    FEC Commits N17.7bn To Erosion Control, Health Care Facilities In States

    The Federal Executive Council meeting presided over by President Muhammadu Buhari has approved the sum of N17.754,717,234.41 for soil erosion/flood and pollution control measures in a number of states across the Federation, including the FCT

    Special Adviser to the President on Media and Publicity, Femi Adesina broke down the funding pattern to State House Correspondents on Wednesday in Abuja.

    According to him, there was an approval for award of contracts for emergency procurement of first and second quarters 2020 soil erosion/flood and pollution control accelerated intervention projects in favour of various contractors in the sum of N17.754,717,234.41 inclusive of 7.5 percent VAT with various completion/delivery periods as indicated below:

    Gully erosion and control along Ndam/Agbor road, Nnobi and Alor towns in Idemili/South LGA, Phase two, Anambra State (to Telesis Limited) N.495,878,764 – 18 months

    Erosion and flood menace beside Yem Kem House along Oye-Ifaki road, Oye LGA (Strabic Construction Ltd.) N792,311,211.11) – nine months

    Somolu/Bariga LGA/ Akoka/Ilaje community, Akoka-Lagos flood and erosion control project, Lagos State (Partibon Services Ltd.) N1.786,146,630.98 – 10 months

    Gully erosion control at Egbo-Ideh community, Ugheli South LGA, Delta State (Harris & Dome Nigeria Ltd.) N1,328,306,924.00 – 24 months

    Gully erosion control and road improvement works in Darazo LGA, Bauchi State (Powerhill Construction Ltd.) N3,897,577,627.79 – 24 months

    BREAKING: FG says no plan to increase taxes as FEC approves Finance Bill

    The Federal Executive Council on Wednesday approved the 2020 Finance Bill.

    The decision was taken at a meeting of the council presided over by President Muhammadu Buhari

    The Minister of Finance, Budget and National Planning, Zainab Ahmed, briefed State House correspondents of the meeting’s outcome.

    She said the 2020 Finance Bill was meant to support the 2021 fiscal year budget.

    The minister gave an assurance that the bill will not lead to an increase in tax because the situation in the country does not warrant an increase in taxes.

    “This is not the time to increase taxes,” she said.

    FEC approves N4.5bn for exams papers printing, FCT rural roads

    The Federal Executive Council (FEC) has approved a total of N4.5 billion for projects in the Ministry of Education and the Federal Capital Territory (FCT) Abuja.

    FEC at a virtual meeting, which was presided over by President Muhammadu Buhari, approved a sum of N2.9 billion for the printing of both sensitive and non-sensitive examination materials.

    Addressing State House Correspondents after the meeting on Wednesday, the Minister of Education, Malam Adamu Adamu, who was accompanied by the Minister of Information and Culture, Alhaji Lai Mohammed, and the Minister of the Federal Capital Territory (FCT), Mohammed Bello, said the contract was awarded to a group of eight printers.

    The materials are for the Basic Education Certification Examination, the Senior Secondary Certificate Examination and the National Common Entrance Examination.

    “Today Council approved the award of contract for the printing of examination materials both sensitive and non sensitive and the contract is worth N2.9 billion. It was awarded to a group of eight printers.

    “The materials are for the Besic Education Certification Examination, the Senior Secondary Certificate Examination and the National Common Entrance.

    “As you know because of the recent disturbances, we have postponed the examinations that have not taken place”, the Minister said.

    Also speaking, the Minister of the FCT, Bello, said the Council approved the sum of N1.619,701,391.14, for the rehabilitation and upgrade of some selected roads in the satellite towns of the Federal Capital Territory Administration.

    He explained that council approved the sum of N900,294,304.75 to fix the roads in Gwagwalada Area Council.

    The contract, which is for the duration of six months, was awarded to Messrs Teleview International Nigeria Limited.

    He said Council also approved a total sum of N719,407,086.38 for the Kwahi Area Council Rural Roads.

    The contract is in favour of Messrs Sahabi Liman Sons Nigeria Limited for the duration of six months.

    Vice President Yemi Osinbajo and the Secretary to the Government of the Federation were in attendance at the 19th virtual Federal Executive Council meeting presided over by President Muhammadu Buhari.

    The meeting which was held at the Council Chambers of the State House, Abuja also had in attendance the Chief of Staff to the President, Ibrahim Gambari and the National Security Adviser (NSA), Major General Babagana Munguno (retd).

    Ministers physically present at the Council Chambers are Ministers of Information and Culture, Lai Mohammed, Finance, Zainab Ahmed, Justice, Abubakar Malami, Works and Housing, Babatunde Fashola, and Digital Economy, Dr Isa Pantami.

    Others include Minister of Transportation, Rotimi Amaechi, Minister of Aviation, Hadi Sirika, Minister of Interior, Rauf Aregbesola, Minister of Health, Dr. Osagie Ehanire, and Minister of Power Saleh Mamma.

    The Head of the Civil Service of the Federation, Dr. Folasade Yemi-Esan, and other members of the cabinet are participating in the weekly council meeting from their various offices in Abuja.

  • FEC approves N745m to hire auditors for NDDC

    The Federal Executive Council (FEC) on Wednesday approved N745 million for the hiring of additional forensic field auditors for the audit of the Niger Delta Development Commission (NDDC).

    The Minister of Niger Delta Affairs, Sen. Godswill Akpabio, also disclosed that the council approved the hiring of auditors to ensure that whatever comes out of the forensic audit is acceptable not just in Nigeria but to the international community.

    Akpabio said: “The memo that was presented by the Ministry of Niger Delta Affairs was a concluding memo on the procurement of Field Forensic Auditors for the forensic audit of the Niger Delta Development Commission and today the council approved additional forensic field auditors at a total sum of about N745.2 million.

    “This brings the total number of field forensic auditors to 16 in addition to the earlier approved Lead Forensic Auditors, Messrs Olumiluwa Bashir and Co.

    “These people are now going to be in charge of the nine states of the Niger Delta which has been divided into 16 lots. As I stated earlier, lots one is Ernst and Young for the headquarters.

    “They will be undertaking the 19 years of audit and also bring out the organigram for the restructuring of the NDDC for better performance in future.’’

    The minister added that the council equally approved the need to attach investigative security agencies to each of the team to ensure transparency in the exercise.

    President Muhammadu Buhari is presiding over the 16th virtual cabinet meeting at the Council Chambers of the Presidential Villa, Abuja.

    The meeting started at 09:00 GMT and it has the Vice President, Professor Yemi Osinbajo, Secretary to the Government of the Federation, Boss Mustapha, and Chief of Staff to the President, Ibrahim Gambari physically in attendance.

    Ministers physically present at the Council Chambers are Ministers of Information and Culture, Lai Mohammed, Finance, Zainab Ahmed, Justice, Abubakar Malami, Transportation, Rotimi Amaechi, Works, and Housing, Babatunde Fashola, Interior, Rauf Aregbesola, Niger Delta Affairs, Godswill Akpabio, and State-Petroleum, Timipre Sylva.

    Other Ministers are all participating in the weekly cabinet meeting form their various offices in Abuja.

    FEC approves N13bn for automation of 4 airports, $3.1bn for NCS

    The Federal Executive Council (FEC) on Wednesday approved N13 billion for the automation of safety equipment at Lagos, Kano, Abuja, and Port Harcourt international airports.

    The virtual meeting of the Council presided by President Muhammadu Buhari, also approved 3.1 billion dollars for the automation of the operations of the Nigeria Custom Service (NCS).

    The Ministers of Aviation, Sen. Hadi Sirika, and Finance, Budget and National Planning, Zainab Ahmed, made this known to State House correspondents at the end of the meeting in Abuja.

    Sirika expressed optimism that the safe tower projects, when completed, would increase efficiency and reduce the workload of air controllers in the affected airports.

    He said: “Today, Civil Aviation submitted a memorandum to council which was consequently approved.

    Airport runway

    “The memo is to upgrade and refurbish the safe tower equipment in four airports, Lagos, Kano, Abuja, and Port Harcourt.
    “This is just to increase the efficiency of the airports and reduce the workload in the control tower and to automate what was hitherto analog system to digital.

    “Quick example is all of the data we collect at the end of the runways within the airports will now be displayed instantly on our platform in the control tower.

    “Information regarding weather, regarding all of the components of weather, winds, rain, macroburst etc will be displayed automatically.

    “So, the issue of giving out weather reports every hour will change to give you instant weather which will improve the pilot efficiency, and the workload on the controller is reduced and it can handle more flights into the airport.

    “The total contract sum is N13.122, 230, 999.17.’’

    He further explained that the payment of the contract sum would be in two parts.

    “First component which is a foreign component is €28,489,565 million while the naira component is N3.491,504,488.31.

    “Of course, there will be 7.5 per cent added VAT. It will be for the complete period of 12 months.’’

    On her part, Ahmed said the approval for the e-Custom modernization project followed a memo she presented to the Council.

    She said: “The purpose of the memo we presented to Council was for a project that will enable the complete automation of the Nigeria Custom Service processes and procedures using the application and information and technology in all aspects of Customs administration.’

    According to the minister, the main objective is to completely automate every aspect of the customs business and institutionalize the use of smart and emerging technologies to enhance the statutory function of the NCS in the area of revenue generation.

    She revealed that the project would be financed through Public-Private Partnership (PPP) under a concessionary period of 20 years.

    “So, Council today ratified Mr President’s approval for the PPP concession for a 20-year period to Messers E-Customs HC Project Limited as a concessionaire for the delivery of customs modernization project.

    “This is a project that will not have an immediate cost to the government, the investors are providing all of the financings and this revenue will be deployed in three phases and they will look over the investment in the concessionary period of 20 years.

    “The key point is that it is not costing the federal government one thing, the 3.1 billion dollars being proposed will be sourced by the sponsors and the partners,’’ she said

    President Muhmmadu Buhari is presiding over the 14th virtual Federal Executive Council (FEC) meeting at the State House in Abuja.

    The meeting, which started at about 10am, after the President called for recitation of the National Anthem, also has Vice President Yemi Osinbajo and Secretary to the Government of the Federation (SGF), Mr Boss Mustapha, in attendance.

    Eight Ministers are physically attending the meeting while the others as well as the Head of the Civil Service of the Federation (HoCSF), Dr Folasade Yemi-Esan, are attending virtually.

    Ministers in physical attendance are: Rotimi Amaechi(Transportation); Senator Hadi Sirika (Aviation); Dr Osagie Ehanire(Health); Mrs. Zainab Ahmed(Finance, Budget and National Planning); Abubakar Malami(Attorney-General and Minister for Justice); Babatunde Fasola(Works and Housing); Lai Mohammed(Information and Culture) and Dr Isa Ali Pantami(Communications and Digital Economy).

    President Muhmmadu Buhari is presiding over the 13th weekly virtual Federal Executive Council (FEC) meeting at the State House, Abuja.

    The meeting, which took off at exactly 10am with the entrance of the President into the Executive Council Chambers, is also being attended b Vice President Yemi Osinbajo.

    Six Ministers are physically present, including Attorney-General and Minister for Justice Abubakar Malami; the Minister of Information and Culture, Alhaji Lai Mohammed; Minister of Finance, Budget and National Planning, Mrs. Zainab Ahmed; Minister of Works and Housing, Mr Babatunde Fasola; Minister of Mines and Steel Development, Olamilekan Adegbite and Minister of the Federal Capital Territory (FCT), Mohammed Bello.
