    Constitutional, electoral reforms top on our table – Gbajabiamila

    …says Bill on alternative funding for security agencies underway

    The Speaker of the House of Representatives Rep. Femi Gbajabiamila has said that constitutional and electoral reforms are currently top on the table of the Green Chamber.

    Gbajabiamila said as soon as the House reconvenes from its ongoing recess on September 15, the Special Ad-hoc Committee on constitution amendment would hit the ground running.

    Speaking on the topic ‘State of the Nation’ at the ongoing 2020 Nigeria Bar Association (NBA) virtual conference, Gbajabiamila said while government plays its part, the citizens should also do their part in making the country a better place.

    Responding to a question on the actions taken by the House to address the COVID-19 pandemic, the Speaker said the first thing the House did was to pass the Emergency Economic Stimulus Bill which grants moratorium on mortgages and lifts duties on medical equipment.

    Other actions taken by the House on COVID-19, the Speaker said, were the donation of two months salary by the 360 members to the Presidential Task Force on COVID-19, the introduction of the Infectious Diseases Bill as well as updating the Legislative Agenda of the House to accommodate current realities.

    “The issue of reform or constitutional amendment is on the table of the House of Representatives. We already have a committee in place, and they will start work as soon as we return from our recess on September 15.

    “But before then, we have the Police Reform Act amendment Bill. I think it’s now before the president. That will address a lot of issues such as community policing among others.

    “For me, the constitutional reform and the electoral reforms are issues we take seriously”, he said.

    On funding for security agencies, Gbajabiamila said: “The issue of security is perhaps the most important leg of the three legs that this government came into power. If you look at it, a lot has been done, but that’s not to say that it’s Uhuru, it’s not yet.

    “If you look at it, what’s being proposed by the Executive isn’t touched. The defence budget has been what it has been.

    “But all over the world, what happens is that you need to look out of the budget to fund the security.

    “We have a Bill that will address the issue of defence. It will be given speedy passage and will go to the President for assent. The only way you can fight the Boko Haram is through technology.”

    Gbajabiamila also said that those making insinuations about the probe of the Niger Delta Development Commission (NDDC) by the House were only doing so to distract attention from the main issues, saying Nigerians should be concerned about getting value for the money pumped into the commission.

    He said: “Nigeria is great, but unfortunately we haven’t tapped into the greatness. We should use what we have to our advantage. We can achieve our aspirations.

    “We need to come together, put our hands, our heads and our minds together to achieve more greatness as a country.”

    Gbajabiamila mourns Pa Fasanmi’s passing

    The Speaker of the House of Representatives Rep. Femi Gbajabiamila has expressed sadness over the demise of the leader of the Yoruba socio-cultural group, Afenifere, Pa Ayo Fasanmi.

    Pa Fasanmi, who passed away on Wednesday night, was also a former federal legislator in the First and Second Republics.

    In a statement by his Special Adviser on Media and Publicity, Lanre Lasisi, the Speaker said though the demise of the late patriot would be felt by the nation, the progressives and his family, solace would, however, be taken in the fact that his footprints have been firmly entrenched in the sand of time.

    The Speaker noted that Pa Fasanmi’s passionate quest for democracy and good governance saw him leave pharmacy to join politics and later became the leader of the Yoruba socio-cultural group, Afenifere.

    Gbajabiamila said: “As a federal lawmaker at the national level, first as a member of the House of Representatives and later a Senator, Pa Fasanmi came across as a symbol of humility, selflessness and integrity. These attributes have continued to inspire lawmakers across the country.

    “It is my prayer that his soul rests in perfect peace, and may God give those he left behind the fortitude to bear the loss”.

    COVID-19: Chinese Doctors Must Be Quarantined For 14 Days, Follow Immigration Laws ― Gbajabiamila

    The Speaker of the House of Representatives, Honourable Femi Gbajabiamila on Monday said that Chinese doctors coming to Nigeria to assist in the fight against COVID-19 pandemic must undergo the necessary checks as provided by Nigeria.

    Gbajabiamila, after a meeting between the leadership of the House and the Minister of Health, Dr Osagie Ehanire and the Minister of State for Health, Olorunnimbe Mamora, said the measure became necessary to take precautions and allay fears expressed by many Nigerians.

    This is even as the two ministers assured that Speaker that the 18 Chinese doctors will not have personal contact with patients during their stay in the country.

    Also present at the meeting are the Chief Whip, Honourable Mohammed Tahir Monguno; the Deputy Leader, Peter Akpatason, and the Deputy Chief Whip, Nkeiruka Onyejeocha.

    Gbajabiamila explained that the meeting was convened following widespread complaints that trailed the announcement of the coming of some Chinese medical personnel to assist Nigeria.

    Explaining the essence of the meeting, the Speaker said: “There are a lot of complaints about why we are bringing in Chinese doctors.

    “It is incumbent on us as lawmakers to intervene following the concerns of our constituents to understand the issues and get the right information to them.

    “Our duty is to protect the Nigerian people, and every opportunity to increase our knowledge will not be thrown away.

    “Having listened to you, what we are taking away from this meeting is that Nigeria needs this intervention from the Chinese, but you have to make it mandatory that they observe all the protocols laid down for the disease.

    “As you explained that they won’t have direct contact with Nigerian patients, you have to make sure that they go through our official immigration laws. They have to get work permit waivers because they are coming here to work.

    “Also, they have to be quarantined for 14 days as stipulated by the protocol, and you have to educate Nigerians about this to avoid misconceptions. We have laws and they must be complied with.”

    Speaking earlier, the Minister of Health, Dr Osagie Ehanire, told the House leadership that Nigeria did not officially invite the Chinese team, but that it was an offer arranged by a group of Chinese companies based in Nigeria as part of their corporate social responsibility (CSR) to Nigeria.

    He said that being a novel disease that every country is trying to understand, Nigeria will benefit more from the gesture because the existing health facilities and personnel in Nigeria to tackle the disease are inadequate.

    On his part, Minister of State for Health, Olorunnimbe Mamora, emphasized that the Chinese personnel are mainly experts in molecular laboratory testing, where we have only two indigenous experts currently serving seven laboratory centres.

    He said the Chinese doctors are expected to help in setting up molecular laboratories around the country as well as upgrade and reconfigure existing ones in the country.

    He added that the Chinese medical personnel would not have direct contact with Nigerian patients but would only help to reconfigure the laboratories and train Nigerian personnel and experts on the management of the disease and operation of the equipment and upgraded laboratories.

    Saying that the Chinese gesture has no financial implications to Nigeria, Senator Mamora regretted that there was little option than to accept the offer.

    He said: “Case testing is the bulk of work because some people are asymptomatic, so we need faster and rapid test kits and processing. We are doing molecular testing that helps us know the viral load as well.

    “We need to expand our testing labs across the country. Presently, we have two lab scientists in molecular testing, serving seven labs across the country. As we are expanding across the country, we need more people to be trained in molecular testing for faster results.”

    In his response, Speaker Gbajabiamila said the information gap about the Chinese gesture is regrettable and should be addressed immediately.
