    17-year-old girl gang raped to death in Cameroon

    A 17-year-old girl identified as Minette Fotsting is reported to have been raped to death by unknown men in Douala, Littoral region of Cameroon.

    It was gathered that the teenager fondly called Kitty, was found in critical condition beside a construction site in Logpom district not far from her family house in the early of Wednesday, September 30.


    She was rushed to a clinic in the Bepanda district of the 5th Arrondissenment in Douala for medical attention. Despite the urgent care administered on her, Kitty passed away hours later.

    The findings of the examinations carried out by doctors indicate vaginal discharge, vulvar secretions and dehydration “suggesting signs of forceful recent sexual intercourse” an interpretation supported by the family.

    It was learnt that the deceased was also sodomised by the unknown assailants.

    According to local media, Kitty arrived Douala from the West Region to continue her studies while staying with her elder brother. She was recently been admitted to study her BEPC exam

    Fight Against Rape: Garkuwan Zamfara Charges Religious, Traditional leaders

     The Zamfara state concern Citizen and (Garkuwan mashaya Shayin Zamfara) Alhaji Ado Haruna Rugga Na Ali, called on religious and traditional leaders in Northern Nigeria to intensity efforts towards fight against rape with a view to eradicating it within the society.
    The concern Citizen made this known to Newsmen in Gusau the state capital on Tuesday morning.
    Garkuwa who lamented the increasing number of rape cases within the society, added that, it became necessary for leaders to take measures against rape in the society with a view to eradicating it within the society.
    Alhaji Ado also appealed to the federal government to continue its fight against drugs abuse in the society.     He added that, most of the cases of rape in the society were as a result of drug abuse among youth.
    He called on the federal government to take measures towards eradicating drugs abuse in the society.
    Garkuwa also advised parents and guardians to improve the training and retraining of their children for them to be good members of the soft, he said the state government under the leadership of Governor Bello Muhammad (Matawallen Maradun) will continue its fight against rape to ensure full eradication. Also noted that, these acts are unlawful to All religions that were practiced in the North, Islam and Christianity.

    Mum "gang-raped" in front of helpless husband and children by armed robbers in India

    A mother was allegedly gang-raped by armed robbers in front of her husband and children at the family’s home in India.


    The attack was reportedly carried out by four men in a village in the state of Punjab during a robbery attack.


    A police complaint said the men scaled the walls of the home before taking the family onto the rooftop of the building, where the group allegedly raped the mother in front of her helpless husband and children before they robbed the home.


    They then left with gold ornaments belonging to the family and 20,000 rupees (around £212) in cash, Dawn.com reported.


    The woman’s husband claimed when he first reported the attack to the local police, they initially registered the case against two suspects and insisted on leaving the allegation of gang-rape out of the report.


    According to him, they later agreed to investigate the rape following public outcry.


    A spokesperson for the police has denied that officers failed to record the allegations and said they were included in the initial written complaint. He also said that an investigation had been launched and a senior local officer in charge of the case.


    The attack is the latest in a string of incidents that have sparked protests in India in recent years.

    Last week, a tour guide was allegedly raped by five men and a woman at a five-star hotel in Delhi.

    In August, the body of a 13-year-old girl was found dumped near a sugarcane field in the state of Uttar Pradesh. The girl had reportedly been raped and strangled.


    Senior Opposition Congress Party member Jitin Prasada called the attack “inhumane” and said it put “humanity to shame”.
     

    “In this episode, the police must initiate such a strong action that it becomes a deterrent for criminals,” he said.

    RAPE: Gov. El-Rufai Signs Law To Castrate Rapists In Kaduna

    Governor Nasir El-Rufai of Kaduna State has signed into law the amended penal code 2020 which prescribes surgical castration for a rapist upon conviction.

    The development was disclosed in a statement on Wednesday by the governor’s spokesman, Muyiwa Adekeye, after the amended law was passed by the Kaduna State House of Assembly last week.

    The state House of Assembly noted that “with the new law, anyone convicted of rape will have his organ surgically removed so that even upon completion of his jail term, he will not be able to commit the crime again.

    It added that “in addition to the castration of the convicted rapist, the new law recommends 21 years imprisonment for the rape of an adult and life imprisonment for the rape of a minor.”

    While signing the law, governor El-Rufai noted that in addition, such convicts will be listed in the sex offenders register to be published by the Attorney-General of the state.

    He stated that these drastic penalties are required to help further protect children from such serious crimes.

    The Kaduna State Penal Code (amendment) law 2020 amends the penal code law (no.5) of Kaduna State, 2017 by substituting section 258 as follows:

    1. Whoever commits rape of a child below the age of fourteen (14) years shall on conviction, be punished with surgical castration and death.

    2. Whoever has sexual intercourse with a male child below the age of fourteen years shall be punished with surgical castration and death.

    3. Where a female adult is convicted for the offence of rape of a child, the court shall punish the accused with bilateral salpingectomy and death.

    4. Where the victim is above fourteen years, the court shall on conviction sentence the accused with a punishment of surgical castration and life imprisonment.

    5. Where the convict is a child, the court shall order as appropriate under the children and young person law cap 26 laws of Kaduna State 1991.

    6. Where the victim is a child, the court shall in addition to the conviction, order that the convict be listed in the sex offenders register to be published by the Attorney General.

    7. Where the court is trying the offence of rape involving a child below the age of fourteen years, corroboration of a medical report shall be necessary.

    The Nasarawa State House of Assembly, has passed into second reading a Bill for a Law to Enact the Nasarawa State Gender Based Violence (Prohibition) Law and other Matters Connected Therewith.

    RT. Hon Nehemiah Tsentse Dandaura, the Deputy Speaker of the House announced the passage of the bill after the sponsor of the bill  RT.Hon Ibrahim Balarabe Abdullahi, the Speaker of the House presented the bill during the House proceedings in Lafia today.

    The deputy speaker committed the bill to the House Committee on judiciary and Women Affairs to work on the bill and report back in the next four weeks.

    Earlier, Rt.Hon Ibrahim Balarabe Abdullahi, the Speaker of the House while  presenting the substance of the bill said that the rampant cases of rape in the state and Nigeria is worrisome, hence the need of his decision to sponsor the bill.

    “For sometimes now, Nasaawa State have been in the news due to cases of rape.

    “In the last couple of months, Nasarawa State has recorded over 40 cases of rape. 

    “The most painful one was a case of a three months  baby in Adoge in Lafia Local government  Area of the state.

    “And the second one was a case where 85 years woman was allegedly rape in Awe Local Government  Area of the state.

    “Recently, we have received  delegations from FOMWAN and first lady of the state. Their visits was in respect to campaign  against rape.

    “And we promised them that the House will come up with a law that will provide a stiffer penalties against those perpetrating the act to serve as deterrent to others, hence the need of the bill.

    “This is because we cannot sit down here and fold our hands watching our mothers and girls being rape, ” Balarabe Abdullahi said.

    Hon Tanko Tunga, the Majority Leader of the House seconded the motion for the passage of the  bill into second reading.
     most of the members who contributed during the sitting  lauded the speaker for sponsoring the bill.

    They have added that the bill if finally passed into law would address the issue on all violence against human and with Stiffer penalties.

    The Executive Director, Challenge Parenthood Initiative, CPI, Eunice Abimbola Agbogun on Tuesday appealed to Kogi State Government to stop giving amnesty to rape offenders, rather suggested death or life imprisonment for those found guilty in the state.

    Agbogun made the appeal while addressing Women from Kogi Central senatorial district of the state on Tuesday in Okene at a sensitization workshop organized by the Challenged Parenthood Initiative, CPI, in collaboration with Actionaid Nigeria.

    The appeal which came at the heels of the proposed bill on Violence Against Persons Prohibition, (VAPP), that has passed through second reading in the Kogi State House of Assembly was aimed at curbing incessant rape cases in the society.

    The Executive Director noted that the bill is currently awaiting public hearing in the hallow chamber stressing that if passed, it will help address most of the societal and domestic violence in Kogi State.

    Agbogun who admonished participants to take the sensitization down to the grassroots in a bid to allow quick passage of the bill said the campaign on violence against women is a collective responsibility.

    “We have read of some horrific accounts of this heinous crime through various media channels in recent times. A lot of times victims of such crime don’t even report the incident to the appropriate authorities.” She stressed.

    “Many victims of rape for fear of stigmatisation and being blamed for their ordeal bear the pain of the crime committed against them, thereby leaving their assailants roaming free to perpetrate more crimes. It is indeed quite unfortunate that victims are sometimes blamed for being raped.”

    Information obtained from the International Centre for Investigative Reporting (ICIR) website According to her, indicates that there have been 65 rape convictions between 1973 and 2019 in Nigeria. This number, no doubt is insignificant considering the number of reported cases of rape in the country.

    “The women who were overwhelmed on the content of the bill and what it intends to achieve in their lives unanimously prayed against any person who intend to work or stand against the passage of the bill in the state.”

    Also speaking, the Executive Director Initiative for Grassroots Advancement, INGRA, Mr Hamza Aliyu highlighted other areas which the proposed bill seeks to address which includes, sexual harassment, rape, intimidation, molestation, physical or psychological threat, political violence, thuggery among others

    The bill according to Mr Aliyu also recommend severe punishment ranging from 10 years to life imprisonment for any offenders while any person who incite, aids or abet crime of the above will be convicted for the same offence.

    The Assembly gave the approval following the passage of a bill to amend the Kaduna state penal court law, 2017, by the lawmakers on Thursday, September 10. The assembly announced the approval on its Twitter handle but deleted the tweet afterward.

    Taraba state Police command has on Monday paraded Three persons l paraded before for allegedly defiling an 11 year old girl in Jalingo.

    The suspects were identified as Ahmadu Garba 65, Abubakar Bala 37 and Suleman Ahmadu.

    It was further gathered that the young lady was under the custody of the 65 years old Garba where he doesn’t only defiled her, but also alleged to invite his friends to have sex with her which is believed to be for commercial purpose.

    While parading them, the Taraba state police spokesman, DSP David Misal, told newsmen that the lead culprit (Garba) has been using the girl for a commercial purpose in the past three months. ”

    One of the unidentified suspects whom the police claimed is at large, they said would soon be track down as relevant mechanisms was said to have been put in place by the commissioner.

    The arrest of the suspects, he said was made possible following tip off from some good samaritans, stating that the command is making every possible efforts to trace and relocate the girl who as at the time of filing this report is in under the care of the police.

    Rape of minors surge in A’Ibom as Police nab six men

    The war against rape, especially minors in Akwa Ibom by the Police has continued unabated with the apprehension of six male suspects across the state for forcefully having carnal knowledge of underaged girls.

    A police statememt from the State Police Public Relations Officer, PPRO, Fredrick Nnudam made available to newsmen weekend revealed that the six suspects were apprehended in Mbo,Ikot Abasi, Abak,Essien Udim, Ikot Ekpenehas and Eket Local Government Areas.

    The victims who were between five and 13 years were in most cases lured with money as little as N200.

    One of the suspects one Edet Godwin Edet, aged 27yrs of Ikangta Ibaka, Mbo L.G.A forcefully had unlawful carnal knowledge of his 12 year old church member.

    “Edet lured her under the pretense of employing her as a sale girl in his provisions shop, and thereafter he took advantage of the victim and raped her. In his bid to send the girl away, he accused her of stealing five hundred naira (N500.00), and in the process gave her a machete cut on her head. During investigation, the suspect confessed to the crime.” The statement said.

    Others apprehended include Inyang Ufot Umoh of Ikwa, Ikot Abasi L.G.A who forcefully had unlawful carnal of an eight year old girl while officers of Family Support Unit apprehended one Victor Felix Ukpong in Abak L.G.A who raped a five year old girl in his bedroom.

    ” Investigation shows that the mother of the victim took her to her pastor’s house for custody while she went to market, but the pastor’s son took advantage of the victim and raped her.” It said.

    Also, one Effiong Peter Akpan of Adiasim Ikot Ekon village, Essien Udim L.G.A was arrested for conspiring with one other suspect, now at large to gang-rape a 12 year old girl in a bush, while one Etimbuk Moses Isong of Nto Nsek, Ikot Ekpene L.G.A was also nabbed for luring a 13 year old girl with N500 to have unlawful carnal knowledge of her in his provisions shop.

    The statement reiterated the Command’s commitment to the protection of victims of rape against any form of threats, and enjoined them not to be dissuaded by stigmatization in reporting cases of rape and other gender-based violence.

    It also commended the judiciary for speedy trial of accused persons involved in sexually related cases, noting that there would be no safe haven for sexual offenders in the State.
