    Wike Urge Daewoo To Invest in FCT Tourism Sector

    FCT Minister, Nyesom Wike, has urged the Chairman, Daewoo Engineering and Construction, Jung Won-ju, to invest in the tourism sector and development of the territory, by constructing a five-star hotel in the city, to compete with other luxury hotels.

    Wike made the appeal when the Daewoo Chairman and the Managing Director , Daewoo E&C Nigeria, Tarwon Jung paid him a courtesy visit in his office on Thursday.

    The Minister who noted the relationship between the Republic of South Korea and Nigeria, said his interest was to ensure the development of Abuja, and to make it an attractive tourist centre, adding that it was important to concretize discussions on development.

    “We are talking about FCT. One of the best things you can do is tourism. And in that case, the only star hotel we can talk about here is Transcorp Hilton. So, there is no competition, nothing. Like I said, it is important that we discuss, and people know that something will come out of that discussion. For me as the FCT Minister, my interest is to develop Abuja, to make it more attractive as a tourist centre.”

    “So, if you say that ‘okay, we want to invest in tourism, we want to build a five-star hotel, what role can you play’? We can say look, to assure you we are ready, we are not going to give you land to sell or whatever, we will give you land.”

    ” What expanse of land do you need? And then we will ask you, how many years do you think you will be able to develop this five-star hotel? So, these are the things we like to do.”

    The minister added that he would liaise with the Korean Ambassador, to schedule a visit to the country and the construction company, to finalize details and “finetune” the project for immediate action, while assuring the Chairman that there would be no impediments to the project.

    “All those will be taken care of by us. Everything internal; the land, the approvals, everything, you can be sure the moment we sign the memorandum of understanding, and we agree, we will hand it over to you. Any impediment is from you, no impediment will come from us.”

    “We are also going to write to you so that we can concretize. We will make sure that before the end of the year, we should be able to visit Korea, particularly Daewoo. So, we will write the Ambassador of Korea to let him know, and then write to you as the Managing Director, so we will be able to finetune it. That’s the way I will be happy that there is something we can take home.”

    Responding, the Chairman, Won-Ju thanked the Minister for the warm reception, adding that he would ensure that challenges between both countries are promptly addressed, to expedite actions on the partnership between Daewoo and the FCT.

    “Even though there will be a lot of challenges for doing business between you and us, somehow, we are ready to overcome every challenge, and our MD of Nigeria here, will fully support the procedure to be realized as soon as possible. We are willing to comply with your demands and your guidance, he said.

    The Minister of the Federal Capital Territory (FCT) , Barr. Nyesom Wike on Wednesday told Governors of the People Democratic Party that he cannot be intimidated against any tampering with the political structure in Rivers state.

    The Minister made the statement after a closed-door meeting with members of the PDP Governors’ Forum led by Chairman and Governor of Bauchi State, Bala Mohammed, accompanied by Governor of Adamawa State, Ahmadu Fintiri, Governor of Plateau State, Caleb Muftwang, and Governor of Taraba State, Agbu Kefas on a courtesy visit to the minister in his office.

    Crisis had erupted in Rivers State on Monday, after an attempt by the Rivers State Assembly, to impeach the incumbent Governor, Siminalayi Fubara.

    Wike while addressing the PDP Governors, said he would not be intimidated, adding that impeachment moves were not equivalent to a military coup, but was a provision in the country’s Constitution.

    He however dismissed rumours of interest in monies belonging to Rivers state, adding that nobody could take away the political structure in the state.

    “Nobody can intimidate me. If I want to do something, I will do it. Impeachment is not a military coup; it is provided under the Constitution. I’m not interested in all the rumours, money, this, and that. Rubbish. Absolute rubbish. I just left office how many months ago? And I’m FCT Minister, so which money? ”

    “But nobody can take away our political structure. No one. You cannot work and people will begin to bring enemies, those who fought you when you were struggling for the person to be in office. Nobody does that. I’m not a political ingrate, but don’t touch the political structure of the state. I will not shut my eyes”, Wike said.

    The minister appreciated the Governor’s Forum for the courtesy visit and appreciated President Bola Tinubu for the privilege to serve as FCT Minister, while reiterating his support for the President’s Renewed Hope Agenda.

    Earlier, the Chairman of the PDP Governors’ Forum, Bala Mohammed thanked Wike for his willingness to resolve issues, noting that the Forum had “waded into the matter”, which showed the importance of Rivers State.

    He also commended the President Tinubu for the appointment of Wike as FCT Minister, as his antecedents spoke volumes about his ability to lead.

    Be wary of ambitious politicians, Wike advise CAN, Committee of Imams

    The FCT Minister, Barr. Nyesom Wike has advised the Christian Association of Nigeria (CAN) and the Committee of FCT Imams Initiative, CFII, to be wary of ambitious politicians.

    Wike gave the advice on Wednesday in Abuja when the National President of CAN, Most Rev. Daniel Okoh led members of the Association on a courtesy visit to his office.

    He advised the two religious bodies to be care of ambitious politicians who are desperate for power and can do anything to divide the country for their selfish interest when the National President, Most Rev. Daniel Okoh and the committee of Imams led by the Chairman, Imam Tajudeen Adegun visited him in separate meetings in Abuja.

    He emphasized the need for religious leaders to always ask questions before taking any action and urged the clerics to pray for the leadership of the country.

    In a meeting on Wednesday with CAN,Wike said, “Let me advise all of us. You say you are not politicians but be careful about politicians. Be careful with politicians who are so desperate to get power.”

    “Be careful with politicians who can do anything just because of power. It is not everything you read in social media that is correct. Go and ask questions.”

    “I am seated here as the minister of FCT, if there is anything you hear that the FCT is trying to do, do not hesitate, just like you wrote for this courtesy call, do not hesitate to also ask, this thing I am hearing, is it correct?

    “So that we will be able to defend the government and defend ourselves.”

    “There are those who could not face us in the political scene, what they do is to run back to religious leaders and say, do you know this man?”

    “He hates you. If not, he wouldn’t have done this; he would not have done that, and you would fall into the trap,” he warned.

    He stated that once a leader emerges after an election, people should leave their personal view and pray for the leaders to succeed so that the country will succeed.

    “God has voted a president for this country, pray for him to succeed. Har decisions are being taken to address the wrong way things have been done. This is not the time to criticize, but to help Nigeria to grow.”

    The minister used the occasion to reiterate the FCT Administration’s commitment to support the National Christian Centre and the National Mosque, which are national assets.

    The minister also promised to visit the two national monuments to see the state of the rehabilitation to determine the nature of assistance that would be directed to the two monuments.

    He assured CAN, “We will continue to support the National Mosque and the National Christian Centre.”

    The minister used the occasion to advise the CAN to be wary of politicians who were not lovers of the country, but angels of disunity and causing divisions where there was no division.

    “You have to be careful as religious leaders, don’t allow politicians, those who are desperate and those who think if they are not in power, Nigeria must come down to sell or distort information.”

    “Anything you are not clear about, do not hesitate to ask, this is what you heard, what is the position? But if you follow propaganda by political leaders then you are not doing anything meaningful to yourself.”

    “Politics is over; a president has emerged. It is for you the leaders to now pray for God to guide the president, give him the wisdom, and bring out ideas on how the nation will grow.”

    “If he fails, Nigerians have failed,” he said.

    He also pledged renewed partnership with the Association and to carry them along, particularly on issues that concerned them.

    Earlier, Okoh said the CAN leadership was in his office to express their full support to the Wike-led administration and pray for him to succeed.

    He reiterated CAN’s commitment to continue to engage stakeholders and promote social cohesion.

    Meanwhile, the CAN President appealed to the minister to award the contract for the second phase of the rehabilitation of the centre, adding that phase one had been concluded in May 2023.

    Furthermore, the chairman of CFII, Adegun, described Wike as a true Nigerian, pledged the initiative’s support and prayed for the growth, development, and unity in FCT.

    Daybreak reports that Wike had on Oct. 18, pledged continued support for the maintenance and development of the Abuja National Mosque, when the Abuja National Mosque Management Board, led by its Chairman, the Etsu Nupe, Alhaji Yahaya Abubakar, visited him in Abuja.

    The Minister of the Federal Capital Territory (FCT), Barr. Ezenwo Nyesom Wike, has approved strict implementation of the Personal Income Tax and the FCT Internal Revenue Service Acts 2015, in a bid to improve the revenue base of the territory.

    The Mandate Secretary of the Economic Planning, Revenue Generation, and Public Private Secretariat, Hon. Chinedum Elechi, at a press conference in Abuja on Monday disclosed that Wike “has approved the implementation of Section 85 of Personal Income Tax Act (PITA) and Section 31 of the FCT Internal Revenue Service Act, 2015.”

    Elechi warned that per Section 85 of the PITA, anyone who provided false information or obtained a TCC through forgery or falsification, was liable to a fine of N50,000 (Fifty Thousand Naira) or a three-year jail term or both upon conviction.

    Also he added that a government entity or organization who fails to verify a Tax Clearance Certificate , TCC, was liable to a fine of N5,000,000 ( five million naira), or a three year, jail term or both, upon conviction.

    Subsequently, Ministries, Departments, and Agencies (MDAs) Commercial banks; FCT Secretariats, Departments, and Agencies (SDAs) have been instructed to ensure strict compliance with the laws, particularly section 85 of the Personal Income Tax Act (PITA) and Section 31 of the FCT Internal Revenue Service Act 2015.

    Both sections provide for demand and verification of Tax Clearance Certificates (TCC), by Federal Government Ministries, Departments, and Agencies, Commercial Banks, and FCT Secretariats, Departments and Agencies before any transactions are allowed.

    Elechi warned that per Section 85 of the PITA, anyone who provided false information or obtained a TCC through forgery or falsification, was liable to a fine of N50,000 (Fifty Thousand Naira) or a three-year jail term or both upon conviction.

    He added that a government entity or organization who failed to verify a TCC was liable to a fine of N5,000,000 ( 5 million) or a three year, jail term or both, upon conviction.

    The EPRGPPP Secretary also explained that Section 31 of the FCT-IRS Act provided that all SDAs, corporate bodies, or any person empowered by law, shall demand a TCC from any person or enterprises for the last three years “preceding the current year of assessment as a precondition for transacting any business in the FCT”.

    He explained that such transactions include Certificate of Occupancy, award of contracts, approval of building plans, application for FCTA loan for housing, business or any other purpose, registration of motor vehicles, among others.

    Elechi appealed to residents to pay their taxes and obtain their TCCs, noting that “Taxes are essential to the foundation of any government, and it is important that everyone pay their fair share. Payment of tax is a civic duty and responsibility.

    He stated that the implementation of these laws is to ensure that all eligible taxpayers in the FCT comply with their tax obligations”.

    Recall that Wike, at a meeting with revenue generating agencies a month ago, had hinted that his target is to raise the Internally Generated Revenue (IGR) of the FCT above N250 billion a month.

    The minister said all revenue generating agencies in the FCT are being mobilized for serious improvement.

    Furthermore, Elechi had at a meeting with revenue generating agencies said that FCTA likely has the capacity to do N250 billion a month.

    “We can even do N300 billion a month in some good periods. So that is what we want to work out.”

    “However, in trying to grow revenue, it will also have a human” face because we will be dealing with issues of multiple taxation, so things will be streamlined.”

    “We will make sure that taxation has a human face,” he said.

    Mr Elechi stressed the need for the citizens to perform their civic duty by paying their taxes as at when due.

    He explained that the meeting was to find ways to improve IGR in the FCT, which is pivotal to the aspiration of making Abuja one of the developed capital cities of the world.

    The Federal Capital Territory ( FCT) Minister, Nyesom Wike has given a 24 hours ultimatum to the Executive Secretary, Ebgr.Shehu Ahmed Hadi, to explain the position of the national Mosque and what the compensation plan is meant for it.

    Woke made this demand when he received members of the Abuja National Mosque Management Committee, led by its Chairman, the Etsu of Nupe, His Royal Highness, Alhaji Yahaya Abubakar, to debunk reports making rounds, that his administration in Abuja was promoting policies that are against certain religious Alignments.

    “I want to start from what I was told that I instructed the demolition of a Mosque in Rivers State when I was a governor. I want you to know that in politics, people will use many things to fight their opponents.”

    “The Emir of Sokoto is one person I have high regards for, I don’t just see him as an elder brother but like a father. Anything that has to do with the national Mosque, which he is the president, I will always give it support.”

    You said Obasanjo lunched the appeal fund for the support of the renovation of the national Mosque. No government will not support the management of the national Monument. We have a role to ensure that worship centers are well taken care of, he assured.

    The Minister noted that those trying to whip religious sentiment, were mischievously doing so , just to score some cheap political points.

    “We are not targeting any religious group or ethnicity, we are doing what we can for the good of all FCT residents and Nigerians at large.”

    “Don’t allow politicians who do not have the capacity to face me in any way to use religion as a weapon against me.”

    Wike stated that as a Nigerian, he has no reason to instigate hate speech against any religious groups, but to support any that has a genuine cause.

    While assuring that FCT will not hesitate to support the maintenance of the National Mosque, or the National Ecumenical Center, having been declared as a national monument.

    He also called on religious leaders to preach National unity and peaceful coexistence.

    He, however, promised the continued maintenance of the Mosque, adding, ” if we do not surpass whatsoever you have being receiving , we are going to continue doing it.

    Furthermore, while reacting to an allegation that he intends stopping cows from grazing in Abuja, the Minister said”Cows should not feed in the city center where there are only flowers but outside the city center where you have grasses to eat.”

    I am here as the minister of FCT for everybody, religious group and ethnicity. We may not like change but change is inevitable, he stressed.

    Earlier in his remarks, the Etsu Nupe, Alhaji Yahaya urged the Minister to support the maintenance project of the National Mosque, which he said had been stopped for some time now.

    He also pleaded with the Minister to grant the Committee more time to develop plots of land allocated to it by FCTA.

    The Minister of the Federal Capital Territory (FCT), Barr. Nyesom Wike has approved the withdrawal and revocation of houses sold to individuals under the monetization programme by the FCT Administration but converted to other uses.

    Director, Department of Development Control, FCDA, Mr Mukhtar Galadima, stated this at a press briefing in Abuja on Friday.

    Galadima recalled that the Federal Government in 2005 initiated the monetization programme because of the cost of maintaining the houses, adding that the houses were sold to the occupiers so that they could maintain them.

    He decried the conversion of the houses from residential to other uses, said it constitutes so much burden in terms of city administration, adding that the management administration felt it cannot condone any longer.

    “It is on this note that the minister has approved and directed that all owners of such properties should revert the use of the properties to its original and designated land use, which is residential.”

    “Failing to comply with this directive as from Nov. 1, such house is considered as revoked.”

    We are giving such people and individuals to the end of October to revert to original uses, otherwise from Nov. 1, they should consider such properties as revoked and returned to FCTA, he emphasized.

    Galadima said that the department has recorded more than 111 cases of land use conversion concerning the sold houses, cutting across all the districts of the capital city.

    He added that owners of the properties have been informed and given notices to revert to the original land uses but failed to comply.

    According to him, once these houses are revoked, the FCTA will decide the next line of action.

    “The minister has also directed that owners of properties, particularly along major streets, that have converted their properties to other uses without approval should either revert to original use or pay contravention charges.

    “Anyone who fails to comply with such a directive, the administration will take appropriate action, which may include revocation.”

    “It is on this note that we felt it wise to inform the public of the decision and directive of the FCT Administration in regard to the indiscriminate conversion of land uses in FCT.”

    “This is done to maintain the sanctity of the Abuja Master Plan, Galadima stressed.

    The FCT Minister , Barr. Nyesom Wike has put Federal Capital put the administration’s monthly wage bill at N8 billion, adding that the budget for next year would cover concerns raised by various stakeholders and unions.

    The Minister explained that the current bill excludes the recent N35,000 wage increase for civil servants.
    Wike disclosed this on Wednesday when he received the President of the Nigerian Association of Resident Doctors, NARD, FCT Chapter, Dr. Rahman Olayinka and the executive members in his office.

    The doctors listed several challenges confronting them, Wike said the government may not be able to solve all their challenges but that it would do its best within its capacity .

    He said, “People want the government to do things for them. The federal government has just increased salaries by 35,000. But where are the resources? Nobody is asking this question. People just want more money.”

    “In FCT the salary a month is N8 billion. I am not talking about this increment now. Now, what are we dependent on? IGR. We must tell ourselves the simple truth. The current expenditure is such that we cannot find infrastructure. When we were in Rivers, we were doing 70 percent for infrastructure and 30 for recurrent.”

    Earlier, Dr. Olayinka thanked the minister for attending to some of their challenges within weeks of assuming office.

    Dr. Olayinka said that the “Japa Syndrome”, a term used for brain drain, has contributed to the dearth of manpower in FCT’s health sector.

    He also called for the purchase or more drugs for FCT hospitals, said, “We still have a shortage of manpower, and it is causing a burn out of the doctors in the FCT. We will like you to consider the health sector when there is recruitment. We need doctors, pharmacists, nurses, lab technicians etc. FCT is at the receiving end of the Japa syndrome.”

    “We are being owed arrears of hazard allowance. The previous administration promised to pay us in tranches, and we are right now working with the administration to see how this can be done, he noted.

    The FCT Minister, Barrister Nyesom Wike, has said that a functional parliament, with the right support systems in place, is the cornerstone of democracy.

    The minister mentioned this at the opening ceremony of the 9th National and States Assembly Service Commissions conference, held at the Maryam Babangida Centre for Women Development, Abuja.

    Wike, who was represented by the FCT Minister of State, Dr. Mariya Mahmoud, also identified the legislative bodies as the heart of democracy, stressing that dedicated individuals who support and serve within them are the lifeblood.

    He noted that the theme for this conference, “Excellence in Parliamentary Services: A Panacea for Good Legislation for Democratic Governance” underscores the pivotal role that parliamentary services play in the proper functioning of democracy.

    According to him, “it emphasizes the need for excellence, efficiency, and effectiveness in parliamentary services to ensure that our legislative bodies can optimally fulfill their duties to the people.

    “I applaud the work that you do, the sacrifices you make, and the commitment you demonstrate daily in the service of our nation.”

    According to the Minister, the conference serves as a unique forum for parliamentarians to deliberate, collaborate, and share experiences and insights.

    The Minister noted that the conference is an opportunity to foster cooperation, exchange best practices, and learn from one another in the collective pursuit of excellence in parliamentary service, as he implored all participants to engage fully and actively in the discussions that would take place during the conference.

    “I equally urge you to collaborate with your peers from across the country to identify innovative solutions that can enhance the quality of our legislative process,” he added.

    Earlier, the Executive Chairman of the National Assembly Service Commission, Engr. Ahmed Kadi Amshi, disclosed that the objective of the National Assembly Service Commission is to provide the platform for streamlining operational procedures and adoption of common conditions and schemes of service for parliamentary bureaucracy across the nation.

    He also stated that the aim was to build an excellent workforce that would provide bureaucratic support for effective legislation for good democratic governance and sustainable development of the country.

    Amshi, enjoined all states that are yet to establish a State Assembly Service Commission to do so, stressing that significant achievements have been recorded with the establishment of State Assembly Service Commissions.

    Wike Descends On EU Over Nigerian Presidential Election Report

    The Minister of the Federal Capital Territory (FCT), Nyesom Wike on Monday descended on the European Union (EU) over its report on the 2023 Nigerian presidential election.

    Wike stated that the report did not represent the true position of the last election held in Nigeria but that it created a wrong impression on the minds of electorates especially in Rivers state.

    The Minister made his dissatisfaction known when EU ambassador to Nigeria, Samuela Isopi paid him a visit in his office.

    The Minister decried the situation where instead of the EU to serve as an observer during the last election but presented as contrary report that would not give the true picture of Nigerian democracy.

    European Union Election Observation Mission (EUEOM), through the chief observer, Barry Andres had in June presented its final report on the last Nigerian general elections, and highlighted six priority areas with recommendations.

    Wike noted that Nigerian laws can’t be same with that of the EU because they have different environment.

    “I didn’t agree with European Union over the last report on election in Nigeria. They are to observe, Nigerian laws can’t be the same with EU laws because they have different environment.

    “In Rivers state, the EU’s report was different from what transpired there. How can people that believe in democracy and practice it be portrayed as people who don’t understand democracy?.”

    “Our concern should be how to make the economy grow better, we have to corporate and agree on specific areas of development in the Federal Capital Territory and the entire country.”

    “Foreign partners should be concerned on strategic development in irrespective of the areas.”

    European Union ambassador to Nigeria, Samuela Isopi replied that the report was put together by independent observers and has nothing to do with her own operations.

    However Isaopi reiterated EU’s commitment to work with the Minister to boost development in the territory and beyond.

     The FCT Minister, Barrister Ezenwo Nyesom Wike has promised to improve the welfare of Judges as well as proving accomodations for them when they retire.

    Wike said that improving the welfare of judiciary officers in the FCT to improve their productivity and eradicating corruption in the country.

    He assured that the FCT Administration will do its best to improve the welfare of judicial officials.

       The Minister made the promise on Thursday in Abuja when a delegation from the FCT Judiciary led by the FCT Chief Judge, Hon. Justice Husseini Baba Yusuf- received a delegation from the FCT Judiciary, led by the Chief Judge of the FCT, Hon. Justice Husseini Baba Yusuf, paid a courtesy visit to his office.

     
    The FCT Minister commended the FCT Judiciary for it’s stability as well as the cordial relationship between the FCT Administration and the FCT Judiciary, adding that the FCTA will do its best to increase the tempo of that relationship.

     
    Wike pledged to ensure that the FCT Administration have a successful legal year.

     He said, “So many people make mistakes about fighting corruption without proving an enabling environment for those fighting corruption. What are the services provided for them when they retire? Things should be provided for them to overlook certain things to do their work and to move forward.”
    Provide accomodations for them at the end of their retirement. Judges of the FCT Judiciary will have homes to retire to and have welfare.

    Speaking on the fight against corruption in the country, the FCT Minister noted that the fight against corruption cannot be successful without an enabling environment, as he revealed that President Bola Ahmed Tinubu has directed him to work towards creating the enabling environment for the judiciary to discharge its duties well in the FCT.

       He said the Administration will work with the judiciary to ameliorate  accommodation problem Judges in the FCT to ensure that they have a homes to retire to at the end of their service.

     
      Wike recalled the cordial relationship between the executive and the judiciary during his tenure as Governor of Rivers State, said the government maintained  the respect and independence of the judiciary in the interest of good governance.

       The Minister assured that in a like manner the FCT Administration will try to replicate what was done for the Judiciary in Rivers State during his tenure as governor of the state.

     
      He said, “Another thing I want to say is that what we did in Rivers State will be replicated in the FCT. We have to provide accommodation for them so that when they are retiring, they have a home to go to. ”
    “Nobody will commandeer them with anything. But when you retire as a judicial officer and you have no home to go to, it doesn’t make sense.”

      “Mr. President has told me that I must, as a matter of urgency, liaise with the Chief Judge to see how we can work out this, where Judges of the FCT Judiciary will have a home on retirement.”

     
      “Again, whatever you think will improve the welfare of judicial officers in the FCT, do not hesitate to let us know. We are here to do anything to make sure we provide good governance. We will do everything to make the environment conducive so that you can do your work without excuses.”

    The Minister also called for the support of the FCT Judiciary in tackling the issue of land racketeering and other sharp practices in the FCT that are militating against the provision of good governance in the FCT.

     

    The Chief Judge of the FCT, Hon. Justice Husseini Baba Yusuf, earlier commended the FCT Minister over his remarkable accomplishments and dedication to public service, including his commitment to the welfare and wellbeing of judicial officers in Rivers State.

     
    The Chief Judge assured that the FCT Judiciary will support the FCT Administration within the ambit of the law to bequeath a model city to the citizens of this country.
