    CSOs Call On INEC To Extend Deadline For Voter Registration

    The Nigeria Civil Society Situation Room (Situation Room), a coalition of Civil Society Organisations, has called on the Independent National Electoral Commission (INEC), to extend the Continuous Voter Registration (CVR) exercise.

    The current CVR exercise is scheduled to end on June 30.

    But the CSOs believe “citizens have now intensified their efforts in registering for their Permanent Voter’s Card (PVC).

    “There have also been several appeals by Nigerians to INEC to extend the registration exercise to enable them register to obtain a PVC. Situation Room has received reports of large crowds at the INEC offices across the country.

    “There were lots of complaints while the pre-registrations were open on the online voters’ portal, that confirmed scheduling was not observed by officers at many INEC offices leading to people being treated as walk-in registrants and asked to queue to supply the same details already provided online.

    “While we note some registrants wait for last minute to meet deadlines for registration, it is also worthy to note that there have been several complaints of inadequate manpower and equipment in INEC offices, thus making it difficult to have a seamless registration process. This has led to delays and restiveness of citizens waiting to register in long queues.

    “Situation Room is further concerned that many Nigerians will be discouraged and disenfranchised if the exercise proceeds in this manner. In addition, INEC is yet to cover many of the rural communities in this process thereby excluding citizens who may be far away from the INEC LGA offices.

    “The attention of Situation Room has been called on several posts by citizens on Twitter reporting the conduct of INEC officials across the country. In Amawbia, Awka-South LGA – Anambra State, prospective voters were asked to sweep the INEC office before being attended to or leave if they refused. In Nnewi North Local Government, another report states that the sum of 1,000 Naira is being collected for voter registration. In Aba North LGA, workers have not been to work for four months.

    “Situation Room calls on INEC to check conduct of their staff nationwide, properly coordinate the ongoing voter registration exercise and restrain the chaotic situation in many registration centres nationwide. If the process is managed properly and seamlessly, every eligible citizen will be captured. S 9(6) of the Electoral Act 2022 which allows for voter registration to go on till ninety days to the general elections means that INEC still has room to extend the CVR exercise.

    “Situation Room commends the traders in Alaba International Market, Ojo in Lagos State who shut down the market to register for their PVCs and dispelled the thugs who came to disrupt the process. Citizens should not be subject to this kind of attack in the process of carrying out a constitutional right. We call on the Nigeria Police to investigate the incident and make arrest of perpetrators to prevent this incident from repeating itself in other locations where registrants are gathered.

    “Situation Room therefore urges eligible citizens who are yet to register not to be deterred and to take advantage of the ongoing CVR exercise to do so. For those who registered between July 2021 and December 2021, Situation Room calls on them to go to INEC’s Office at the Local Government Area where their polling unit is located to collect their PVCs.

    “Remember, it is your right to vote!”

    Electoral Bill: Let’s wait for Buhari’s signature, say CSOs

    A coalition of 26 civil society organisations have declined to speak on report that the President, Major General Muhammadu Buhari (retd.), would sign the Electoral Amendment Bill on Friday, saying “no comment for now.”

    While asking the President to sign the Bill, the CSOs said they would open up after being convinced that he would do the needful.

    The coalition had on Tuesday protested against the refusal of the President
    to sign the Electoral Amendment Bill.

    After declaring a national day of protest to demand immediate assent to the reworked Electoral Amendment Bill by the President, the CSOs said the peaceful public direct-action activities was to further the demand for the President’s assent to the Bill.

    But when asked to comment on the report that the Bill would be signed on Friday , the Executive Director of Yiaga Africa, Samson Itodo, said, “Let’s wait and see.”

    He said, “The news suggests that the President will assent to the Bill on Friday. So, we will be waiting to see the action he will take on the Bill and our expectation is that he will assent to the Bill. No comment for now, only to continue to urge him to assent to the Bill.”

    The members of the coalition pushing for the signing of the Electoral Amendment Bill included Nigeria Civil Society Situation Room, Yiaga Africa, Partners for Electoral Reform, International Press Centre, Institute for Media and Society, Nigerian Women Trust Fund, The Albino Foundation, Centre for Citizens with Disability, Premium Times Centre for Investigative Journalism, Labour Civil Society Coalition, Transition Monitoring Group, CLEEN Foundation and Civil Society Legislative Advocacy Centre.

    Others were Women Advocates Research and Documentation Centre, Nigeria Network of Non-Governmental Organisations, Inclusive Friends Association, Enough is Enough, The Electoral Hub, Centre for Liberty, Take Back Nigeria Movement, International Peace and Civic Responsibility Centre, 100 Women Lobby Group, Women in Politics Forum, Raising New Voices, Millennials Active Citizenship Advocacy Africa and Ready To Lead Africa.

    On January 31, 2022, the National Assembly transmitted the Electoral Bill 2022 to the President for assent after reworking the Bill.

    A coalition of civil society organisations have faulted media publications insinuating that internal wrangling in the military is responsible for the security challenges being faced in the country and describing it as not only mischievous but highly misleading and ill motivated.

    The CSOs, Arewa Youth Federation, Citizens Actions for Good Leadership and Northern Integrity Group of Nigeria reacting to reports published by Vanguard Newspaper and others said the claim was baseless and politically motivated.

    In a statement duly signed by the trio of Adamu Matazu, Smart Kevin Mallam Usman Muhammad, the president, Convener and Executive Director of the groups respectively and made available to journalists, the group wondered why anybody will make such spurious and unfounded accusation.

    “We are shocked to read a very demonic conspiracy concocted by enemies of Nigeria whose logic is not just imbecilic but kindergarten in all ramifications. To imagine that such trash is published in the Vanguard is mind boggling.

    ” The press release is a handiwork of desperate and unpatriotic elements who are as dangerous to the nation as the monster we are confronting. To them, the 2023 elections is a must win. Their intention is to blackmail the government and security agencies just to get to power. They do not care the number of Nigerians dead as long as their quest for power is achieved”

    The group stated that Gen. Yahaya Farouk, the Chief of Army Staff is a tested and trusted, no nonsense military personnel who has been in the theater of war in the northeast for a long time. Gen. S A Adebayo has been the Chief of Military Intelligence and has admirably vast experience and expertise. His contributions to decimate BokoHaram/ISAWP is well known.

    “Throughout the history of Nigeria, the synergy within and between the armed forces and security agencies has been legendary, leading to the formation of joint operations and task forces with astonishing results. The outstanding successes in peace keeping operations all over the world are still fresh to Nigerians. This reality is no secret and does not need advertising. In the history of this war this is the first time the security agencies are jointly coordinating intelligence gathering and the war against terror”

    The CSOs wondered what wranglings the group alludes, exist in the imagination of the group when the military has recorded tremendous success leading to the dead and capture of notorious bandits, destruction of their training and logistics bases. The thousands of of bandits who have surrendered to the superior fire power of the military are there for anyone to see.

    “It is inconceivable to imagine that a group of Nigerians who should know can actually come out and try to rubbish the military and allied security forces when we all know that the war against terror and all forms of criminality is being won through intelligence gathering, inter-agency coordination and information sharing throughout the country. The killing and destruction of leading BokoHaram commanders and their followers, destruction of their logistics bases attests to the success of the war against insurgency. The group and her sponsors is desperate to sow seeds of division in the ranks of the military. ”

    They maintained that blabbing about internal wrangling without giving any specific details or data to back up cases of operational failures that could justify this bland accusation is highly uncalled for and not worthy of attention from discerning and learned Nigerians.

    “From Operation Yaki, to Operation Hadin Kai, Operation Python Dance and all the military operations ever carried out in the country, there is always a mix of all the security agencies from the Police to Civil Defense to the military and members of the intelligence community. This is glaring, and a testimony to the synergy and cooperation within the security architecture in the country. To deny this is to accept one’s insanity even before psychiatric evaluation, the statement noted.

    The gains made in the war against terror in the northeast, northwest and secessionists elements in the southeast and southwest should tell every Nigerian that the security forces are working together and for the overall good of the country.

    “The coordinated military operations and the successes against terrorism and criminality in the country is a perfect testimony to the coordination and cooperation between the army.”

    “This cannot be possible without sophisticated intelligence gathering, information evaluation and analysis. The attack on the intelligence unit tells us that the heat is on and the sponsors of terror are feeling the heat, hence their resort to blackmail and attempt to sow seeds of discord within the rank and file of the military. The precision in the airstrikes on terrorists hideouts and camps coupled with the decimation by ground soldiers is ample evidence to the hindsight of the intelligence unit ”

    According to the group coalition of CSOs :

    “The allusion of mutiny is imaginary and exists only in the thinking of desperate people. The Nigerian Army and military at large is too disciplined to be swayed by the ignorance of some wailers and their sponsors who know nothing about military command and hierarchy. The military is determined and focused in confronting the insurgency and all forms of criminality in the country and will not be distracted by frivolous press releases from desperate politicians.

    Nigerians must discountenance the press release from the group and continue to cooperate with security forces to further destroy these elements of disunity ” The group stated.

    Some Civil Society Groups have reacted to media reports credited to a coalition of NGOs questioning the efficiency of the intelligence gathering architecture in the country.

    The groups, Concerned Citizens of North-East Region, Citizens Action for Better Nigeria and Arewa Youth Federation in a statement made available to journalists in Abuja and signed signed by their leaders, Mallam Idris Muhammad, Smart Edward and Adamu Matazu respectively wondered why anybody will cast aspersions on the capacity and professionalism of Nigeria’s intelligence architecture.

    “We are dismayed to note that certain unscrupulous elements whose stock in trade is peddling falsehood could question the role of the Department of State Security (DSS) and Defence Intelligence Agency (DIA). These are top performing agencies that are at par with their sister agencies like FBI, CIA and KGB. To say they are not performing is treasonable” the statement added.

    Recalling the excellent outings of both DSS and DIA in arresting the duo of Nnamdi Kanu and Sunday Ighoho, the group is surprised that any well-meaning Nigerian will underplay these giant strides and seek rather to blackmail officers and men who put their lives on the line for the service of their father land.

    “We make bold to say that the arrest of Nnamdi Kanu of IPOB and Sunday Ighoho of Oduduwa Republic as well as other top arrest and clamp down on errant citizens bent on distabilising the country is nothing but the pure work of professionals who infiltrate enemy lines to gather information as its never done elsewhere” the groups intoned.

    Nigerians have not forgotten the fact that the Southeastern part of Nigeria was flashpoint of criminal activities. The Anambra election almost didn’t hold until the military and DSS stepped in, flushing the bad eggs and making the southeast safe age. This is a job well done and worthy of commendation instead of criticisms, the statement added.

    While intelligence gathering is important, what is done to the intelligence is another thing all together. “If intelligence gathering is enough, America wouldn’t have experienced the tragedy of 9/11, the IRA would have stopped bombing British towns and Israel would have been free from the attacks of Hamas and Hezbollah” the statement added

    While there is no justification for the lapses that occasionally occur as it is common and usual with human systems, the groups called on all Nigerians to support the security agencies with credible intelligence as security is everybody’s business. Taking the backseat and being an agent to be used by critics is not just unpatriotic but treasonable.

    The groups urged the DSS and DIA to discountenance what they described as ranting by enemies of the state who only desire is to plot evil against the country and her leaders.

    Coalition of Civil Society Groups (CCSG) has lampooned the opposition Peoples Democratic Party (PDP), over its recent call for the resignation of the Central Bank of Nigeria’s (CBN) Governor, Godwin Emefiele.

    The president of the Coalition, Mr. Etuk Bassey Williams made this call while addressing newsmen in a press conference held on Friday, in Abuja.

    In a strong worded speech, Williams had these to say: “In response to the unguided and unexpected call for CBN Governor’s resignation by the Peoples Democratic Party (PDP), we consider it pertinent to call for restrain from any form of distraction or political mischief from the PDP. This political entanglement with a public institution like the CBN is very unpleasant, uncalled for and should not be entertained by any patriotic Nigeria.

    “After an appraisal of the statement credited to Senator Udoedehe, we observed that he neither accused Emefiele of any wrong doing nor implied that the CBN Governor was involved in any infraction; therefore the call for the resignation of Mr. Godwin Emefiele by a highly respected political party is regrettable and most uncharitable.

    “We frown at the mischievous misrepresentation of the political utterance of the APC Caretaker Secretary: Senator John Udoedehe by the PDP and advice that the political parties should exempt the CBN Governor and the CBN in general from their political gimmick and concentrate on their political games.

    “We hereby call on those who find it profitable to peddle wrong information to stop. This act is unpopular, mischievous, wrongful and should not be associated with a political party that once praised and proudly informed Nigerians that Mr. Godwin Emefiele performed excellently well and did justify the confidence reposed on him by the PDP.

    “We hereby state emphatically that any act designed to frustrate efforts of Mr. Godwin Emefiele to restore the economy from its downward slope orchestrated by fall and unstable price of crude oil, rejection of our agricultural produce in foreign market, low quality of our industrial good and the advent of Covid-19 pandemic will be opposed.

    “We frown and express deep disappointment that some persons or political party will make itself available to unsettle the CBN Governor. No reasonable person will embark on such venture, because it is unpatriotic. We should not be seen creating crisis for an individual/institution making effort to revamp the economy that has witnessed two recessions by no fault of the Governor of CBN.

    “In conclusion, we request that we all support Mr. Godwin Emefiele irrespective of creed, party affiliations or ethnicity. There is no doubt that the Governor of CBN and his team will stabilize the naira value of restore the economy”.

    A coalition of civil society organisations under the aegis of Conference of Harmonised Civil Society Organisations in Nigeria (COHCSON) has said it suspect strongly that secessionists are infiltrating the nation’s judicial system.

    The group’s allegation is coming on the heels of a recent court judgement a State High in Oyo State presided by Justice Ladiran Akintola delivered a judgment in favour of a yoruba self-determination activist, Sunday Igboho and awarded him 20billion naira as claims.

    Igboho who is currently in detention in Benin republic facility absconded when the men of the State Secrete Police raided his house on the claim that he was stockpiling dangerous weapons.

    Addressing a press conference in Abuja on Tuesday, the chair of COHCSON Oduma Richard Oduma explained that it became necessary to raise the alarm to save the nation from apparent danger.

    “…this press conference is called to condemn what is turning out to be an execution of a detailed plan to subvert and undermine the country’s judicial system. When we first heard that the dissident and secessionist IPOB and Yoruba nation groups were planning to infiltrate the courts at all levels we dismissed the allegations. But latest developments have indeed forced us to raise this alert.

    “It has come to our notice that the groups are resorting to blackmail and intimidation to hoodwink the judges into granting them unmerited judicial favours. Recently a State High in Oyo State presided by Justice Ladiran delivered a judgment in favour of Sunday Igboho and awarded him 20billion naira as claims. As part of the evil plots, IPOB has instituted a 5Billion naira case at the Abia State High Court Umuahia where a Judge would, out of fear of harassment and violence, grant them the plea. It has become obvious that IPOB intends to use its violence stricken sit-at-home enforcement style to force the judges do their bidding.

    “On the case of Igboho, we are aware that having failed to secure his release from Benin Republic authorities, the leaders resolved to raise funds to patronise friendly judges in Nigeria who are sympathetic to their cause. A serving governor in the south West appears to be part of the plot. The leaders in that meeting also agreed to sponsor more rallies abroad to give Nigeria a bad image internationally. Aside raising funds from Diaspora groups and individuals who share in the evil dream of dividing the country, the group agreed to shop for a friendly judge to award those claims against the government thus the 20billion naira”, the CSOs alleged.

    The CSOs appealed to judges not to be intimidated by antics of secessionists by be dilli9gent in their responsibility in the interest of the entire country.

    “We like to use this medium to appeal to judges and lawyers to resist the temptation to betray their secret oath of office and to stick to the law in the overall interest of the country. No amount of inducement should entice any patriot to endanger the lives of over two hundred million Nigerians. Judges and lawyers who administer justice should be reminded that the survival of nations depends on the patriotism of her citizens.

    “The Chief Justice of Nigeria should caution chief judges of states to monitor developments within their jurisdiction in the interest of the nation and the integrity of the judiciary in general.

    “We are using this opportunity to appeal to the National Judicial Council (NJC) to rise to the occasion and sanction erring judges. The recent warning given by the Chief Justice of Nigeria should be enough to guide the Honourable Judges. No desperate secessionists should be allowed to rubbish our collective unity and threaten our sovereign existence or undermine the integrity of our courts”, the group submitted.

    Representatives of federal public institutions in Nigeria have poured encomiums on the Rule of Law and Anti-Corruption -ROLAC programme of the British Council (funded by the European Union) for her support towards the development and validation of a Proactive Disclosure Protocol for Nigeria’s Freedom of Information (FOI) Act.

    Speaking during a 2-day meeting for the validation of a draft Proactive Disclosure Protocol for the Freedom of Information Act, held in Abuja, weekend, Head, Freedom of Information Unit of the Federal Ministry of Justice, Gowon Ichibor described the FOI Proactive Disclosure Protocol as timely and capable of adding value to FOI compliance in Nigeria.

    He reiterated the commitment of the office of the Honourable Attorney General and Minister of Justice of the Federation to vigorous implementation of Nigeria’s Freedom of Information Act, even as he urged citizens to take advantage of the Act to ask questions about government activities.

    He further described the Proactive Disclosure Protocol as a veritable tool that will enhance the compliance of public institutions with their proactive disclosure obligation, in line with the provisions of the Act.

    Speaking earlier, Anti-corruption Manager of Rule of Law and Anti-Corruption, Emmanuel Uche likened corruption to darkness, describing the FOI Act as capable of dispelling the darkness.

    He also called on Nigerians to take advantage of the FOI Act to hold the government accountable, even as he urged public institutions to ensure compliance with their proactive disclosure obligation under the FOI Act, as well as other sections of the Act.

    In his presentation on the essence of the Proactive Disclosure Protocol for public institutions, ROLAC’s lead Consultant on Freedom of Information Act, Dr. Walter Duru described Proactive Disclosure as a statutory obligation under the FOI Act that public institutions are required to comply with.

    Citing section 2 of the FOI Act, Duru who is also the Executive Director of Media Initiative against Injustice, Violence and Corruption-MIIVOC and chairs the Board of the Freedom of Information Coalition in Nigeria explained that “section 2 of the FOI Act (2011) makes it a statutory obligation for public institutions to disclose certain categories of information proactively.”

    According to him, “the ability of public institutions to comply with the proactive disclosure provisions of the Freedom of Information Act brings real meaning to section 2 the Act.”

    The proactive Disclosure Protocol provides for nine procedures for complying with the proactive disclosure section of the FOI Act. It also has a checklist for compliance, in line with the FOI Act.

    Reiterating ROLAC’s huge investments in the promotion of good governance in Nigeria, ROLAC’s Programme Officer, Pwanakei Dala explained that the organisation’s interventions on FOI and other good governance initiatives cut across five states of Kano, Lagos, Adamawa, Anambra and Edo, as well as the Federal Capital Territory, targeting federal public institutions and non-state actors.

    Moving their respective motions for the adoption of the Protocol, representative of the Civil Liberties Organisation, Chidi Ekpewerechi and his public institutions counterpart from the Bureau for Public Service Reforms, Eghe Ekpe described the Proactive Disclosure Protocol as a necessary tool for increased compliance with section 2 of the FOI Act, even as they joined their colleagues in commending ROLAC for the intervention.

    Mr. Ekpewerechi’s motion for adoption, on behalf of civil society stakeholders was seconded by Francis Ndimkoha of Citizens’ Quest for good governance; while Ekpe’s motion on behalf of public institutions was seconded by Juliet Achebe of the National Orientation Agency.

    Highlights of the 2-day meeting were formal motions by both state and non-state actors adopting and validating the Proactive Disclosure Protocol, encomiums on ROLAC by participants for its consistent support to the course of FOI implementation in Nigeria, among others.

    No fewer than one hundred (100) public institutions and civil society organizations attended the 2-day event.

    The 2-day event was put together by the Media Initiative against Injustice, Violence and Corruption-MIIVOC, in collaboration with the Freedom of Information Unit, Federal Ministry of Justice and Freedom of Information Coalition, Nigeria; with support from the Rule of Law and Anti-Corruption-ROLAC programme.

    It would be recalled that the Freedom of Information Act was signed into law on the 28th of May, 2011. The law seeks to make certain public records more freely available to citizens, even as it empowers the citizens to hold the government accountable.

    A coalition of 11 Civil Society Organisations (CSOs) on Wednesday raised fundamental questions on why the Senate should reject the nomination of President Muhammadu Buhari’s aide as. National commissioner in the Independent National Electoral Commission (INEC).

    Yetunde Bakare, spokesperson for group said Lauretta Onochie’s by President Buhari was unconstitutional as the nominee is already a Card carrying member of the ruling of All Progressive Congress (APC), and has dual nationality as a Briton.

    The civil group said their call for her rejection by the senate was on the ground that the constitution has put a clause on her nomination. Hence, she should be rejected.

    Bakare said her nomination will affect the credibility of the electoral body as she cannot be seen as a non-partisan person.

    “The constitution mandates that a person nominated as an INEC National Commissioner should be non-partisan. Section 156(1)(a) of the 1999 Constitution of the Federal Republic of Nigeria clearly prohibits the appointment of any person who is a member of a political party as a member of INEC,” the coalition said.

    “To further ensure the neutrality of the members of INEC, the Constitution clearly mandates in the Third Schedule, Part 1, Item F, paragraph 14 (1) that a National Commissioner shall be non-partisan and a person of unquestionable integrity.

    “Mrs. Lauretta Onochie is not only a card-carrying member of the ruling All Progressives Congress (APC), and a Special Assistant to President Buhari on social media, but she is also notorious for her partisan, biased, and in some instances inflammatory comments on national issues targeted at perceived or imagined enemies of the Buhari government.

    “Given her antecedents, it is highly unlikely that she will remain neutral and objective if successfully screened as one of INEC’s National Commissioners. We contend that her appointment will greatly undermine the neutrality and impartiality of the Independent National Electoral Commission and it will increase mistrust in the INEC and Nigeria’s electoral process.

    “The third requirement is that a person nominated as INEC’s National Commissioner should be “a person of unquestionable integrity”. Unfortunately, Mrs. Onochie lacks the integrity to serve as INEC’s National Commissioner due to her previous antics on social media.

    “To this end, we the undersigned implore you to use your good office to completely reject the nomination of Mrs. Lauretta Onochie as a National Commissioner into Independent National Electoral Commission (INEC); urge President Buhari to withdraw her nomination in the public interest and in furtherance of his commitment to leave a legacy of a truly independent electoral institution that enjoys the trust and confidence of citizens and electoral stakeholders.”

    The group also charged the senate to ensure proper scrutiny and diligence is exercised on the confirmation of the nominations into INEC, as well as ensure that nominees into position into the electoral body are individuals with impeccable character.

    The petition was signed by Yiaga Africa, Peering Advocacy and Advancement Centre in Africa (PAACA), International Press Centre (IPC), Institute for Media and Society (IMS), the Albino Foundation, Centre for Citizens with Disability (CCD), Nigerian Women Trust Fund (NWTF), Civil Society Legislative Advocacy Centre (CISLAC), Premium Times Centre for Investigative Journalism (PTCIJ), Centre for Democracy and Development (CDD) and CLEEN Foundation.

    Over ten civil society organisations have again faulted the Federal Government for transmitting the name of Mrs Lauretta Onochie to the National Assembly for confirmation as one of the National Commissioners of the Independent National Electoral Commission INEC.

    At a program on Wednesday in Abuja, they prevailed on the Senate to reject her nomination on the grounds that she is too partisan and infact a card carrying member of political parties in Nigeria and the United Kingdom.

    Some of the CSOs who moved against her nomination includes Yiaga Africa, Peering Advocacy and Advancement Centre in Africa PAACA, International Press Centre, the Albino Foundation, Centre For Citizens With Disability CDD among others.

    They equally demanded that beyond Onochie’s rejection by the Senate Committee on INEC, the National Assembly must ensure that proper scrutiny and due diligence should be exercised in confirming other nominees, including ensuring that nominees to positions of INEC are individuals with impeccable character, unquestionable neutral inclinations, disposition and competence.

    According to the CSOs, failure to yield to these demands may elicit legal actions against the presidency because the development may set a negative precedence for the electoral body.

    “Mrs Lauretta Onochie is not qualified to be appointed as INEC’s National Commissioner based on the fact that she is a British citizen, thus falling short of the constitutional requirements for being appointed to that position as stated in sections 156(1a) and 66(1a) of the 1999 Constitution.

    “Further proof of Mrs Onochie being a British citizen is contained in the fact that until recently, she was a full, card carrying member of the British Conservative Party, even contesting elections for a councillorship position in Thames Ward in the London Borough of Barking and Degenham in 2010 as a member of the UK Conservative Party.

    “The fact of her dual citizenship and political activities in the UK raises major questions on her loyalty and commitment to Nigeria, “the CSOs insisted.

    Uyo residents, CSOs lampoon PHEDC’s poor services, attitude to customers

    Residents and Civil Society Organisations, CSOs, have once again voiced their frustration and anger over the continued poor attitude of the Port Harcourt Electricity Distribution Company, PHEDC, and their staff on electricity consumers in Akwa Ibom.

    They have also warned that the inability of the company to provide prepaid metres to their customers constitute an illegality and a deliberate ploy to exploit residents with outrageous bills.

    This is even as power supply in the state has remained epileptic and worsening by the day with many consumers and communities been forced to pay exorbitant bills for nonexistent electricity.

    Despite efforts and advocacy by customers and the civil society to ensure sustainable reforms in the power sector and ensure appropriate pricing and billing, the distribution company have continued to display nonchalance over their constitutional responsibilities.

    One of the leading groups, the Foundation for Civic Education, Human Rights and Development Advancement ( FoCERaDA)  recently tasked the electricity distribution companies on the need to ensure that all her customers are metred in order to guarantee justice and fairness in the billing and pricing of electricity.

    Speaking with newsmen in Uyo, Clifford Thomas, a human rights lawyer and activist and FoCERaDA Executive Director frowned at the continued display of impunity ,arrogance and insensitivity by PHEDC staff and opined that PHED was deliberately refusing to supply metres to customers in order to continue fleecing them through crazy estimated and bulk bills.

    The Executive Director maintained that the company was taking undue advantage of the ignorant of the people to force high bills down their throats and blamed helpless members of the public for not wanting to pursue their rights.

    “PHED has been stealing from the people, because they know the people don’t know their rights, and very unfortunately the people themselves don’t want to fight for their rights, I don’t  know, either they are docile or they afraid of seeking justice for the unfair treatment they are getting from PHED.

    ” I can’t also tell if they are enjoying the suffering. How can someone who has been paying a bill of N6,500 before, and suddenly PHED brought a bill of N45,000 and you agree to pay, yet you are complaining, yet, you don’t want to fight against such deliberate act of stealing by PHED in the name of estimated bills.

    “We have received several complaints and in the next two weeks, we are going to convene a stakeholders’ forum to address the issues. We are sending letters to the police,, the SSS, and many other groups, and the management of PHED will be invited, the public should come out and air their grievances. 

    “The company has taken the public for granted for too long. Do you know that if you apply for a metre and you have paid, you are not suppose to pay bills again until the metre is delivered to you, and that when once you complain in writing to PHED about their services, they are not suppose to send you bills until that complaint is resolved, but has that been happening here?” He querried.

    Some customers who spoke with newsmen on the state of affairs lamented that the situation is made worse by a new strategy where they accuse customers with PrePaid metres of bridging just to force them to part with huge sums of money as penalty. 

    A customer who identified herself as Mayen said, “PHED came back to lay claims of bypass after installing a meter in my house. Now they are asking me to pay 300k penalty. Its obvious this is one of their strategies.” She said.

    At Asutan Street in Uyo where the Correspondents Chapel of the NUJ is located, their chairman, Mrs Idongesit Ashameri complained that after paying a penalty fee for an alleged bypass, PHEDC sent their officials to correct the error only for them to return some days later to cut the cables supplying electricity to the office on allegations of bypass again.

    Even in areas where there is steady power supply customers are  quick to accuse the PHED staff of extortion under the guise of computing their consumption based on  estimated billings.

    A resident of Afaha Ube Itam, Uyo, identified  as Mr. Dan Etim said he has the old meter which reads but the PHED staff don’t  read it.

    “I learned that in some places they read it. I have a friend off Barracks road who is still making use of the old meter, and they come to read it every month. He told me that he doesn’t have issue with payment of monthly Electricity bill, but here they don’t read my own. We are not billed accurately by PHED. 

     “Because of small businesses operating here they want to kill us with exorbitant bills. The most annoying thing is that the bills keep increasing on monthly basis. For example if they give you estimated bill of N10,000 this month, next month they will send you N15,000. 

    ” My monthly salary is N36,000 by the time I pay N19,000 or N15,000 electricity bill what will remain for me to feed my family and send my children to School?. For me, it is unfair and sometimes you begin to wonder if Nigerian Electricity Regulatory Commission (NERC) increases tariff every month too after it was increased last quarter of 2020 to N62.33 per kilowatt unit of energy.” Etim lamented

    Corroborating, a resident of Okedo estate who simply identified himself as Akpan said, “my meter reads but they don’t read the analogue meter because the one in my house and other houses in the estate are functioning. And when you ask the PHED workers why they don’t read they will not give you any answer. 

    ” It is sad. And when you complain about the outrageous bills the marketers will boldly tell you that they have target to meet. So if your area is enjoying steady power supply so they will now be using inaccurate reading to meet their target.

    “What do I have in my house that they will send me N20,000 or sometimes N18,000 bill for a month? If not for the high cost of purchasing the digital meter I would have procured mine since they are not reading the analogue meter which is still working.”

    Another resident of Idoro Road Mr. Chris Nse opined that the PHED company continue to tell the governor that electricity consumers in the state dodge paying for energy they consume, but they fail to also tell the governor that they don’t supply most areas with power.

    “There are so many areas that don’t see light for weeks, sometimes months, but they still send bills to such places. But I think people are becoming wise to challenge or even attack them out of anger, it is wickedness. And that is why the issue appear to have reduced. So  what they now do is to give outrageous bills to few areas that have steady light.

    ” I am appealing to our governor to intervene in the cost of the pre-paid meters so that poor people can also afford it and install. The PHED staff are taking advantage of the fact that many people cannot afford the prepaid to continue to shortchange them. 

     Meanwhile a Civil Society  Organization COMPPART Foundation for Justice and Peace Building has decided to wade into the issue following series of unending complaints from the residents .

    The state executive director and human rights activist, Mr. Saviour Akpan disclosed that the Organisation is launching a campaign against the anomaly in the system.

    “We are collecting signatures from the citizens, People from all parts of Akwa Ibom have been coming to my office and so far we have collected more than 500 signatures from across the state

    “I have been announcing it on air. By the end of this June we will attach the signature to what we have written, send it to state government and then we will now run the campaign that nobody should pay Electricity Bill for 3 months unless they give you prepaid meter.” Akpan said.

    But the PHEDC in an email message to our correspondent said that it has increased efforts to address many of the challenges faced by its customers regarding unavailability of prepaid metres, epileptic power and overbilling while describing the allegations of delibrate meter bypass by its staff to exploit customers as unfounded.

    The message endorsed by its acting Manager, Corporate Communications, Chioma Aninwe said that in addition to the Asset Provider Scheme,  MAP, the company has also taking part in the National Mass Metering Program,NMMP, to make prepaid metres available to customers.

    On epileptic power, Aninwe said that, “in our usual style of keeping customers informed ,we have communicated to customers via our various channels ( electronic ,print & social media to inform them of the current challenges being experienced but in electronic language  ( PHED has been placed on system loading).

    “Our Systems Operation Unit is thereby constrained to proactively manage the available load to create a balance in the interim.

    “Furthermore Nigeria Electricity Supply Industry is a full value chain emanating from generation to distribution. Some of the challenges being faced are constraints from the transmission end which are not limited to infrastructural issues. Power supply will improve and stabilize as soon as these challenges are rectified.” She said.

    On complaints of overbilling she explained that bills are generated based on NERC approved tariff, availability of power supply as well as load assessment adding that many customers who are ignorant of the categorization of billing and the attendant tariff would assume that they are being overbilled.

    Aninwe added that contrary to popular opinions, the PHEDC has continued to invest in power infrastructure in Akwa Ibom and is currently undertaking the connection of Ibom Airport to PHED network, rehabilitation of Uyo network, installation of Transformers while it recently acquired operational assets to aid their operations in the state.

    “As regards the purported meter bridge to impose unnecessary bypass offence on customers, this is completely unfounded.

    The current management under the leadership of Dr. Henry Ajagbawa has zero tolerance of any form of corruption.” Aninwe concluded.

    In the meantime, the state government in 2019 and in trying to bridge the power gap came up with the “power for all initiative 2021″, meant to ensure that 200 unconnected villages are connected to the national grid and ensure that the entire state enjoy 24 hour power supply by providing the necessary infrastructure.

    Engr. Meyen Etukdoh, Senior Special Assistant to Governor Udom Emmanuel on power and Managing Director of Ibom Power Company said the initiative is being executed in phases.

    “It is not the place of government to supply transformers, that’s the job of PHED, but, the governor had to intervene for the sake of the masses, so that the people of Akwa Ibom can have light.” Etukdoh said in a recent media on one of the Radio stations in the state.
