Yang Jiechi Meets with US National Security Advisor Jake Sullivan

On March 14, 2022 local time, Member of the Political Bureau of the CPC Central Committee and Director of the Office of the Central Commission for Foreign Affairs Yang Jiechi met with US National Security Advisor Jake Sullivan in Rome, Italy. The two sides had candid, in-depth and constructive talks on China-US relations and international and regional issues of mutual interest and concern, and agreed to follow through on the consensus reached by the heads of state of the two countries to enhance mutual understanding, manage differences, expand common ground and strengthen cooperation, and to accumulate enabling conditions for China-US relations to return to the right track of sound and steady development.

Yang Jiechi noted that implementing the consensus reached by the two heads of state is the most important task in China-US relations. President Xi Jinping proposed the principles of mutual respect, peaceful coexistence and win-win cooperation as ways to manage China-US relations in the new era, charting the course for the development of China-US relations. President Biden responded positively, making such important commitments as not seeking a new Cold War, not seeking to change China’s system, not seeking to target the revitalization of its alliances against China, not supporting “Taiwan independence”, and having no intention to have a conflict with China. Noting that China has viewed and handled its relations with the US on the basis of the three principles put forward by President Xi, Yang Jiechi expressed the hope that the US side will follow through on the commitments made by President Biden. He emphasized that to strengthen dialogue and cooperation, properly manage differences, and avoid conflict and confrontation between China and the US under the current international situation is in line with the interests of the two peoples, the expectations of the international community and the interests of the people of the world.

Yang Jiechi stressed that the Taiwan question bears on China’s sovereignty and territorial integrity. In the three China-US Joint Communiqués, the US clearly acknowledges that there is but one China. The one-China principle is the prerequisite for the establishment of diplomatic ties between China and the US, and constitutes the political foundation of China-US relations. The current US administration has made a commitment on the Taiwan question to adhering to the one-China policy and not supporting “Taiwan independence”, but its recent actions are obviously not consistent with its statements. The Chinese side is gravely concerned about and firmly opposes the recent erroneous words and deeds by the US side on Taiwan-related issues. Any attempt to connive at or support the “Taiwan independence” separatist forces and to play the “Taiwan card” to “use Taiwan to contain China” will get nowhere. China urges the US to fully recognize the highly sensitive nature of the Taiwan question, strictly abide by the one-China principle, the provisions of the three China-US Joint Communiqués and the commitments made by the US, and not to go further down the road of great danger.

Yang Jiechi also stated China’s solemn position on issues related to Xinjiang, Tibet and Hong Kong. He pointed out that these issues involve China’s core interests and are China’s internal affairs that allow no interference from external forces. Any attempt to use these issues to suppress China is doomed to fail. He noted that seeking common ground while reserving differences and building a bridge of cooperation on the basis of proper handling of differences has been proven, by our practice in the past 50 years since the release of the Shanghai Communiqué, to be the right way for China and the US to get along with each other. Both sides should draw lessons from the past, follow the principle of mutual respect as the premise to development of bilateral relations, stick to peaceful coexistence as the bottom line, and focus on win-win cooperation as the key.

The two sides also exchanged views on international and regional issues including the Ukraine issue, the nuclear issue on the Korean Peninsula, the Iranian nuclear issue, and the Afghan issue.

CPC’s major achievements and historical experience over past century

    By People’s Daily

The past century has witnessed an extraordinary and glorious journey of the Communist Party of China (CPC).

In an effort to better push ahead with the cause of the CPC and that of the country, the CPC Central Committee carried out in-depth research into the 100-year journey of the Party, during which it has led the Chinese people in making remarkable achievements in revolution, reconstruction, and reform, comprehensively reviewed the great historic processes of the Party’s winning one victory after another and the historic feats the CPC has achieved, and reviewed and adopted the Resolution on the Major Achievements and Historical Experience of the Party over the Past Century at the recently concluded sixth plenary session of the 19th Central Committee of the CPC.

The adoption of the resolution represents an historic contribution of the sixth plenary session of the 19th Central Committee of the CPC, which is not only influential for China’s current conditions, but bears far-reaching historical significance.

Since its founding in 1921, the Party has always made seeking happiness for the Chinese people and rejuvenation for the Chinese nation its mission, stayed committed to communist ideals and socialist convictions, united and led the Chinese people of all ethnic groups in working tirelessly to achieve national independence and the liberation of the people, and then to make the country prosperous and strong and bring happiness to the people.

Over the past 100 years, the Party led the Chinese people in fighting bloody battles with unyielding determination to achieve great success in the new-democratic revolution, working diligently for a stronger China with a spirit of self-reliance to achieve great success in socialist revolution and construction, freeing their minds and forging ahead to achieve great success in reform, opening-up, and socialist modernization, and bolstering self-confidence and self-reliance and innovating on the basis of what has worked in the past, thereby bringing about great success for socialism with Chinese characteristics in the new era.

The endeavors of the Party and the people over the past century represent the most magnificent chapter in the millennia-long history of the Chinese nation.

History has provided ample evidence that without the CPC, there would be no new China and no national rejuvenation, and that the leadership of the Party is the foundation and lifeblood of the Party and the country, and the crux upon which the interests and wellbeing of all Chinese people depend.

Focusing on summarizing major achievements and historical experience of the CPC over the past century, the resolution is bound to play an important role and exert a major influence on increasing wisdom, promoting unity, boosting confidence, and raising morale among all Party members.

Since the 18th National Congress of the CPC in 2012, the CPC Central Committee with Comrade Xi Jinping at its core has implemented the national rejuvenation strategy within a wider context of the once-in-a-century changes taking place in the world,  provided unified leadership for advancing a great struggle, a great project, a great cause, and a great dream, and united and led the whole Party and the entire nation in achieving great success for socialism with Chinese characteristics in the new era, providing the cause of national rejuvenation with more robust institutions, stronger material foundations, and a source of inspiration for taking greater initiative while showing the world that the Chinese nation has achieved the tremendous transformation from standing up and growing prosperous to becoming strong.

The historic achievements and historic shifts in the cause of the Party and the country are attributed to the leadership of the CPC Central Committee with Xi at its core and the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

The CPC has established Xi’s core position on the Party Central Committee and in the Party as a whole and defined the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. This reflects the common will of the Party, the armed forces, and the Chinese people of all ethnic groups, and is of decisive significance for advancing the cause of the Party and the country in the new era and for driving forward the historic process of national rejuvenation.

The resolution summarizes the tremendous achievements Chinese people have achieved under the leadership of the CPC in the new era in thirteen fields, including upholding the Party’s overall leadership, exercising full and rigorous self-governance, economic development, comprehensively deepening reform and opening-up, political work, comprehensively advancing law-based governance, cultural advancement, social development,  eco-environmental advancement, national defense and the armed forces, safeguarding national security, upholding the policy of “one country, two systems” and promoting national reunification, as well as foreign affairs, with emphasis laid on original thoughts, transformative practices, breakthroughs, and landmark achievements in the past nine years.

Over the past century, the Party secured extraordinary historical achievements on behalf of the people. Today, it is rallying and leading the Chinese people on a new journey toward realizing the second centenary goal of building China into a great modern socialist country in all respects.

The CPC members are like examinees sitting the tests posed by this era, and the Chinese people will review their test results.

Under the strong leadership of the CPC Central Committee with Xi at its core, the Party and the Chinese people are fully implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and making tireless efforts to realize the second centenary goal and the Chinese Dream of national rejuvenation.

It is believed that the CPC and the Chinese people will certainly achieve new glories and new historic feats on their new journey in the new era.

  • Over 100 Foreign diplomats visit exhibition on CPC history in Beijing

Over 100 Foreign diplomats visit exhibition on CPC history in Beijing

    By Zhang Bolan, People’s Daily

Over 100 diplomatic envoys of foreign countries and representatives of international organizations to China visited an exhibition on the history of the Communist Party of China (CPC) at the Museum of the CPC in Beijing on June 24.

Through the exhibition under the theme “staying true to the founding mission,” they got a better understanding of the extraordinary journey of the CPC over the past century.

At the exhibition hall for the site of the first National Congress of the CPC, they saw photos and manuscripts that bring back memories of the revolutionary practice of the CPC in its early days and felt the original aspiration of the CPC members.

I saw how the CPC has struggled for its goals at the exhibition. The founding of the New China helped the Chinese people ‘stand up’,” said Ahcene Boukhelfa, Algerian Ambassador to China, who noted that every Chinese has the opportunities to realize his/her dreams today.

Through art forms including paintings, sculptures, music and videos, as well as technological means related to sound and lighting, the exhibition aims to bring immersive experience to visitors.

A glasses-free 3D animated film at the exhibition showed envoys and representatives vividly the Long March military retreat in the CPC history. They recorded the film with their mobile phones, then gave a big round of applause after hearing the interpretation of the narrator’s words: “Every generation has its own long march, and every generation must see that march through.”

Sudanese Ambassador to China Gafar Karar Ahmed pointed out that the CPC has led its people out of poverty and backwardness, and developed China into the world’s second-largest economy, sincerely keeping its promise to the Chinese people.

China’s experience in development belongs to both the country itself and the entire world, the Sudanese ambassador said.

At a simulated high-speed train cab, foreign envoys and representatives tried driving trains and experienced the speed of China’s railways.

Jose Luis Bernal, Mexican Ambassador to China, has been in China for over 4 years, and marveled at China’s rapid development. “I have witnessed changes in China with my own eyes. From my trips to many Chinese cities and villages, I find that China’s transportation is getting more convenient, and its technologies have continuously advanced,” he said.

More and more people in China have enjoyed modern life, said the Mexican ambassador, adding that smartphones and computers are widely used even in remote mountainous areas in China.

The CPC has strived to leave no region or individual behind on the road to realizing common prosperity, according to him.

Through the exhibits from different stages in the CPC history, envoys and representatives got to learn about the stories behind the development miracles the Chinese people have achieved under the leadership of the CPC.

After visiting the exhibition, they took selfies and posed for group photographs in front of a huge CPC flag sculpture at the west square of the Museum of the CPC.

It’s really necessary to build such a museum for permanent and comprehensive exhibitions of the CPC history, said Carlos Miguel Pereira, Cuban Ambassador to China, who considers understanding the CPC history a necessity for learning about China.

  • China will stick to and continuously improve its political party system

China will stick to and continuously improve its political party system

    By People’s Daily

On the occasion of the centenary of the Communist Party of China (CPC), the State Council Information Office of China recently issued a report on the country’s political party system, which demonstrated China’s determination and efforts to uphold CPC leadership, develop socialism with Chinese characteristics, and improve its political party system.

The report, which looked back on how the system has been created, developed and improved, and elaborated on the distinctive characteristics and strengths of the system in political and social life, will effectively help people understand that China’s political party system is the result of a historical process as well as a structure of enormous strength, creativity and vitality.

A country’s political party system is a major component of its political framework and makes a critical contribution to democracy. The system best suited to a country is determined by its history, traditions, and realities, the report pointed out.

The system of multiparty cooperation and political consultation under the leadership of the CPC is a new type of party system growing from China’s soil, and plays a unique role in building consensus, optimizing decision-making, coordinating relationships among parties and maintaining political stability, stressed Xi Jinping, general secretary of CPC Central Committee.

Following the principles of long-term coexistence, mutual oversight, sincerity, and sharing the rough times and the smooth, the CPC and eight other political parties in China have created a multiparty cooperation system in which the CPC exercises state power and the other parties participate fully in the administration of state affairs under the leadership of the CPC.

Besides, the CPC has worked in solidarity with other political parties and non-affiliates, and traveled an extraordinary and glorious journey together, registering remarkable achievements in multiparty cooperation.

Since the 18th National Congress of the CPC in 2012, China has further consolidated the ideological and political foundation of multiparty cooperation, and perfected the framework of the party system under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core. China’s political institution and political party system are exerting more extensive and stronger influence.

China’s political party system embodies the essence of Chinese traditions, reflects the intrinsic requirements of socialism and conforms to China’s realities and its needs in state governance. As a basic component of China’s political system, it contributes to China’s development, national rejuvenation, and social progress, and is of great benefit to the people’s well-being.

To govern a country, ensure safety and order in society require building sound systems. China’s political party system creates a unique political model, and is essential to the task of modernizing China’s governance system and capacity.

The country’s political party system, as a combination of Marxist political party theory and its realities, truly, extensively and in the long term represents the fundamental interests of all people and all ethnic groups and fulfills their aspiration, avoiding the defects of the old-fashioned party system which represents only a selective few or the vested interest.

It unites all political parties and people without party affiliation toward a common goal, effectively preventing the flaws of the absence of oversight in one-party rule or power rotation and nasty competition among multiple political parties.

Moreover, it pools ideas and suggestions through institutional, procedural, and standardized arrangements and develops a scientific and democratic decision-making mechanism, steering away from another weakness of the old-fashioned party system, in which decision-making and governance, confined by interests of different political parties, classes, regions and groups, tears the society apart.

Over the past seven decades and more, this system has grown and matured. It provides Chinese ideas for the world in terms of modern party politics, and offers a new model for global political progress.

The political party system fits China’s reality and fine traditional culture of the pursuit for the common good, inclusiveness, and seeking common ground while shelving differences, and is a great contribution to political civilization of humanity, according to Comrade Xi Jinping.

China will, as always, learn and draw from the positive experiences of other countries, but will not imitate other political party systems mechanically, or impose its own on any other country. China respects the right of other countries to choose a political party system best adapted to their own realities. Based on equality and mutual respect, China is willing to strengthen cooperation and mutual learning with other countries, promote democracy on the international stage, and eventually build a global community with a shared future for mankind.

  • CPC a party with global vision

CPC a party with global vision

    By Guo Jiping, People’s Daily

“All we do is to pursue happiness for the Chinese people, rejuvenation for the Chinese nation, and the common good for the world.”

That’s how Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, explains the original aspiration and mission of the Chinese communists, which also indicates that the centennial journey of the CPC is a glorious chapter that belongs to not only China, but also the world.

The past 100 years since the founding of the CPC proved that the Party is always a constructor of world peace. From raising the Five Principles of Peaceful Coexistence, to advocating a concept of common, comprehensive, cooperative and sustainable security, China has always adhered to peaceful development. The country has promised to never seek hegemony, expansion, or a sphere of influence. Nor will it ever engage in an arms race.

The past 100 years proved that the CPC is always a contributor to global development. Since its founding in 1949, especially in the past four decades of reform and opening up, China has opened its arms to embrace the world, providing more opportunities of market, investment and growth for the rest of the world in a bid to achieve common development. The country’s contribution to world economic growth has been standing at around 30 percent for years.

The past 100 years proved that the CPC is always a protector of international order. On the basis of respecting the purposes and principles of the UN Charter, China has worked to promote the reform of the global governance system, and enhanced cooperation on tackling climate change, cyber security and counter terrorism with concrete actions. The country announced to peak carbon dioxide emission before 2030 and achieve carbon neutrality before 2060, which means it will realize carbon neutrality from carbon peaking in the shortest time in global history.

Studies indicate that the ratio of developed countries among all the countries in the world has never exceeded 20 percent since the industrialization began. In the second half of the 20th century, around 10 percent of the developed economies quit the developed list, and only five percent of the developing countries made it into the developed group. Many scholars hold that the modernization of the “third world” is a turbulent process in which fierce conflicts might happen.

Under the leadership of the CPC, China’s modernization features distinctive characteristics. It is advancing for a huge population, and pursues common prosperity of all Chinese people, coordination between cultural and ethical progress and material progress, and harmony between man and nature. It also follows a path of peaceful development.

The Chinese practice has created a miracle of rapid economic development and a miracle of long-term social stability, which is rarely seen in the world. It has tackled the “Tocqueville problem” that troubled Western historians, and explored a political governance model that is able to actively adapt to and guide changes, and always stay stable.

Today, the CPC is leading 1.4 billion Chinese people to fully build a modern socialist China. Its significance lies not only in how many people China’s modernization covers, but also in that it proves there is more than one way leading to human modernization.

China has shown the world that countries can have their own models of development using their own historical experiences, said former Philippine President Gloria Macapagal-Arroyo.

From only around 50 members during the early days of its founding, to a party that boasts over 91 million members, the CPC has maintained its original aspiration despite the hardships it has experienced. Today, as China constantly expands its international influence, how to precisely and objectively perceive the CPC is becoming a practically significant topic. Many scholars have emphasized that the CPC has clear goals in every phase of its development, and adjusts its policies in accordance with the changes in domestic and international situations to satisfy the needs of the Chinese people. A report by John F. Kennedy School of Government, Harvard University found that the Chinese people’s overall satisfaction toward the Chinese government under the leadership of the CPC exceeds 93 percent.

History has never ceased its steps toward the future. The CPC will, as always, work hand in hand with all parties, to make newer and greater contributions to building an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security, and common prosperity.

  • British communist party chief: CPC has always sought to stay close to the people

British communist party chief: CPC has always sought to stay close to the people

    By Bai Yang, People’s Daily

The success of China in developing into a modern and technologically advanced country with social harmony and stability in merely several decades should be attributed to the leadership of the Communist Party of China (CPC), said Robert Griffiths, General Secretary of the Communist Party of Britain (CPB) during a recent interview.

The CPC is a party that emerged from the people, was created by the people, and has always sought to stay close to the people, said Griffiths, who considers China’s tremendous achievements in economic development as epoch-making.

The past century is world-shaking and momentous for China and the Chinese people, Griffiths pointed out, saying that the enormous success of China back to 1949, but even more so in recent decades, can only be achieved by a party that retains its close links with the people in its roots, in the working people of China, and enjoys the trust and support of the people.

The trust that the Chinese people obviously has in their ruling party and in their government means that together they are able to take drastic measures, which have proved to have been successful in overcoming huge challenges, such as containing the COVID-19 pandemic and eradicating absolute poverty, according to Griffiths.

Griffiths has visited China for many times since he was elected as the General Secretary of the CPB. He has been to many Chinese cities, including Beijing, Shenzhen, Urumqi and Ningbo,  and his experiences in these cities remain fresh in his memory.

According to Griffiths, he took China’s high-speed trains and observed the construction of the country’s railway networks, visited huge wind farms providing electricity for cities, and saw hardworking people in many clean and beautiful towns and villages.

The CPC knows very well the needs of the people and is farsighted, Griffiths noted, saying that the CPC always makes plans for its goals and then puts them into practice with effective execution.

China stresses integrating its new development concept–innovative, coordinated, green, open and shared development–into the whole process and various fields of the country’s economic and social development, which shows its foresight, said the British communist leader, adding that he believes that the CPC has the capability to realize its goals for the new era.

During his visits to northwest China’s Xinjiang Uygur autonomous region, Griffiths saw great changes in local economic and social development, met with many officials from ethnic minority groups in the region, and heard many people of the Uygur ethnic group talk with each other in Uygur language.

He was indignant that some British media claimed that the use of Uygur language is banned in Xinjiang and all senior officials in Xinjiang are from the Han ethnic group.

Such claims are groundless, said Griffiths, who hopes more foreign people visit Xinjiang themselves to learn about the region and the conditions of the local people. In this way, they can easily see through the absurd allegations made by the Western media against Xinjiang, Griffiths pointed out.

There are some people in the world that don’t want to see China, a socialist country, achieve success, and don’t want to see the power of peace, Griffiths pointed out, noting that the CPC is a representative of the rational voices of people around the world and a source of hope. He hopes China will continue to play a leading role in creating a better, fairer, and more peaceful society.

In 2017, Griffiths attended the CPC in Dialogue with World Political Parties High-Level Meeting in Beijing. Bringing together nearly 300 political parties and political organizations from all over the world was an important achievement in itself, according to the CPB chief.

The “Beijing Initiative” adopted at the high-level meeting mapped out a blueprint for world peace, sustainable economic and social development, and showed the role of China in realizing the goals set out in the initiative, Griffiths noted.

What surprised him was that many political parties with widely different political stands and ideologies had rewarding discussions at the high-level meeting and group meetings of the event. For instance, representatives of the CPB and the Conservative Party of the U.K. exchanged ideas for many times during the event.

Such exchanges of views, during which both parties expounded their consensuses and differences on the basis of mutual understanding rather than misunderstanding, are very rare even back home, said Griffiths, who appreciates such exchanges and believes that contacts and exchanges among political parties of different countries are crucial for promoting mutual understanding and cooperation.

The CPC is willing to listen to and learn from others with an open attitude, according to Griffiths. The CPB can learn many things from the CPC, including its open attitude, its capabilities to set long-term development goals and implement plans, as well as its efforts to facilitate balanced regional development, he said.

The exchanges between the CPB and the CPC are very valuable, said Griffiths, noting that the CPC has made it easier for many political parties to visit China, and the CPB has also received many CPC delegations, which visited the headquarters of the CPB and the Marx Memorial Library.

These exchanges have helped the CPB to “understand the processes that work in Chinese society and the policies of the Chinese party and government,” and have “enabled us to explain it to our friends and allies here in Britain,” Griffiths said.

  • CPC always puts people first: former Lao Deputy Prime Minister

CPC always puts people first: former Lao Deputy Prime Minister

    By Qu Song, People’s Daily

“The history of the Communist Party of China (CPC) is one in which the CPC has led the Chinese people to overcome all kinds of difficulties and make new achievements one after another,” said former Lao Deputy Prime Minister Somsavat Lengsavad in a recent interview.

Under the leadership of the CPC, China has paved a path of socialism with Chinese characteristics that well suits its national conditions, said Somsavat, also a former politburo member of the Central Committee of the Lao People’s Revolutionary Party (LPRP).

Speaking of China developing into the world’s second largest economy in a very short period of time since its reform and opening up, Somsavat called it a very remarkable progress for a major country with 1.4 billion people.

Somsavat has witnessed and been a part of the friendly exchanges between Laos and China since 1960s. Later, he served as the foreign minister of Laos, the head of the LPRP Central Committee’s commission for external relations, and deputy prime minister of the country successively.

“The attention-getting development achievements made by China came from the strong leadership of the CPC,” Somsavat NOTED. Since the 18th CPC National Congress in 2012, the CPC Central Committee with comrade Xi Jinping as the core has carried forward its fine traditions, deepened all-round reform with enormous political courage and wisdom, and brought the socialism with Chinese characteristics into a new era, he explained, adding that China’s development has been constantly scaled onto new heights.

In 2005, general secretary Xi Jinping of the CPC Central Committee, who then served as the secretary of the Zhejiang Provincial Committee of the CPC, led a CPC delegation to visit Laos. He was received by Somsavat, who was the head of the LPRP Central Committee’s commission for external relations at that time.

Ten years later, Choummaly Sayasone, the then General Secretary of the LPRP and Lao President, paid a visit to China. He was accompanied by Somsavat, the then deputy prime minister of Laos.

Somsavat said the Lao delegation was surprised and touched by President Xi when the latter, at a welcoming banquet, recognized Sounthone Xayachack, the then head of the LPRP Central Committee’s commission for external relations who accompanied him on a visit to Luang Prabang during his 2005 trip to Laos.

“General secretary Xi is erudite, sincere and cordial. I’m respectful to him for his charisma, pragmatism and love for the people,” Somsavat said.

He introduced that the LPRP attaches high importance on learning Chinese governance experiences. On a politburo meeting of the LPRP, he specifically made a presentation on CPC’s efforts to combat corruption, in which he explained the Chinese term “taking out tigers and swatting flies,” which means an official, no matter how high his or her position is, must be severely punished once he or she violates the Party disciplines or laws.

“The Lao side agrees with the CPC’s governance philosophy which always puts people in the first place, and is holding similar values itself,” said Somsavat, who has visited China for times, attending seminars and the China-ASEAN Exposition. The Lao politician is grateful to China for sharing its experiences unreservedly.

From the opening of the first expressway in Laos and the in-orbit delivery of the Lao Sat-1 satellite, to the holing through of the China-Laos railway tunnels and Laos turned from a land-locked country to a land-linked one, Somsavat has witnessed the people-to-people ties and sincere cooperation between the two countries that have brought tangible benefits to the Chinese and Lao peoples.

The completion of an irrigation project implemented under China’s preferential export buyer’s credit policy in Laos’ Khammouan province in 2015 has formed a 2,800-hectare irrigated area, Somsavat said, adding that the project has significantly improved local residents’ livelihood, raised grain production and lowered impacts of floods.

In August 2015, Somsavat, on behalf of the Lao side, signed the Joint General Scheme of Mohan-Boten Economic Cooperation Zone with China in Beijing. The economic cooperation zone is the second cross-border economic cooperation zone established by China and its bordering country. It is an important measure for China and Laos to create new cooperation mode and accelerate opening up. The building of a Laos-China community with a shared future has injected enormous impetus into the economic and social development of Laos, Somsavat noted.

Facing the challenges brought by the COVID-19 epidemic, Somsavat said, China was the first country to control the virus and restore economic and social development. It was because the CPC has always put the Chinese people, as well as their lives and health in the first place, he explained.

The institutional advantages of China were well exhibited amid the epidemic, which demonstrated the leadership and execution of the CPC and the Chinese government, Somsavat said.

“Through the fight against the virus, Laos has gained a better understanding of the CPC’s governance philosophy that always puts people first and of the institutional advantages of socialism, which further reinforced the country’s resolution and confidence in pursuing socialism,” Somsavat said.

He stressed that the joint construction of the Belt and Road and the building of a community with a shared future for mankind are connecting countries closer, providing new ideas and schemes for the promotion of world peace and development, as well as win-win cooperation.

The Laos side appreciates China’s efforts to safeguard multilateralism, promote the reform in global governance system, and facilitate global peaceful development and human civilization progress, Somsavat said, adding that China’s practices are in line with the common aspiration of the people around the world.

Somsavat believes that under the strong leadership of the CPC Central Committee with comrade Xi Jinping as the core, China will definitely achieve its goals. Guided by the philosophy of building a community with a shared future for mankind, China will work together with the rest of the world to make the planet a better place.

    China’s 14th Five-Year Plan a far-sighted approach focusing on down-to-earth efforts

    By He Yin

The fifth plenary session of the 19th Central Committee of the Communist Party of China (CPC) was held from Oct. 26 to 29 in Beijing. The session adopted CPC Central Committee’s proposals for the formulation of the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035.

The international society paid high attention to the session, saying the meeting mapped out a grand blueprint for China’s new journey to fully build a modern socialist country, enhanced the confidence of the world for China’s development, and injected stronger impetus for the common development of China and the world.

Five-Year Plans have always been an important window for the international society to understand the CPC’s governance of China and the country’s economic and social development. From 1953, China has made and implemented 13 Five-Year Plans, 8 of which wereafter the country’s reform and opening-up policy. They have forcefully promoted economic and social development, improved China’s comprehensive national strength, and lifted people’s livelihood, creating rare miracles of rapid economic development and long-term social stability.Practices proved that medium- and long-term plans can give full play to both the market, which has a decisive position in resource allocation, and the government.

BBC issued a report explaining the development of China’s Five-Year Plans and their importance, saying these plans did brought huge social changes. Foreign observers pointed out that China’s Five-Year Plans are strategic deployment made by China based on the need of the times, which address both foreign and domestic opportunities and challenges. The plans incorporate technological progress into development vision, and are targeted and energetic, demonstrating the continuously developing and improving governance system and capability of China.

Making plans for the present and future and marching forward step by step along the right direction is the secret to China’s steady development. In the past 5 years, the country calmly responded to complicated international situations and successfully tackled all kinds of challenges and risks, advancing firmly to its goals. Decisive progress has been achieved by China in building a moderately prosperous society in all respects, in comprehensively deepening reform, in comprehensively enhancing the rule of law and in comprehensively strengthening Party discipline.

The modernization of China’s governance system and capability is accelerating, which further showcases the advantages of the CPC’s leadership and China’s socialist system.

After the 13th Five-Year Plan (2016-2020) period, China’s economy, science and technology, as well as comprehensive national strength have all been lifted onto a new level. At present, the targets of the 13th Five-Year Plan will soon be finished, and the country is expected to achieve a full victory in building a moderately prosperous society in all respects. The great rejuvenation of the Chinese nation has made a giant leap forward, and the socialist China will stand firm and tall in the East in a more magnificent manner.

During a period in which the timeframes of the two centenary goals converge, and when the world is witnessing increasingly complicated situations, as well as rising instability and uncertainties, how the CPC coordinates the great rejuvenation of the Chinese nation and responds to the changes taking place in the world unseen in a century receives extremely high attention from the international society.

The CPC Central Committee’s proposals for the formulation of the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035 has made clear the basic guiding principles, major targets, and long-term goals of China’s economic and social development in the next five years, highlighted the leading role of the new development concept, and raised a series of landmark major strategies. It will implement major measures that are forward-looking, comprehensive, basic and targeted, and coordinate further reforms in major areas, which fully demonstrates the CPC’s remarkable vision and historic responsibility to build on the past achievements to further advance its cause.

CNN reported that as many countries struggle to plan weeks ahead, China just set its agenda for the next 15 years. Reuters also pointed out that the 14th Five-Year Plan is future-oriented and isn’t just about the next five years. German newspaper Die Welt said China’s 14th Five-Year Plan will have an important influence for the world.

The fifth plenary session of the 19th Central Committee of the CPC chartered a splendid new path for China’s development, and demonstrated the major country responsibility of China to combine its own development with that of the world.

From carrying out all-round opening-up in more fields, with broader range and greater depth to jointly promoting the high-quality development of Belt and Road cooperation and actively participating in the reform of global economic governance system, and to upholding the banner of peace, development, cooperation and win-win results to nurture favorable external environment and build a new type of international relations and a community with a shared future for mankind, China has sent a clear signal to the world – the country’s new journey to fully build a modern socialist country is also a new journey for countriesaround the globe to enjoy win-win results and common prosperity.

China’s development is still enjoying major strategic opportunities. As long as the country maintains strategic composure, focuses on its own affairs, recognizes and grasps the law of development, creates opportunities in crises, and starts anew in changes, it will be able to make new and greater miracles that astonish the world. Its development will also create broader space for other countries to pursue peaceful development and win-win cooperation.

The region has secured unprecedented achievements in economic and social development and the improvement of people’s livelihood and people from different ethnic groups in Xinjiang have gained a stronger sense of fulfillment, happiness and security, Xi said at the symposium held from Sept. 25 to 26 in Beijing.

It is estimated that the annual per capita net income of farmers and herdsmen will exceed 10,000 yuan (about $1465.4) this year, compared with 7,215 yuan in 2019.

  • CPC always puts people above everything else

CPC always puts people above everything else

    By People’s Daily
At the critical moment when China aims to secure a decisive victory in building a moderately
prosperous society in all respects and eliminate poverty, the Communist Party of China (CPC)
celebrated the 99th anniversary of its founding on July 1.
For a party that fights for the eternal wellbeing of the Chinese nation, the centenary only ushers in
    its prime of life.
With greater faith, conviction and confidence, all Party members are walking in a Long March of
the new era, overcoming challenges with great courage and seizing every day to strive for great
    undertakings.
The sudden outbreak of COVID-19 is a special witnessed to the remarkable performance of the
CPC. Facing the epidemic, China has waged a resolute and all-out people’s war against the virus.
Under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core,
the Chinese people have made major strategic achievements in their response to the virus through
    concerted efforts and tremendous sacrifice.
Such great practice spoke volumes for the marked political advantages of the CPC’s leadership
and China’s socialist system, and the Party’s lofty philosophy of serving the people at all costs. It
also showed the political character of the communists who stay true to the Party’s founding
mission and have the courage to shoulder responsibilities. Besides, it demonstrated the
monumental force unleashed when the Party and all Chinese people were united, and revealed that
the CPC, a large party, has always been vital during its near century-long journey.
Facing the storms in the course of China’s revolution, construction and reform, the CPC remains
unchanged in its original aspiration and mission to seek happiness for the Chinese people and
    rejuvenation for the Chinese nation.
Rather than seeking political interests of its own, the Party always gives top priority to the
interests of the people. This is what distinguishes the CPC, a Marxist political party, from other
    political parties.
Since its founding, the CPC, relying closely on the Chinese people, has surmounted numerous
obstacles and accomplished monumental achievements that have gone down in the history of the
Chinese nation. It has helped China realize a tremendous transformation: the country has stood up,
grown rich and is becoming stronger.
The CPC has braved thorny paths over the past 99 years and completed an extraordinary journey
with unremitting endeavors. It is the people that have given life and prosperity to the Party, and
the people are the Party’s foundation, lifeblood and strength, enabling it to move forward against
all risks and challenges, from one victory to another.
“Only by remaining true to our original aspiration, keeping our mission firmly in mind, and
keeping on striving, could the Party stay young and live,” said Xi, General Secretary of the CPC
    Central Committee.
Some moments are always vital for the development of history. For China, the year 2020 is
characterized by standing at the conjunction point of the two centenary goals. Having withstood
the test of the COVID-19 epidemic, the Chinese people are making the final push for attaining the
first centenary goal – the building of a moderately prosperous society in all respects, an aspiration

of the Chinese nation throughout centuries. This will be a milestone in the process of realizing
    national rejuvenation.
Based on this achievement, China will also embark on a new journey toward the second centenary
goal of building a modern socialist country that is prosperous, strong, democratic, culturally
    advanced and harmonious.
Both domestic and international development environments are facing more complicated and
severe challenges, which calls on the world to foster new opportunities in crises and create new
    prospects amid changes.
Only by continuing to follow a philosophy of people-centered development, putting the people
above everything else, relying closely on them, and delivering benefits to them can the Party
surmount all the obstacles and usher in a bright future.
“To secure a better life for the people is what we aim to achieve in everything we do,” Xi said.
Efforts must be made by the CPC to normalize epidemic prevention and control and ensure
people’s health and safety, crack the “hardest nut” of extreme poverty to sustain high-quality
poverty alleviation and promote economic and social development to meet the people’s ever-
growing needs for a better life.
All Party members need to have a clear understanding of major policies and strategies of the
country and the Party, and regard the benefit of the people as their greatest political achievement.
They should firmly implement the tasks of keeping employment, the financial sector, foreign
trade, foreign and domestic investments, and expectations stable and ensuring security in job,
basic living needs, operations of market entities, food and energy security, stable industrial and
supply chains, and the normal functioning of primary-level governments and guarantee that the
CPC Central Committee’s decisions and arrangements will be firmly put into practice.
Meanwhile, the Party members should keep in mind both the domestic and international
situations, have a stronger sense of responsibility, respond to the people’s needs, worries and
difficulties, always remain true to their aspiration, and work in concert with the people, so as to
ensure that the 1.4 billion Chinese people can live a prosperous life.
Socialism and happiness are achieved through concrete action and hard work. The Party has led
the people in accomplishing missions that seemed impossible and creating miracle upon miracle
    through painstaking efforts.
To achieve poverty elimination, build a well-off society and create a brighter future calls for the
hard work of the people. Despite the difficulties and obstacles the CPC may face on the road
ahead and in the process of development, it must remain committed to upholding the principal
position of the people in the country and showing respect for the creativity of the people. Besides,
the Party should unite and lead the people to work harder and forge ahead, and rely on them to
create new and even greater miracles.
Halfway to achieving its two centenary goals, China must race against time and keep up with the
    time.
Rallying more closely around the CPC Central Committee with Comrade Xi Jinping at the core,
the Party members need to enhance their consciousness of maintaining political integrity, thinking
in big-picture terms, following the leadership core, and keeping in alignment with the central Party
leadership, have confidence in the socialist path, theory, system and culture, and resolutely uphold
Xi Jinping’s core position on the CPC Central Committee and in the whole Party and uphold the
authority of the CPC Central Committee and its centralized and unified leadership.
Remaining committed to putting the people front and center, they should also seize the time, and
strive to write a more brilliant chapter in the Long March of the new era and make outstanding

achievements that can win the recognition of the people and stand up to the test of history.
