnel of the security outfit.

The alleged killing is coming 48 hours after three policemen were ambushed and murdered by hoodlums in Abiriba, in Ohafia Local Council of Abia State.

The gunmen, said to be numbering about 50, engaged the soldiers at their checkpoint  at the Ariaria junction.

Sources told Vanguard that before the gunmen arrived the area; the soldiers had gathered intelligence and laid in wait for them.

As soon as the gunmen arrived, they  opened fire but the soldiers responded.

In the ensuing gun duel which was said to have lasted for over 30 minutes, 16 persons were shot dead in the duel. Other members of the gang reportedly sustained bullet wounds.

However, there are conflicting reports about the number of casualties. While some sources said 16 persons were killed, among them, a soldier, a top military source in Aba said only 11 gunmen were killed while there was no casualty on the side of the army.

“No soldier was killed, but we killed 11 of the gunmen. I assure the public that there was no casualty among the soldiers.” he said.

Reacting to the incident, Abia State government commended the soldiers for their gallantry, stressing that it is committed to the protection of lives and properties of Abia residents.

Assistant Director Army Public Relations, 14 Brigade, Ohafia, Captain Iliya Dauda, told Vanguard in Aba that there was no military operation against any ESN camp in Abia.

He rather explained that unknown gunmen attacked an Army  checkpoint at Osisioma junction Aba but were repelled.

He said there were no casualty on the part of the Army but begged for more time to receive report from their men at the scene investigating and assessing the incident.

The Army spokesman urged members of the public to disregard the said report which he insisted was false.

Similarly, IPOB dismissed the said report as cheap propaganda by those who planted it.

IPOB Media and Publicity Secretary Emma Powerful, in a reaction said no ESN camp was attacked in Abia.

He rather claimed that the military indiscriminately arrested innocent Igbo young men and tagged them ESN personnel and executed them to create an impression that they had inflicted casualty on ESN.

Powerful said ESN was formidable and could not be easily dislodged by the Nigerian security agencies, adding that the outfit is in the forest to get rid of terrorists.

“They gathered innocent people last night and tagged them ESN operatives. Let them tell the world which ESN camp they attacked. Nigeria soldiers in their normal ways removed some young men’s clothes and saw  marks on their body, then they arrested and tagged them IPOB and ESN members.”

But in a swift response, Captain Dauda denied any involvement of the military in the allegation, saying it was concocted to whip up sentiments.

He said the alleged photos of corpses in the said story  were photoshops, insisting that the military did not carry out any military operation in any part of Abia.

Decrying alleged procurement of arms and  importation  hoodlums camped in a location in Aba for the March 27 election by one of the opposition parties, the Abia State Government tasked the security agencies to ensure that the hoodlums are swiftly arrested while others on the way are prevented from entering the state.

Commissioner for Information, Chief John Okiyi Kalu who disclosed this in Umuahia, explained that intelligence reports available to the state revealed that the opposition party plans to overheat the polity as a prelude to calling for full deployment of the military which will in turn create room for the deployment of the hoodlums with fake uniforms and procured arms.“

His words:  “Specifically, we are aware that about 200 armed youths have already been camped at a location and are awaiting deployment with fake military uniform made  available to them by an Abia born retired Army General who only recently joined the opposition party, with the intention of unleashing mayhem on the people of the state.

“We advise the police and military high command as well as office of the National Security Adviser (NSA) and the Department of State Services (DSS) to be wary of the antics of desperate politicians seeking for expansion of family enterprise, even at the expense of precious lives of citizens rather than growth and unity of our nation.”

Meanwhile, the General Officer Commanding, 82 Division Nigerian Army, Maj General Abiodun Lagbaja, yesterday,  told officers and men of the 302 Artillery Regiment (General Support), in Onitsha, to remain professional and responsive in the discharge of their duties. Major General Lagbaja, also charged the soldiers to be  conscious of their safety while at their duty posts, warning that they should not relax as if they are at their homes, just as he warned them about leaving only one person at their duty post for any  reason to give hoodlums opportunities to attack them.

He also enjoined the soldiers to ensure full enforcement of the State Government’s order banning tinted vehicles and covered number plates.

Major Gen Lagbaja’s visit  is coming one week after hoodlums attacked two military check points in Anambra State where they killed three Nigerian Navy officers and made away with their riffles.

The GOC who assured his officers and men that the army authority is working hard to improve on their welfare, advised them to take the Astrazeneca COVID-19 vaccine to safeguard themselves and their loved ones from the dreaded Corona-virus pandemic.

He said:  “The Nigerian Army will continue to carry out its constitutional responsibilities with high sense of professionalism despite any form of provocation.

“As  soldiers, if you are six in a duty post, stay together and at alert. If you must give permission for any one to eat, you must not allow more than one person at a time to leave for any excuse. If you observe the rules of your engagement, there will not be any issue of human rights violation in the discharge of your jobs or attack against you.

“I have gone round Anambra State and I have discovered that soldiers are misbehaving.  IPOB is trying to tell the world that we are Army of occupation and you must not prove them right. You must discharge your duties as soldiers of the Nigerian Army.

“The job we ask you to do is not to harrass and intimidate people or collect money at road blocks. When you stay together, you will fight together against the enemies. Permit only one person out at a time.”

He acknowledged that the soldiers have a lot of problems militating against their jobs but assured them that these problems are being addressed especially  accommodation and other issues, adding that in no distant time, those problems will be a thing of the past.

“I am here  for the first time as the GOC 82 Division to sympathise with the Nigerian Navy Onitsha Out Post for the loss of their three  personnel and fire arms and to familiarize with you and know some of the problems you face.

“The Nigerian Army under the leadership of Lt General Ibrahim Attahiru  is sincere in  addressing your welfare  issues and the only way to pay back for his genuine commitment is to work hard and in line with the rules of your engagement.”

  • In Abia Ikpeazu is bringing valleys low

In Abia Ikpeazu is bringing valleys low

    By Okechukwu Keshi Ukegbu

When Gov. Okezie Ikpeazu’s second term winds up on May 2023, his Agalaba (Obingwa East) kinsmen will not be in a hurry to forget his reign for multiple reasons.

One of the reasons is that he has brought low to precarious valleys that were tormenting his Agalaba kinsmen, courtesy of his Agalaba Ring Road.

The Umuibe and Ntighauzo valleys more recalcitrant than “Abiku”, the Ogbanje girl in Wole Soyinka’s poem”Abiku”.

The valleys even defied high rise vehicles, making the spots impassable and forcing road users to take detours, and prolonging their journeys.

But with the Agalaba Ring Roads, the challenges associated with these spots have been contained and motorists can now drive through these spots which were albatross with both eyes closed.

The Ring Road has become one of the “wonders” of Ikpeazu’s administration. With the Ring Road in place, residents of the five wards constituting Agalaba bloc of Obingwa local government area would now have no obstacles accessing their nearest town, Aba , even in the deadliest hours of the night.

This apart, they will have unfettered access to the town to sell their agricultural produce. This is because these communities are agrarian communities that rely mostly on their agricultural produce to make a living.

Indeed, Ikpeazu’s Agalaba Ring Road is a wonder.

The gist that occupied time in most drinking joints in one of the communities constituting Agalaba during the Yuletide was one of the returnee youths which have not visited home for the past two years drove past his compound because some of the features with which his locality were identified have been altered.

Indeed, in Abia, Ikpeazu is filling the mountains, bringing valleys low, and making rough terrains smooth.
