    Terrorism: Gov Emmanuel tasks NIS on new approaches

    Governor Udom Emmanuel of Akwa Ibom has called on the Nigerian Immigration Service (NIS) to invent new approaches to protect Nigerians, saying such innovations would check several acts of terrorism currently perpetuated in the country.

    Emmanuel who made the appeal on Thursday in Uyo during a Stakeholders’ Sensitization programme on the Nigeria Visa Policy Document (NVP 2020) organised by the state command of the NIS, said a robust and proactive Immigration Service can be used to forestall terrorist attacks.

    The Governor who was represented by his deputy, Mr Moses Ekpo at the occasion commended the snergy between security agencies in the state and urged the Service to take a cue from the Unites States, which have made their Immigration Service part of their Department of Homeland Affairs to prevent a repeat of the September 11, 2001 terrorists attack.

    “The Nigeria Immigration Service (NIS) is a critical member of the Nigerian Security architecture. In most of the advanced world, it is part of the first line of national defence, given the critical role it plays in admitting visitors through various ports of entries in those nations.

    “In today’s world of asymmetric security situations, the seemingly innocent visitor you may have admitted into your country may be part of a terrorist sleeper cell. Such a visitor may have been sent by his or her sponsors with the expressed and evil command to cause a breach of public peace through acts of terrorism.

    “The need therefore, for the Immigration Service to meet regularly, explore new approaches of protecting the nation, and thinking, anticipating and disrupting such evil designs has become even more urgent and imperative.” He explained.

    Addressing the sensitization meeting, the acting Comptroller-General (CG) of Immigration, Isah Idris, represented by the Owerri Zonal Coordinator, ACG Ejiogu, said the Nigeria Visa Policy (NVP 2020) is an ambitious document that would transform the economy of the country.

    ” In the document, we have expanded Visa classes from mere six to 79 classes in three new categories of Short Visit Visa (28 classes), Temporary Residence Visa (36 classes) and Permanent Residence Visa (15 classes).

    “The major highlight of the document is that we now have Visa classes for every conceivable purpose of travel unlike before when we issue only business or work Visa to anyone desirous of coming into the country.” Idris explained.

    The CG who said that Akwa Ibom is rated the Second Best State in the attraction of Foreign Direct Investments (FDIs) rating after Lagos stressed that such could not have been possible without the enormous efforts of the state government.

    He said there was however the need for increased collaboration for a more responsive and enduring security arrangement for the Blue Border areas of the state.

    Akwa Ibom State Controller, George Didel in a remark bemoaned the high rate of human trafficking and crime of harvesting human parts in the state and pledged to redouble effort to tackle illegal migration in the state.

    Didel also informed the public of an existence of ECOWAS passport which could enable them do businesses around West African Countries.

    “A lot of people do not know of ECOWAS passport which could nelp you travel round West African Countries. It is most convenient to acquire because you can get in within few hours. You don’t have to wait for the standard Nigerian Passport which may take a minimum of three weeks for renewal and six weeks for new one.” He said.

    A former National Chairman of the All Progressives Grand Alliance, Chief Victor Umeh, has said that President Muhammadu Buhari made a simple case of Mazi Nnamdi Kanu, too complex for Nigeria.

    Umeh said continued incarceration of the leader of the Indigenous People of Biafra by the Federal Government was unjust to the Igbo nation.

    The former APGA chief made these remarks in Onitsha during the 20th year Episcopacy celebration of the Most Rev. Dr Valerian Okeke, the Archbishop of Onitsha Catholic Archdiocese at the Basilica of Holy Trinity.

    He said he had advised the Federal Government that the manner it was handling Kanu’s case was not the best way, adding that the matter had become too big for Nigeria to handle.

    He said, “They treat Nnamdi Kanu’s issue as a personal thing. It is not. Kanu enjoys the solidarity and sympathy of Igbo people because they believe he fights for them and anything he says, they do, he is calling for the de-marginalisation of Ndigbo. He wants equality for all Nigerians. The Federal Government thinks it is Kanu they are dealing with, not knowing that they are dealing with all of us, the entire Igbo nation.

    “It is pertinent for the Federal Government to realise that they are dealing with the entire Igbo nation and that has become so difficult for them to handle.”

    “The issue of Kanu is a simple thing to handle if they listen to the yearnings of Igbo people to ensure justice in the Nigerian nation.

    “If they do it, there will be no problem. Once the government changes its attitudes towards Igbo, we will embrace Kanu and ask him to allow this thing to lie. I know he will do it as he did during the governorship election.”

    “When the last governorship election became so tensed when it became obvious that the election may not take place, they reached out to Kanu, who called off the sit-at-home and ordered that everybody should go to the election. People then became confident and participated in the election.

    “They are not using the right approach. They are not. I have said this for the past six years. What I am telling you today is what I had told them for the past six years. Let them remove the hand of the monkey from the pot of soup before it becomes the hand of a human being. That is the way to go.”

    “An Umuahia High Court has given the Federal Government leeway by stating that Kanu’s arrest was illegal and therefore he should be released. It is a judgement of a court. So, it is better for President Buhari to obey the judgment of Umuahia High Court and allow peace to reign in Nigeria and let us move forward.”

    Terrorism and the rise of repentance

    Nigeria’s increasingly close brush with terrorism has thrown up a couple of dilemmas, some more pressing than the others.

    For those who have survived at the tip of its spear, the dilemma has often involved how to move on after their loved ones have been killed, livelihoods destroyed and houses razed.

    Crammed into filthy refugee camps dripping with squalor, they usually have enough time to compare and comprehend wounds.

    A country that continues to experience the constant trauma that terrorism engenders must also now count the cost of continuously being in the eye of the storm. It is always one issue or the other with the conversation often veering wildly between the serious and the ridiculous.

    There have been conversations on whether IDPs camps should be closed, the treatment that should be accorded those who have previously taken up arms against the Nigerian state but are now supposedly repentant of their heinous crimes.

    Conversations along that line are often heated and engrossing. Recently, two men who govern two of Nigeria‘s most volatile states had their take on the vexed issue of repentant terrorists.

    First to go was the much-maligned Mr Nasir el-Rufai, the Kaduna State Governor. Dishing out truly horrifying figures on the security challenges facing his state as compiled by Samuel Aruwan, the Commissioner of Internal Security and Home Affairs, Mr El-Rufai lamented that Kaduna State lost 1,192 residents to bandit attacks across the state in 2021, while 3,348 citizens were kidnapped.

    He soon took leave of his lamentation to launch a scathing attack on the whole idea of ‘repentant terrorists’ which many have beentoo eager to push recently.

    He said: “We continue to emphasize that as a state, we do not believe that there is any phenomenon like `repentant bandits’.

    Any person that makes a conscious decision to secure arms, challenge the authority of the Nigerian state, and threatens the lives and property of Nigerians does not deserve to live or be granted any concession by the society”. But in Borno State, which has since become one of terrorism‘s chief theatre of operations, Mr. Babagana Zulum, the Borno State governor had a different view.

    Expressing confidence that 90 % of repentant terrorists are genuine, the governor said he was in no doubt that the majority of the terrorists who surrendered to the Nigerian military are truly repentant.

    According to Mr Zulum: “I am 100 per cent confident. Yes. While no process is perfect in the entire world, so far,so good. The process has yielded positive results; I believe over 90 percent of those that have surrendered are doing well and have given government the necessary support. They are also calling their colleagues in the bush to come out and join the process of peacebuilding.”

    To come out from where and return to what exactly? The divergence of opinions between two Nigerian governors whose states that have lived firsthand the devastating menace that terrorism is approximates what many Nigerians make of ‘repentant terrorists’.On the one hand is the Nigerian Army which has enthusiastically pushed ‘Operation Safe Corridor’as a solution by which it seeks to lure terrorists out of their lairs, deradicalise them all with the broader aim of defanging terroristgroups and ultimately defeating terrorism.

    However, when sometime in 2021, the internet was flooded with pictures of supposedly repentant terrorists enjoying a soccer match amid raucous laughter and cheers in an NYSC orientation camp in Gombe State, many Nigerians balked at the chilling cruelty of irony.

    It hit a sore spot that while Nigerian children sacked from their communities cannot go back to school and are stuck in squalid IDPs camps with their equally grounded families, those responsible are offered a new lease of life with the taxpayer‘s money.

    Amid the squalor that sticks like superglue, child victims of bone-jarring terrorist activities do not know what fun tastes like having lost their childhood.

    If Nigeria is to ever attain true justice which is the foundational nucleus of any society that wants to know genuine advancement, those who have caused others so much death and suffering deserve stinging lashes of the cane across their backs and not casual slaps on their wrists with carrots.

    When the supposedly repentant terrorists complete their deradicalisation, to which communities will they then be reintegrated into? Nigerians are a forgiving lot and this laudable trait comes from a place of deep religion.

    However, to ask them to embrace those who once shared kinship with the killers who caused them so much suffering is to ask for too much while cruelly and unjustly mocking their pain.

    There can be no doubt that justice is best served when people go in for what they have done, especially when their actions have made life a living death for others.

    To pervert this kind of justice under any guise is not only appalling and atrocious, but abominable.

    The authorities can huff and puff all they want but Nigerians know that the whole idea of ‘repentant terrorists’ is one grand illusion, pushed to serve parochial interests. The rustiness of such repentance is as rotten as the ruse of those who advertise and advance same.

    The merchandise they market is not just expired and extortionate, it is egregious.

    Infrastructure worth $6.9bn lost to terrorism in Northeast—Gov Zulum

    Governor Babagana Zulum of Borno State has estimated losses suffered by the northeast as a result of terrorism at about $6.9 billion.

    He said the losses included over 5000 classrooms destroyed, 900,000 homes burnt beyond repairs, 713 energy distribution sources damaged, as well as 1600 public water sources destroyed.

    Zulum gave this account on Thursday while briefing State House correspondents on plans by the Presidential Committee on Repatriation, Return and Resettlement of Internally Displaced Persons in the North East of Nigeria.
    The governor reiterated his advice to the Federal Government to engage the services of mercenaries to put terrorism under checks once and for all, adding that ISWAP was fast gaining ground in the northeast and on the fringes of Lake Chad.
    According to him, the negative consequences suffered from Boko Haram will be nothing compared to what ISWAP will unleash if allowed to grow.

    He said one of the reasons his administration is bent on relocating the Internally Displaced Persons (IDPs) back to their ancestral homes is because the camps are becoming a fertile ground for the recruitment of foot soldiers for ISWAP.

    On why he was in the habit of putting himself in harm’s way to fight terrorism in his state, he said he was not afraid to die, as long as it was not the will of God.

    Group Lauds Military Over Successes Against Banditry, Terrorism

    A pressure group, Northern Youth Network (NYN), has lauded the Nigerian Military over what it described as renewed success in the war against terrorism and bandits in recent times in Sokoto, Borno, Zamfara, Kaduna and other states in the North East.

    Spokesman of NYN, Mallan Abdulrahman Ahmed in a statement made available to newsman commended the Nigerian military and other security agencies involved in the fight against terrorists in the country.

    He particularly commended the Defence Intelligence Agency (DIA) for properly coordinating intelligence and sharing same with the armed forces which has led to precision in the ground operations and Airstrikes by the air component of the operation Hadin Kai.

    The group maintained that the success of the war in recent times against insurgency is as a result of the intelligence gathered nothing that the Intelligence, Surveillance and Reconnaissance (ISR) missions, has yielded positive results.

    “Recently, the Airforce supported by ground troops have dealt a deadly blow on the terrorists and bandits, destroying their camps, armoury and eliminating several of them including their top commanders and their families. This kind of success would not be possible except for the Impeccable intelligence gathering by the DIA”, the statement added.

    It further explained that the success of the airstrikes can be seen in the bombardment of the compound of a notorious bandit leader, Alhaji Zaki in Bayan-Magari forest Birnin Magaji in Zamfara State stressing that the attack led to the elimination of all members of his family.

    Relatedly, a Joint Operation by the Nigeria and Niger Republic military forces around Diffa and Mallam Fatori Axis lead to the elimination of scores of Boko Haram insurgents and destruction of 5 gun trucks were destroyed and cache of weapons recovered.

    Mallam Abdulrahman Ahmed, stated that Nigerian military airstrikes killed most wanted ISWAP commander, Modu Kime Aka Abou Maryam and his group of insurgents along the borders of Lake Chad In Borno State. NAF airstrikes targeted the Gun Truck Which sheltered Abou Maryam during the battle and destroyed It at the River banks of Bisko and Tumbum Tawaye in Abadam local government area of the state. Abou Maryam who has been On the wanted list for a long time due to his attacks on Damasak, Nganzai and Maiduguri, Borno State.

    According to the spokesman of the Northern Youth Network, troops have rescued all 48 victims who were attacked and kidnapped by bandits while commuting to Kano on the Kaduna Birnin -Gwari highway after intense gun battle .

    “The military has also arrested several other bandits informants and many others supplying drugs and other logistics to the terrorists. A large number of insurgents have surrendered to the Military in the last few months.

    “The aforementioned success can only be achieved through intelligence gathering and processing into actionable intelligence for the conduct of operations. The group while commending the security forces tasked them to garner the needed cooperation and synergy to finally defeat criminality and restore normalcy in the affected areas”, the statement noted.

    Al Mustapha who featured in a programme in the Hausa Service of Voice of America (VOA), said rich people with access to weapons and hard drugs were sponsors of Boko Haram insurgency and banditry in Nigeria.

    He charged the Federal Government to act decisively against the individuals in a bid to halt the country’s slide into total ruins.

    The ex-CSO insisted that the few individuals benefitting from Nigeria’s mineral resources appeared unstoppable in their resolve to bring down the country.

    He said: ” It is high time that every patriotic Nigerian, anyone who has Nigeria, Africa, or the entire world at heart to stand up and make a personal contribution. Things are not moving as expected.

    “There are people spending their money to cause crisis and it appears they are succeeding.

    Buhari Calls For Concrete Support To Defeat Terrorism In Africa

    President Muhammadu Buhari on Saturday called on the Turkey-Africa Partnership Summit to provide concrete support to help defeat terrorism and insurgency on the African continent.

    He informed the gathering at the third edition of the summit in Istanbul that the Boko Haram terrorist group, though fragmented by internal strife and degraded by Nigeria’s defence forces, has continued to prey on soft targets.

    The President stated that the summit convened by President Recep Tayyip Erdogan of Turkey has given due consideration to the issue of terrorism, while also focusing on development and infrastructure in Africa.

    “Another area this partnership must focus on is the global challenge of climate change which is impacting us in Nigeria, Turkey, across Africa, and indeed across the world,” he was quoted as saying in a statement by his spokesman, Garba Shehu. “It has become a catalyst for conflict through food insecurity, drying up of lakes, loss of livelihood, and youth migration, among others.

    “The trend is the same around the world where communities are overwhelmed by forest fires, rising sea levels, flood, drought, and desertification. I want to seize this opportunity to appeal for support for initiatives such as Africa’s Great Green Wall on Environment and Land Management, which is designed to fight the effects of climate change and desertification in Africa.

    “The initiative aims to restore 100 million hectares of degraded land in the 11 countries of the Sahel-Sahara strip, capture 250 million tons of carbon and, create 10 million green jobs by 2030.”

    On the global coronavirus pandemic, President Buhari urged nations to follow the example of Africa-Turkey cooperation, which emphasises solidarity and support in tackling the challenge.

    In his words, “The pandemic is a global challenge which calls for global solidarity and solutions and the Africa-Turkey cooperation model has proved to be an example to the world. Not only has there been mutual support to respond to the pandemic but also mutual support to build resilience and sustainable development in other sectors.

    “We also commend the African Union for the excellent role it has been playing in coordinating the implementation process of the Partnership.”

    The President noted that in view of the increasingly unpredictable nature of contemporary global challenges facing mankind, world leaders must continue to put the well-being of humanity at the centre of the agenda for the common good and prosperity of all.

    “We must therefore promote science, technology, and innovation and share knowledge from research and development to better equip us to address present and future challenges in a more equitable and sustainable manner.

    “In this regard, Nigeria strongly endorses the Summit Declaration as well as the 2022-2026 Joint Action Plan,” he said.

    President Buhari affirmed that international trade has remained an engine for development and sustained economic growth, as well as the global eradication of poverty.

    He commended the significant increase in trade figures between Africa and Turkey and urged the African Continental Free Trade Agreement (AFCTA) to assist in further increasing it to a level of a win-win for all countries.

    “We are confident that given the level of openness, trust and commitment manifested in the Africa–Turkey Partnership, this cooperation mechanism will be a game-changer for our countries and set us on the path of sustainable development for our peoples,” said the President who applauded President Erdogan for initiating the Turkey-Africa Partnership since 2008.

    Army Acquires 60 New Armoured Vehicles From China To Tackle Banditry, Terrorism

    The Nigerian Army has taken delivery of 60 new VP – 1 Type Tracked Armoured Personnel Carriers manufactured in China to boost the ongoing war against Boko Haram insurgency and banditry in the North-East and North-West.

    Speaking during the commissioning of the new armoured tanks at the Nigerian Army School of Infantry, Jaji Kaduna State, the Chief of Army Staff, Lieutenant General Faruk Yahaya said the deployment of new platforms to the battlefield underscores the Federal Government’s commitment to ensure that a state of normalcy is achieved across the country.

    Represented by the Commandant of Infantry Corps, Major General Victor Ezugwu, the Army Chief assured that the military is taking cogent steps in ensuring that bandits and terrorists are neutralised and annihilated throughout the country.

    “It is an effort which is in line with the Federal Government’s cardinal objectives of tackling the totality of the security challenges facing our dear country Nigeria,” the Army Chief said.

    “These platforms we commission here today is in addition to other equipment brought in for the purpose and this underscores the strategic resolve to ensure that a state of normalcy is achieved across the length and breadth of Nigeria.”

    While thanking President Muhammadu Buhari for supporting the armed forces, the COAS said the vehicles would boost the fight against insurgency and banditry in the North-East and North-West regions.

    He, however, warned the bandits and other non- state actors to either surrender with their arms or be sent to hell.

    Lieutenant General Yahaya also reiterated the Nigeria Army’s commitment in protecting the territorial integrity of the country, adding that this would be achieved in collaboration with relevant stakeholders, partners and other agencies.

    UAE names Nigerians among sponsors of Terrorism

    The United Arab Emirates (UAE) has listed six Nigerians as financiers of Boko Haram and terror activities.

    State-run WAM news agency reports that the information was released at the country’s federal cabinet meeting in Abu Dhabi on Monday.

    The Nigerians are Abdurrahaman Ado Musa, Salihu Yusuf Adamu, Bashir Ali Yusuf, Muhammed Ibrahim Isa, Ibrahim Ali Alhassan and Surajo Abubakar Muhammad.

    They were prosecuted in 2020 for wiring funds to Boko Haram.

    The full list of 53 individuals and entities indicted include:
