…says House ready to carry stakeholders along
The Speaker of the House of Representatives Rep. Femi Gbajabiamila, has assured that the Green Chamber is determined to pass the Petroleum Industry Bill (PIB) within the next six months.
Speaking when he played host to a delegation of the Oil Producers Trade Section (OPTS) under the Lagos State Chamber of Commerce and Industry, Gbajabiamila said the House would ensure that it passes a PIB that would be satisfactory to all.
“On the PIB, there are two things that the House would want to do. First, the House is determined to pass the bill within the next six months, or probably less, because the clock has already started running from the time it was presented.
“Two, the House is determined to pass a PIB that is satisfactory to all. I know it’s difficult to satisfy everybody, but we will try our best to satisfy everybody,” he said.
Gbajabiamila also said that the House would ensure that it carried all stakeholders along in working on the draft legislation until its passage.
The Speaker urged members of the OPTS led by their Chairman, Mr Mike Sangster, to avail themselves the opportunity they have at hand to reach out to the House Adhoc Committee on PIB to make their inputs.
He expressed concern over the submission by Mr Sangster that the PIB in its present form, would not make the Nigerian oil and gas industry competitive globally.
“The PIB has been long coming. Because of the various interests, it’s difficult to pass a bill that addresses the interests of everyone. But the PIB luckily will involve local content.
“I’m very concerned about what you said that the PIB as it is, doesn’t allow Nigeria to compete favourably in the global market,” he said, noting that “We’re not competitive, yet there’s the presence of oil majors here.”
He added, “We need to look at it, but I think it will be difficult to tell members that we should go back to the old arrangement that we had.
“I need to ask the question that where were you when they were making this law? Your inputs should have been there. It’s never too late for you to have your inputs.
“I’m sure the committee will do justice to the other issues you raised.”
Earlier, Mr Sangster raised concerns about the present form of the PIB, which he said if passed the way it is, it would negatively affect Nigeria’s competitiveness in the global market.
He noted that in the past years, the African continent attracted about $70 billion of investment in the oil and gas industry but that only about $3bn came to Nigeria despite being a major player continentally.
When the Speaker sought to know from Mr Sangster if the PIB had any positives, the OPTS chairman responded in the affirmative, noting that the PIB represented the much-needed reforms in the sector.
He noted, however, that in its present form, the Bill “doesn’t provide the environment for future investments.”
He raised other issues to include the preservation of the oil and gas business in the country, royalties, tax, how to handle NNPC’s outstanding liabilities, segregation of the upstream and downstream, complexities in the implementation of the bill, among others.
Noting that the petroleum industry had the capacity to create thousands of jobs in the next 10 years, Mr Sangster said: “We would encourage the House to reach out to other sources to have a better analysis of the PIB.”

The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has said that the House is ready to support the interventions of the Federal Government to rebuild Lagos and other states worst hit by the recent EndSars protests.
Gbajabiamila also tasked Lagosians to put heads and resources together to rebuild the state in view of the destruction of properties worth billions of naira in the state.
Speaking at the inauguration of the Board of Trustees of the Rebuild Lagos Trust Fund on Monday in Lagos, Gbajabiamila said he was heartbroken after going round the state for an on-the-spot assessment of the devastation that followed the unrest.
He said it is time for Lagosians to put aside partisan politics and stand up to rebuild the state, saying “I believe more than ever before that saying, Eko o ni baje, and the quick reply is, O baje ti’.
“I believe in my heart, that this saying can never be truer than now, that Eko o ni baje, o de baje ti. (Never will Lagos go bad, never).
“We will rebuild this state with everything that we need, with all the tools at our disposal, we will rebuild Lagos. This is the time to prove it, that Eko o ni baje,” he said.
He said in rebuilding the state, there should be a public-private partnership, which he said would be one of the best ways to face the task.
“I think it goes beyond budget or appropriation. It will call for a special intervention from the Federal Government to make sure that monies are devoted, not just to Lagos, although Lagos bears the major devastation.
“So it’s going to be panoramic; it’s going to be for all the states, but we all know that Lagos bears the brunt of the devastation.
Gbajabiamila said in working for Nigerians, the 9th House would try as much as it could to abide by its slogan, which is ‘Nation Building: A Joint Task.
“So we will pull all our friends and colleagues and talk to them that we don’t look at this from a state or political prism but a nationalistic point of view and make sure that what needs to be done would be done.
“We will remain our brother’s keepers. That’s what we do in the National Assembly, be our brother’s keepers, and that’s what we will do for Lagos State and the rest of the country.”
House committed to increasing health allocation, says Gbajabiamila
…says Nigerians should continue to take serious COVID-19 precautions
The Speaker of the House of Representatives, Rep. Femi Gbajabiamila has said that the House is committed to increasing the allocation to the health sector with a view to improving the well-being of Nigerians.
Speaking at a 2-day training organised for health workers by his office in Lagos State, the Speaker said the programme was to improve their capacity to be able to handle the Covid-19 situation better.
Declaring the training open on Sunday in Lagos, the Speaker said it was “part of efforts to ensure that health care professionals have the skills they need to continue to do the incredible work they have done so far.”
The Speaker, who paid glowing tributes to all health workers across the country for the way they have handled the Covid-19 situation so far, said he believed they deserve more attention in terms of training and capacity building.
“Through all of this, our medical professionals have shown exemplary courage and commitment. Their efforts have renewed our faith in the human spirit and shown us that we are, each one of us, capable of extraordinary greatness, of courage beyond measure and goodness beyond what we imagine in ordinary times,” he said.
He said: “This moment also requires that governments at all levels continue to support the training, welfare and wellbeing of the medical professionals who are at the forefront of this existential battle. We owe them that much, and so much more.”
Gbajabiamila added that the House “has committed to increasing the appropriations due to the health sector so that we can remedy the weaknesses of infrastructure and capacity, access and quality that bedevil our national health care system.
“It is also an example of what we can do when we work together, across different levels of government and with the private sector to deliver objectives that serve the best interests of all our citizens.”
He expressed delight at the discovery of a vaccine that would bring Covid-19 to an end, cautioning, however, that “Yet we must recognise, and we must continue to act in the knowledge that we are still far from the time when that vaccine will be perfect and readily available to all the people of the world.”
“When the final account of this moment is given, we will not forget to credit the health workers and medical professionals who have helped us here in Nigeria, and others all over the world, to manage and overcome the ravages of the Covid-19 pandemic.
“So, while we anticipate this medical breakthrough, we must brace ourselves to deal with the reality of now. And the truth is that we still have work to do to ensure that we survive this battle against disease and death.
“That work begins with making sure that all our citizens continue to observe the Covid-19 guidelines and keep looking out for one another as we have done so far.”
Gbajabiamila thanked the Governor of Lagos State, Babajide Sanwo-Olu, for personally attending the programme as well as other partners and those that helped designed the programme.
Speaking, Sanwo-Olu, who acknowledged the fact that the Speaker is doing both Lagos and Nigeria proud, said the training would deepen the efforts of the Lagos State Government in ensuring that health care is accessible and affordable to the people of the state.
“For us in Lagos State, we’ll continue to see health delivery as an important pillar in our team’s agenda. We have committed to see that year on, we’ll increase our budget size in health,” the governor said, adding that despite the budget deduction of about 22 percent during this year, that of health was increased instead.
“We’ll continue to ensure that we raise the bar on our health agenda. I’m sure in terms of numbers, you saw how many tests we did for Covid in Lagos. Because we know it’s public health, we’ve done over 120,000 to 125,000 free. So, you can compare to when we brought our private laboratory practitioners.
“It goes to show you that envelope, the size of financial commitment that the state had to make, to make sure that a public health challenge like Covid was not just something that we were glossing over. We faced it right from the beginning.
“Today, it’s about the Speaker, who deemed it fit to say that ‘this is time to look back and give back to a sector that I truly believe in.’ So, Mr Speaker and the Chairman House Committee on Health, we want to thank you for bringing this to Lagos.”
On his part, the Chairman, House Committee on Health, Rep. Tanko Sununu, said Nigerians are appreciative of the proactive measures taken by the Lagos State governor toward containing the coronavirus since its outbreak in Nigeria, as well as his continuous surveillance and interventions.
“This training, is very important being about ethics, which is a systematic strategy of what a person’s conduct and actions should be with regards to self, whether humans and the environment, couldn’t have come at a better time than now, when Nigerians, most especially medical and healthcare providers are passing through a lot of stress.
“The training will serve the practitioners with the best conduct expected of them while providing health service with empathy in order to have an excellent outcome for patients”.
Also, the Minister of State for Healthcare, Dr. Olorunnimbe Mamora, lauded the Speaker for organizing the training, which he said would go a long way in achieving its objectives of improving the capacity of the health workers.
“This training represents the quest and desire for improvement, growth and development in the health sectorn. Any system that has no interest in training programmes for the personnel or fails to give training the importance it deserves has inevitably planned to fail or fizzle out completely
“In order to keep pace with quality delivery of services, there must be deliberate and committed efforts to ensure that continuous training and capacity building remain at the center of the institution’s mandate,” he said.
Gbajabiamila reshuffles aides’ portfolios, gets Deputy Chief of Staff, others
The Speaker of the House of Representatives, Rep. Femi Gbajabiamila has appointed his former Special Adviser on Political Matters, Mr. Olanrewaju Smart as his Deputy Chief of Staff.
This comes as the Speaker carried out a minor reshuffle of his team and made a few new appointments for effective delivery of his Legislative Agenda for the 9th House of Representatives.
In the reshuffle, Mr Seun Odofin, who was the Special Adviser, Administration, is now Special Adviser, Administration and Legislative Compliance, while Mr Dubem Moghalu, the ex-Special Assistant, Policy/Research and Strategy is the Special Adviser, Policy/Research and Strategy.Also, Miss Tabia Princewill, who was the Special Assistant, Inter-Parliamentary is now the Special Assistant, Social Development and Events, while Ibrahim Hamza Baba, who before now was the Special Assistant on Internally Displaced Persons (IDPs) is now the Special Assistant, Humanitarian Affairs.
The Speaker also made three new appointments, namely: Mr Dapo Oyewole as the Special Adviser, International Relations and Inter-Parliamentary; Mr. John Ameh, formerly of the Punch Newspaper, as the new Special Assistant, Media Research and Documentation, and Dr. Charles Omole as Special Assistant on National Security and Intelligence Reform.The Speaker advised the legislative aides to discharge their duties with utmost regard to the Revised Legislative Agenda of the 9th House and their respective rules of engagement. The appointments take immediate effect.

Gbajabiamila advises Nigerian youth to be productive, self-reliant
The Speaker of the House of Representatives Rep. Femi Gbajabiamila has advised Nigerian youth to be productive and self-reliant at this time.
In commemoration of Nigeria’s maiden Youth Day, Gbajabiamila said the Nigerian youth have a lot of potentials in them, which they must work assiduously toward achieving.
He noted that with the teaming youth that Nigeria has and their great potentials, the country could attain greater heights in future.
The Speaker also commended President Muhammadu Buhari for declaring November 1 of every year as Nigeria’s Youth Day.
Gbajabiamila advocates framework for federal character in appointments

House of Representative Speaker , Hon. Femi Gbajabiamila has advocated for a legal framework that will change the federal character principle for appointments in the country’s constitution.
Gbajabiamila said on Saturday at the Young Parliamentarians Forum National Strategy Meeting in Abuja that the section of the constitution which place emphasis on appointments in offices at the national level should be looked into to accommodate the needs of the moment.
He said the idea of basing such appointments on federal character in line of states of origin or religious cleverage has not helped in the pursuit of the needed development of the country.
He said as it is today politics is in the hand of the old hence he charged the Young Parliamentarians Forum to ensure they change the tides for the young to be involved in politics to advance they desire quest.
He said any plan that does not involve the youths in the future development of the country will definitely fail as the need attention is centred on them.
Gbajabiamila said the House is concerned about how. to find solutions confront the younger ones in the country with it focus on how best to find jobs, involve them in the political structure of the country.
He noted that the education of the younger ones should be the centre point for the development of the country.
The Speaker said the House will be re conved soonest from its recess to address the major needs of the youger ones as demanded by the #Endsars protest.
He said the House will consider what will effectively take charge of the things which will enhance the development of the youths in the consideration of the next years budget.
Also speaking, the Executive Director, YAIGA, Cythia Mbanalu said #Endsars protest has affirmed a new Nigeria and called for relevant authorities to ensure youth education and participation in government. She also demanded from the NASS Assembly to further reduce reduction of the age for youths to vie for elective position in the country.
Gbajabiamila eulogises Oba of Lagos at 77
The Speaker of the House of Representatives, Rep. Femi Gbajabiamila has eulogised the Oba of Lagos, Oba Rilwan Osuolale Akiolu as he marks his 77 birthday on earth.
The Speaker said at 77, Oba Rilwan Akiolu remains a symbol of peace and unity not only in Lagos but in the entire country.
Gbajabiamila noted that since becoming the Oba of Lagos in 2003, Oba Akiolu has become a blessing, a pillar and is a lover of his people.
“Kabiyesi, today marks a commemorative day in your life as you clock 77.
“I join millions of our citizens to wish you a happy 77th birthday and God’s continuous guidance, blessing and wisdom,” the Speaker said.
Eid-Maulud: Gbajabiamila urges Muslims to pray for peace, progress of Nigeria
The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has enjoined the Muslim Ummah and Nigerians to exhibit more love for one another.
Gbajabiamila, in a congratulatory message through his Special Adviser on Media and Publicity, Lanre Lasisi also said that the occasion of the celebration of the birth of Prophet Muhammad (SAW) should be used to pray for peace, progress and unity of the country, especially at this period of challenges facing the country.
While congratulating Muslims all over the world for the Eid-Maulud, the Speaker urged that the characters and teachings of the holy Prophet should be the watchword for all.
Gbajabiamila reiterates Reps’ determination to empower Nigerian youths
The House of Representatives is determined and ready to empower the Nigerian youth to make them competitive globally, the Speaker of the House, Rep. Femi Gbajabiamila, said on Wednesday.
Gbajabiamila said issues concerning the Nigerian youth have been a priority to the 9th House, which was the reason behind several proactive measures to address them, even before the outbreak of the recent youth protests around the country. This emerged when Speaker Gbajabiamila met with a group of young lawmakers from the House under the aegis of ‘Young Parliamentarians Forum’ of the National Assembly in his office, where he reiterated that some of the demands of the youth following the EndSARS protests would be addressed constitutionally.
In a statement by his Special Adviser on Media and Publicity, Lanre Lasisi, the Speaker said, “All of us, every segment of the government, especially the House of Representatives, that before the protests took the initiative, debated motions and took far-reaching decisions on the floor.
“Part of the decision was to reform the Police to accommodate a better, more reformed Police.
“We gave ourselves 30 days, and since then, we’ve been working night and day, especially with the Nigerian Bar Association (NBA).
“We thought the best way to go about it is that we amend the Police Service Commission Act, and that has been done and the report has been concluded and soon, it will be published and be on the floor.“We are determined to resolve the Academic Staff Union of Universities (ASUU) matter, and if we can resolve two out of three issues, I think we would have gone a long way to help the lecturers who are on strike.
“There’s a bill on vocational education, I think from the 8th Assembly that was even my bill. We’ll pick it up again and pass it to you (Young Parliamentarians Group) to polish it up and add it to whatever ideas you have”.
On youth empowerment, the Speaker said though a lot still needs to be done but that the present government has done a lot.
“I make bold to say that no government, in Nigerian history from inception, and I stand to be corrected, has put in as much in youth empowerment as this present government.
“Facts don’t lie, a government that has devoted N500bn to youth empowerment every year. There’s Trader Moni, N-Power, and several others, they are all there.
“This government has done a lot about youth empowerment and is ready to do more. We can never be bereft of ideas. If you have anything that we need to look at, the House is willing and ready to add to those ideas.
“We will be happy to accelerate bills on youth development”.
Earlier, the young parliamentarians commended the leadership quality of the Speaker for his various interventions on national issues.
The leader of the delegation, Rep. Kabir Tukur a, noted in particular, the proactive measures taken to address Police reforms and EndSARS demands.
The young federal lawmakers also commended the Speaker for his interventions on labour issues in health, education and power sectors.
While presenting the demands of the group to the Speaker, Rep. Tukura said their major concern was a lasting solution to youth restiveness through the allocation of more resources to youth-related matters as well as education, especially vocational training.
The group also noted that the youth should be given a sense of belonging in government through better representation to enable them to bridge the existing gap, which was part of the reasons for the recent unrest.
To this end, he said, the group would be seeking the amendment of Section 171 of the Constitution to reflect federal character in accommodating the youth and people living with disabilities.
While informing the Speaker of the group’s request for an emergency session of the House to discuss its demands, Tukur also added that the group would be seeking his support for the group’s push for the establishment of a National Youth Development Commission.
Others at the meeting included Deputy Chief Whip, Peter Akpatason and Chairman, Committee on Inter-Parliamentary Relations, Rep. Zakariya’u Galadima, while Rep. Onofiok Luke, Rep. A. G. Suleiman, Rep. Shehu Kale and Rep. Saidu Abdullahi represented the Young Parliamentarian Forum.

The Speaker of Nigeria’s House of Representatives, Rep. Femi Gbajabiamila, on Monday visited the sites of damaged public and private facilities in his Surulere 1 Federal Constituency in Lagos.
The Speaker, whose visit came after the looting spree that took place in Surulere following the reactions to the #EndSARS Lekki tollgate shootings, addressed the residents at Shitta Roundabout, Surulere, visited affected shops and the Bode Thomas Police Station.
In his address to residents and traders who gathered at the Shitta area of Surulere, Gbajabiamila assured his constituents that the former anti-robbery team codenamed SARS has been totally disbanded by the president.
“You have all spoken, and the government heard you loud and clear. While in Abuja where you sent me to represent you, I heard all your complaints. All that happened in Lekki is what we have all seen and it is being investigated, but you see the social media has its good and bad until it’s fully unravelled that we can know the next step to take.”
“On the issue of EndSARS, you should all know that I am there for you as your representative. It’s all you want we are going to do. EndSARS cannot come up again, because there is no more SARS. You see all that happened at Adeniran Ogunsanya and Bode Thomas, I can boast that it was not carried out by children from Surulere, we all know they came from outside Surulere because I know my own people. Surulere shall continue to prosper by the grace of God”, Gbajabiamila said.
The Speaker proceeded from Shitta to Adeniran Ogunsanya Shopping Mall where he spoke to many business owners who gave various accounts of how the damages done to their businesses were executed.
According to a business owner at AOS Mall, Mr. Oladimeji Ogunniyi, the looters carried out the ugly exercise despite the darkness in the mall.
“The looting of this mall started precisely 7:45am till 4pm, so what we did was that we advised the security in the mall to off the light so that they will be operating in darkness, thinking there may be restraint.
“You can see blood (stains) still on the ground. Immediately the mall lights were put off, they forced themselves into the glass and they sustained degrees of injuries. All the looting was done in the dark. We have over 100 shops in the mall and none was spared.
“All the items in my shops were taken. This is the only mall that gives indigenous and local entrepreneurs opportunity to operate, except for Shoprite, KFC and few others that are multinationals. In each shop, we have at least three staff,” Ogunniyi said.
A textile shop owner at Adeniran Ogunsanya Mall, Mrs. Fausat Shomade, told the Speaker that she has lost her source of livelihood.
“We don’t have any other thing that we eat except from this shop. This shop is loaded to the full of textile materials. It was only this few that we were able to recover from the police station,” she said tearfully.
The Speaker also visited damaged shops on Bode Thomas, Surulere and Bode Thomas Police Station where he was received by the Commander of Area C Police Command, Lagos, Tijani Fatai; the Divisional Police Officer of Bode Thomas, Ibrahim Fasesan and the Divisional Police Officer of Surulere, Adebowale Adeoya.
The Speaker sighted recovered items, including Shoprite trolleys at the Bode Thomas Police Station.
Gbajabiamila commended the officers of the Nigerian Police Force for restoring law and order in the area.
