By Jabiru Hassan

The Kano State House of Assembly and the Bauchi State House of Assembly have agreed to strengthen legislative cooperation to enhance parliamentary practices and governance outcomes in both states. The agreement was reached during a courtesy visit by members of the Bauchi State House of Assembly to their Kano counterparts.

The Bauchi delegation, led by the Chairman of the House Committee on Finance, Hon. Ibrahim Tanko Nura, was received at the Kano State House of Assembly by the Deputy Speaker, Rt. Hon. Muhammad Bello Butu Butu, who represented the Speaker, Rt. Hon. Jibril Ismail Falgore. The visit focused on legislative collaboration, exchange of ideas, and policy harmonisation.

According to a statement issued on Tuesday by the Speaker’s Spokesperson, Kamaluddeen Sani Shawai, the Deputy Speaker commended the Bauchi lawmakers for the visit and reaffirmed Kano Assembly’s readiness to deepen partnerships in legislative procedures, House administration, and other key areas of governance.

Rt. Hon. Butu Butu also appreciated the Bauchi delegation for their condolence message over the recent loss of two members of the Kano State House of Assembly. He described the gesture as a show of solidarity and inter-parliamentary brotherhood, noting that the Assembly was still mourning the deceased lawmakers. He further assured the visiting lawmakers that the Kano State MDA Revenue Harmonization Law of 2016 remains a viable policy framework. According to him, the law is open for review and adaptation by Bauchi State as part of efforts to improve revenue generation and streamline taxation processes.

Speaking during the meeting, the Majority Leader of the Kano State House of Assembly, Hon. Lawal Hussain Dala, explained that the harmonised tax law was introduced to eliminate multiple taxation and reduce the burden on businesses and residents. He noted that the legislation has helped improve efficiency and transparency in revenue collection.

Hon. Dala also highlighted the long-standing historical and political ties between Kano and Bauchi states. He recalled that Bauchi had played a significant role in Kano’s political evolution, dating back to the era of Malam Aminu Kano, and stressed that both states have continued to benefit from shared experiences and mutual cooperation. The Clerk of the Kano State House of Assembly, Alhaji Bashir Diso, described the harmonised tax law as critical to fiscal reforms in both states. He thanked the Bauchi delegation for the visit and expressed optimism that sustained collaboration would strengthen legislative capacity and service delivery.

Earlier, Hon. Ibrahim Tanko Nura, Chairman of the Bauchi State House of Assembly Committee on Finance, said the visit was aimed at learning from Kano’s legislative experience, particularly in budgetary and revenue matters. He commended the Kano Assembly’s Appropriation Committee and other standing committees for their consistency and effectiveness. Hon. Tanko explained that the Bauchi Assembly sought approval to obtain a copy of the Kano State MDA Revenue Harmonization Law for detailed study, with a view to adopting similar reforms in Bauchi State.“

We are committed to working together as partners, learning from your achievements over the years, and implementing policies that will ultimately serve the best interests of our people,” he said. The visit marked another step toward stronger inter-state parliamentary relations, with both Assemblies expressing commitment to sustained cooperation for legislative progress and improved governance.
