  • Herdsmen don’t need Akeredolu’s permission to live in Ondo forests – Gov Bala Mohammed

Herdsmen don’t need Akeredolu’s permission to live in Ondo forests – Gov Bala Mohammed

Governor Bala Mohammed of Bauchi State on Friday told his Ondo State counterpart, Mr. Rotimi Akeredolu, that no Nigerian needs his (Akeredolu’s) permission to live in the forests of the state.

Mohammed, in a fresh outburst on the recent order by the Ondo State governor that criminals should vacate government forest reserves, said it is the prerogative of every Nigerian to reside wherever he desires.

He also said that his reference to the right of herders to carry AK 47 to protect themselves and their cattle was only a figure of speech. He spoke on Channels Television.

“Land is in the hands of the state and federal governments in trust but Nigerians don’t need the permission of governors or the federal government to settle everywhere,” Bala Mohammed said.

“You don’t need the permission of the governor of Bauchi or the governor of Ondo to be in the forests of Ondo if you choose to live in the forests because under Section 41 of the constitution, you are free to settle anywhere.”

In his first reaction, penultimate Friday, to the Ondo State eviction order on criminals occupying its forest reserves, Mohammed had berated his colleagues in South-West and South-East for the manner in which they are handling the herders’ crisis and claimed they are not accommodating people from other ethnic groups.

He said: “You have seen what our colleagues in the South-West are doing and some of them in South-East. Some of us told them with all modesty and humility – you are wrong.”

He said herders “have no option than to carry AK47 because the society and the government are not protecting them.

“It is not his (herder’s) fault, it is the fault of the government and the people; you don’t criminalize all of them because in every tribe there are criminals. You should be very sensitive. We have to be careful.”

But following the barrage of criticism that trailed his backing for the carrying of AK47 by herders, Mohammed was back on the same platform yesterday, defending his choice of words.

He said: “It is a figure of speech to show you the despondence, the desperation and frustration and the agony that this particular person is exposed to by his own people, by his own tribe and by other tribes who have all seen him as a criminal and therefore, he has the inalienable right to protect himself.

“What I said in that context, I was addressing the media people. And the topic was the use of the media to foster national unity and I was trying to situate the problem.

“The Fulani man is so exposed, dehumanized, demonized. In fact, because he is being seen as a bandit and so, anywhere he goes, he is being pursued. Not only in the southwest or the southeast, even in the north because he is in the cattle route, his commonwealth which I call his cows, are being taken and rustled and of course, sometimes, they are fined beyond your imagination.

“If one cow strays into the farm because the cattle route has been taken away illegally without the authority giving permission, he will be fined seriously, mercilessly.

“And so, he is exposed and then he has no option but to protect himself. We have so many vigilante groups in Nigeria even at the level of government, sub-regional groups, sub nationals are establishing vigilante groups to make sure that their communities are protected. Why wouldn’t the Fulani man protect himself? And if he carries a gun in order to protect himself, it may not be a legal carriage, it may be legal. He may also register and carry it to protect himself.”

Governor Akeredolu, last weekend, labeled Mohammed’s advocacy for herders to carry the assault gun as careless and despicable.

He said: “We read with dismay, the outburst in the purported statement by the Bauchi state governor. We are persuaded to believe he didn’t make that statement.

“If indeed he made that statement and owns up to its contents, it then means that the Bauchi state governor has declared on behalf of the federal government, an executive order which now allows all Nigerians, herdsmen inclusive, to carry prohibited firearms like assault rifles for self-defence.

“That is exactly what the governor has done and displayed by his conduct which brazenly depicts that whether other Nigerians like it or not, herdsmen must carry AK 47 for self-defence while other non-Fulani herdsmen must remain unarmed to be perpetual victims of arms wielding bandits.

Failure To Stop Herdsmen Impunity May Spike Ethnic Conflicts -Moghalu warns Buhari

Prof. Kingsley Moghalu, 2019 presidential candidate and former Deputy Governor of the Central Bank of Nigeria, CBN, has clearly told President Muhammadu Buhari that there are grave consequences of his government’s failure to stop heinous crimes being committed by killer herdsmen and bandits across the country..

The former United Nations diplomat gave the warning in a statement he signed and made available for press.

Moghalu warned that the situation, if not controlled could result in a widespread ethnic conflict.

    The new generation political leader
recalled his experience with such situations, including the Rwandan genocide and in other countries as a senior United Nation official in the 1990s.

“The failure of President Muhammadu Buhari’s administration to end the menace of criminal herdsmen and bandits throughout Nigeria has led to the stigmatization of the Fulani and other ethnic groups for the crimes of a few,”Moghalu said.

According to him, the failure of Nigerian authorities to deploy effective security and law enforcement action against these criminals has created a dangerous vacuum that is increasingly filled, unsurprisingly, by self-defense measures by several communities across the country.

“This could lead to reprisals based on ethnic profiling. In this context, I deplore the recent killings of innocent Nigerians of Northern extraction in Oyo State,” the former presidential candidate said.

Moghalu, who pointed out that he had played a role internationally to rebuild several failed states after destructive internal conflicts, called on Buhari to act decisively before it becomes too late.

He noted that at this point, the country has lost its monopoly of the use of force since killer herdsmen, bandits and other terrorists can free attack defenseless Nigerians without being brought to book

The former diplomat warned that no one should be above the country’s laws, wondering why the authorities will appear impotent in cases involving killer-herdsmen and bandits but act decisively to squash peaceful protests by citizens.

Rep Member Cries Out Over Incessant Herdsmen Attacks In Kogi

    From Noah Ocheni, Lokoja

A member, representing  Kabba-Bunu/Ijumu Federal Constituency at the National Assembly, from Kogi State, Hon. Teejay Yusuf has cried out over the menace of herdsmen in his constituency.

Yusuf said the spate of attacks on innocent, law-abiding and helpless communities by the rampaging herdsmen in recent weeks has led to the destruction of farm lands, loss of properties and other valuables.

During the course of these attacks, a community school in Bunu District was allegedly burnt down, while two hunters on their legitimate business at Iyamoye town in Ijumu Local Government Area were seriously attacked by these alleged herdsmen.

In a statement, the Kogi lawmaker said the attacks followed the rising, unrestricted influx of alleged Fulani herdsmen into some communities in Kabba-Bunu/Ijumu Federal Constituency, which he said has led to very serious, grievous security situation, breach of law and order, as well as its negative effect on peaceful co-existence.

In the statement, Yusuf noted that, “it has become absolutely necessary that the unrestricted influx of these characters into our communities be tackled and addressed immediately and nipped in the bud with more  seriousness, tact, courage and sincerity before it gets out of hand.”

He wondered how the alleged herdsmen who fled Ondo and other states in the South West were able to beat the different security and intelligence agents in and around these states and found their way into communities in Kabba-Bunu/Ijumu Federal Constituency.

“One is appalled with the apparent downward slide in the activities and operations of security agencies across the country. That these alleged herdsmen were able to beat the vast security network from our neighbouring states and made it to our communities is not only baffling, shocking but confusing.”

Sadly, “since the influx of these ravenous characters, destruction of farmlands, burning of properties, gruesome attacks on individuals and other negative incidents that were alien to our communities are gradually becoming daily occurrences.” he added.

He was Concerned about the likely impact of these growing attacks on the social, economic and peaceful development of not only Kabba-Bunu/Ijumu Federal Constituency, but also, Kogi West Senatorial District and the entire State.

Hon. Yusuf appealed for more pro-active measures by security agencies and total sincerity, openness and political will by the Federal Government and Kogi State in addressing and arresting the drift.

  • Malami Suggest creation of agency for herdsmen’s activities

Malami Suggest creation of agency for herdsmen’s activities

The Attorney-General of the Federation and Minister of Justice, Abubakar Malami (SAN), has recommended the creation of a Federal Government agency that will regulate the activities of herdsmen.

Malami said this while delivering his address as a special guest of honour at the Peace, Unity, and Security Lecture Series at the ECOWAS main auditorium, Abuja on Tuesday.

The minister admitted that the crisis between the herders and farmers had become a pressing issue and steps were needed to tackle it.

He also said there was a need to revitalise the Nomadic Education Commission.

He stated, “Nigeria is predominately agricultural in nature and by geography. To that extent, there is constant mobility of herders across the different belts of Nigeria. It is perhaps time to consider the setting-up of a commission for pastoralism regulated by law.

“This might provide recipes for resolving protracted farmer-herder conflicts. The commission may even engage in or facilitate in-depth analytical studies with a view to providing lasting solutions for the benefit of people and the country.”

He also called for the “revamping of the activities of the Nomadic Education Commission with a view to complementing the efforts of the government in resolving the farmer-herder clashes.”

Malami restated the commitment of the Federal Government in supporting initiatives and programmes that would help resolve the lingering farmer-herder crises in the country.

The AGF argued that some of the ways for a peaceful Nigeria include strict adherence to the rule of law, respecting the sanctity of the fundamental human rights in all ramifications, including freedom of movement and the right of citizens to stay at whatever part of the country they choose to and other provisions as contained in Chapter 4 of the 1999 Constitution of the Federal Republic of Nigeria remain fulcrum for a peaceful society.

The minister said the farmer-herder crisis is real, adding that it requires real-time and practically-oriented solutions.

He stated, “The better approach towards resolving the crisis over the short, medium and long terms is to directly involve the stakeholders in coming up with solutions at the conception, implementation and monitoring faces.”

Malami also recommended the creation of regulated grazing reserves to replace the “Burtali” or “Hurumi” pastoral system.

He called for the “intensive enlightenment to livestock breeders on the need for sedentary farming and transhumance agriculture as a complementary economic process to nomadic farming.”

The minister further recommended the provision of water holes in remote grazing locations, subsidised veterinary care, and mobile ambulatory services for surgeries and other medical interventions for livestock.

He said there was also a need for the provision of infrastructure – social amenities, educational facilities, and cattle markets at central locations to accelerate nomadic settlements.

Buhari’s Failure To Check Killer Herdsmen Has Condemne Fulani People – Moghalu

Presidential candidate of the Young Democratic Party (YDP), Kingsley Moghalu, has warned President Muhammadu Buhari of the grave consequences of his government’s failure to stop the impunity of killer herdsmen and bandits in Nigeria.

He said the problem could escalate into an ethnic crisis if not properly addressed.

In a statement issued on Monday, Moghalu also condemned the recent killing northerners in Oyo State, saying, “The failure of President Muhammadu Buhari’s administration to end the menace of criminal herdsmen and bandits throughout Nigeria (in both northern and southern states) has led to the stigmatisation of the Fulani and other ethnic groups for the crimes of a few.

“The failure of our authorities to deploy effective security and law enforcement action against these criminals has also created a dangerous vacuum that is increasingly filled, unsurprisingly, by self-defence measures by several communities across the country.

“This could lead to reprisals based on ethnic profiling. In this context, I deplore the recent killings of innocent Nigerians of Northern extraction in Oyo State.

“As a Nigerian who has played a role in international efforts to rebuild several failed states after destructive internal conflicts including Rwanda after the genocide in 1994, I know firsthand where such trends can lead. I call upon President Muhammadu Buhari to act decisively to end the scourge of killer herdsmen and bandits.

“It is a clear augury of state failure when in any part of Nigeria, terrorists of any description can attack defenceless civilians without consequence. Clearly, the Nigerian state has lost its monopoly of the use of force.

“This is time for leadership by President Buhari. No one is, or should be, above the laws of Nigeria. We simply cannot have a country in which the authorities act decisively to squash peaceful protests by citizens but appear impotent against terrorists and terrorism

  • Herdsmen arms bearing will lead to anarchy – Yakasai

Herdsmen arms bearing will lead to anarchy – Yakasai

…ACF to make it’s position known tomorrow – Publicity Sec.

    By Gabriel Udeh, Kaduna

The Chairman of Northern Elders Council (NEC) elder Tanko Yakasai, has disowned Bauchi State Governor Alhaji Bala Muhammad on his views that Fulani herdsmen should bear Ak-47 arms for protection.

The Bauchi State Governor had said on national television that Fulani herdsmen carries Ak-47 arms to protect themselves from attack for lack of government protection of their cattle from rustling.

Contrary to Bala Muhammad’s outburst, Yakasai, the first republic politician and former Adviser to late President Shehu Shagari on assembly matters, disagreed with Bauchii Governor on ground that it’s against the Constitution for individuals to bear arms, and could lead to anarchy.

Elder Yakasai, an indigenous Kano state Patriot told our Correspondent in an interview that what Nigeria needed now is to strengthen the security forces by voting more funds for the maintenance of law and order.

According to him, dedicating certain percentage of the country’s national revenue for the maintenance of security would go along way in helping to reduce security challenges.

His words: I don’t think private citizens should be allowed to bear arms as doing that will usher in the reign of anarchy.

Carrying arms should only be allowed to armed forces established by law. What we need is to strengthen the security forces by voting more funds for the maintenance of law and order.
“This can be done by dedicating certain percentage of our national revenue for the maintenance of security.

“But I do not support indiscriminate carrying of arms by the citizens. That will be opening door for criminals to take control of the society and engage in molesting members of the public unhindered. That is surely the way to anarchy and breaking down the law and order”, Yakasai stated.

Similar, Arewa Consultative Forum {ACF) National Publicity Secretary Emmanuel Yawe said, on phone that the forum will make its position known on the matter tomorrow Tuesday.

  • Criminal Herdsmen Are Being Tried And Convicted Across the Nation – Presidency

Criminal Herdsmen Are Being Tried And Convicted Across the Nation – Presidency

The Presidency on Monday said “thousands of” herdsmen are being tried and convicted across the country for illegal activities.

President Muhammadu Buhari has faced criticism for taking a soft approach to the herdsmen crisis based on ethnic affiliations.

Most herdsmen are Fulani, the same ethnicity as the President.

But speaking on Channels Television’s Sunrise Daily on Monday, presidential spokesman Garba Shehu said there is no substance to such criticism.

“I hope that the police will take responsibility and publish the full list of Fulani herders who are undergoing trial in various states, particularly in Benue State,” Mr. Shehu said. “Trials are going on, convictions are being made and the President cannot be complicit in the kind of things that are being said of him.”

Mr. Shehu also said the President is fully aware of the country’s security situation and is working to ensure the safety of lives and properties.

“The President is more than concerned about the ongoing situation,” he said “And he is fully conscious of the fact that it is the responsibility of his government to work with all Nigerians to secure lives and stop the ongoing crises, whether they are kidnapping or ethnic hatred and violence. He condemns it.

“It is for community leaders – local, traditional, and elected – to work with the President.

“The country’s military, as we speak, is overstretched because they are active in at least 34 of the 36 states of the federation, including the FCT.

“The Air Force, the police, they are recruiting, day and night; people are being trained in special operations and are being sent to the forest.”

  • Insecurity: Buhari Needs To Come Out And Condemn Herdsmen Violence – Sen Abaribe

Insecurity: Buhari Needs To Come Out And Condemn Herdsmen Violence – Sen Abaribe

Senate Minority Leader, Enyinnaya Abaribe on Monday faulted President Muhammadu Buhari’s handling of the nation’s herdsmen crisis.

Speaking on Channels Television’s Sunrise Daily, Abaribe suggested that the President’s posture appeared to give fuel to the activities of these violent herdsmen.

“The President needs to come out and say I do not support these types of actions, these criminal elements,” Abaribe said. “He has to come out and everybody sees that he is owning this problem.”

But “We have never heard it,” he added. “Where did the President ever say that these criminal herdsmen will never be tolerated in this country? What we’ve heard from 2016 all the way down is ‘live in peace with your neighbour’ and ‘try to accommodate your countrymen’ and stuff of that nature.

“And that now enables those who are committing these crimes, that there is no punishment.

“And when you see the rest of the country, eruptions here and there, all targetted at a particular segment of people, you should be very worried. And why you should be very worried is, what is it that gives these people the impetus to continue to commit these crimes?”

    Abaribe is ‘Uncharitable’

Responding to Abaribe, presidential spokesman Garba Shehu described his comments as “uncharitable.”

He stressed that the President, through his spokespersons, has condemned such violent activities.

“Senator Abaribe dwelt a lot, attacking President Muhammadu Buhari, saying that he has not, even at a rhetorical level, spoken against this kind of violence,” Sheu said. “That is most uncharitable.

“When Femi Adesina or myself speak for the President, people should accept that it is the President that is speaking.

“For this President, it is the actions that should speak for him. He is not a showman. He doesn’t have to be there.”
