Kaduna Health CSO Faces Internal Disputes Over Spot Checks, Financial Oversight

A Kaduna-based health-focused civil society organisation, the Kaduna Maternal Accountability Mechanism (KADMAM), is facing internal disputes linked to facility monitoring activities and concerns over financial transparency.

The issues emerged following recent health facility spot checks and questions raised by the organisation’s treasurer regarding bank account notifications and withdrawals. The disagreements have led to the removal of the Treasurer and the Chairman of the Knowledge Management and Communication (KMC) sub-committee from KADMAM’s internal communication platforms.

According to the affected officials, the disputes centre on the allocation of allowances for facility spot checks conducted in November 2025 and the management of the organisation’s jointly operated bank account. The KMC Chairman alleged that changes were made to his assigned monitoring location without prior notice, leading to disagreements over who was eligible for allowances under donor-supported guidelines.

Separately, the Treasurer raised concerns about not receiving alerts for transactions on the organisation’s account, despite being a signatory. She subsequently announced her withdrawal as a signatory, citing accountability concerns. Her removal from the group chat was later reversed, while the KMC Chairman’s access remains unresolved.KADMAM’s co-chairman, Garba Mohammed, has not publicly responded to the allegations. It remains unclear whether the decisions taken were collective or unilateral.

Established in 2015 with support from the UK-aided MNCH2 programme, KADMAM is a multi-stakeholder platform aimed at improving maternal and child health accountability in Kaduna State. Some members have called for an independent audit and clearer internal governance processes to resolve the disputes.
