    Kaduna Govt. vs IMN: Elzakzaky, wife arrive state high court

    Leader of the Islamic Movement in Nigeria, Ibrahim El-Zakzaky and his wife Zeenat have arrived the Kaduna state high court in the state capital.

    The day’s session is supposed to be ruling in the case between the Kaduna state government and the Shi’ite sect.

    And as usual, streets around the court are deserted, and security personnel are on high alert to forestall breakdown in law and order.

    Elzakzaky and his wife are first and second defendants in the case, and they are been accused of unlawful assembly among other charges.

    Both have been in custody since 2015, when the Shi’ite Islamic sect and the army clashed in Zaria.

    Hundreds were killed in the process, and the Shi’ites have since been agitating for the release of their leader.

    COVID-19: Kaduna Govt Seals Hotels, Restaurants For Violating Safety Protocols

    The Kaduna State Government has sealed some social facilities and hotels across the state for operating against its COVID-19 safety protocols by reopening businesses.

    The facilities which comprised of hotels, bars, lounges, restaurants, bakeries, and swimming pools, were shut down by the state Ministry of Business Innovation and Technology during an inspection on Friday.

    In the course of the exercise, the enforcement team, led by the commissioner in charge of the ministry, Idris Nyam met customers eating in the restaurants, bakeries, and drinking inside the hotel bars.

    Other violations by the hotels and restaurant operators include non-compliance to physical distancing, failure to install hand washers at the reception and other designated points, as well as failure to use face masks.

    The Commissioner warned that the government will not hesitate to deal with erring or non-compliant facilities that violate the stipulated protocols

    Kaduna Govt Warns Health Workers, Says It Will Not Bend To Blackmail

    Kaduna State Government has vowed to keep its health facilities running and to protect staff that are willing to provide services to the public.

    The government which made this known on Thursday, in its official response to the notice of strike issued by health workers, also said that it will not bend to blackmail.

    A statement signed by Special Adviser on Media and Communication, Mr Muyiwa Adekeye, warned that “The Government rejects the strike threat and will regard persons who fail to show up at their assigned places of work as having forfeited their employment.’’

    ‘’Every health worker that is willing to work is required to sign the register at the Ministry of Health and the health institutions to which they are deployed,’’ he emphasised.

    Adekeye further warned that “those who are not willing to work are strongly warned against criminal action such as attempts to impede access to workplaces, harass willing workers or to sabotage facilities and equipment.”

    The Special Adviser pointed out that to “declare strike action amidst the COVID-19 pandemic is naked blackmail, based on the mistaken assumption that the state government will reward irresponsible conduct by some health workers with surrender.”

    According to him, the government will not be misled into granting health workers a special status amongst public servants.

    Adekeye argued that “the consequences of concessions made along such lines by previous governments have created a sense that some public servants are more precious than others.”

    The Special Adviser reminded that the salary deductions which were “introduced in April 2020 apply to everyone who works for Kaduna State Government, from the Governor to the most junior civil servant with a take-home pay of more than N50,000 monthly.”

    “Government will not be browbeaten by strike action into excluding health workers from the sacrifices being made by other public servants who are donating 25% of their salary to fund the provision of palliatives for low-income, poor and vulnerable persons that are impacted by the lockdown,” he added.

    The statement said that it frowns at discriminating against any professional group in the public service, adding that the donation to the Covid-19 fund is a show of solidarity which ‘’applies to everyone employed by the government, and therefore does not exclude health workers.’’

    The Special Adviser pointed out that health workers are already being paid additional amounts as part of an Occupational Safety Initiative.

    The statement said that “high risk staff are receiving a compensation of N15,000 per day. This refers to all cadres of personnel who are in close contact with Covid-19 patients.”

    Adekeye further said that “medium risk staff are receiving N10,000 per day. These are officers involved in taking samples, transferring patients to treatment centres, tracing contacts etc.”

    The Special Adviser further said that “low risk staff are receiving N5,000 per day”.

    According to him, “government is also paying a monthly incentive of 10% of net pay to each and every health worker in its hospitals and primary health centres.

    “In addition, the Kaduna State Government has paid premiums for an enhanced insurance package for health workers that raises the death and disability benefits to N5m and N2.5m respectively. The insurance package also includes payment of N100,000 per day for 10 days to health workers who get infected with Covid-19,” he added.

    The state government regards the health workers demand “to treat the over 11,000 persons working in the health sector as frontline staff and pay them as such is not a serious request.”

    The statement said that “there is a global shortage of PPEs, but amidst these supply-side difficulties the state government consistently tries to keep its secondary health facilities supplied.”

    Kaduna Govt. announces new days for free movement

    The Kaduna State Government has adjusted the two-day window for free movement to Wednesday and Thursday.

    Before the adjustment, residents were allowed to move out of their homes to purchase foodstuffs on Saturdays and Wednesdays.

    A statement issued on Sunday by the Managing Director, Kaduna Markets Development and Management Company, Hafiz Bayero, said that no market would open next Saturday.

    News Agency of Nigeria reports that the adjustment may not be unconnected with the forthcoming Eid-el-Fitr Festival expected to come up on Saturday, May 23.

    “Following the government’s decision, the Kaduna Markets Development and Management Company has announced that it will make all the necessary arrangements for the orderly and safe conduct of trading activities at all the designated temporary neighborhood markets.

    “Traders and their customers visiting the temporary markets on Wednesday and Thursday are expected to wear face masks, observe physical distancing and comply with other public health protocols on both days,” he said.

    He commended traders and customers for the orderly and mature attitude shown so far, by making the neighborhood markets work as safe spaces for getting essentials.

    Bayero, however, warned traders trying to turn the streets near the closed main markets into illegal shops to desist from the act.

    He said that the temporary markets would operate from 10:00am to 4:00pm for the two days.

    The managing director urged traders and customers to comply with KMDMC guidelines of wearing face masks and submitting to temperature checks before entering the markets.

    Kaduna Govt. expands coverage, scope of TV/ radio teaching programme

    The Kaduna  Government says it has increased the coverage and scope of its Television and Radio teaching programme, to reach many students and pupils across the state.

    The Permanent Secretary, Ministry of Education, Mrs. Phoebe Yayi, stayed this while reacting to calls by relevant stakeholders for the government to increase coverage of the programme.

    Daybreak news reports that the state government had on April 6, commenced a television and radio teaching programme for students during the lockdown occasioned  by the Coronavirus (COVID-19) pandemic.

    Yayi told our correspondent on Tuesday in Kaduna that the coverage had been expanded to virtually all television and radio stations in the state.

    She added that plans had been concluded to expand the scope from the initial focus on final year secondary school students, to cover the rest of the classes.

    According to her, the scope and coverage for primary schools will also be expanded from Jolly Phonics, which teaches pupils how to read and write, to other subjects.

    ”What we have done so far is to increase the number of television and radio stations airing the programme, which has significantly increased our reach to pupils and students across the state.

    ”We have engaged virtually all the media stations in Kaduna state, such that those without television can listen to the programme on radio, which they can also listen to through mobile phones with radio facilities.

    ”We are currently on radio and television stations of the Kaduna State Media Corporation (KSMC), DITV, Alheri radio, National Television Authority, Federal Radio Corporation, Karama radio, Nagarta radio, and Vision FM.

    ”We are also on Salama radio, which covers most parts of Southern Kaduna,” she added.

    The permanent secretary noted that due to the expanded coverage, the ministry had been receiving feedbacks from parents in Abuja, Katsina, Nasarawa, Kwara, Niger, Plateau, Zamfara,  Bauchi and Yobe States.

    She added that the lessons were also being uploaded in the ministry’s You Tube channel, Ministry of Education Kaduna State, for student to download and study.

    ”Also, at the end of every lesson, teachers provide their phone numbers and give assignments for the students to ask questions, make comments and observation, as well as discuss assignments.

    ”For a robust engagement, we will soon be holing live television and radio programmes once a week, to get direct link with students to address their questions, assignments and other concerns,” Yayi said.

    Kaduna govt. sets up mobile courts to try violators of lockdown order

    The Kaduna State Government on Friday said it had set up mobile courts to try violators of its lockdown order.

    The state’s Solicitor-General, Chris Umar, in a letter dated April 22, to the Chief Registrar of Kaduna State High Court, said the decision was taken by the State Executive Council to enforce the executive order.

    The solicitor-general said that the mobile courts would deal with violators summarily without the need for the present cumbersome procedure of taking offenders to court over such violation.

    According to Umar, magistrates that will preside over the mobile courts have already been assigned by the state Ministry of Justice.

    He explained that the magistrates would be sitting at various locations across the city starting with Kakuri, Kawo, Magajin Gari, Rigasa, Sabon-Tasha, Maraban Rido and Rigachikun.

    The News Agency of Nigeria (NAN) reports that the Deputy Governor, Dr Hadiza Balarabe, had invoked the 1999 Constitution, Sections 2 and 8 of the Quarantine Act of 1926 and the Kaduna State Public Health Law of 1917 and imposed a lockdown throughout the state on March 26.

    Violations of the restriction of movement order, social distancing and the gathering of large crowds have been reported.

    The state government had threatened to sanction traditional leaders of communities where such violations took place.

    The deputy governor had also threatened to revert to the 24 hour-lockdown, by closing the two-day weekly window of Tuesdays and Wednesdays that allows residents to re-stock foodstuffs.

    COVID-19: Kaduna gov’t discharges 5th patient, confirms 3 new cases

    The Kaduna State Ministry of Health said on Wednesday that it had discharged one more patient out of the six persons who tested positive for the coronavirus in the state.
    The state’s Commissioner for Health, Dr. Amina Mahammed Baloni, who gave the confirmation, said the latest discharge had taken the number of cleared cases to five since April 14.
    Baloni, however, confirmed three new cases of coronavirus infection in the state,  bringing the latest total number of pending cases in Kaduna state to four.
    According to her, among the three new cases, is  a 23-year-old male “who came into the state from Istanbul via Dubai sometime in March.’’
    She added that the second patient “is a 51-year-old male who was tested in Samaru, Sabon-Gari Local Government Area, after coming in from Kano.’’
    Baloni said that the third patient had earlier travelled to Kano and he is a 42-year-old male from Unguwan Geza, Kaduna.
    “These new cases reflect the danger that inter-state travels pose to efforts to contain COVID-19.
    “Such travels spread the virus from place to place, complicate contact-tracing, and risk implanting the virus in communities,” she said.
    The commissioner insisted that the lockdown, which compelled “people to stay at home is based on the logic that during a pandemic, the less contact with others, the safer everyone is.’’
    She, therefore, advised residents “to avoid inter-state travels and to promptly report to the authorities any person who has recently travelled from an affected state and develops symptoms of cough, fever, or sore throat.
    “Such reports can be made to the COVID-19 Call Centre in Kaduna State, on the following numbers: 08051217710, 09058008251, 08118588175, 08118588176, and 09032102632.’’
    She also urged the public not to disregard “the importance of hand-washing, personal hygiene, social distancing, and the avoidance of large gatherings in helping to protect us all from COVID-19.
    “It is important to stay home, stay safe and save lives.”

    Kaduna Govt. opens portal for N5m education loan

    The Kaduna State Scholarship and Loans Board says that application for education loan of up to N5 million is now open for residents of the state wishing to further their education.

    The Executive Secretary of the Board, Mr Hassan Rilwan, said in a statement in Kaduna that the loan would be repaid over a period of five years at eight per cent interest rate.

    Rilwan warned that the loan was only for tertiary education and professional certification and not for business investment.

    He said that the entire fund would not be released to a beneficiary, adding that tuition fees would be paid directly to the school’s account.

    According to him, only upkeep requirement will be credited into the student’s account monthly.

    He said that the loan, which could be accessed through www.scholarship.kdsg.gov/loans, was open to workers in public and private organisations who wish to further their education.

    Rilwan said that parents or guardians interested in the education of their children could also apply, stressing that only students who are employed by public or private organisation would self-sponsor.

    “However, applicants who are working for either Kaduna State or Federal Government must provide a guarantor, while a private sector employee must provide two guarantors.

    “Every step of the application process will be done online in line with Gov. Nasir El Rufai’s directive that the entire process should be at the comfort of the applicant’s environment.

    “This will significantly reduce processing time and discourage physical visit to the board and the banks,” he said.

    The executive secretary recalled that the state government had in December 2019 created a N2 billion fund as seed amount to be made available to residents to improve access to tertiary education.

    He said that the government was willing to increase the fund but based on the successes of the N2 billion seed amount.

    “In 2020 alone, the Kaduna State Government has made available N4.7 billion for the award of scholarships and loans to residents.

    ‘’Similarly, a total of N6.7 billion has been made available for intervention in tertiary education, while N42 billion was budgeted for the implementation of free, compulsory and qualitative education from primary to secondary schools,” Rilwan added.

    He assured the public that the board would continue its planned disbursements of scholarships and loans to beneficiaries in spite of the effect of COVID-19 pandemic on the state’s monetary and fiscal programmes.

    He stressed that the board’s activities would go on uninterrupted, but with adherence to prescribed precautionary measures against COVID-19 pandemic.

    COVID-19: 2 new cases are contacts of index case says Kaduna govt.

    Kaduna State Commissioner for Health, Dr. Amina Baloni, says the two confirmed Coronavirus cases in the state are contacts of the index case.
    Our Correspondeent reports that the National Center for Disease Control (NCDC) had on Monday confirmed two new positive cases, bringing the number of cases to three in the state. Gov Nasiru El-Rufai had on March 28 tested positive to the Coronavirus making him the first to test positive to the virus in the state.
    Baloni said in a statement issued on Tuesday in Kaduna while reviewing updates on the two new cases confirmed in the state by the Nigeria Centre for Disease Control (NCDC).
    She said that health officials are actively tracking all contacts of positive cases to curtail the spread of the virus. The commissioner urged residents to strictly adhere to the stay at home and self quarantined declared by the state government to curtail the spread of the pandemic.
    Baloni advised residents on regular hand washing and observe social distancing to avoid contracting the virus. She said: “As we are working hard to safeguard our state and contain the spread of the virus, I urge you all to observe frequent hand washing and social distancing.
    “All those who returned from countries with COVID-19 infections and those who have had contact with suspected or confirmed cases should isolate themselves for 14-days.
    “All persons in self-isolation are monitored for symptoms. Testing for COVID-19 is not yet offered as a routine service. “Members of the public are advised to observe personal and respiratory hygiene, stay at home and stay safe”.
