We Won’t Recognise Parallel Congresses – APC

The All Progressives Congress (APC) has said it would not recognise parallel Congresses, especially, those not conducted by the officials of the party.

Last weekend’s local government congresses witnessed parallel exercises in Osun, Akwa Ibom, Ogun, Kwara, Lagos, Adamawa, and Enugu States.

But the National Secretary of the Caretaker committee, Senator James Akpanudoedehe, while addressing journalists at the party secretariat on Monday in Abuja, said he was not aware that there were parallel Congresses held in some states.

He said, “I don’t know why you are reporting what is not available as far as APC is concerned. We are very structured, we put up a committee and the committee has gone out to conduct the Congresses. The next step will be an appeal and anyone with the issue will go to the appeal and if you are not satisfied with the appeal the caretaker committee will handle it. That is our structure. It is not to my understanding; it is not to my knowledge

“You know that the supervising institution of a political party is INEC. We will write to INEC and by the rule of the land, we are to give them 21 days notice and you will also write to INEC stating names of people, who are going to those congresses, the venue you will conduct the Congresses, you will also announce locally stating the time of the congress and we would inform the security agencies for protection and guide.

“If you move away from the organisation stipulated by INEC, we will describe it the way anybody will describe it. This is the headquarters of APC and you now go and set up something outside here. That is no more APC. I’m just hearing from you that there was a parallel congress I don’t know.”

Akpanudoedehe also revealed that the party was already compiling lists of those that took the party to court and would approach the National Executive Committee (NEC) for a decision to be taken against them.

Few days to the local government Congresses, a High Court sitting in Asaba had restrained the Caretaker Chairman and the Governor of Yobe State, Mai Mala Buni and others from acting or parading themselves until the determination of a substantive suit before the court.

But Buni insisted that he was never restrained by the Delta Court Order, adding that the restriction of the Congresses was limited to Delta State’s chairman of the party and did not affect other states.

Akpanudoedehe, however, reiterated that, “We are already compiling the list of all the cases and you are very conversant with the party constitution. We will inform the NEC and a decision will be taken by NEC. We will gather the whole thing together, then, we will approach NEC for a decision. But, do we stand by what the NEC said? The decision of the NEC Yes.

The Secretary noted that it was not strange for people to have grievances after the conduct of the congresses, but urged those aggrieved to approach the Appeal panel that would be set up by the party.

“This is party politics. It is a family affair. If you check many of the reports, people can complain about the pages of the newspaper but to approach the appeal panel, there is no substantive channel of some evidence to warrant the expectation of what you are talking about.

“People are used to giving words to individuals but we have a clear mandate from Mr. President that the party should be given to the grassroots. There can be complaints everywhere. Don’t forget the last statement that we issued. There is a window of opportunity, when people are not satisfied. The Caretaker committee is still open,” he said.

National ALGON Crisis: Illegality Of Alabi Kolade Led NEC And Odunayo Ategbero Led BOT

BY: HON. (DR) TAUFIQ ISA (FORMER ALGON NATIONAL LEGAL ADVISER AND KOGI STATE ALGON CHAIRMAN)

It is with dismay that I and other States ALGON Chairmen received the news of my purported removal as the National Legal Adviser by the so called Alabi Kolade led National Executive Council which has been declared illegal by the High court of the Federal Capital Territory, Abuja on suit no: FCT/HC/CV/1823/2021.

In July 2021,Some States ALGON Chairmen met and resolved that Hon. Kolade Alabi being a Chairman of a Local Development Council Area (LCDA) in Lagos State is not one of the Chairmen of the 774 Local Government Area recognized by the constitution of both the Federal Republic of Nigeria and the ALGON,and can not lead as the President of ALGON.

The Chairmen then resolved and set up an Interim Management Commitee to be headed by ALGON Chairman of Niger State,Hon. Abdullahi S. Maje to pilot the affairs of ALGON and conduct credible election within the period of six months to redeem the image of the National ALGON.

In the judgement of Hon. Justice H. Muazu of the High Court of the Federal Capital Territory, Abuja, signed on the 6th August,2021,an injunction was granted for the Interim Management Commitee (IMC) of the Association of Local Government of Nigeria (ALGON) as well as their officers and staff of the National Headquarters to hold forth pending the hearing and determination of the motion on notice.

Based on the judgement, The National Executive Council (NEC) which I was a member as National Legal Adviser headed by Alabi Kolade David and Board of Trustees (BOT) headed by Odunayo Ategbero is unconstitutional, illegal and therefore dissolved in adherence to the court order of 5th August,2021.  Which further determines the motion on notice of an order of Interim injunction granted restraining Alabi Kolade led Executive Commitee,or any other agencies or organs of the Federal Government of Nigeria from in any way whatsoever arresting, harassing, intimidating or violating the rights of Interim Management Commitee (IMC),agents, employees and surbordinates at the behest of the dissolved National Executive Council led by Alabi Kolade and the dissolved BOT led by Odunayo Ategbero in violating of the order of the court.

And also an order of Interim injunction was also granted restraining the dissolved NEC and dissolved BOT, their agents, assigns, privies, servants, employees, whosoever or howsoever described from interfering in any way with the activities of the IMC of the Association of Local Government of Nigeria (ALGON) as well as their agents and staff at the National Headquarters.

Based on the aformentioned legal pronouncement as former National Legal Adviser who is law abiding, saddled with the responsibility of advising and guiding on legal matters, the court orders must be strictly and stringently obeyed.

The purported Alabi Kolade led factional Executive Commitee which was characterized by fraudulent activities even as an illegal occupant of the seat. Alabi Kolade is adjudged and considered not to be fit for the seat and consequently sacked by the court order.

I want to clearly state that the purported BOT/ Illegal Kolade led factional Executive commitee have no locus standi to remove me as former Legal Adviser.

As the former custodian of legal issues of the association, I have adviced that based on the court order, the NEC and BOT stand dissolved, some have accepted but Alabi Kolade of NEC and Odunayo Ategbero of BOT are Machiavellios

and showing deprecable gambit of lawlessness and act of brigandage with a view to violating the court order.

I however call on all ALGON Chairmen to give their maximum support to the (IMC) towards conducting a credible election that will usher in new Executive Council and rebuild the image of the association.

I thank the States ALGON Chairmen who are giving their unflinching supports towards realising a better image for the Association.

I also call on the Federal Government, Forum of Governors, Attorney General of the federation,IGP,DSS and all agencies of the Federal Government to restrict the impostors and their agents from parading themselves as the NEC and BOT in other to obey the court order and stop the mockery of the judiciary.

  • ALGON CRISIS: IMC Blows Hot Over Ongoing NEC Meeting

ALGON CRISIS: IMC Blows Hot Over Ongoing NEC Meeting

    • Says Some Security agencies still aiding criminals
    • Intervene in this matter, IMC begs Buhari, IGP

The Leadership of the Interim Management Committee of the Association of Local Government of Nigeria, has condemned in entirety some actions of security agencies such as the Department of State Security in aiding and abetting the suspended/removed Hon. Kolade Alabi led faction of the association to execute an unlawful NEC meeting at its secretariat in Abuja.

The IMC led by Hon. Abdullahi Maje, on Wednesday disclosed that despite its plea to security agencies to put a stop to the meeting, with reasons that such notice was against the biding constitution of ALGON and the suspended/removed BOT Chairman. Hon. Odunayo Ategbero has no rights whatsoever to call a meeting comprising of the National Executive Council, it was however amazed to see that some security agencies, still aided the faction.

In a statement duly signed and made available to newsmen by its Publicity Secretary, Hon. Prince Ashonibare Jide, the IMC decried the incessant issues faced by the association from men who in their quest for power and more power, hijacked the association and turned it into a money milking ground for their own selfish aim to the detriment of the 774 local government areas.

The statement reads; “We are infuriated by the misplaced priority of the Department of State Security in aiding and abetting crimes such as impersonation, subterfuge, dereliction of duties and disrespect for an existing court restraining order against the. Irrespective of our peaceful notice and warning, they are still conniving with the faction of the association headed by Hon. Alabi Akolade David, the controversial chairman of Bariga Local Council Development Area (LCDA) at the moment to execute an illegal NEC meeting, a meeting which we perceive is an avenue for them to plan out more strategic means to perpetrate injustice against the association, the IMC and its activities.

“We are deeply saddened by the recent turn out of events, the action of the DSS goes to show that the hope for achieving the President Buhari’s mandate of nipping corruption in the bud is still farfetched, as even with the Federal High Court restraining the Alabi Akolade David-led faction of the Association of Local Government of Nigeria from parading itself as the leaders of the association, the DSS which is charged with the mandate of protecting and defending the Federal Republic of Nigeria against domestic threats, upholding and enforcing the criminal laws of Nigeria, and providing leadership and criminal justice services to both federal and state law-enforcement organs, is now partisan to crime, injustice and deceit.

“The DSS is not supposed to used as a tool for violating a legitimate court order issued by a competent court of jurisdiction, we do not know what their interest is or how much they have been paid to carry out these injustices against the IMC and the association, we are however still appealing to the Inspector General of Police, President Muhammadu Buhari to intervene in this matter, before issues get out of control.” It added.

Disregard all notice, they are false and very pointless, says Leadership

Halt meeting, caution Alabi and his accomplices- IMC tells Police, DSS

The Association of Local Government of Nigeria (ALGON)Interim Management Committee on Tuesday, disassociated itself from a notice of an emergency NEC meeting purportedly planned by the dissolved/removed faction of the association.

The notice of meeting which was duly signed by the Hon. Odunayo Ategbero, a removed Board of Trustee Chairman of the restrained Hon. Kolade Alabi led faction was duly disseminated to members of the National Executive Council via text message.

The IMC in a statement revealed that the BOT does not wield the power to summon an emergency meeting of the council members, stating that such notice be ignored and the meeting halted because furtherance of such meeting would create chaos and disrupt the peaceful atmospheric condition of the Federal Capital Territory.

The statement made available to newsmen, reads “Again! Our attention has been brought to the spread of the unlawful notice of meeting issued by suspended/ removed Hon. Odunayo Ategbero, Board of Trustee Chairman to the Kolade Alabi dissolved faction of the Association of Local Government of Nigeria to the Chairman and Members of the National Executive Council.

“Firstly, a BOT chairman does not in any way have the right to disseminate information of meeting or even invite NEC members, the sole right of such, rest on the shoulder of the President, and by far we all know that following a court order we have obtained, Hon. Abdullahi Maje being the Chairman of the Interim Management Committee is at the moment the bonafide President of the Association and by this press text, we want to intimate the general public that he has no hand in the invitation of NEC members for any meeting of such description.

“The notice of the meeting which was disseminated via text message dated Tuesday, 17th August, 2021 through on Mrs. Evans Enekwe, reads “Dear Chairman and Members of NEC, please be informed that there shall Be a meeting of All Members of ALGON NEC and the Board of Trustees. It is scheduled for Wednesday 18th August, 2021 at the ALGON National Secretariat, Abuja. Time is 12noon. Further information shall be communicated in due course. Thanks Hon. Odunayo Ategbero, BOT Chairman.” Is completely unlawful and is coming from a place of deceit and aim to continue misleading the unsuspecting general public in seeking transparency and accountability.

“Hon. Abdullahi Maje and the Interim Management Committee is in no way connected with these lawbreakers and did not sanction such duplicitous meeting. This is a violation of the existing Court Order dated 29th March and 6th August 2021 (We have copies of the court order for your perusal) and also it is a deep violation of the ALGON constitution as his position was not mentioned in the constitution as one of those who wields the power to summon an ALGON NEC meetings. For more clarity, Section 9 of the constitution states “Emergency of extra-ordinary meetings of the Association of which one month’s notice shall be given, stating the purposes of such a meeting, can be called at any time by the Council or by the President, or by resolutions from at least eighteen chapters of the Association” by this, it is on good authority that we let the general public know that due diligence was not observed by the perpetrators of the above mentioned notice.” It added.

The IMC however called on security agencies, to use their good office to put to an end to the meeting, address issues properly as such action from lawbreakers such as Alabi and his accomplices if not curtailed, would create a stampede in fulfilling the IMC’s mandate of restoring the association to its deserved glory.

Electoral Act: Tambuwal To NASS, FG, Urges Canada To Put Pressure On NEC Law

    By Muhammad Goronyo, Sokoto

Governor Aminu Waziri Tambuwal of Sokoto state has urged the Canadian government to appeal to the Federal Government and the National Assembly (NASS) to expedite action on the timely passage of the National Electoral Act into law.

He also asked the Canadian government to weigh-in on the issues of freedom of expression and sustenance of democratic values in Nigeria.

His media aide who made this available to newsmen in Sokoto further disclosed that the governor said the state and the country is interested in deepening its democracy, told the visiting Acting High Commissioner of Canada to Nigeria, Mr Nicholas Simard, on Wednesday, that this can only be achieved if there is free, fair and credible election, “which is only possible if you have a properly captured elections system in the Electoral Act.”

According to him, from what is discernable, the NASS is not doing much in that regard, thus the need to appeal to Canada to add its voice to this call and the issues of good governance and transparency in the general administration of the country.

“From what was experienced in 2019, the Act was passed by NASS at a time when it could not be signed into law by Mr President because of either EU or ECOWAS protocol,”
Tambuwal observed as he expressed appreciation with the very strong relationship between Nigeria/Sokoto state government with the Canada.

He said as a state and indeed as a federation, both the federal and state governments have benefitted immensely from the interventions of the Canadian government, especially in the areas of education, where through the UNFPA, Sokoto state has received support in its effort to develop girl-child education, healthcare- on addressing fistula issues and the development of legal framework on gender-based Violence Against Persons Prohibition (VAPP) Act.

Tambuwal added that Sokoto state government is looking forward to a greater collaboration with Canada, particularly in strengthening its system of bureacracy.

Earlier in his address Mr Simard said the team from the Canadian High Commission were in the state to show their concern on the situation of insecurity in the Northern States and the country in general.

Noting that Sokoto and its neighbouring states were experiencing various forms of conflicts, such as farmers-herders clashes, kidnappings and other crimes, he assured the state of his country’s support in the development of these states.

He further pledged that Canada will assist Nigeria and Sokoto state to nip in the bud the root causes of the insecurity, which include economic insecurity and poverty.

He also maintained that his country will look into the issues of gender inequality, the role of women in the society and also partner the state government on health and gender parity.

Mr Nicholas, whose request to get a brief on the efforts of the state government in tackling COVID-19 was obliged, said both his country had announced at the recent G7 Summit held in the United Kingdom that it would provide 100 milliion doses of vaccines to many countries including Nigeria.

Adding that Canada is a strong trade partner with Nigeria, one of the biggest economy in Africa, he pledged the country’s commitment to the development of Sokoto state and private sector engagement.

Herdsmen arms bearing will lead to anarchy – Yakasai

…ACF to make it’s position known tomorrow – Publicity Sec.

    By Gabriel Udeh, Kaduna

The Chairman of Northern Elders Council (NEC) elder Tanko Yakasai, has disowned Bauchi State Governor Alhaji Bala Muhammad on his views that Fulani herdsmen should bear Ak-47 arms for protection.

The Bauchi State Governor had said on national television that Fulani herdsmen carries Ak-47 arms to protect themselves from attack for lack of government protection of their cattle from rustling.

Contrary to Bala Muhammad’s outburst, Yakasai, the first republic politician and former Adviser to late President Shehu Shagari on assembly matters, disagreed with Bauchii Governor on ground that it’s against the Constitution for individuals to bear arms, and could lead to anarchy.

Elder Yakasai, an indigenous Kano state Patriot told our Correspondent in an interview that what Nigeria needed now is to strengthen the security forces by voting more funds for the maintenance of law and order.

According to him, dedicating certain percentage of the country’s national revenue for the maintenance of security would go along way in helping to reduce security challenges.

His words: I don’t think private citizens should be allowed to bear arms as doing that will usher in the reign of anarchy.

Carrying arms should only be allowed to armed forces established by law. What we need is to strengthen the security forces by voting more funds for the maintenance of law and order.
“This can be done by dedicating certain percentage of our national revenue for the maintenance of security.

“But I do not support indiscriminate carrying of arms by the citizens. That will be opening door for criminals to take control of the society and engage in molesting members of the public unhindered. That is surely the way to anarchy and breaking down the law and order”, Yakasai stated.

Similar, Arewa Consultative Forum {ACF) National Publicity Secretary Emmanuel Yawe said, on phone that the forum will make its position known on the matter tomorrow Tuesday.

“May I use this opportunity to remind all of us of the need to recreate our negotiation secret of 2012, 2013 under our legacy parties. What guided our success to achieve the merger that produced the APC was the respect we were able to have for each other.

“In those times, decisions reached at both formal and informal consultations were respected with trusted initiatives taken and believed that they were needed to produce the required political platform that could guarantee electoral victory.

“Everyone of us as leaders ensured that those decisions were respected. I have through consultations of the caretaker committee and other leaders of the party, agree that our challenges in the party require that we take steps to rebuild the party from wards to national levels.”
