Airport Reforms: FG Begins Crack Down, Fires Warning Shot with Operation AirClean

In a further demonstration of its commitment to reform, the Federal Government has made substantial breakthrough in its efforts to eradicate pervasive corruption, illicit practices, and significantly enhance the overall travel experience at airports across the country.

The initiative followed the outcome of an emergency high-level meeting endorsed by the Honourable Minister of Aviation and Aerospace Development, Festus Keyamo and chaired by the Managing Director of FAAN, Mrs. Olubunmi Kuku. The meeting was convened to address critical challenges at the Murtala Muhammed International Airport (MMIA) and the General Aviation Terminal (GAT).

The Federal Airport Authority of Nigeria (FAAN) made the announcement on Wednesday, unveiling what it tagged: ‘Operation Air Clean’, a far-reaching initiative designed to elevate the standard of the country’s airports. This bold move is a key component of the government’s broader strategy to enhance efficiency, transparency, and overall passenger experience at airports.

The initiatives demonstrate the government’s dedication to elevating Nigeria’s airports into a world-class destination that attracts travelers and investors in equal measure. The timing of this strategic move is particularly significant, as the minister drives a comprehensive overhaul of airport management, propels aerospace development, and implements sweeping reforms across the aviation sector.

As part of the Operation Air Clean initiative, several key reforms have been introduced at MMIA. One of the most significant changes is the elimination of joint inspection tables by security agencies. This move is designed to reduce the opportunities for corrupt practices and extortion by officials. Instead, security agencies will transition to intelligence-based searches, scanners, and individual profiling.

Another important reform is the streamlining of passenger processing. DSS and Immigration Service personnel will now share counters, reducing the number of checkpoints for outbound passengers and enhancing travel flow. Customs will also relocate to the AVSEC screening point for money declaration, further simplifying the process.

Transparency in search procedures is also a key focus area. Secondary screening will now be conducted in profiling rooms, with real-time screens displaying the names, agencies, and contact details of officers on duty. This measure is designed to ensure transparency and accountability in the search process.

The roles of various agencies have also been redefined to improve efficiency and reduce corruption. NDLEA personnel will partner with AVSEC at screening points and conduct roving checks in the arrival hall. DSS officers will also rove around the departure and screening areas, providing an additional layer of security.

To address the issue of touting and harassment of passengers by drivers, a mobile court will be activated to expedite the prosecution of offenders. This measure is designed to provide a swift and effective response to incidents of touting and harassment.

In addition to these reforms, several other measures have been introduced to enhance the travel experience at MMIA. Meet and greet areas will be established to provide a secure and convenient space for visitors awaiting arriving passengers. Zero tolerance will be enforced for misconduct by BDC and car-hire staff, with immediate prosecution for offenders.

To improve the overall ambiance of the airport, enhanced lighting and signage will be installed. Large signs will be erected to enforce a three-minute pickup rule and promote free WiFi for passengers.

Similar reforms have also been introduced at the General Aviation Terminal (GAT). A timed parking system will be introduced, requiring payment for short and long-term parking. The number of car hire vehicles allowed in the car park at any time will also be limited.

To eradicate touting and harassment of passengers by drivers, all measures will be enforced to eliminate these practices. The federal government has commended FAAN for its proactive leadership in implementing these measures, assuring Nigerians of continued support in advancing the aviation sector.

According to the Honourable Minister of Aviation and Aerospace Development, “The Federal Government is committed to ensuring our airports operate at the highest standards of security, service delivery, and transparency. These reforms are a critical step toward transforming the passenger experience and addressing systemic challenges.”

The minister also commended FAAN for its efforts, saying, “I commend FAAN for its proactive leadership in implementing these measures and assure Nigerians of the Government’s continued support in advancing the aviation sector.”

FAAN has called on all stakeholders, airport users, and the general public to cooperate and support Operation AirClean in building a safer, more efficient, and passenger-friendly airport environment.

The Managing Director of FAAN, Mrs. Olubunmi Kuku, stressed the importance of collaboration in achieving the goals of Operation AirClean. “We cannot do this alone,” she said. “We need the support and cooperation of all stakeholders to build a better airport experience for all Nigerians.”

As Operation AirClean takes off, Nigerians can look forward to a safer, more efficient, and passenger-friendly airport experience.
