    PSC Approves Promotion Of Frank Mba, Bala Ciroma As DIGs

    The Police Service Commission has approved the appointment of AIGs Frank Mba and Bala Ciroma as Deputy Inspectors General of Police.

    DIG Ciroma will replace DIG Ali Janga who has retired from Service and had represented the North East geo-political zone in the Police Management team.

    DIG Ciroma, the most senior Officer from the zone will henceforth represent the zone.

    DIG Mba will represent the South East zone and replace retired DIG John Amadi who before his retirement represented the zone.

    The Commission also approved the promotion of 14 Commissioners of Police to the next rank of Assistant Inspectors General of Police and 22 Deputy Commissioners of Police to the substantive rank of Commissioners.

    A statement by Spokesman of PSC, Ikechukwu Ani said, ‘These decisions were highpoints of the 21st plenary meeting of the Commission presided over by its Chairman, Dr. Solomon Arase, (IGP rtd) and attended by all the members of the commission including the Permanent Secretary/ Secretary to the Commission, Dr. (Mrs) Ifeoma Adaora Anyanwutaku.

    The new AIGs are CP Abubakar Lawal; CP Alhassan Aminu; CP Abdul Umar; CP Shettima Zannah; CP Ebong Eyibio Ebong; CP Adepoju Ayiinde Ilori and CP Okon Okon Effiong.

    Others are; CP Echeng Eworo Echeng; CP Susan Ukpanukiema Horsfall; CP Bankole Lanre Sikiru; CP Oladimeji Yomi Olarewaju; CP Sani Gwarzo and CP Odama Paul Ojeka.

    The 22 Deputy Commissioners of Police promoted to the rank of Commissioners are; DCP Abibo Deinma Reuben; DCP Thomas Abraham Nabhoni; DCP Wakil Abdul Salamai; DCP Enyinnaya Inonachi; DCP Ronke Nurat Okunade; DCP Adekunle Ismail Olusokan; DCP Hassan Abdu Yabnet.

    DCP Festus Chinedu Oko; DCP Aminu Baba Raji; DCP Omolara Ibidun Oluntola; DCP Akoh Benedict Gabriel; DCP Alamutu Abiodun Mustapha; DCP Bafda Magaji Jahun, DCP Ahmadu Tijani Abdullahi; and DCP Mohamned Mu’azu;

    Others are, DCP Bretet Emmanuel Simon; DCP Ihebom M Chukuma; DCP Shettima Mohamned Qurtu; DCP Olatokunbo Maxwell Olabisi; DCP Yusuf Mohammed Lawal; DCP Monica Leo and DCP Abaniwonda Surajudeen Olufemi.

    The Commission also approved the promotion of twenty four Assistant Commissioners of Police to the next rank of Deputy Commissioners.

    They include, ACP Ezekiel Ibrahim, Project Monitoring Unit, Force Headquarters, Abuja; Mohammed Shamsudeen, Assistant Director, OPS, Kaduna (NCCSALW); ACP Khan Salihu Usman, Networking Admin ICT FHQ, Abuja; ACP Wan Mantu Chongs, Commander PMF 19 Portharcourt; Baba Lawan Audu, Area Commander, Exeter Akwa-Ibom State Command;.

    Others are ACP Okon Etim Asuquo, Department of Operations, Benue State Command; Louis Chike Nwabuwa, Department of Operations, Plateau State Command; ACP Samuel Osman Onoja, Police College Oji River; ACP Sa’ad Yahaya and ACP Ibrahim Jibrin, Commanders 76 PMF, Nsukka and 56 PMF Ogoni amongst others.

    The Commission also approved the promotion of 39 Chief Superintendents of Police to Assistant Commissioners of Police.

    They include, CSPs Joseph Udoh; Nze Helen Omeba; Uduaku Isaac Udom; Anthony Francis Etim; Benjamin Kelembus Bello; Abdullahi Idris Abubakar; Ogbonnaya Nwota and Daiyabu Mohammed Ahmed among others.

    It also approved the acting appointment of CSP Akande Bamidele to acting Assistant Commissioner of Police.

    The two AIG’s, 14 CP’s and 22 Deputy Commissioners of Police appeared before the Commission in Plenary for an interactive session, a requirement for their new ranks.

    The Plenary Meeting also approved a new Instrument of Delegation on delegated powers to the Inspector General of Police.

    Chairman of the Commission, Dr. Solomon Arase congratulated the newly promoted Officers and charged them to reciprocate the Commission’s good gesture by re-dedicating themselves to the service of their fatherland.

    He promised to ensure that Police Promotions will be regular so that Officers are not allowed to stagnate in any rank.

    Dr. Arase commended other members of the commission for their dedication and sacrifice stressing that a new and brighter future “is here for the Nigeria Police Force”.

    ▪Stresses dedication to national duty

    The Police Service Commission has approved the appointments and postings of 12 Commissioners of Police to different State Commands in the country.

    The new Commissioners of Police, according to a statement by the
    Head, Press and Public Relations, Ikechukwu Ani, include Mohammed Usaini Gumel, posted to Kano State Command; Haruna Gabriel Garba, Federal Capital Territory, FCT Command Abuja; Tajudeen A. Abass, Delta State Command; Oladimeji Yomi Olarewaju, Ogun State Command; Taiwo Jesubiyi, Ondo state Command, and Julius A. Okoro, Benue State Command.

    Others are Romokere Ibiani, Bayelsa state Command; Mohammed Bunu, Yobe State Command; Garba Musa Yusuf, Kaduna state Command; Garba Ahmed, Zamfara state Command; Hayatu Kaigama Ali, Sokoto State Command, and Aliyu Musa, Katsina State Command.

    The Chairman of the Commission, Dr. Solomon Arase, a retired Inspector General of Police, who called for greater dedication to national duty from the new Commissioners, added that their postings came with a lot of commitment, innovativeness and demanded of them total loyalty to the country.

    He said: “At this national transition period, the new State Command Commissioners must brace up for challenges in the course of their duties,” urging them to quickly settle down to duty and tackle the security challenges in their respective states of posting.

    While wishing them well and also promising the Commission’s support at all times, Dr. Arase said the Commission would monitor their stewardships in their respective State Commands, urging them not to derail from established rules and regulations.

    PSC Dismiss 7 Senior Police Officers Over Gross Misconduct

    The Police Service Commission (PSC), on Tuesday, dismissed seven senior police officers over gross misconduct.

    The Commission also approved the reduction in rank of ten other officers.

    The decisions were taken during the continuation of the 15th plenary meeting of the Commission.

    Daily Trust reports that the meeting is expected to end on Thursday, October 6th, 2022.

    The meeting, presided over by its acting chairman, Justice Clara Ogunbiyi, considered all the Pending Disciplinary Matters (PDM) before the Commission.

    The PDMs, which totalled 47 and also treated some appeals from dismissed Police Officers.

    Addressing newsmen shortly after the meeting in Abuja, the spokesman of the commission, Ikechukwu Ani said, the dismissed officers include: 1 CSP, 1 SP and 5 ASPs.

    He added that one SP was also retired in public interest. The Commission reduced the ranks of 1 CSP to SP, 3 SPs to DSP, and 2 DSPs to ASPs.

    The Commission further reduced the ranks of 4 ASPs to Inspectors.

    10 senior Police Officers, including an ACP, a CSP, a SP and 2 DSPs were given the punishment of Severe reprimand.

    Five ASPs were also awarded the punishment of severe reprimand.

    13 Officers received the punishment of reprimand; 2 are to receive letters of warning while 4 officers were exonerated.

    Ani quoted Justice Ogunbiyi as saying the Commission would henceforth give the desired attention to Pending Disciplinary Matters so that those found guilty are punished immediately while those found not guilty are cleared to continue with their career progression.

    Justice Ogunbiyi called on Police Officers to ensure they operate within established rules and avoid taking laws into their hands.

    She said the Commission will continue to work to sustain a professional Police Force that operates in line with the established rules and regulations and in conformity with international best practices.

    We’ll not surrender constable recruitment mandate to police–PSC

    THE Police Service Commission has said it would not surrender to the Nigeria Police Force its constitutional mandate to recruit police constables which had been affirmed by the Court of Appeal.

    The commission noted that the police authorities used the favourable judgment of the Federal High Court to take over the 2020 recruitment exercise but added that the order had been overturned in its favour, stressing that it would not abdicate its constitutional responsibility.
    The PSC stated this in reaction to the protest and shut down of its headquarters by workers protesting the takeover of the ongoing recruitment by the police.

    The workers under the Joint Service Union had also embarked on a three-day strike to express their anger over the alleged moves by the commission to render them redundant following the takeover of the recruitment exercise.

    The PSC spokesman, Ikechukwu Ani, in a statement on Saturday, titled, ‘Re: Workers protest police recruitment, shut down PSC,’ explained that the issues raised by the workers, including delayed staff promotion and annual training, were being addressed by the management.
    While acknowledging the rights of the workers to embark on strike, it, however, frowned on the forceful locking of the offices.

    The PSC stated, “It is necessary to state unequivocally that the recruitment of police officers from the rank of constables to Cadet Inspectors and Cadet ASPs are and remains the constitutional responsibility of the commission and this was also affirmed not long ago by a judgment of the Federal Court of Appeal.

    ”The management of the commission has no intention to abdicate this constitutional responsibility. At no time did management willingly surrender the commission’s mandate to the Nigeria Police Force. This, it will never contemplate.

    Ani disclosed that the management had a few weeks ago addressed the staff on the matter and had also followed up with a discussion with the Inspector- General of Police to explain issues arising from the conduct of the 2021 recruitment process.

    He added, ‘’The management is currently taking up the recent announcement by the police, of screening dates for the 2021 constables recruitment, and will ensure that the constitutional responsibilities of the commission are not hijacked.

    ‘’Management will insist on keeping to existing clearly defined roles for all parties including the PSC, NPF, Federal Character Commission and state governments.

    The commission will drive the 2021 constable recruitment in line with constitutional provisions.’’
    On the 2021 staff promotion, the PSC said it would approve the recommendation of its Standing Committee on Establishment at the next plenary.

    The Police Service Commission says it will ensure that the integrity of the aptitude tests for candidates for recruitment into the constable cadre of the Nigeria Police Force holding on Friday 29th and Saturday 30th 2021 must be sustained and that it will not hesitate to discipline any Staff of the Commission or serving Police Officer found compromising the exercise.

    Addressing the Staff of the Commission today, Wednesday, October 27th, during a one-day orientation programme in Abuja, the Permanent Secretary and Secretary to the Commission, Mr. William Alo enjoined the Staff to conduct themselves with dignity and respect for the rules guiding the exams.

    The release by the Head of Press and Public Relations Mr. Ikechukwu Ani said Mr. Alo noted that he is happy with the existing cordial, harmonious and friendly relations between the Commission and the Nigeria Police Force and directed that Staff should work in synergy with the Police Personnel at the centres.

    According to him “your conduct will speak good or bad of the Commission and we will sanction any Staff who deliberately brings the Commission to ridicule” adding that the Commission will ensure that the completion exercise is successful.

    The Commission has deployed its staff to various examination centres in the 36 states of the federation and the Federal Capital Territory for the tests with a directive to ensure that the integrity of the exercise is sustained.

    Meanwhile the Commission has advised that cases of infraction or outright sabotage of the exercise should be reported through its dedicated official telephone lines 07080601377 or 07080601376 for immediate action.

    BREAKING: Magu Rejected As PSC Promotes Senior Officers

    The Police Service Commission (PSC), on Thursday, rejected the promotion of a former Acting Chairman of Economic and Financial Crimes Commission (EFCC), Ibrahim Magu.

    The Commission said it is awaiting clearance from the office of the Attorney-General of the Federation and Minister of Justice and the Office of the Inspector General of Police.

    The announcement was contained in a statement made available to newsmen by its spokesman, Ikechukwu Ani.

    Reports had it that rumours were rife few days ago that President Muhammadu was planning to promote embattled former boss of the anti-graft agency.

    PSC dismisses four senior Police Officers for misconduct

    Four senior Police Officers have been dismissed by the Police Service Commission (PSC) for misconduct and acts unbecoming of public officers.

    PSC Head of Press and Public Relations, Mr Ikechukwu Ani who made the announcement said the decision was taken at the 10th Plenary Meeting presided over by its Chairman, Mr Musiliu Smith, a retired Inspector General of Police on Friday.

    Among the dismissed police officers is a DSP who led a team that intercepted three Mercedes Benz trucks conveying about 300,000 live cartridges believed to have been smuggled across the border from the Benin Republic.

    An ASP was also dismissed for action prejudicial to the security of the state; sabotage; dishonesty and acts unbecoming of a public officer.

    The Statement Read;

    “A Chief Superintendent of Police (CSP), was dismissed for discreditable conduct, dishonesty and acts unbecoming of a public officer.

    “A Superintendent of Police (SP)was also dismissed for conspiring with four others to vandalise a transformer and stealing. The Commission has also directed that the officer should be prosecuted.

    “The two other dismissed officers included a Deputy Superintendent of Police (DSP )and an Assistant Superintendent of Police (ASP).

    “The team was said to have impounded the trucks at the base for three days but made no entries nor a situation report on the arrest.

    “The DSP rather raised a fake letter purportedly to escort the vehicles and suspects to Federal SARS Lagos with the dubious intention of ensuring their unlawful release.

    “Luck, however, ran out of the team when it was intercepted at a military checkpoint where soldiers on duty insisted on verifying the contents of the trucks. The DSP and his team were said to have abandoned the trucks and fled.”

    The promotion of four Assistant Inspectors General of Police to the substantive rank of Deputy Inspectors General of Police was also approved at the meeting.
