    UPDATED: Many Still Trapped as Death Toll Rises To 20 In Ikoyi Building Collapse

    More people have been confirmed killed and more survivors rescued hours after a high-rise building collapsed in the Ikoyi area of Lagos State.

    Recall that Daybreak had reported the incident which occurred on Monday afternoon along Wesley Road in the commercial hub of the nation.

    While four persons were killed and five others rescued as of Monday night, the death toll and number of survivors rose on Tuesday as rescue efforts continued through the night.

    According to the spokesman for the National Emergency Management Agency (NEMA), 16 more bodies have been recovered.

    He added that five more persons trapped under the rubble have been rescued by emergency responders at the scene.

    This brings the total figures of those killed and rescued so far to 20 and 10 respectively.

    The Deputy Governor of Lagos, Dr Obafemi Hamzat, who visited the site amid tight security, explained that the premise of the collapsed building has been sealed by the government agency in charge of testing, for more investigation into the integrity of the structure.

    Emergency workers have intensified rescue operations as more people are believed to be trapped under the rubble.

    Meanwhile, the Chairman of the Nigerian Institute of Architects, Lagos State Chapter, David Majekodunmi, also visited the site of the building collapse.

    He lamented that unfortunate incidents such as this should not have happened if authorities had done what was expected of them.

    “My first impression is that the country is in a mess. We are in a mess because if we have done what we are supposed to do, either on the private or government side, we wouldn’t be having this kind of incident.

    “Like it’s said by (Femi) Falana, the renowned lawyer, about six or seven weeks precisely where we have all the allied professionals in the construction industry together, he said ‘we should stop talking about building collapse; go and search yourselves, what is your regulatory building doing? Your regulatory body is supposed to regulate things like this,” said Majekodunmi.

    He added, “Looking at this, you can’t determine what is actually the cause of the collapse. In a nutshell, we are standing in front of the signage which is supposed to be a prerequisite at a site.

    “You cannot see the name of the architect, the structural engineer, and other consultants. But there is so much going on on the platform where the number written on all these consultants happens to be the developer.

    “I will tell you just a little history because the government has a big fault for this. In 1986, a National Building Code was drafted by all the professional bodies in the construction industry – seven of them. This National Building Code was not signed until 20 years after it was drafted.”

    FAAN deploys IED detectors in Lagos, Abuja airports

    The Federal Airports Authority of Nigerian (FAAN) says it has deployed new security equipment at the Murtala Muhammed International Airport in Lagos and Nnamdi Azikiwe International Airport in Abuja.

    The development comes months after FAAN said it had received a report on planned attacks on airports across the country.

    In an interview with NAN on Saturday, Usman Sodiq, aviation security services director at FAAN, said the equipment include screening machines, improvised explosive device (IED) vapour detectors and hand-held scanners.

    While noting that some areas in the airports were now automated, he added that the federal executive council (FEC) had approved deployment of K9 dogs — animals trained to assist law enforcement agencies.

    He said FAAN had concluded the issue of arms for its personnel to cover areas that ordinarily would not be covered without such kind of protective equipment.

    “The deployment of the security equipment was based on the dynamic challenges at the various airports, as well as their respective threat assessments,” Sodiq said.

    “Based on threat assessments, we looked at areas that require these equipment. For instance, they called from Makurdi today that they needed additional screening machines. So, we have to work towards that.

    “Therefore, it is based on demand and the availability of budget, because we present our budget demands and await results. But we don’t relax. Rather, we ensure that we are provided with most of these requirements.”

    According to him, a lot has been covered regarding the new terminals constructed by the China Civil Engineering Construction Corporation (CCECC).

    Sodiq, who said the federal government had approved the provision of CCTV cameras airports across the country, added that the aviation security department was currently trying to see available gaps that required full coverage.

    The director also gave the assurance that all international airports would be well covered security-wise very soon.

    #EndSARS: Lagos, Osun Police warns against street protests, threaten to arrest protester

    A year after the fatal Lekki shooting, Police commands in Lagos and Osun States have warned protesters not to carry out protests in remembrance of the Lekki event, with the Osun Police Force warning that it would arrest protesters.

    This was disclosed in a statement signed by the Lagos Police Command’s Spokesperson, CSP Adekunle Ajisebutu and Osun State Police Spokesperson, SP Yemisi Opalola, on Tuesday.

    The Lagos Police command said they would only allow a virtual event for the occasion, while the Osun Police warned that they would not allow any form of protest.

    The Lagos police command said, “Attention of the Lagos State Police Command has been drawn to a post being circulated on the social media insinuating that the police in Lagos have agreed to allow street protests in commemoration of the one-year #EndSARS anniversary on Oct. 20.

    “On the contrary, the police will only allow an indoor and virtual event in commemoration of the #EndSARS anniversary and will provide adequate security at the venue(s) if known.

    “This is in recognition of the rights of every Nigerian to express his or her interest.

    “We wish we could permit such street protests. However, intelligence at our disposal has revealed plans by some faceless groups or individuals to stage an anti-EndSARS anniversary protest in the state on the same day.

    “In view of the conflicting interests between the pro and anti- EndSARS anniversary groups and threat to cause mayhem, the Command once again warns both groups against any form of street protest between now and Oct. 21 and beyond.”

    Meanwhile, in Osun, the Police stated, “The intelligence that availed the police command revealed clandestine plans by some youths/group of people to embark on protest in commemoration of one year anniversary of EndSARS scheduled to hold Oct. 20.

    “In view of this, the Commissioner of Police, Olawale Olokode, hereby warn individuals or group and their sponsor(s) to stop the plan or any of such action forthwith.

    “The command will not allow a repeat of last year EndSARS saga and is fully prepared to use all legitimate means to avert such intending protest.

    “The police command will not tolerate any unlawful protest/gathering or assembly that will jeopardise the peace of the state.”

    They also claimed that last year’s EndSARS protest, which caused pain, anguish, needless loss of lives and wanton destruction of public and private property, still lingered in the minds of Nigerians, especially the police and other security agencies.

    “Therefore, the CP has given marching orders to the Area commanders, Divisional Police Officers and Tactical units to be at alert and nip in the bud any act capable of truncating the peace of the State,” they said.

    JUST IN: Workers Trapped As Building Collapse In Lagos

    Three persons working in a construction site were trapped under the debris of a two-storey building that collapsed in Ikorodu area of Lagos Monday night.

    Two others have were rescued, while effort is still ongoing to rescue those trapped under the rubble.

    The house, which was under construction, collapsed Monday night at Haruna bus stop, Ikorodu.The Coordinator of the National Emergency Management Agency (NEMA) in the South-West Region, Ibrahim Farinloye, who confirmed the incident, said rescuers from the Lagos State Emergency Management Agency (LASEMA), Police and Fire Service are  searching for the trapped people.“A two story building  collapsed at Ikorodu Haruna b/stop around access bank Ikorodu,” he said.

    “Immediately the incident occurred, the local residents within the area mobilised themselves to carry out initial rescue activities.

    “Though, fire service and Police responded but unable to do much due to unavailability of equipment to lift the rumble on the suspected location of the trapped victims.

    “It was reported that it was an abandoned building that the owners had asked the occupants to leave but those there are said to be staying there without the consent of the owner.”

    The two injured, a male and a female, are currently receiving treatment at Ikorodu General Hospital.

    Rescue Operation to recover the trapped victims was still ongoing as of the time of filing this report.

    Lagos Demands Review Of Revenue Formula, Seeks Special Status

    Lagos State Government has demanded a new revenue sharing formula that is fair, equitable and reflects the contribution of stakeholders to the common purse.

    Governor Babajide Sanwo-Olu made the demand on Monday while calling for a special status for Lagos over what he describes as its huge financial obligations to the national coffers.

    Speaking during a two-day South-West zonal public hearing on the review of the revenue allocation formula organised by Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), Sanwo-Olu said the state also wanted a revenue formula that enhances the capacity to deliver high-quality services and dividends of democracy to Nigerians.

    “I should say that it will actually be unfair to expect the state to bear this heavy burden on its own. It is therefore necessary to give due consideration to all the variables that support our advocacy for a Special Status,” he said.

    “The call for a special status for Lagos is not a selfish proposition; it is in the best interest of the country and all Nigerians, for Lagos which accounts for about 20 percent of the national GDP and about 10 percent of the nation’s population to continue to prosper.”

    According to Sanwo-Olu, Lagos is more than just another state in the Nigerian federation as there is no tribe in the country that has no significant stake in the state.

    The governor also appealed to all stakeholders to approach the review process with open minds.

    On his part, RMAFC Chairman, Elias Mbam, lauded Sanwo-Olu and the Lagos State Government for accepting to host the public hearing.

    Mbam said RMAFC began the process of reviewing the subsisting vertical revenue allocation formula in line with changing realities as the last review was done in 1992.

    He equally enjoined stakeholders to participate actively and effectively as the commission would take all views and recommendations into consideration.

    In the current sharing arrangement, the federal government (including special funds) is entitled to 52.68 percent while state governments get 26.72 per cent and LGAs receive 20.6 percent.

    VAT: Appeal Court Grants Lagos’ Request To Join Case

    The Court of Appeal in Abuja has granted a request by the Lagos State Government, seeking to join Rivers State in the appeal filed by the Federal Inland Revenue Service (FIRS).

    The FIRS had filed an appeal at the appellate court to challenge the collection of Value Added Tax by states.

    At the resumed hearing of the matter on Thursday, the court granted the request by Lagos and ordered all processes filed to be served on the Attorney-General of the state, Moyosore Onigbanjo.

    The case was later adjourned to October 7 and would be heard at the Appellate Court in Port Harcourt.


    On September 16, the court reserved its ruling on the application after Onigbanjo, a Senior Advocate of Nigeria (SAN), took his application for joinder in the suit.

    He had informed the panel of judges led by Justice Haruna Tsammani that Lagos was entitled to collect VAT, saying the VAT Act was approved by an order of a court, although it had been annulled.

    According to the attorney-general, states that are recognised by the Constitution to collect VAT and the Federal Inland Revenue Service (FIRS) is aware of that fact.

    He added that the principles for joinder of a party, seeking to be joined, must be a necessary party that has shown that its interest, legally and financially, would be affected.

    While Onigbanjo explained that the case of joinder sought was to prevent multiplicity of action, counsel to the Rivers State government and SAN, Ifedayo Adedipe, supported the application by the Lagos State government.

    But counsel to the FIRS and SAN, Mahmoud Magaji, opposed the application for joinder while relying on Section 243 of the Constitution.

    He stated that the Constitution does not support applications for joinder and Lagos State was not a party to the suit at the trial court.

    Lagos State has announced restriction of movement from 8:00am to 3:00pm on Saturday for the local government elections.

    Reports gathered that the Lagos State Independent Electoral Commission (LASIEC) will conduct elections in the 20 LGAs, 37 Local Council Development Areas (LCDAs) in Lagos.

    A statement by Commissioner for Information and Strategy, Gbenga Omotoso, explained: “The restriction is to enable the Lagos State Independent Electoral Commission (LASIEC) conduct hitch-free elections into positions of Chairmen and Councillors in all the 57 Local Governments and Local Council Development Areas.

    “The restriction will facilitate the ease of movement of the electorate, election materials and LASIEC officials for the sanctity of the election, effective monitoring and enhanced security.

    “All eligible voters are urged to participate in the elections, which require the cooperation of all residents.”

    NURTW Vice-Chairman Shot Dead In Lagos

    The Vice-Chairman of the National Union of Road Transport Workers (NURTW), Samuel Kayode, popularly known as Ekpo Kinkin, has been killed at the Agboju area of Lagos State.

    According to reports, Ekpo who was a member of the ruling All Progressives Congress was at a rally organised by the party at Oriade Local Development Area when the gunmen invaded the rally on Thursday and shot him dead.

    Eyewitnesses said a gunshot was heard from the crowd outside while the meeting was on, forcing residents involved at the rally to scamper to safety.

    When those inside the hall rushed to the scene, Kayode was found in the pool of his blood.

    However, NURTW in Lagos State confirmed the incident, noting that the deceased was trying to protect a fellow politician when he was killed.

    “He was protecting a fellow politician, Wale Yusuf, from harassment when the gunmen shot him dead,” said Jimoh Buhari, the spokesman for the NURTW Chairman, Musiliu Akinsanya.

    The state Police Public Relations Officer, Muyiwa Adejobi, is yet to react to the ugly incident.

    Southern Governors Meet In Lagos

    Governors of the southern region are holding a meeting in Lagos on the state of the nation.

    The meeting is a follow-up on the earlier meeting in Asaba hosted by the Delta state Governor where the governors agreed on far-reaching conclusions on open grazing, restructuring Nigeria, and calls for state police.

    Lagos State Governor, Babajide Sanwo-Olu, has started receiving the governors at Alausa, Ikeja, the venue of their meeting.

    Some of those at the meeting include Governor Rotimi Akeredolu of Ondo State; Governor Nyesom Wike of Rivers State; Gboyega Oyetola of Osun State; and Edo State deputy governor Philip Shaibu.

    Others include Ogun State Governor Dapo Abiodun; Enugu State governor Ifeanyi Ugwuanyi; Ekiti State Governor Kayode Fayemi.
