Arrested #EndSARS Memorial Participants Released – Police

Lagos State Police Command has said those arrested while participating in EndSARS memorial arrested on Thursday, October 20, at Lekki tollgate have been released.

Lagos Police Public Relations Officer, Benjamin Hundeyin who described those arrested as “troublemakers”, said they were kept in police custody but were later released when normalcy returned.

Hundeyin also claimed that the police were there to provide security and ensure that the procession went fine, and only reacted when some people tried to cause obstruction to the free flow of traffic.

    He said;

“A few troublemakers were identified and apprehended and kept in our custody right there on the spot, but a few minutes later when normalcy returned, they were all released, so it was part of our efforts to ensure there is no breakdown of law and order.

“Some people came out to have a peaceful procession across the tollgate and our officers were on ground to ensure that everything is fine. They provided the much-needed security, but some minutes into this, a few of those people decided to stop at the tollgate some were bringing a coffin to the station at the tollgate, and some wanted to mount the toll plaza.

“They were increasing in number and started to derail the traffic and we had to disperse them with the use of teargas, normalcy returned and nobody was arrested and everything is okay right now, that is the report I got.”

The procession had defied the earlier warnings of the state police against hosting the protest at the Tollgate.

Participants at the procession include popular comedian Debo Adebayo, known as Mr Macaroni, and musician Folarin Falana, better known as Falz.

Enenche says his decision is based on his knowledge of Obi and his vice presidential candidate for about 17 years and 5 years respectively,, adding that both men can provide quality leadership for the Nation that would guarantee effective followership.

“This is what Nigeria needs now to overcome all the numerous challenges imposed on the citizenry in the last two decades.

“Dear countrymen and women, following my appointment on the campaign council of Labour Party, there were reactions on the social media about my pronouncement concerning a video shot at the scene of the ENDARS incident at Lekki toll gate on 20 October 2020.

“Everyone that commented in any way was right based on the information at their disposal and individual analysis. Personally and professionally, I worked with the overriding interest of Nigerians at heart based on the oath of allegiance I swore on commission into military service which is sacrosanct.

“I sincerely shared in the pains of that breaking news through the social media as it were. On this note, I want to assure all that more effort will be put in, so that all assertions can be cleared convincingly from appropriate sources.”.

Kaduna State Govt receives #EndSARS report, to set-up white paper committee

Deputy Governor of Kaduna state, Hadiza Balarabe on Monday December 13, received a report from the Kaduna State Judicial Panel of Inquiry into Acts of Police Brutality and Other Related Abuses.

Describing policing in the country as a “national emergency”, Balarabe called for a quick devolution and decentralisation of policing in other to enhance their effectiveness and get the confidence of the people.

The Deputy Governor also promised that the state government will study the report and its recommendations and issue a White Paper in response.

    She said;

“Every state government is aware of the prevailing anomaly in policing: the deployment in all the states of police officers controlled by the Federal Government but whose operations are funded by state governments. As recommended by the APC Committee of The Federalism chaired by our Governor, Malam Nasir El-Rufai, it is time to devolve policing powers and institute the necessary safeguards for lawful conduct and the protection of human rights.

“The crisis of policing remains a national emergency. It is in the interest of everyone that our country builds an efficient police force, large enough to be effective, sufficiently decentralised to understand the terrain and build local support, properly trained, equipped and resourced for the job and operating with the highest regard for the law and rights and dignity of citizens.

“As I receive this report, I wish to register the gratitude of the Kaduna State Government, to Hon. Justice David Shiri Wyom and the seven other members of this Commission of Inquiry for their service.

“The government will study the report and its recommendations and issue a White Paper.”

Chairman of the panel, Justice David Nyom who also spoke during the presentation, said the panel heard a total of 43 petitions out of the 64 petitions it received after evaluating the evidence and considering the exhibit tendered and admitted.

Six petitions were struck out on the application of Petitioners and or Counsel, and 13 others struck out due to lack of merit.

The panel recommended payment of compensation to 23 petitioners in the total sum of two hundred and seventy-one million five hundred thousand naira for deaths, injuries, permanent incapacitation, and others.

It also recommended the prosecution of some erring police officers as well as the compliance by the Police of rulings/orders of the High Courts.

Kaduna state and Federal Government were also asked to assist in directing the Police to release corpses of persons they deposited in the mortuary to relatives and petitioners for burial, noting that such people cannot afford the bill charged by the hospitals and for the fact that it was the Police who deposited same.

#EndSARS: Falz, Mr Macaroni reject Gov Sanwo-Olu’s invitation for peace walk

Some EndSARS campaigners including Folarin Falana aka Falz and Debo Adebayo aka Mr Marcaroni have rejected the invite by the Lagos State Governor, Babajide Sanwo-Olu, to a peace walk for “the healing of Lagos” in December.

The governor in a speech on Tuesday on the Lekki shootings of October 20, 2020, said, “In December, I will be leading A WALK FOR PEACE to herald the healing of our land. Let me use this occasion to extend an open invitation to our youths, members of the diplomatic corps, civil society groups, students and the media as well as other stakeholders to join me.”

Specifically, the governor invited Falana, Adebayo, Dele Farotimi, Temitope Majekodunmi, Segun Awosanya (Segalink), Adedotun (Just Detoun), Seun Kuti; Commissioner of Police, Hakeem Odumosu; and Commander of Rapid Response Squad CSP Yinka Egbeyemi and others to join him in the “historic march for our dear Lagos.”

Sanwo-Olu also said his government will release its White Paper on the report submitted by the EndSARS Judicial Panel of Inquiry on November 15, 2021.

He said, “As an administration, are determined that the next steps that will be taken in this process of coming to terms with the events of October 2020, must bring closure to a painful episode in the history of our state, with the release of the White Paper later today.”

A youth protester, who was also invited by the governor for a walk, Awosanya, lauded Sanwo-Olu for his “leadership”.

@segalink tweeted, “@jidesanwoolu has shown leadership with this matured response and we hope the WhitePaper will mirror his sentiment. We all want closure, Justice and healing for our society. The experience of 20th October 2020 must never be repeated.”

But reacting, the younger Falana, who tweeted via @falzthebahdguy, described the peace walk as a “joke”, insisting that justice must be served for all victims of police brutality.

Also, Adebayo, who tweeted via @mrmacaronii, said he was not ready for any walk, adding that the last “walk” he had, he was stripped naked and dehumanised.

  • #EndSARS Panel Report: Our Decisions Will Be Based On Truth : Sanwo-Olu

#EndSARS Panel Report: Our Decisions Will Be Based On Truth : Sanwo-Olu

Lagos State Governor, Babajide Sanwo-Olu on Tuesday said his government was committed to justice and truth as it relates to the report of the state’s #EndSARS panel.

The panel submitted its report on November 15, although the state government is yet to make its contents public with a White Paper expected today (Tuesday).

However, a leaked version of the report indicted the Nigerian Army and the Lagos state government in the killing of unarmed protesters at the Lekki Toll Gate and a subsequent cover-up.

It is not yet clear how the report was leaked.

Sanwo-Olu, commenting on the report, said the leakage was “regrettable”.

“While I commend the panel for undertaking its task to the best of its abilities, it is however regrettable that the panel’s work and the leakage of an unauthorized version of the report have generated much tension. Sadly, a deep wound has been reopened,” he said.

“The heated exchanges among various shades of opinion on the report have unfortunately put us all at the risk of missing the larger picture; the fact that what we all seek in common is a land in which we are all safe and secure, law enforcement agents are trusted, and justice is guaranteed for all.

“As I have stated earlier, we have no intention to engage in histrionics or further inflame passion on a matter that has generated intense interest and controversy nationally and internationally. Our decisions and actions will be based entirely on the law, the weight of evidence, and an unblemished respect for the truth.”

GOVERNOR BABAJIDE SANWO-OLU’S SPEECH TO THE PEOPLE OF LAGOS STATE ON THE LEKKI TOLLGATE INCIDENT – DELIVERED ON TUESDAY 30 NOVEMBER, 2021.

My dear good people of Lagos State,
It is with great sense of responsibility that I address you today on the reactions that have trailed the release of the #EndSARS Judicial Panel of Inquiry Report submitted to me two weeks ago, and how it has played out in public discourse since then.
I believe — and have always been vocal about this — that we owe it to you, the people of Lagos, to constantly speak and engage with you. In easy times, in difficult circumstances, we will never shy away from making our case to you, while also ensuring that we listen to you.
I will start by saying that we, as an administration, are determined that the next steps that will be taken in this process of coming to terms with the events of October 2020, must bring closure to a painful episode in the history of our State, with the release of the White Paper later today.
This, in my view, is a moment that beckons us to define who and what we are as a people.
To be a Centre of Excellence, we must be a Centre of Truth. To be a smart city, we first must be a just one. To be a prosperous state, we must establish ourselves as a peaceful entity. And to achieve the Greater Lagos of our dreams we must learn to live in harmony, even amidst inevitable disagreement.
In times like these, with anger and animosity too quick and fast at hand, it is easy to hide behind our own prejudices, treating them as deeper truths instead of the superficial lies they are.
It is far too easy to take sides and choose emotion over fact, even when the truth is to be found in shades of nuance. It is easy to choose darkness over light; to take perverse delight in playing unhelpful games of cynicism and suspicion; to cling to beliefs that do not carry the weight of verifiable evidence.
To become a champion of prejudice is to own a fleeting and false victory. It is a victory of rancor over reason, of vengeance over justice, of anger over compassion.
Today, I stand before you to declare that I reject this path; and I invite you all to do same.
The choice confronting us today is between restoring greater harmony or doing greater harm. I choose harmony over harm. As your Governor, it is my task to explain why all Lagosians should join me on this path that promises a more beneficial future.
Fellow Lagosians, let me at this point bring to the fore some very important context that we must never lose sight of. You will recall that the Judicial Panel of Inquiry was originally inaugurated to investigate allegations of police brutality committed by the disbanded SARS in Lagos state.
In the aftermath of what happened on October 20, 2020, I decided to expand the mandate of the Panel to include investigating what really happened at the Lekki Tollgate that night.
As a matter of good faith and a sincere commitment to uncovering the truth, we constituted a panel of individuals that we believed were independent, credible, and representative of the various stakeholder community interested in the movement against police brutality.
Apart from the Chairman of the panel being a respected retired jurist, various stakeholders including the youths, #EndSars protesters, the police and civil society groups were represented on the panel.
I am sure no member of the panel can claim that the state government made any attempt to influence them in any way throughout the duration of its sitting.
While I commend the panel for undertaking its task to the best of its abilities, it is however regrettable that the panel’s work and the leakage of an unauthorized version of the report have generated much tension. Sadly, a deep wound has been reopened.
The heated exchanges among various shades of opinion on the report have unfortunately put us all at the risk of missing the larger picture; the fact that what we all seek in common is a land in which we are all safe and secure, law enforcement agents are trusted, and justice is guaranteed for all.
As I have stated earlier, we have no intention to engage in histrionics or further inflame passion on a matter that has generated intense interest and controversy nationally and internationally. Our decisions and actions will be based entirely on the law, the weight of evidence and an unblemished respect for the truth.
Let me at this juncture say that I have never been in any doubt as to the sincerity, patriotism and noble motivations of both organizers of and participants in the movement to see an end to the human rights abuses by the now disbanded Special Anti- Robbery Squad (SARS).
It is also on record that the Federal Government accepted all the demands of the protesters, including the immediate scrapping of SARS. The National Economic Council (NEC) also recommended the establishment of State Panels of Inquiry into cases of police brutality. And the Lagos State Government was the first to set up its own panel.
I can boldly say that no State took the advocacy for police reforms and justice in the face of documented brutality more seriously than we did in Lagos. We have so far paid N420million in compensation to victims of police brutality, in line with the recommendations of the panel.
My good people of Lagos State, you will also recall that, in solidarity with the protesters, I joined our youths at various points during the demonstrations, particularly at the Lekki Tollgate and Alausa.
I received the charter of demands of the protesters and promised to pass them on to the President and Commander-In-Chief of the Armed Forces, President Muhammadu Buhari.
I kept my word and passed on the demands to the President, who promised to act promptly on the issues raised.
However, perhaps as a result of entrenched lack of trust between the government and the governed over the years, the protesters responded to the government’s concessions with skepticism, and the demonstrations continued, even growing in intensity.
Regrettably, what had been very well organized and peaceful protests were subsequently hijacked in different parts of the country, particularly in Lagos.
In the ensuing descent into anarchy, many of our compatriots were caught up in the violence. Several policemen were killed. Public and private property, including critical infrastructure, were set on fire, leading to losses estimated at several billions of naira.
At that point, I imposed a curfew to restore normalcy in Lagos. We had only one goal in mind: the maintenance of law and order, and protection of citizens going about their daily lives. This is more than a legal duty. It is a sacred obligation under the constitution of the Federal Republic of Nigeria, which I swore to uphold.
In my inaugural speech on May 29, 2019, I said:
“Let us explore how we can establish a harmony of interests and avoid the growing tendency to focus on those things that differentiate and divide one Lagosian from another. By dint of providence, this small tract of land intersected and surrounded by waterways and lagoons has become home to roughly twenty-two million people, with their various dreams and aspirations.”
It is my earnest desire that all of us — the government, the youth, protesters, the police, and other security agencies — learn the appropriate lessons from the #EndSars protests, particularly the Lekki Tollgate incident, with a view to averting any recurrence to the detriment of our dear state.
It is a testimony to our strength and resilience as a people that, despite the huge losses incurred because of these terrible incidents, we have bounced back, with our economy as vibrant and virile as ever. I have no doubt whatsoever that our prospects are as bright as ever and the best lies ahead of Lagos State and Nigeria.
My Dear Lagosians, let me remind you of our collective strength as a people. We are that social collective who through the resilience of our Spirit confronted an unseen enemy called Covid- 19. In our common resolve, we overcame the worst of the pandemic.
We are the great people who triumphed over the terrible explosion at Ado-Soba, an incident in which many lives and property were lost. Just a month ago, we rose above the differences in our tribes and tongues; we rallied our inner strength to rescue survivors of the collapsed Ikoyi building and console those who lost their loved ones.
THE TESTAMENT TO THE RESILIENCE OF OUR SPIRIT RESTS IN HOW WE RISE AFTER EVERY ADVERSITY. THIS IS WHO WE ARE. THIS IS THE TRUE SPIRIT OF LAGOS.
Our resilient and irrepressible spirit also propels us to show our empathetic nature in the face of tribulations has long defined us as a people; and is also at the root of the just clamor for an end to Police brutality.
Going forward, dear Lagosians, we shall facilitate better communication between our youths and the state’s security machinery to resolve issues before they become intractable. We will make it easier for our young people to initiate formal complaints on human rights violations through the Ministry of Justice.
We will also improve the coordination between the state government and the security agencies, including the police and the military. In this vein, we are studying how to improve security policy formulation, information sharing, and clarifying rules of engagement in times of social unrest.
Just as we have established a mechanism to compensate all those who lost homes, businesses, and livelihoods to the violent destruction of October 2020, we shall also establish a detailed procedure for the just compensation of citizens with verified claims of police brutality committed during the protests.
In December, I will be leading A WALK FOR PEACE to herald the healing of our land. Let me use this occasion to extend an open invitation to our youths, members of the diplomatic corps, civil society groups, students and the media as well as other stakeholders to join me.
FOLARIN FALANA (FALZ). DEBO ADEBAYO (MR. MARCARONI). DELE FAROTIMI. TEMITOPE MAJEKODUNMI. SEGUN AWOSANYA(SEGALINKS). ADETOUN (JUST DETOUN). SEUN KUTI. CP HAKEEM ODUMOSU. CSP YINKA EGBEYEMI.
JOIN ME ON THIS HISTORIC MARCH FOR OUR DEAR LAGOS. NOBODY WILL BUILD THIS CITY FOR US. LET US SHOW THE WORLD WHO WE ARE. WE ARE LAGOSIANS. A PEOPLE OF GREAT RENOWN, DRIVEN BY THE IRREPRESSIBLE SPIRIT OF LAGOS.
    God bless Lagos State
God bless Federal Republic of Nigeria.

BREAKING: Lagos EndSARS report not reliable – Lai Mohammed

The Federal Government has described the report by the Lagos State judicial panel on the shooting at the Lekki toll gate as a triumph of fake news.

The panel which was inaugurated to look into complaints of alleged human rights abuses by the police and Lekki toll gate shooting indicted the Nigerian Army in its report.

However, Minister of Information and Culture, Lai Mohammed, in a press conference in Abuja, dismissed the report saying it cannot change the government’s mind that there was a massacre, adding that the report is intimidation of a silent majority by a ‘vociferous lynch mob’.

The minister described the report by the Lagos judicial panel as ‘Tales by moonlight’ riddled with so many errors, inconsistencies, discrepancies, speculations, innuendos, omissions, and conclusions that are not supported by evidence

Part of the statement read: “There’s absolutely nothing in the report that is circulating to make us change our minds that there was a massacre in Lekki on October 20, 2020.

“Without mincing words, let me say that never in the history of any Judicial Panel in this country has its report been riddled with so many errors, inconsistencies, discrepancies, speculations, innuendos, omissions, and conclusions that are not supported by evidence. What is circulating in public space is simply a rehash of the unverified fake news that has been playing on social media since the incident of October.

“It is simply incredible that a Judicial Panel set up to investigate an incident has submitted a report laden with allegations, the same allegations it was set up to investigate in the first instance. Instead of sitting for all of one year, the panel could have just compiled social media ‘tales by the moonlight’ on the incident and submitted, saving taxpayers’ funds and everyone’s time. That report is nothing but the triumph of fake news and the intimidation of a silent majority by a vociferous lynch mob.”

Lai Mohammed noted that the report of the panel in circulation cannot be relied upon because its authenticity is in doubt, adding that the Lagos State Government, being the convening authority, is yet to release any official report to the public.

“The cowardly leakage of an unsigned report to the public is not enough. Assuming the report in circulation bears any iota of genuineness, it is basic knowledge that the report of such a panel is of no force until the convening authority issues a White Paper and Gazette on it. It is therefore too premature for any
person or entity to seek to castigate the Federal Government and its agencies or officials based on such an unofficial and invalidated report,” he said.

#EndSARS: There Are Documents To Defend Judicial Panel Report – Adegboruwa

A member of the Lagos State Judicial Panel of Inquiry on Restitution for Victims of SARS Related Abuses and other matters, Ebun-Olu Adegboruwa, says there are documents to defend the report submitted by the panel to the government.

He said this on Friday in a statement titled ‘EndSARS Panel: I Acted on The Mandate of The Governor’, in reaction to the remarks by one of the senior counsels to the state government at the panel.

Although he did not name the lawyer, Adegboruwa noted that the legal practitioner asked Nigerians to reject the report of the panel because he (Adegboruwa) signed it and was not present at some of the sittings.

“There are documents to back up and defend the report submitted to the governor by the panel, but I have chosen to defer to His Excellency and to await the White Paper as promised because I believe that the governor meant well in setting up the panel and giving us free hand to operate.

“I appeal to His Excellency to continue in that note of sincerity,” said the Senior Advocate of Nigeria.

“There is no minority report from the panel as the report submitted to the governor on November 15, 2021, was unanimously endorsed by all members of the panel, who worked tirelessly, day and night, to serve the government and the people, even at great risks to their health, personal safety, career and family obligations, and their general well-being.

“I’m very sure that panel members would have been lionised to the highest heavens if we had bought into the narrative of the government before the panel that it was criminals, cultists, hoodlums, and unknown gunmen that operated at the Lekki Toll Gate on October 20, 2020.”

Adegboruwa explained that he served on the panel on the mandate of Lagos State Governor, Babajide Sanwo-Olu, who told him on the telephone that he was chosen to represent the civil society.

He said he later requested an approval which was granted in writing, that his appointment was on a part-time basis.

The governor, the lawyer narrated, told him that two members were chosen to represent the civil society on the panel to ensure one of them would always be present at the panel to excuse the absence of the other.

“I accepted the appointment in good faith, to serve the people, to calm frayed nerves at the time, and also to restore normalcy to Lagos State,” he said. “So, at all times, I functioned in partnership with my colleague from civil society, and there was no major sitting of the panel in which both of us were absent.

“I also served on the panel free of charge, from October 19, 2020, when the panel was inaugurated till November 15, 2021, when the panel submitted its report. The government was well aware of my identity, my perspectives, my philosophies and my general convictions, at least since my university days, before it nominated me into the Panel, that I will always say things the way they are.

“All Panel members acted in good faith, independently and in the fear of God Almighty. My principled struggles in respect of toll fee collection started way back from 2011, almost nine years before the Panel was inaugurated.

“Indeed, the governor said that these were the factors that favoured my selection as a member of the panel. Will I then deny myself, forfeit my reputation and discredit my constituency, my colleagues in the Nigerian Bar Association, and comrades in civil society, in order to please anybody or cover up the truth? NEVER!”

According to Adegboruwa, it is improper to subject the report of the panel and the integrity of its members to media trials and attacks.

He added that it would be uncharitable for the same government that urged the panel not to be held down by strict rules of technicalities of law in order to unravel the real truth about the Lekki tollgate incident, to now through its counsel and talk about alleged legal discrepancies to frustrate the good work of the panel that it set up.

“I urge the government to focus on the findings and far-reaching recommendations contained in the report, in order to pursue the laudable objectives of setting up the panel to achieve true healing and reconciliation, instead of seeking to demonise panel members and their report or to evade responsibility,” the senior advocate said.

  • #EndSARS Panel: We Await Reports From State Govts, Buhari Tells Blinken

#EndSARS Panel: We Await Reports From State Govts, Buhari Tells Blinken

President Muhammadu Buhari, yesterday, said the federal government would not take any action to block or anticipate the outcomes of the various panels set up by state governments to investigate last year’s #EndSARS protests.

Rather, Buhari said his government would wait to see the steps the governors would take before considering any action on the outcomes of the inquiries.

The president spoke Thursday at State House, Abuja, while receiving in audience Mr Antony Blinken, the US Secretary of State.

“So many state governments are involved, and have given different terms of reference to the probe panels,” spokesman, Femi Adesina quoted the president as saying.

“We at the Federal have to wait for the steps taken by the states, and we have to allow the system to work. We can’t impose ideas on them. Federal Government has to wait for the reaction of the states.”

On the recent removal of Nigeria from the watchlist of countries violating religious freedom, which Blinken said was “based on facts,” Buhari expressed the country’s appreciation, noting that there was freedom of worship in Nigeria, and no one is discriminated against on the basis of his or her faith.

The US diplomat’s visit comes on the heels of Nigeria’s removal from a US blacklist of nations that violate religious freedom. Photo: State House.

He said also said education is a priority in the country, “because when you educate a people, there are certain levels they will not fall below.”

The President equally appreciated the US for allowing Nigeria to procure military hardware to fight terrorism in the country, and for the training given to the Nigerian military.

“It’s helping us to stabilize the situation in the Northeast, and we’ve made a lot of progress since 2015,” he said. “We are doing a lot on security, and the people involved appreciate our efforts.”

On the development of democratic ethos, President Buhari said Nigeria has adopted the American model, “hook, line, and sinker, with its term limits. Those who have attempted to breach it were disappointed, if not disgraced. You are even lucky if you have two terms. Others try hard and don’t get it. The American model has been accepted by Nigerians as the best.”

Nigeria and her neighbors, the President noted, have been living with the impact of climate change for a while, which has seen Lake Chad shrink drastically from its original size, and affected the livelihood of about 30 million people in the Lake Chad Basin countries.

“That is why the youths defy the Sahara Desert and the Mediterranean to attempt emigrating to Europe. Inter-basin water transfer is needed to keep the youths at home, and they can resume their lives of farming, fishing, and animal husbandry,” Buhari added.

Mr Blinken, who had held a virtual meeting with the Nigerian President earlier in the year, said jocularly that it was now good to see him “mask to mask, hoping that we will soon see face to face.”

He appreciated the contributions of President Buhari to the protection of the climate, particularly his presence and contributions at the recent COP26 climate conference held in Glasgow, Scotland.

Blinken said America and Nigeria have diverse challenges, but a common denominator is security, and hoped for better partnerships, “so that the bad guys won’t get the good guys.”

He described the report of the EndSARS probe panel as “democracy in action,” stressing that America equally had its own police brutality, and hoping that necessary reforms would be made.
