    Gbajabiamila Seeks More Focus on NIPSS 

    The Speaker of the House of Representatives, Rep. Femi Gbajabiamila has expressed concern over the dwindling recognition of the National Institute of Policy and Strategic Studies (NIPSS).

    Gbajabiamila said being important and strategic to national development through its core mandates, the institution should not lack all the required assistance it can get towards the attainment of its mandates.

    Speaking on Thursday while receiving a delegation from the research institute led by its Director General, Prof. Ayo Omotayo, the Speaker expressed the readiness of the House of Representatives to expeditiously attend to requests of NIPSS as soon as presented to the parliament.

    The Speaker, however, emphasized the need for more engagement and collaboration between the House, the National Assembly and the institution considering the mandates of the two that are anchored on research and national development.

    He said: “NIPSS is a familiar household name with a reputation, it’s not an institution that anyone will allow to die.

    “There’s definitely a need for government to give NIPSS focus and there’s a need for more collaboration between NIPSS and the National Assembly, and we will be more than happy to be available.

    “There’s no doubt research is key to development in every sector, therefore your role is very pivotal in our national development”.

    As a result, Speaker Gbajabiamila encouraged the DG and his delegation to expeditiously forward the proposed draft amendment Bill of the institution while assuring that the issue of funding affecting the institution as highlighted in the proposed draft document would be better appreciated to act on.

    He, however, advised the institution to henceforth work closely with the relevant Committee of the House for better synergy.

    Earlier in his remarks, Prof Omotayo informed the Speaker that even as the generator of developmental policies in the country’s public and private sectors, NIPSS is almost going unrecognized while lamenting the negative effect of the paucity of funds on the implementation of the institution’s mandate.

    He, therefore, sought the support of the House to ensure that the institute meets its mandate, noting that they would bring a proposal for the amendment of the Act establishing NIPSS to strengthen its operations.

    FCT Minister charges NIPSS executives on strengthening local governance

    The FCT Minister, Malam Muhammad Musa Bello, on Monday, charged the   participants of the National Institute for Policy and Strategic Studies (NIPSS) Senior Executive Course 44, on
    proffering solutions that would strengthen governance at the Local Government level.

     Bello made this request during a courtesy visit by a delegation of the course participants led by Prof. Sunday Ochoche at the banquet hall of the Life Camp Residence of the Minister.

     
    The minister who referred to the theme of the 2022 Senior Executive Course which is “Strengthening Local Governance in Nigeria: Challenges, Opinions and Opportunities”, noted that Local Governments, or Area Councils, as they are called in the FCT, as grassroots government which have very strategic roles to play in delivering dividends of democracy such as basic education, agriculture, primary health care and security to the grassroots populace. 

    He said that governance at the local level was fraught with many challenges, but expressed optimism that that the Course 44 would proffer solutions that would strengthen governance at the grassroots level.

     
     The Minister also revealed that some of the most effective and efficient senior officials of the Federal Capital Administration  were graduates of the Senior Executive Course and pledged the support and cooperation of the FCTA to the participants during their study tour of the FCT.

     
    Leader of the delegates Prof. Sunday Ochoche, thanked the FCT Minister for sponsoring participants from the FCTA to the Institute.

     He explained that every year, very senior and accomplished men and women from different sectors dedicate 10 months, interrogating critical national issues and proffering ways to advance the Nigerian project.

     He said that effective local governance involved the Federal, State and Local Governments, traditional institutions, as well as Non-Governmental Organizations.

    Oyo Govt Congratulates Indigenes who Graduated From NIPSS

    The Oyo State Government has felicitated three Oyo indigenes, who just graduated from the Senior Executive Course 43, of the National Institute for Policy and Strategic Studies, Kuru.

    This was disclosed by the State Commissioner for Information, Culture and Tourism, Dr. Wasiu Olatunbosun, who congratulated the new Members of the National Institute on behalf of the State Government.

    The three indigenes are, Mrs. Olubunmi Olufunke Oni, mni, sponsored by the Oyo State Govt; Col. Wasiu Bakare, mni sponsored by the Nigerian Army and Dr. Jimoh Olawale Salawudeen, mni. sponsored by the office of the Head of Civil Service of the Federation.

    The Commissioner opined that the new graduates would aptly apply their new earned knowledge in sharpening the country at this time.

    He described them as new thought leaders in Nigeria, who would promote the Nation’s unity, and build a better future for the Nation.

    Speaking after the graduation ceremony, the indigenes thanked Federal and Oyo State Government, who they noted ensured they enjoyed their stay while undergoing the one year course at Kuru.

    They promised to be good ambassadors of the State, while they put into practice all they learnt at the institute, for a better nation and a better Oyo State.

    Participants are drawn from different sectors on a one year programme to reflect and exchange ideas on the great issues of society, particularly as they relate to Nigeria and Africa.

    The institute was established over 40 years ago as a high-level center for reflection, research and learning with the objective of serving as the nation’s foremost policy ‘think-tank.’

    It is aimed at developing technocrats of high intellectual capacity, conceptualizing and anchoring the implementation of innovative and dynamic policy initiatives and strategies critical for national development.

    Gov Bagudu tasks NIPSS on shoring up nation’s revenue

    Gov. Atiku Bagudu of Kebbi has tasked the National Institute of Policy and Strategic Studies, NIPSS, Kuru, Jos, to come up with tenable ways, to shore up the revenue base of the country.

    The governor made the call when he received participants of the Senior Executive Course 43, Study Group  I, from NIPSS,led by the Team Leader, Rear Admiral Elkanor Olaleye-Jaeyeola.

    Bagudu, who is also the Chairman, APC Governors’ Forum observed that resource limitation was one of the formidable challenges facing Nigeria.

    ‘ If there is anything that limit us is the resource limitation, both states and local governments rely on of federation account’, he said.

    ”Such glaring challenges are more prevalent in the face of the competing demands for development and provision of the welfare needs of the nation.

    “Resources limitation is one of the challenges that affect everything, including security.

    “We need to know what is the appropriate levels of funding required at all levels of government and the institute should help in this direction,” he said.

    Bagudu, however, noted that Kebbi appreciates its uniqueness, adding, “Over the last six years, as a Govenror  and my team, we have seen that we are not as rich as we thought we are.

    “Within one month of being sworn in, we had very clear plans and took measures to bolster the yields of our economy agents, farmers, fishing communities and livestock production.

    “So that their incomes can increase and regenerate the economy. This was successfully done.

    “If there is one experience that we will like to share in our six years performance effort is this appreciation of our uniqueness,” he said.

    The governor expressed delight that each state in Nigeria “is unique and has something to offer for the development of the country.”

    Bagudu therefore urged the institute to help in getting things done better, in line with the Course 2021 theme.

    He said Kebbi had fully embraced the Federal Government’s agricultural transformation initiatives, assuring that “it is now the hub of rice production, cassava, soybeans and tomatoes among others.

    Bagudu also said that, the state’s cassava and sugarcane based Ethanol Production was on course, among myriad of other breakthroughs on agriculture covering; livestock, fisheries and other related areas.

    The governor again extended his condolences over the death of the Chief of Army Staff and ten other Military Officers, saying that their struggle to keep Nigeria safe would not go in vain.

    ‘Let me join in condoling with all of us on the tragedy that befell our nation few days ago and pray that the objectives of those who lost their lives in defending the nation be achieved and Nigeria will be a peaceful and prosperous nation,” he prayed.

    Earlier, the Team Leader, Olaleye-Jaeyeola recalled that NIPSS was established to serve as a high level think tank .

    He said technocrats were put together and prepared to research and touch details of various issues bothering Nigeria.

    According to him, the theme for 2021 is: “Getting Things Done; Strategies for Policies and Programmes Implementation in Nigeria.”

    He explained that the President annually gives a theme to be researched and interrogated, adding that their work covered Nigeria, Africa and other continents.

    “At the end of our study tours, we will review several policies, programmes and strategies, with a view to getting things done very well.

    “We are in Kebbi to see how the state was able to get things done well and advise the President on how this can be translated at the federal level and other aspects of the economy.”

    The team leader on behalf of his colleagues, thanked the governor for the warm reception accorded them and for time he has spent in answering some of their questions.

    Governor Lalong shocked over death of DG NIPSS Prof. Galadima

    Plateau State Governor Simon Bako Lalong says he received with shock the death of Director General of the National Institute for Policy and Strategic Studies (NIPSS) Prof. Habu Galadima.

    Governor Lalong in a statement said the death of Prof. Galadima is a great loss to his immediate family, NIPSS, Plateau and Nasarawa States, the Nigerian academic community and the entire country.

    He described the late Prof. Galadima as an astute scholar of international repute, administrator and professional who demonstrated uncommon commitment in carrying out every responsibility he was assigned. 

    Lalong said “since assuming office over one year ago, Prof. Galadima has injected a fresh impetus in the management of the nation’s apex policy and strategic institution by introducing new concepts that made research seamless even under the current COVID-19 pandemic. He also did a lot to improve the physical infrastructure of the institution while strengthening the academic experience for all course participants. He will be greatly missed”.

    He said Prof. Galadima over the years contributed a lot to the educational development of Plateau State having studied and taught at the University of Jos for many years before his appointment as the DG of NIPSS.

    NIPSS DG, Galadima Signs Strategic Movement

    We Can’t Keep Doing Things The Old Way

    The Director General of the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Professor Habu Shuaibu Galadima, has said the challenges facing the country and Africa require new and innovative thinking.

    Professor Shuaibu made this statement at a virtual ceremony on Wednesday to mark the signing of a Memorandum of Understanding between NIPSS; the Dantiye Centre for Good Leadership and Journalism (DCLJ) and the JS Centre for Governance and Security Policy Initiative (CGPSI).

    He said, “We must dig deep within ourselves and reach beyond our comfort zones for useful, practical and beneficial solutions.”

    Listing the challenges facing the country and the sub-region, he said, “With the insurgency in the Sahel impacting parts of Nigeria and a number of other countries in the region; political tensions, often related to elections; disputes over trade and regional protocols; significant climate changes affecting the largely agrarian economies of the region; not to mention the outbreak of the COVID-19 pandemic and its ramifications for public policy, particularly public health, safety and the economy, the world is indeed going through a period that tasks the creative energy, innovative spirit and imagination of institutions such as NIPSS.”

    He said the problems confronting the world also presented unique opportunities, adding that the MoU would provide the framework for the National Institute to seize the opportunities.

    Galadima said the focal objective of the MoU is to promote, establish and maintain cooperation and mutual assistance in the provision of training and strategic policy research and advisory support in the field of regional (Africa) and global issues.

    He said, “We are confident that this partnership will also assist Nigeria and other countries in the sub-region in the quest to promote collaborative politics; the ECOWAS protocols on good governance; the African Union Charter on Democracy, Elections and Governance (ACDEG) and the African Union Agenda 2063; the United Nations Agenda 2030; and the Sustainable Development Goals (SDGs).”

    Also present at the signing was the Chairman of the Dantiye Centre, Emeritus Professor Munzali Jibril and the Chairman of the CGPSI, Dr. Jonathan Sandy, represented by Dr. Tony Karbo.

    The ceremony was witnessed by senior management of NIPSS; members of the Board of Trustees of the Dantiye Centre; affiliates of the CGPSI from Cote d’Ivoire, Sierra Leone, Guinea, Malawi, Kenya, Rwanda, UK, USA and Australia; and members of the AU-Economic, Social and Cultural Council (ECOSOCC), Lusaka.

    Background on the partners:
    The Dantiye Centre based in Kano, Nigeria, brings to the table some of the most versatile and illustrious experts in public policy and management, including Emeritus Professor Munzali Jibril (Chairman), former Executive Secretary of the National Universities Commission (NUC), and former Provost of the Nigerian Defence Academy; and Dr. Shamsuddeen Usman, former Minister of National Planning, who has just been appointed Honorary Economic and Regional Development Adviser to DCLJ, among others.

    The Centre for Governance and Security Policy (CGPSI) with headquarters in Freetown, Sierra Leone, is a regional consortium accredited to the African Union Economic, Social and Cultural Council (AU-ECOSOCC) and is headed by Dr. Jonathan Sandy, a former national security adviser in his country and a widely sought-after expert in political and economic governance, stabilization, peace safety, security and leadership.
