    Nasarawa NSIP beneficiaries express gratitude to Buhari

    No fewer than 200,000 beneficiaries of the National Social Investment Programme on Saturday at Lafia Township Square expressed their gratitude to President Muhammadu Buhari for lifting out the poor and Vulnerable people of Nasarawa State out of poverty.

    The Minister of Humanitarian Affairs, Disaster Management and Social Development Sadiya Umar Farouq while also thanking President Muhammadu Buhari GCFR at a rally in Lafia, explained that the total number of beneficiaries of N-Power, Government Enterprise Empowerment Programme, Conditional Cash Transfer and the National Home Grown School Feeding has helped the administration to cushion the effect of recession on the people.

    Farouq stated that the National Social Investment Programme has helped to alleviate abject poverty in the country.

    “Your Excellency, let me state that since independence, no government has done what you have done for the poor people in this country. Without fear of contradiction, Your Excellency, you have done so much for the poor and vulnerable in your primary constituency.

    “I stand here on behalf of the poor and vulnerable in this country who are mostly the beneficiaries of our National Social Investment Programmes to appreciate you. If you look to the far left, you will see them waving as they appreciate you. They are very grateful to you for all the good things you have done for them under your administration.”

    The Minister explained that the National Social Investment Programme like the N-Power Programme, Conditional Cash Transfer Programme gives 2 million households N5,000 monthly. N30,000 monthly for 1.5million N-Power youths.
    ” We have also been able to target small and medium entrepreneurs and we give them surplus collateral free and interest free loans from N50,000 to N300,000 for them to start their businesses.”

    “Under the National Home Grown School Feeding Programme, we also feed Primary 1 to 3 school pupils on school days. We have close to 10 million of these pupils. Your excellency, these are some parents of these pupils we feed daily. These are some of the people who receive N5,000 monthly. These are some of those who receive N30,000 monthly to teach their children and contribute to the GDP and development of this country.

    According to Farouq,“the citizens came out of reccession because they used the funds they collect to fend for themselves and members of their families.

    The Jigawa state Governor Muhammadu Badaru Abubakar has has disclosed that the State has witnessed an increment in its Gross Domestic Product ,GDP, following a boost in business activities as a result of the Federal Government National Social Investment Programs intervention.

    Abubakar made this known at the ManPower Development Institute, Dutse on Thursday, at the flag-off of the Cash Grant for Vulnerable Groups , the On-Boarding of Independent Monitors and launch of Digitized Payment for Conditional Cash Transfer.

    The Governor commended President Muhammadu Buhari for the various Social Investment Programmes which have impacted the poor and vulnerable in the state and have also skyrocketed the state’s GDP from N1 trillion in 2015 to N2.25 trillion in 2020.

    Governor Abubakar said that the National Social investment programmes were life changing opportunities to the people of Jigawa state and promised to assist in monitoring and evaluating the programme to fully harness its potentials.

    “We have 25,987 N-Power beneficiaries over the three batches while 167,657 households enjoy the Conditional Cash Transfer of N5,000 monthly or N10,000 every two months. We are feeding 935,000 in our primary schools and because of your contributions to the school feeding programme, we are also feeding primaries 4-6. Jigawa state government is adding a little to make it possible for all the primary school pupils in Jigawa to be fed.

    “We have 9, 673 cooks gainfully employed and about 5,000 of our indigenes will get N20,000 as Cash grants for Vulnerable persons. No wonder, the cumulative effects of what the federal government is doing with the anchor borrowers and President Muhammadu Buhari’s call to go back to farming has doubled our GDP from N1 trillion in 2015 to N2.25tr in 2020.

    We have seen a dramatic increase in wealth in our own state, courtesy of these Social Investment Programmes that you are churning out and the Programmes that President Muhammadu Buhari has brought to our door steps including farming activities. We have never had it this good and we are grateful to the federal government, the Governor attested.

    While flagging off the programmes, the Minister of Humanitarian Affairs, Disaster Management and Social Development Sadiya Umar Farouq announced that 4,537 beneficiaries in the state will receive a one-off cash grant of N20,000 .

    “Our target in Jigawa State is to disburse the grant to 4,537 beneficiaries across the 27 Local Government Areas and to the poor and vulnerable category across the 36 States of the Federation and the Federal Capital Territory. Using this grant, many of the beneficiaries will improve their productivity and their commercial activity, all of which will help in easing them out of poverty.

    “The launch of the Digitized payment exercise is to create room for reliable, transparent and accessible database for seamless disbursement to beneficiaries of the Conditional Cash Transfer”.
    Minister Umar Farouq charged the beneficiaries to invest the grant in petty businesses which will yield dividends over time.
    She also onboarded 80 Independent Monitors who will receive N30,000 monthly.

    The Federal Government has engaged 35 independent monitors to supervise the Second stream of the National Social Investment Programme, NSIP, in Akwa Ibom.

    Minister of Humanitarian Affairs, Disaster Management and Social Development Sadiya Umar Farouq made this known at the onboarding exercise for stream two Independent Monitors of the NSIP in Uyo.

    Farouq said that the monitors were one of the most important components of the NSIP hence emphasis on ensuring the programme is closely monitored.

    “The NSIP Independent monitors are responsible for monitoring the programme in their community in schools, households, and market clusters with the focus of ensuring that the primary objectives of the NSIPs are achieved.

    “Today’s programme is very important and strategic as we train 35 additional men and women that will serve as stream two monitors.” She said.

    Farouq, who was represented by Mrs Itoro Duku, the Team lead in the Ministry, said that monitoring at the state would require that the Independent monitors synergize with the state NSIP team as their work cannot be done in a vacuum.

    She said that NSIP was created by President Muhammadu Buhari with the mandate of lifting citizens out of poverty through a number of Social Interventions which include the Job creation programme — N Power, National Home — Grown School Feeding Programme (NHGSFP), Conditional Cash Transfer Programme (CCT) and the Government Enterprise and Empowerment Programme (GEEP) in 2016.

    The minister however warned Independent monitors against intimidating beneficiaries of the programme adding that any culprit would be taken off the programme.

    Also speaking, Dr Godwin Akpan, the Akwa Ibom Focal Person said that the beneficiaries were carefully selected for the NSIP programme and urged them to partner with the focal persons in order to ensure full compliance and achieve set objectives.

    Akpan lamented that the stream 1 beneficiaries did not perform well, saying that such actions could jeopardize the dreams of Buhari lifting 100 million people out of poverty by 2030.

    Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar Farouq, has called for cooperation of all stakeholders to achieve it’s mandate on the National Social Investment Programme.

    The minister made this request at a 2-day stakeholders’ forum on Define Social Protection Floors in Suleja.
    This was contained in a press release signed by Grace Osuji Principal Information Officer of the ministry made available to Daybreak today.
    Represented by the Acting Director of Social Development Department, Mansur Kulliyah, the Minister said, “the Ministry is therefore appealing for maximum understanding and cooperation of all stakeholders and appeals to all members of the public to desist from actions that may distract the Ministry from discharging this important national mandate or even delay the implementation of these life-changing programmes.”

    She said, “the Social protection can be viewed broadly as all public and private initiatives that provides income or consumption transfers to the poor, protect the vulnerable against destitution, and enhance the social status and rights of the marginalized with the overall objective of reducing the economic and social vulnerability of the poor and the marginalized groups.”

    “The Ministry and its agencies will continue to render services to Nigerians in humanitarian situations effectively, and implement policies that will drive Social Development and facilitate economic inclusion for the benefit of the most vulnerable in the country especially through the N-power, Government Enterprise and Empowerment Programme (GEEP), Conditional Cash Transfer as well as the National Home Grown School Feeding Programme and other programmes rolled out by the present administration.”

    She asked stakeholders to continue in their support of the institutional coordination mechanisms by facilitating inter-sectorial working relationship and assured participants at the forum that the Ministry is committed to ensuring that the strategic objectives of all the social intervention programs are achieved.

    Engr. Umar Bindir, National Coordinator NSIP in his presentation said that the number one challenge in the country is poverty which can be tackled through education and transfer of knowledge. He proposed that our Universities must change to become production and entrepreneurship centers. He said that, “Social protection is about moving knowledge to the people as a tool to solving their problems.”

    He disclosed that all NSIP programmes will be centrally coordinated and monitored with a view to making the overall impacts transparently felt by all Nigerians.

    Mr. Obadaru E. Gbenga, Deputy Director Population and Development Department, Federal Ministry of Finance, Budget and National Planning disclosed that, the Ministry of Budget and National Planning is in the process of finalizing the review of the draft National Social Protection Policy.
    Gbenga said that the Technical Working Group meeting (TWG) is working towards drafting a review of National Social Protection Policy (NSPP).

    67 independent monitors in Niger State have received their engagement letters and devices from the Federal Government.
    This was contained in a press release of the ministry signed by Grace Osuji on behalf of the Director Director Information of the ministry, made available to Daybreak yesterday.

    Minister of Humanitarian Affairs, Disaster Management and Social Development Sadiya Umar Farouq has distributed the engagement letters and devices to 67 trained independent monitors of the National Social Investment Programme in Niger State.

    Farouq who was represented by Safiya Sani Deputy Director Planning Research and Statistics, she said, ” these devices are equipped with an application that would be used to report on monitoring activities of trained independent monitors.
    She explained that the mobile web based application is called the Social Investment Management Information Systems (SIMIS).

    “These devices are equipped with an application that will be used to report on monitoring activities of the trained independent monitors.”
    With this We can view reports submitted and see the NSIP performance indicators by state. This will enable the ministry to detect areas where there are challenges and provide greater visibility of activities happening in the field,” she said.

    Each independent monitor was expected to monitor a designated number of beneficiaries of the NSIP.

    Each independent monitors would be paid a monthly stipend of N30,000 for the duration of one year and they must meet up to 80 per cent of their deliverables monthly to be eligible for their stipend.

    According to the minister the ministry would disengage any monitor for misconduct or non- compliance with set guidelines and directive.

    The minister urged them to discharge their duties with sense of patriotism, diligence and security, adding in any case of irregularity the ministry would disengage any monitor for misconduct or non- compliance with set guideline and directives.

    Focal Person for NSIP in Niger State Hajiya Amina Gu’ar advised the monitors to be hard-working, sincere and focus and give in their best to justify their engagement.

    In a landmark flag – off event in Abuja , the Ministry of Humanitarian Affairs, Disaster Management and Social Development today in Abuja distributed engagement letters and Tablets to 4452 independent trained independent monitors for the National Social Investment Programme, NSIP.

    The Minister Sadiya Umar Faruoq officially flagged off the programme of distribution of letters of engagement and tablets to independent trained monitors and and also launched the Social Investment Management Information System, SIMIS, Application at the Armed Forces Resource Center in Abuja today said that the NSIP is aimed at alleviating 100 million Nigerians out of poverty.

    The distribution exercise would be replicated across the country.

    Out of the 5000 independent Monitors shortlisted 4452 were trained across the country.

    The tablet devices given out are equiped with an Application that would be used to report on monitoring activities of the trained independent monitors.

    She said, ‘ the National Social Investment Programme ,NSIP, was created by President Muhammadu Buhari in 2016 with the mandate of lifting citizens out of poverty through a number of Social Interventions which include the Job Creation Programme – N-POWER, National Home-Grown School Feeding Programme (NHGSFP), Conditional Cash Transfer Programme (CCT), and the Government Enterprise and Empowerment Programme (GEEP).”

    The tablet devices given out are equipped with an Application that will be used to report on monitoring activities of the trained Independent Monitor.

    ” The Application which we called the Social Investment Management Information System (SIMIS), is a mobile and web-based Application designed for Monitoring the National Social Investment Programme.”

    “Using this Application, the Ministry sees real time report of activities of the Independent Monitors on the Field. We can view reports submitted and see the NSIP performance indicators by state and detect areas of challenges.

    “For example, under the National Home-Grown School Feeding Programme, we can see where feeding has taken place and where there is no feeding happening. This will provide greater visibility to the Ministry and equip us with information to follow up with implementation happening at the state level.”

    According to the minister the Application allows the Ministry to have visibility up to the local government level. It will guide us at the Federal Level to ensure that, the programmes are working in line with their objectives, and also task the states to ensure they meet up with their deliverables towards effective implementation of the Programme. Essentially, it will help us deliver on our mandate and contribute to Mr. President’s vision of lifting 100 million Nigerians out of Poverty.

    The Independent Monitors are expected to monitor a designated number of beneficiaries of the National Social Investment Programme, she emphasized, adding that each monitor would bep paid a monthly stipend of N30,000, and they must meet up to 80% of their deliverables monthly to be eligible for their stipend.

    Their duties includes routine Monitoring of all programmes under the National Social Investment Programme (NSIP) in their assigned LGA, provisionof evidence-based report on findings in the field, submission of various categories of reports in accordance with the set timelines and attending all trainings and meetings as required by the ministry.

    The terms of engagement is for a duration of one year from the 1st June 2021 to the 31st May 2022 .

    Alhaji Basir Nura Alkali noted that the NSIP is a National Programme designed to promote sectoral linkages and synergies and ensure partnerships with critical stakeholders, as well as the buy-in and ownership of States and Local Governments.

    Alkali said that the engagement of independent monitors is a proactive strategy to monitor the programmes under thehe NSIP to achieve the desired results.

    He we explained that the NSIP has four components, namely the National Home-Grown School Feeding Programme (NHGSFP), the Government Enterprise and Empowerment Programme (GEEP), Job Creation Programme (N-Power), and the Conditional Cash Transfer Programme (CCT).

    The duties of Independent Monitors, he said is to monitor programme beneficiaries within their locality in schools, households, and market clusters on a routine basis using a standardized reporting tool which we have made available in hard copy as well as electronically. This would help measure the impact of these programmes.

    He expressed optimism that the programme will help improve lives by ensuring a more equitable distribution of resources to the vulnerable populous, including children, vulnerable youths, and women.
