    Health Minister Mohammad Ali Pate has addressed the issue of the shortage of healthcare workers in Nigeria, stating that it is a global concern. During an appearance on Channels TV Sunrise Daily, Pate noted that there is a worldwide shortage of almost 18 million health workers. He explained that many Western countries, facing an aging population, are poaching healthcare workers from other nations. Pate emphasized that health worker migration is not exclusive to Nigeria and is a global phenomenon. The shortage of healthcare workers has been a significant challenge, and efforts are being made to address it within the Nigerian context.

    The State Secretary, Medical and Health Workers Union of Nigeria, (MHWUN) Comrade Rose Momoh on Saturday said that the Primary Health Care Workers across the 21 local government areas of Kogi State may down tools if their demands for improved salary is not met by the State Government.

    The State Secretary, who disclosed this in a statement issued to journalists on Saturday noted that the primary health workers in the Local Government have been collecting 30 to 35 percent salaries for the past two years.

    Momoh added that the health workers had the worst recently when they were paid 25 percent of their January salary in 2022.

    ”The salary the Kogi State Government is paying to our health workers at the Local Government level cannot take care of their transport from home to workplace, talk more of bringing food on the table for the family to survive.” the statement added.

    “We can no longer bear this continuous hardship we are facing. Health workers risk their lives every day to safe others, yet, their salary is nothing to write home about. Who have we offended? Is this what is obtainable in other states?”

    The statement stressed “Our demands is that, the government should complete the process of Primary Health Care under one roof and move the PHC workers and their salaries to State Primary Health Care Development Agency ( SPHCDA) immediately.”

    “We are also demanding that primary health care workers be paid 100 percent like their State counterparts” the statement added.

    The union body therefore appealed to the State Government and health partners in the state to come to their aid as they continue to lose their members on daily basis due to hardship the percentage salaries has posed on them.

    The Ministry of Health in Akwa Ibom said it has concluded the training of 100 medical workers to attained to medical emergencies in all government facilities in the state.

    Commissioner of Heaith Prof. Augustine Umoh told newsmen in Uyo on Tuesday that the training was meant to update knowledge and skills of Doctors , nurses and other health workers in handling emergency situations in hospitals .

    Umoh said the training was necessary in view of prevailing circumstances in the health sector in order to deliver efficient health care services to the people in line with Governor Udom Emmanuel’s completion agenda in the sector .

    ” The training was for health care and medical workers to update them on Emergency protocols. Oftentimes, we spent time on regular cases .

    ” Emergency period is a time when when does not offer you time to sit down and think of what to do. You have to work very fast based on the knowledge and skills that you have. And if these are not there clearly on your fingertips, you may not be able to respond well in such emergency time .

    “And that is why we update regularly and train people on emergency protocols on what to do in such emergency especially now that we lots of emergencies such as covid, Lassa fever and cases of people slumping and died are becoming very high now.

    “Medical workers must be up to date on what they need to do at such times. In many facilities, people do it as regular protocol. But the training was not only for Doctors and Nurses but for a cross section of Health workers in the state.” The commissioner explained.

    He commended Governor Udom Emmanuel for making funds and other logistics available for Health workers to hold the training which he said would continue in the next three months .

    Health Workers Rejects Percentage Salary, Can’t Guarantee Industrial Harmony In Kogi

    The Kogi State chapter of the Medical and Health Workers Union of Nigeria, (MHWUN) vowed not to accept percentage salary payment to its members at the Local council Areas by the Kogi State Government.

    The position of the union which was contained in statement issued by the Secretary of the union, (MHWUN), Kogi State Chapter, Comrade Rose Momoh at the end of its State Executive Council meeting held at the Union secretariat on Thursday in Lokoja.

    The statement reiterated the need for continued synergy between the union and government so as to improve on the welfare of its workers in view of the continued hardship being faced by its members across the state as a result of the percentage payment.

    Comrade Momoh also added that the union leadership could no longer guarantee industrial harmony in the face of continued payment in percentages to its members.

    While appealing to the Kogi State Government to revisit the issue of percentage payment and treat their demands with utmost urgency, Comrade Momoh stressed the need for government to reciprocate the hazardous contributions of the health workers in the state to pay them full salary.

    The Health Workers further added that the workers had always endangered their lives as service to God and humanity, saying “their monthly take home pay could no longer sustain their families”.

    She explained that most deaths of its members were attributed to poverty, urging government to critically look into their peculiar challenges.

    The Medical and Health Workers Union said the National headquarters has been intimated on the development and enjoined all relevant stakeholders, including religious leaders and traditional rulers to call on government to do the needful.

  • We have paid N20bn allowance to Nigerian health workers – Mamora

    The Minister of State for Health, Olorunnumbe Mamora, has said that the Federal Government has paid up to N20bn as COVID-19 allowance to doctors and health workers in the country.

    Speaking during an interview on Channels TV, Mamora said it would be unfair if the doctors claim they haven’t received anything as COVID-19 allowance.

    According to him, the Federal government has so far disbursed N20 billion as COVID-19 allowance.

    “We have been able to pay the coronavirus inducement allowance because we had to suspend the hazard allowance for this period so that we can go into renegotiation after.

    “We are now paying, starting from 50 per cent of the basic of the workers depending on where the point of operation is.

    “We were able to pay April, May full, June, part of it has been paid but not fully paid and it’s because of the economic situation and these funds have to be sourced for one way or the other.

    “We have also been able to disbursed close to N20bn and I repeat close to 20bn.

    “So, to now say nothing has been done, that is not true.” he said.

    Mamora further stated that every worker in the Federal Civil Service is entitled to the Group Life Insurance Scheme which is domiciled in the office of the head of Civil Service of the Federation.

    He also said that the Ministry of Health only supervises the processes involved in the payments.

    “When a health worker dies, and he was an employee of the Federal Government, the information comes to us, goes to our Human Resources Directorate and it is processed.

    “Ours is to do a follow-up, but the office of the head of Civil Service will get these things done because they are the ones that interface with insurance companies because it is a group of insurance companies that manage this process.

    “But what we have discovered is that some of the time, the appropriate information is not made available.

    “For example, we have asked the various federal tertiary hospitals to come up with their nominal role, so we know who is on that list and stands to benefit in the event that death, unfortunately, happens.

    “We made that clear and the doctors said they now understand better,” he added.

    Health Workers in Akwa Ibom under the agencies of Joint Health Workers(JOHESU) has ignored the threats of sack by Akwa Ibom government for taking part in the indefinite strike declared by the union.

    The state government had through a statement signed by the information commissioner Mr Charles Udoh on Wednesday warned that health workers not found in their duty post stood the risk of losing their jobs.

    But our Correspondent who monitored some of the state owned health institutions yesterday reports that some of the health facilities were under lock and key while there was noticeable absence of health workers in others.

    Some patients who spoke with our Correspondent expressed worry over the development but said they would make alternative arrangements for their treatment and medication.

    Meanwhile JOHESU in a statement on Thursday called on members to ignore the threats describing the political labeling of their strike action by the information commissioner as propaganda and a ploy by government not to implement a new hazard allowance.

    “We call on our members to ignore any propaganda and threat and to maintain the resolve to stay at home untill the issues are met by Akwa Ibom state government.” A statement endorsed by the chairmen of the five affliate health unions said.

    Meanwhile the state chapter of the Nigerian Labour Congress(NLC) has said the strike action embarked upon by JOHESU remained legal even as it would continue to back the union in its efforts to secure improved welfare for its members.

    State NLC Secretary Comrade Iboro Ibara while reacting to the government threat said that, “JOHESU is a trade union group vested with the rights to embark on Industrial action within the terms provided for by extant Trade Union laws” adding that the grievances over which the health workers went on strike have been on the discussion table for many years.

    “As a matter of fact the current strike is a “resumed” strike. The current Government (and its predecessor) has at various times engaged the Unions on these issues up to the level of reaching agreement which it would subsequently fail to honour.

    “Earlier this year during the new Minimum Wage negotiations, the State Minimum Wage Implementation Committee reached an agreement on the issue of CONHESS which the Government failed to implement even after it was acknowledged that Akwa Ibom nurses are the least paid nationwide.” Ibara said.

    He regretted that the threats were coming after a meeting between JOHESU and the Chief of Staff to the Governor adding that threats from government has never been used to resolve industrial crisis.

    “Just yesterday the COS to the Governor met with JOHESU!
    Now, how would all this grammar and labelling of all the citizens as “political detractors” help? Sometime ago aged retired primary school teachers who took to the streets to protest nonpayment of their entitlements were cheekily labeled as saboteurs.

    “We have barely recovered from the avoidable embarrassment a fortnight ago of Government’s ill-advised unilateral review of civil servants’ salary table, now this.

    “Who, from the Federal Government to the States, has ever succeeded at managing industrial crisis with threats? Didn’t the striking workers issue notices? Hasn’t the Government held meetings with these same “unreasonable and unlawful” healthcare professionals in the past few weeks to plead?

    “Should we assume that Government is unreasonable because if it were not it wouldn’t have met with “criminals” and “saboteurs” as it now describes JOHESU?”

    He wondered why the information commissioner would label the strike as being influenced by an opposition political party.

    “The Governor is doing his second and final term in office. The next election cycle is more than two years away. Akwa Ibom according to this same Commissioner for Information is a one-party State. So how can we be talking of “political detractors” over an industrial relations issue?

    “Shouldn’t an informed Commissioner be worried that in the same health sector which he is bragging about some of personnel are paid 50% of their basic salary as Hazard Allowance while some are paid N3,500 flat rate which they were earning before the new hazard of the pandemic?” He quarreled.

    FG approves hazard allowance for health workers

    The Federal Government has approved two months hazard allowance for health workers battling the COVID-19 pandemic.

    Speaking at a meeting between representatives of the Federal Goverment and Health Professional Associations, the Minister for Labour and Employment, Dr Chris Ngige, said the hazard allowance for the months of April and May would be paid before Friday, June 12, 2020.

    The decision, according to a statement issued by the Ministry of Labour and Employment on Tuesday, was part of the agreement reached between the Federal Government representatives led by the minister and representatives of the health sector workers.

    Ngige said the urgent approval granted by the President, Muhammed Buhari, was in appreciation of efforts of the health workers risking their lives on the frontline in the fight against COVID-19.

    Ngige said, “We reviewed all, and also reviewed all the emoluments that we are to give these gallant workers who are at the frontline taking the risk for all of us and the Federal government side has given them the financial implication of what they have done.

    He said, “We have fixed a timeline for ourselves that before the end of this week, the health workers captured in that particular COVID-19 net and frontline workers should get all their hazard and inducement allowances for the month of April and May before the close of the week.”

    He added that the decision on the commencement of the implementation of the allowances was reached along with the Accountant-General of the Federation, Ahmed Idris, and the Minister of Health, Osagie Ehanire.

    Ngige explained that the Federal Government had approved insurance coverage for the health workers, adding that the gesture was in consonance with the memorandum of understanding signed between the Federal Government representatives, the health professionals and unions in the health sector on April 21, 2020.

    In his remarks, the Minister of State, Health, Senator Olorunimbe Mamora, said the ministry would ensure the provision of PPE’s to various hospitals.

    Present at the meeting were the Minister of State, Labour and Employment, Festus Keyamo; Accountant General of the Federation, Ahmed Idris; Ag. Chairman, National Salary and Wages Commission, Eyo Nta; Permanent Secretary Federal Ministry of Labour and Employment, William Alo; Permanent Secretary Federal Ministry of Health, A.M Abdullahi.

    Also present were National President, Joint Health Employees Sector Union, Biobelemoye Josiah; President, National Union of Allied Health Professional, O.C Ogbonna and Secretary-General, Nigerian Medical Association, Dr Ekpe Philips.

    Kaduna Govt Warns Health Workers, Says It Will Not Bend To Blackmail

    Kaduna State Government has vowed to keep its health facilities running and to protect staff that are willing to provide services to the public.

    The government which made this known on Thursday, in its official response to the notice of strike issued by health workers, also said that it will not bend to blackmail.

    A statement signed by Special Adviser on Media and Communication, Mr Muyiwa Adekeye, warned that “The Government rejects the strike threat and will regard persons who fail to show up at their assigned places of work as having forfeited their employment.’’

    ‘’Every health worker that is willing to work is required to sign the register at the Ministry of Health and the health institutions to which they are deployed,’’ he emphasised.

    Adekeye further warned that “those who are not willing to work are strongly warned against criminal action such as attempts to impede access to workplaces, harass willing workers or to sabotage facilities and equipment.”

    The Special Adviser pointed out that to “declare strike action amidst the COVID-19 pandemic is naked blackmail, based on the mistaken assumption that the state government will reward irresponsible conduct by some health workers with surrender.”

    According to him, the government will not be misled into granting health workers a special status amongst public servants.

    Adekeye argued that “the consequences of concessions made along such lines by previous governments have created a sense that some public servants are more precious than others.”

    The Special Adviser reminded that the salary deductions which were “introduced in April 2020 apply to everyone who works for Kaduna State Government, from the Governor to the most junior civil servant with a take-home pay of more than N50,000 monthly.”

    “Government will not be browbeaten by strike action into excluding health workers from the sacrifices being made by other public servants who are donating 25% of their salary to fund the provision of palliatives for low-income, poor and vulnerable persons that are impacted by the lockdown,” he added.

    The statement said that it frowns at discriminating against any professional group in the public service, adding that the donation to the Covid-19 fund is a show of solidarity which ‘’applies to everyone employed by the government, and therefore does not exclude health workers.’’

    The Special Adviser pointed out that health workers are already being paid additional amounts as part of an Occupational Safety Initiative.

    The statement said that “high risk staff are receiving a compensation of N15,000 per day. This refers to all cadres of personnel who are in close contact with Covid-19 patients.”

    Adekeye further said that “medium risk staff are receiving N10,000 per day. These are officers involved in taking samples, transferring patients to treatment centres, tracing contacts etc.”

    The Special Adviser further said that “low risk staff are receiving N5,000 per day”.

    According to him, “government is also paying a monthly incentive of 10% of net pay to each and every health worker in its hospitals and primary health centres.

    “In addition, the Kaduna State Government has paid premiums for an enhanced insurance package for health workers that raises the death and disability benefits to N5m and N2.5m respectively. The insurance package also includes payment of N100,000 per day for 10 days to health workers who get infected with Covid-19,” he added.

    The state government regards the health workers demand “to treat the over 11,000 persons working in the health sector as frontline staff and pay them as such is not a serious request.”

    The statement said that “there is a global shortage of PPEs, but amidst these supply-side difficulties the state government consistently tries to keep its secondary health facilities supplied.”

    COVID-19: Medical committee advocates life insurance package for health workers

    Prof Titus Ibekwe, Chairman National Committee on Continuing Medical Education and Professional Development of the Nigerian Medical Association has advocated for life insurance cover for frontline health workers in the fight against COVID-19.

    Ibekwe made the call in an interview with the News Agency of Nigeria (NAN) on Wednesday in Abuja.

    He described the medical teams as endangered species adding that there was urgent need to provide for their protection.

    Ibekwe noted that such life insurance policy would cushion the effects on family members of health workers that may die or permanently  injured in the course of rendering services to  victims of the COVID-19 pandemic.

    He called for the upward review of N5,000 monthly hazard allowance currently paid to medical doctors and called for its urgent review.

    The don urged the government to correct the anomalies and implement a befitting allowance commensurate to the risk taken by medical doctors and indeed all health workers.

    “We should start thinking of additional Serological testing for Medics and frontliners to assess their level of immunities before and during  deployment.

    “Those with evidence of strong immunity should be in the forefront while those with low or no  immunity would remain second liners.

    “By so doing; we can protect and preserve our geese that lay the golden eggs from undue risks and extinction.  WHO is almost through with an efficient and reliable serological kit sensitive and specific for this purpose,” he said.

    Governor Udom Emmanuel has directed that the taskforce for containment of the spread of the COVID-19 pandemic in Akwa Ibom State be trained and equipped to undertake its critical task, as the state commences a week-long lockdown.
    The governor gave the directive when he met with executives of the Conglomeration of Health Workers Against COVID-19 at Government House, Uyo, on Sunday.
    The Conglomeration of Health Workers Against COVID-19 is an amalgamation of the four 4 major health care associations in Akwa Ibom state, including the Nigerian Medical Association (NMA), the Pharmaceutical Society of Nigeria (PSN), the National Association of Nigerian Nurses and Midwives (NANNM) and the Association of Medical Laboratory Scientists (AMLSN).
    Governor Emmanuel commended health workers’ unions for their show of patriotism, solidarity and commitment toward forestalling incidence and spread of the global pandemic in Akwa Ibom state.
    “You have displayed genuine patriotism in the fight to forestall the incident and spread of the global pandemic, covid-19, in our dear state. I’m particularly impressed by your show of solidarity and commitment in getting the right things done in this cause”. He said.
    The Governor asked each of the associations in the conglomeration to contribute personnel to the Akwa Ibom State Emergency Task Force on COVID-19.
    He stated that training will commence immediately for members of the task force, saying this will position them to function optimally during any eventuality in the state.
    Governor Emmanuel further stressed the need for training on information management and proper communication about the disease to avoid creating unnecessary panic in the society, expressing regret over misinformation peddled so far which has caused panic across the state.
    On the week-long statewide lockdown, the state chief executive stated that it will not affect foodstuff markets, explaining that shutting down the market in a state where a good number of citizens live on subsistent farming and petty trading, will bring untold hardship on the people. “Stopping people from going to farms and markets in a state like ours where majority depend on these for their sustenance, will bring untold hardship on the people and will be counterproductive hence state government will not allow it”.
    Speaking on behalf of the Conglomeration of Health Workers Against COVID-19, Akwa Ibom State Chairman of the Nigerian Medical Association (NMA), Dr Nsikak Nyoyoko, lauded the visionary leadership of Governor Udom Emmanuel which, he said, was evident in the massive upgrade of medical facilities in the state. This, he added, has earned the Governor the prestigious national recognition of Healthcare Ambassador. “Your Excellency, you are a visionary man.
    Sir while some of your colleagues paid lip service to healthcare, you embarked on massive renovation and equipping of our hospitals. Sir the energy and resources you put into this marvelled us so much. No wonder you have remained the NMA Healthcare Ambassador- a prestigious recognition from doctors nationally”. He said.
    The state NMA Chairman further said measures adopted by the Governor against the incursion of the pandemic in the state, including the temporary lockdown, were commendable, considering the rise in a fatality rate of the pandemic which, according to him, has risen first from about 1.5% to 2.5% and now 14%.
    He also disclosed that as part of an effort to sensitize the people, the Conglomeration of health workers has organized a public lecture on COVID-19 which was delivered by a renowned Professor of Respiratory Medicine, mass-produce and distributed hand sanitizers to health professionals, lecturers at the University of Uyo and Akwa Ibom State University, Police officers and other members of the public. Dr. Nyoyoko, therefore, assured the Governor of the readiness of the army of health workers to the war against COVID-19.
