Works Ministry Unveils Performance Management System to Boost Civil Service Efficiency

The Federal Ministry of Works has officially launched its Performance Management System (PMS), a strategic move aimed at enhancing accountability and improving efficiency within the civil service. The initiative aligns with the Civil Service Strategic Implementation Plan 2021-2025, which was introduced in 2020 under the directives of the Head of Service of the Federation, Mrs. Didi Walson-Jack.

Speaking at the launch, the Permanent Secretary of the Ministry, Yakubu Kofaramata, underscored the importance of this new system in improving governance and service delivery. “This event marks a significant milestone in our commitment to implementing the Federal Civil Service Plan (FCSP). Our goal is to enhance performance, transparency, and accountability across the ministry,” Kofaramata said.

The PMS is designed to provide a structured approach to evaluating individual contributions, ensuring they align with the ministry’s broader objectives. “The performance management system is a systematic process that enables organisations to meet their goals by ensuring individuals perform as expected,” he explained.

One of the key elements of the PMS is a weekly performance review every Thursday, where staff members’ progress will be assessed. This initiative is part of the ministry’s broader strategy to support President Bola Ahmed Tinubu’s “Renewed Hope” agenda by fostering a more effective and accountable civil service.

Kofaramata highlighted the benefits of the system, including “improved productivity” and “enhanced employee success through regular feedback.” He also noted that performance contracts had been signed by the Permanent Secretary, directors, and heads of units, with over 800 of the ministry’s 962 employees already agreeing to these terms.

The ministry has already begun appraising staff under the new system, demonstrating its commitment to continuous improvement. “I am happy to inform you that appraisals have already begun and are ongoing,” Kofaramata confirmed.

The introduction of the Performance Management System is expected to be a driving force for better governance, instilling a culture of high performance and accountability within the civil service.

Meanwhile, multiple reports suggest that President Bola Tinubu is preparing for a cabinet reshuffle, aimed at revitalizing his administration and improving efficiency across key sectors.
