    JUST IN: Osinbajo presides as FEC mourns Olowoporoku, Baba

    The Federal Executive Council (FEC) on Wednesday gave a minute silence in honour of two former Ministers Senator Bode Olowoporoku and Alhaji Umaru Muhammad Baba.

    The virtual FEC meeting, which was presided over by Vice President Yemi Osinbajo (SAN), had seven members physically present in the Executive Council Chambers of the State House.

    Officially announcing the passage of the two former ministers to Council, the Secretary to the Government of the Federation (SGF), Mr Boss Mustapha, recalled their various services to the country.

    Senator Olowoporoku, who served as Senator representing Ekiti South Senatorial, was Minister of Science and Technology in the Second Republic.

    He died on Wednesday, March 24, 2021 at 76.

    Baba was at different times Minister of State for Petroleum Resources and Minister of State for Defence.

    He died on Friday, March 26, 2021 at 81.

    Also at the FEC meeting is Chief of Staff to President Professor Ibrahim Gambari and National Security Adviser (NSA), Major-General Babagana Monguno (Rtd).

    The Ministers in physical attendance include those of Transportation Rotimi Amaechi; Power Engr. Mamman Saleh; Information and Culture, Alhaji Lai Mohammed and Finance, Budget and National Planning, Mrs Zainab Ahmed.

    Others are Ministers of the FCT, Mallam Mohammed Bello; Aviation Senator Hadi Sirika and the Attorney General and Minister of Justice, Abubakar Malami.

    The Head of Civil Service of the Federation, Dr Folasade Yemi-Esan as well as other members of Council joined the meeting virtually.

    FEC okays N11.72b for road, health contracts

    The Federal Executive Council (FEC), presided over by President Muhammadu Buhari, on Wednesday approved N11.72 billion for projects in the Works and Housing, as well as Health ministries.

    Works and Housing Minister Babatunde Fashola announced this to State House Correspondents after the week’s virtual FEC meeting in Abuja.

    The minister said N8.649 billion was approved l for his ministry as variation for works on the Enugu-Onitsha highway.

    “The Ministry of Works Housing presented one memorandum to Council, which was for the revised estimate total cost of our project on the Enugu-Onitsha highway and it was to add N8.649 billion to the section on that contract to Niger Construction, which is a 22-kilometre section of the 100-kilometre road so that we can expedite conclusion of works.

    “Variation was to cater for the change of the pavement surface, the binder course and the wearing course to crease thickness and to utilise modified bitumen and also to strengthen the shoulders and some bridge works.


    “Council approved the variation of N8.649 billion in favour of Niger Construction,” he said.

    Also, Health Minister Dr Osagie Ehanire said Council approved N3,070,892,938 for six contracts of laboratory equipment on behalf of the Nigerian Centre for Disease Control (NCDC).

    “The Ministry of Health presented a memo on behalf of NCDC public health laboratory specialist and for Centre for Disease Control.

    “It is for six contracts for laboratory equipment at N3,070,892,938 for various equipment and supply to strengthen the work of NCDC in various parts of the country to be more ready for the work they do in diagnostics preparedness, not only for COVID-19 but for any other disease outbreak of public interest in the future,” he said.

    Buhari, Osinbajo Receive COVID-19 Vaccine in Aso Villa

    President Muhammadu Buhari has received the AstraZeneca vaccine, a day after the Federal Government launched the vaccination exercise in the country.

    He took the jab on Saturday at the new Banquet Hall of the Presidential Villa in Abuja, the nation’s capital.

    The vaccine was administered to the President by his chief personal physician in the presence of the Vice President, Professor Yemi Osinbajo, and some members of the Federal Executive Council (FEC).

    Shortly after President Buhari took the jab, Professor Osinbajo also received the vaccine which was also administered to him by his chief personal physician.

    Both leaders were later presented with electronic cards containing the details of their vaccinations by the Executive Director of the National Primary Health Care Development Agency (NPHCDA), Dr Faisal Shuaib.

    Others who witnessed the vaccination of the President and his vice were members of the Federal Executive Council (FEC) and the Director-General of the Nigeria Centre for Disease Control (NCDC), Dr Chikwe Ihekweazu.

    The vaccination took place a day after Nigeria formally commenced the exercise with the inoculation of four frontline healthcare workers.

    During the exercise which took place at the National Hospital, a medical doctor, Ngong Cyprian, made history as the first person to receive the vaccine in Nigeria, while three other frontline health workers – Dr Nuru Joseph, Dr Thairu Yunusa, and Nurse Faith Eragbai, were also vaccinated.

    Dr Shuaib had hinted that President Buhari and his vice would take the vaccines on March 6 when he was briefing reporters on Thursday.

    He added that members of the President’s cabinet, which included the Secretary to the Government of the Federation (SGF) and ministers, would take the jabs on Monday.

    FEC Observes One Minute Silence For Lateef Jakande

    Members of the Federal Executive Council (FEC) on Wednesday observed a minute silence for the first Civilian Governor of Lagos State, Lateef Jakande.

    The late Jakande died on February 11, 2021, at the age of 91.

    The minute silence was observed shortly before the commencement of the weekly meeting holding at the Council Chambers of the Presidential Villa, Abuja.

    The meeting which is being presided over by President Muhammadu Buhari has in attendance physically,  Vice President, Prof. Yemi Osinbajo; Secretary to the government of the federation, Boss Mustapha, and six ministers from the ministries of Water Resources, Women Affairs, Information, and culture; Works and Housing, FCT as well as Finance.

    FEC mourns Momoh, Wali

    The Federal Executive Council (FEC), on Wednesday, mourned the deaths of two former federal ministers; Prince Tony Momoh and Alhaji Alfa Wali.

    Just before the Council started the week’s virtual meeting, presided over by President Muhammadu Buhari, members of the Cabinet observed a minute silence in honour of the departed former ministers.

    The President had, while condoling with the Momoh family, said “his brand of loyalty is very rare in the politics of today. I will greatly miss him.”

    Buhari had also recalled that as chairman, Media and Publicity of the All Nigeria People’s Party (ANPP) Campaign Organisation in the 2003 and 2007 elections, Momoh “contributed in no small measure to the growth and strengthening of the organisations.”

    Buhari also noted that Late Momoh, who was one-time Chairman of the Congress for Progressive Change (CPC), contributions led to the eventual formation of the All Progressives Congress (APC).

    Momoh was a veteran journalist and politician who was Nigeria’s Minister of Information and Culture during the military regime of General Ibrahim Babangida. He died on Monday, February 1, 2021, at the age of 82 years.

    Alhaji Wali, a prominent Kano State indigene and former Minister of Agriculture, died on Monday, January 25th, 2021.

    He also served as Permanent Secretary in many ministries, including the Ministry of Defence.

    Buhari had while commiserating with the Wali family, the government and people of Kano State, urged them to take comfort in the legacy of kindness he Wali behind.

    Meanwhile, the Vice-President, Professor Yemi Osinbajo (SAN); Secretary to the Government of the Federation (SGF), Mr Boss Mustapha; Chief of Staff to the President, Professor Ibrahim Gambari; and the National Security Adviser (NSA), Maj. Gen. Babagana Monguno (Rtd.), as well as seven ministers physically attended the meeting.

    The ministers included those of Information and Culture, Alhaji Lai Mohammed; Attorney General and Minister of Justice, Abubakar Malami; Mines and Steel Development, Olamilekan Adegbite; and Transportation, Rotimi Amaechi.

    Others are Ministers of Industry, Trade and Investment, Otunba Niyi Adebayo; Education, Adamu Adamu; and that of Aviation, Senator Hadi Sirika.

    The Head of Service of the Federation, Dr. Folasade Yemi-Esan, and other ministers participated virtually from there various offices in Abuja.

    FEC Approves N9.4bn For Power, Road Projects

    The Federal Executive Council (FEC) on Wednesday approved a total of N9.4 billion for various projects including power and road.

    Briefing journalists at the end of the meeting presided over by President Muhammadu Buhari at the State House in Abuja, the Minister of Industry, Trade and Investment, Niyi Adebayo also revealed that FEC approved the National Quality Policy.

    The policy according to the Minister will see to the establishment of quality testing centers and laboratories in the country to reinforce quality in exported goods.

    “This policy will create a situation whereby the government and the private sector will be able to collaborate to set up quality testing centres, testing labs which we hope will have accreditation with international centres, such that any good that has approved to have met the standard, would be of international standard,” he said.

    The Minister of Information and Culture, Lai Mohammed after the meeting also announced that the sum of N1.14 billion was approved for the award of contract for the installation of solar street lighting for the Karshi-Jikwoyi dual carriage road in Abuja, the nation’s capital.

    Mohammed said the contract was awarded to Messrs Bassman Nigeria Limited for a completion period of six months.

    “This is a 20-kilometre street lighting project and the area hosts some very strategic institutions such as the Treasury Academy, the new Correctional Center which is under construction and it also houses the Federal Science College, the Armed Forces Post Service Housing Scheme in addition to Police Housing Scheme among others.

    “Apart from beautifying the area, it also provides better security for the area. It means the SDG goal number 11 will be met and at the same time the global energy policy,” he said.

    Also the Minister of State for Power, Godwin Jedy-Agba said the council gave approval for a 124.3 million variation of contract towards the construction of sub-station project in Lanlate, Oyo State, and Abeokuta, Ogun State.

    According to him, this implies that the national metering programme directive by the President, will soon be completed and services will improve.

    The Federal Executive Council (FEC) has approved a bill extending the retirement age for teachers in the country from 60 years to 65 years.

    The FEC, during its first meeting of the year 2021, presided over by President Muhammadu Buhari, on Wednesday, approved the bill; Harmonized Retirement Age for Teachers Bill, 2021, to be sent to the National Assembly for its consideration and possible approval.

    The bill also seeks to give legal backing to new measures by the current administration to enhance the teaching profession in the country.

    If approved by the lawmakers, the retirement age of teachers will move from 60 years to 65 while the years of service will also move from 35 to 40.

    Minister of Education, Adamu Adamu, who disclosed this to correspondents at the end of the council meeting, said some highlights of the bill include the introduction of bursary award, special rural posting allowances and other measures to attract the best brains to the profession.

    FEC holds first meeting of the year, Buhari inaugurates CCB members

    The first meeting of the Federal Executive Council is currently ongoing at the Presidential Villa, Abuja with President Muhammadu Buhari presiding.

    While Buhari, Vice-President Yemi Osinbajo, and some other members are attending from the Villa, others are participating virtually.

    Before the meeting went into a closed-door session, Buhari inaugurated three members of the Code of Conduct Bureau and a member of the Police Service Commission.

    They are Ehiozuwa Ogbonayinma, Babatunde Balogun and Benedict Umeano for the CCB and Onyemuche Nnamani of the PSC.

    Members also observed a minute silence in honour of two former ministers, Jubril Martins-Kuye and Bala Kaoje, who died recently.

    FEC approves N59.35b for Roads, Aviation projects

    The Federal Executive Council (FEC) on Wednesday approved N59.350 billion for roads and aviation projects across the country.

    Three ministers – Babatunde Fashola (Works and Housing), Alhaji Lai Mohammed (Information and Culture), on behalf of Senator Hadi Sirika (Aviation) and Mallam Mohammed Bello (Federal Capital Territory, FCT) – addressed State House correspondents on the memoranda presented during the weekly FEC meeting, presided over by President Muhammadu Buhari at the Aso Rock Villa in Abuja.

    Fashola said his memorandum was on two contracts valued at N50.858 billion.

    “The Ministry of Works and Housing presented one memorandum for the award of contract for the construction of two roads: the Yakassai-Badume-Damargu-Makinzali Road in Kano, in favour of CCECC for N12.157 billion and the rehabilitation of the Kaduna-Panbegua-Jos Road, linking Kaduna and Plateau states, in favour of Setraco Nigeria Limited, for N38.701 billion and the proposals were approved by the Federal Executive Council,” he said.

    Bello said FEC approved two contract augmentations – both on roads – for his ministry.

    “As part of opening up rural areas in the FCT, predominantly agricultural areas, the FEC has approved the revised estimated total cost/augmentation of the contract for the construction of Yaba-Kpahe Road in Kwali/Abaji Area Council in the FCT.

    “As you know, that is an area that is by River Gurara, which is a very important water body crossing the FCT. It is a very important agricultural area. With this particular project, we hope when completed will enhance the economic development of that area, aid food security in the FCT and bring about security and peace.

    “The contract was awarded to Messrs COAN (W.A) Limited at N431,640,286 at the completion period of 12 months. The contract sum increased from N914,189,200 to N1,345,829,486.

    “Council also approved the revised estimated total cost/augmentation and change in scope of the contract for the construction of one service carriageway of inner northern expressway, from Ring Road III to Rind Road IV, Abuja Industrial Park. It is supposed to link the road to the rest of the road systems in the territory.

    “It is a very important project which we will try as much as possible to fund so that we can see completion within 24 months. The contract is awarded to Messrs Salini Nigeria Limited at the cost of N7,302,585,139. The contract sum increased from N7,179,322,294 to N14,481,907,414,” he said.

    Mohammed reported on Sirika’s presentation to the FEC on N758,173,556 contracts.

    According to him, the contracts are for the expansion of the Maiduguri Airport’s apron and another one for the insurance of 22 airport facilities across the country.

    “On behalf of the Minister of Aviation, who presented two memos, I want to give you highlight of the two memos. The first memo is a contract for the expansion of the apron at the Maiduguri Airport. This contract is worth N719,117,868.60. It’s awarded to a company called Luvaslink Projects Limited.

    “The expansion of the Maiduguri Airport has become necessary because of the increased traffic at the airport. The apron of an airport is actually that area where aircraft manoeuvre, where they turn, where they park.

    “The second contract is one awarded to Zenith General Insurance Company and 19 other insurance companies to insure assets, such as terminal buildings in 22 airports belonging to the Federal Airports Authority of Nigeria (FAAN). The contract sum is N390,550,687.45. Both memos were approved by Council today,” he said.

    Also, the FEC also granted ratification for the Nigerian Road Safety Strategy II (NRSS II), which is designed to reduce road accidents and make traveling safe across the country.

    The Minister of State for Budget and National Planning, Mr. Clement Agba, said the newly ratified NRSS II is an improvement on the NRSS I, which was operated between 2014 and 2018.
