    Floods: FCTA urges residents to heed early weather signs, barricades alternative road to Lokogoma

    Following the heavy rain and floods which affected, Dogongada in Lokogoma and Damangaza and Apo Dutse in Gudu Districts, the FCT Administration has urged residents to heed early warning signs issued by FEMA to avoid loss of lives and property.
    Director General of of FCT Emergency Management Agency, FEMA, Alhaji Idriss who made this who announcement in a statement today appealed to residents also said that due to the early morning rainfall today the FCTA would barricade the alternative ( Sleep ) road road from Games Village to the Airport road and others within the FCT in order to save lives and properties.
    ” We will continue to educate residents as a government in the language they will understand.”
    Motorists should avoid driving on running water, wait for five or more minutes for the water to subside before driving. Cross check before leaving homes or your work places to ensure that the road is safe, he said.

    Idriss noted that the onset of the rains in the FCT Will commence on the 14th of this month notified residents the rains will be a little above normal this year.
    He therefore advised residents to be wary of the devastating effects of flooding.
    Residents should avoid building on water ways, water channels, raising retention walls, and ensure that the required 25 meters gap between your house and the water channels/roads are allowed for safety in accordance with the Abuja master plan. When you do this we will all be safe.”

    The FEMA boss explained that flooding in the Territory is caused by indiscriminate construction, infractions and urbanisation, but assured that relevant agencies were working to remove all obstructions to make way for water passage.

    We will advise them to remove any obstructions, nobody should assume that they can block water ways just because they want to have a wider space, he said.

    Meanwhile the Search and Rescue Unit of the Forcasting Response and Mitigation of FEMA,(FRM), has rescued a resident from drowing at Dogongada in the early hours of today.
    According to the Acting Director FRM, Mrs Florence Wenegieme, the rescue followed a distress call on the 112 emergency toll free number at 5.25am.
    She informed that the victim’s vehicle was totally submerged , leaving him trapped on the roof top of his car.

    Heavy flood has displaced more than 500 residents and destroyed more than 120 houses following increased that has taken over more than 3km radius of Ikot Obio Atai village in Itu Local Council of Akwa Ibom

    This is even as the Village Head  Obong Okon Mkpong has fled from his palace at Number 85 Urua Ekpa Road more than a decade ago and  relocated to Udo Usanga Street due to heavy flood.

    Indigenes and non indigenes who reside in the area  have been sacked from their houses turning some locals into refugees in their community.

    The flood also lead to a gully erosion along Akpan Etong Street where some houses have been swallowed by the gully while a man was reported to have died recently in the gully. 

    Though Ikot Obio Atai, or Urua Ekpa Road, is in Itu local government area, the flooded area is less than two kilometres from the main gate of the Town Campus of the University of Uyo, UNIUYO while the community is within Uyo Capital City Development Authority, UCCDA.

    Lawmaker representing Itu State Constituency in the State  Assembly, Mr Kufre Edidem, who is also an indigene of Ikot Obio Atai,  recalled that the state government during former Governors Godswill Akpabio’s tenure reffered the matter  to the then deputy governor, who facilitated official of the National Emergency Management Agency, NEMA, to visit the village and shared relief materials among the victims.

    Edidem said he has brough the state Commissioner for Works to inspect the flood site and has forwared the complain to the state government, expressing the hope that work on  the flood site would be included in the 2022 Akwa Ibom State budget.

    On why he has not brought the issue before the assembly under Matter of Urgent Public Importance, Edidem retorted, “do you want the thing on the floor or you want the problem solve? So if you want the problem solved, it is when you are a legislator and you dont have good relationship with the executive and the executive does not listin to you that is when you  bring matter to the floor of the house is to catch the attention of the executive.

    “But if the executive is already listening to you: the commissioner for finance, commissioner for environment followed me, they made the engineering drawings and they are working on next year budget, and it has been put in the budget, so what do you want the matter on the floor? It is for  sensationalism or what?” 

    The Village Head whom the flood sacked from his palace said the flood problem was beyond the village capacity to handle, noting that the community has written several letters to successive state governments but to no avail.

    ”The community has written to the government till date, nothing has happened, Since 1999, nothing has happened . If it was possible the community would have addressed the problem. 

    “It is difficult for us. Governor Udom Emmanuel should come and help us. we are all members of PDP.  It is sad that even the village head ‘s house is under water and yet they say that Akwa Ibom is beautiful.’

    ECOWAS, Red Cross Donate Relief Materials to Katsina Flood Victims

    The Economic Community of West African States (ECOWAS) in collaboration with the Nigerian Red Cross Society and the Federal Ministry of Humanitarian Affairs has donated relief materials to flood victims in Katsina State.

    Items donated to the victims of the natural disaster in Bindawa Local Government Area (LGA), of the state includes 100 bags of rice, 100 bags of millets, 100 bags of beans, 200 gallons of palm and vegetable oil.

    Others were 200 set of blankets, 300 set of underwear, 100 pieces of bathroom slippers, 400 sets of cups, buckets and detergents as well as 700 sets of towels, sanitary pads, mats and soaps.

    Distributing the items to the 100 adversely affected victims in Bindawa Saturday, the Katsina Executive Chairman of Nigerian Red Cross Society, Aliyu Idris, said the gesture would assuage the suffering of the vulnerable persons.

    He affirmed that aside the food and non-food items donated to the beneficiaries, ECOWAS and Red Cross in synergy with the Federal Ministry of Humanitarian Affairs had commenced the renovation of 12 houses affected by the 2020 flood.

    While noted that four boreholes have also been renovated in the area, Idris explained that the state branch of Nigerian Red Cross Society has trained 2,000 members as first aiders and provided basic first aid training for regular Marshals of the Federal Road Safety Commission in the state.

    In addition, he said, over 500 volunteers across the state have received emergency training in disaster management, adding that the society also treated 610,809 first aid cases and referred 8,715 cases to appropriate health institutions.

    Earlier, the ECOWAS representative, Aminu Abubakar, warned the beneficiaries against selling the donated items, saying anyone caught would face the wrath of the law.

    Residents groan as flood ravages Uyo city

    Residents of Uyo metropolis have cried out for help as flood arising from torrential rainfall submerged major streets in uyo city .

    Affected areas from last weekend heavy downpour include : Idoro road by Julius Berger junction, Atiku Abubakar way, Ikot Oku Ikono and Udo Umanah streets axis of the state.

    Speaking with Correspondents in Uyo yesterday , one of the victims identified as Mr Udimisor, a landlord along Idoro road said his compound was submerged while all the rooms in the building were flooded.

    ” I live in this compound in the last 5 years and I have not experienced this kind of flood before. The rain started from 9am and lasted for 7 hours . The entrance to my compound turned to a river as nobody could either come in or moved out . we were trapped for hours.” Udimisor said.

    Another neighbour Mr Ifiok Udo said the same water damaged the backyard fence of his compound while the soak away pit collapsed.

    ” The water came in a speed and collapsed the fence at my backyard. Now I need more than N200,000 to restore the fence and fix the soak away system.” He said my

    Residents of Udo Umanah and other streets within the area had similar experiences as the entrance of summit complex hotel and the surroundings were completely submerged .

    In a telephone interview, the state commissioner for Environment and Mineral Resources Mr Charles Udoh said drainage control projects are on going in the state but the spots mentioned are not included .

    ” I am not informed of this axis being ravaged by flood. Once I have official report from them , government would act accordingly” Udoh said .

    The Kogi State Commissioner for works and housing Engr Dr. Abubakar Ohere FNSE, and his counterpart in environment, Chief Victor Omofaye on Wednesday in Lokoja flagged off the construction work on the erosion site.

    Its no longer news that the major effects of climate change, flooding has ravaged many communities in kogi State. Since 2012 attempts at mitigating this major effect has not been yielding the desired impact

    There was a jubilation by the residents of Lokoja yesterday when the GYB contractor Ceezali Nig Limited was remobilized to site to commence the abandoned embankment work of the marine road through kpata market Lokoja to provide protection for the state capital against the flooding threat.

    Ohere who commended governor Yahaya Bello for his political will described his proactive consciousness as unprecedented as the project is being fully funded by the state Government and is expected to be completed soon.

    He said the state government has put all the necessary measures in place to explore effective urban planning, developmental control, drainage designs, dredging, construction of drainage channels and environmental education to
    mitigate all climate change -induced problems confronting the state.

    Engr. Ohere also stressed that, “Government had equally embarked on massive de-silting of
    drains, clearing of culverts with identification of black spots, We will continue to reap the gains of planning, as the flood control measures in the state had been stepped up to contain any unforeseen weather condition.

    At least 2000 persons have been reportedly rendered homeless, houses, shops submerged, farms washed away as well as property worth millions of naira destroyed on Monday by flood occasioned by heavy down pour in  Makurdi, the Benue State capital.

    Findings by Day Break showed that the displaced persons are currently taking refuge in the neighboring houses as many were seen evacuating their already sucked properties from the water.

    Checks by Day Break indicated that more than one thousand five hundred houses including shops, motor parks, business premises have been affected by the incident.

    It was gathered that the rains which started at about 1.am this morning lasted for over 6 hours, thereby wrecking havoc in the capital city.

    Areas most hit include, Gyado Villa, behind Kyabiz hotel, Benue Links Company Limited, Wurukum Market, Wurukum parks were affected by the flood.

    Efforts to get the Commissioner of Water and Natural Resources, Engr Dondo Ahire react to the incident proved abortive.  Meanwhile, there has been no official statement from the Benue State Government as at the time of filing this report.

    In its bid to prevent casualties in some flood prone Communities across the 21 Local Government areas of the state, the Kogi State Government has warned residents to relocate to higher ground before the flood sets in.

    The Commissioner for Environmental, Victor Adewale Omofaiye warned against indiscriminate dumping of refuse in drainages and urged those in flood prone areas to relocate, stressing that there is highly level of destruction caused by indiscriminate dumping of wastes.

    He noted that in as much as the people would not desist from dumping refuse on water ways the possibility of mitigating the effect of flooding will be reduced stressing that government agency is out to sensitize the people and create awareness for them to get themselves prepared for the upcoming flood.

    According to him, going by the Nigerian Meteorological Agency (NIMET) and the Nigeria Hydrological Services Agency (NIHSA) prediction, Kogi will be experiencing high flooding this year.

    He however restated the Governor Yahaya Bello of Kogi State commitment to tackling environmental issues in the State.

    Earlier, the leader of Sarki Noma community expressed dissatisfaction over the position of the river in sarki Noma which according to him always over flow during the flood and consequently destroying houses and other valuable properties.

    The general manager, Kogi state Sanitation and Waste Management Board, Mallam Abdulganiu Sanni had advice that every household should have waste bin stressing that this would go a long way to reduce the menace of dumping of refuse indiscriminately.

    In his remarks, the Executive Director Kogi Atate Emergency Management Agency, (KOSEMA) commended Sarki Noma community for their collective effort in tackling flood issue, urging them not to relent in their efforts and that government is prepared to play its own part.

    Also speaking, Mrs Dorcas Enehe the Director Climate change who declared the 2021 NIMET prediction about the flood confirmed that sensitization of the flood prone areas is ongoing in the State.

    It would be recalled that the Nigeria Hydrological Services Agency (NIHSA) in May warned that 27 states including Kogi together with 121 local government areas will experience high risk flooding during this year’s rainy season.

    The Nigeria Hydrological Services Agency (NIHSA), an agency of the Federal Ministry of Water Resources, has predicted more devastating floods from the end of August to early October.

    NIHSA said flood will get worse in some states and the Federal Capital Territory (FCT) within that period.

    The Agency said in line with its earlier predictions, Lagos, Nasarawa, Anambra, Abia, Kwara, Kaduna, Rivers, Enugu, Borno and Ondo states had witnessed severe flooding as a result of heavy local rainfalls compounded by poor drainage system.

    The Director-General of the Agency, Engr. Nze Clement Onyeaso, in an interaction with some journalists in Abuja Wednesday, said all areas earlier identified as flood prone this year as well as those along the Rivers Niger and Benue might likely begin to experience more devastating flooding from the end of August.

    “Nigeria is located within the River Niger Basin which is occupied by nine countries namely Benin, Burkina- Faso, Cameroon, Chad, Cote d’Ivore, Guinea, Mali, Niger and Nigeria. Nigeria is located at the lowest position of the Basin and this means that once the upper catchment of the Basin gets flooded, Nigeria should be prepared to experience flooding. The period of flooding in these upstream countries is August and September of every year,’’ he said.

    The DG said his Agency was monitoring the development, adding that it will also continue to monitor Cameroonian authorities with regards to flood scenarios in the upper catchment of the sub-basin.

    Engr. Nze warned Lagosians against the practice of dredging and sound filling the Atlantic Ocean, to build what they usually call model cities like those in Lekki and Banana Island, saying such may, in the future, pose serious threats.

    As part of the preparation for the expected floods, the DG called on Nigerians, especially the state governments to be fully prepared by ensuring cleaning of blocked drainage system and canals remove refuse, weeds, water hyacinths and floats on water channels.

    Residents of Rijiyar Lemo Quarters called on the government of kano state to save their souls due to the increased flooding whenever it rains around Yan Babura to Dogon Bene area where a heavy traffic jam is being encountered daily whenever it rains.

    Daybreak correspondent in kano who visited the area gathered that there is a heavy traffic jam whenever it rains because all the motorists dodge the floods for safer location, while some of the people resolved to pass through the streets to their various destinations which certainly needs government’s urgent consideration.

    Most of the people that spoke with our correspondent advised the kano state government to intervene and provide a good drainage and culverts after expanding the road so as to reduce the problems of the flooding whenever it rains, and solicit total survey at the road side because some of the structures were done on the waterways that helped in blocking the passage of the excess water after rainfalls.

    Furthermore, some of the resident complained that whenever it rains, they encountered serious damage due to the water flow into their houses, shops or business stalls where they called on the kano urban development agency, KNUPDA and similar organisations to save them from the menance of overfloodings which also resulted in heavy traffic jam around Yan Babura to dogon bene area.

    Last, week Thursday heavy down pour that result in flooding of Lagos have been predicated on the climate change state of affairs. As Lagosians were experiencing the environmental tragedy. Citizens of advance economics in Western Europe such as Germany, Belgium, Austrial and many others suffered same fate with 180 dead and many missing. Major, cities streets and underground drains and sewage system collapsed under the heavy flooding. This speaks volume of the threat in the offing of global climate alteration and wreckage of the ecosystem all over the world.

    The flooded street of Lagos exposed the underbelly of a largely impromptu but broad populated city that lacks well-designed drainage system, compounded by grubby practice of dwellers and residents. Intriguingly, the lack of well-organized flood control infrastructure, combine with haphazard formation of physical structure and buildings flood and drainage channels is to blame for the recent Lagos flood.

    Even though, this is not first time Lagos would be under flood water, infact, the case of July 10th 2011 flood disaster with casualties of 25 persons including children still remains fresh in our minds. It unfortunate, that even after then, Lagos and the entire Nigerian state have not learned anything. Apart from, prediction and warning from Nigerian Metrological Agency (NIMET) and experts, but if adequate measures is not in use to address the consequence of human abuse of nature we may remained the internment of flood debacle for long time.

    This now take us to capitalism and Marxism been part of our polemic title framing. Capitalism over the centuries those not just survive at the enormous of human cost, it fundamental development horribly hangs on it disturbing activities that harmfully impact our earth. As Karl Marx, saw recession and crises expression of the original contradiction of capitalism. He also points out the fundamental contradictions of capitalism and nature. Within this process the ecological dimension of Marxism was demonstrated to unravel human kind’s relationship with and impact on nature.

    Marx opines that all progress in capitalistic…not only of robbing the labourer, but robbing the soil, all progress in increasing the fertility of the soil for given time, is a progress towards ruining the lasting sources of that fertility. He added that the more a country starts it development on the foundation of modern industry, like countries in Western Europe, North America and Asia. For example the more rapid it gets the more it process get into destruction realm. Here Capitalist production, therefore, develops technology and coalesce together various processes into a social whole, only by sapping the original source of all wealth-the soil and labour (Capital, Vol 1, p474).

    Interestingly, in the days of Karl Marx, the degradation of working people’s environment through pollution, sewage and through erosion and exhaustion of the soil is not far from what we are experiencing today. Undeniably, this logically correlate with Marxism and Marxist thorough philosophical on materialism and there conviction that capitalism system bring into being disparaging element that impinge on our earth.

    Foremost, as Marxist in the last one decade have argued, further expansion of capitalism in the 21st century. By means of the discovery and establishment of scientific fact of the problem of humanly generated climate alteration has made it clear that the contradiction between capitalism and nature has reached a point of extreme predicament. For instance, many years of massive carbon emissions worldwide from fossil fuel, oil pollution, gas flaring and other carbon-emitting sources that has degraded both air quality, land and water surfaces.

    Deplorably, the problem of climate change has it root in the destruction of rainforest, the danger posed by nuclear power, the threat to the ozone layer and so on. The concern is that as floods take a toll in different parts of the globe owning to climate change phenomenon, the biggest capitalist corporation such Exxonmobil, BP, Shell, Toyota, Mercedes and many others with vested interest in fossil fuel use are not marching there words with action.

    Regrettably, state actors on behalf of their respective capitalist been world biggest carbon polluters- the likes of US, China, European countries, Asian Tigers and Combs, and India continue to down play their commitment cutting green house emission on international competition that define capitalism.

    Obviously, capitalist apprehensions losing to its rival competitors is the scare of cut in emission is based on profits. More so, the fright of halting or restricting production is completely incompatible with capitalism.

    What needs to be done is both known and relatively straight forward. International meetings, agreement and convention by states, state actors and non state actor’s commitment in mushroom are appreciated.

    However, if there is no concrete commitment on the part of global capitalist, there would be steady escalation in extreme weather condition with immense human and economic consequences.

    Lagos was at the receiving end of recent flooding of July 15th 2021 who knows which state is next. Although, we are all aware that many states in Nigeria are flood prone especially with the combination of natural and human factors at play.

    It’s in the news that the Ogun-Osun River Basin Development Authority (ORBDA) has sent alarm bell letters to the governors of Lagos and Ogun and other South West states on the looming flooding of both states.

    Perhaps, the Nigerian state should appropriately spearhead measures to curtailing incidence of flooding even though it’s may not have that political will to curtail capitalist at home, example is the activity of oil multinationals in the Niger Delta region.
